SUBSIDIZED SPAY NEUTER PROGRAM (SSNP) 2012
SSNP, a program that helps low income families in Saskatoon get their cats and dogs spayed or neutered has been renewed for 2012. For more information, please refer to the Subsidized Spay Neuter Program page on this website.
RESTRICTIONS ON PETS IN PUBLIC AREAS
Pets on-leash are welcomed in most areas in Saskatoon. However, for safety reasons or in consideration of the unique and designated functional use of an area, pets are prohibited from some areas. Pets on or off-leash are not permitted in:
- Public cemetaries (without written permission)
- Public playgrounds
- Kinsmen Park
- Kiwanis Memorial Park
- Saskatoon Forestry Farm and Zoo
The City of Saskatoon’s Animal Services Program supports a community where pets, their owners and neighbours live in harmony. The philosophy of this program is to encourage responsible pet ownership through public education, licensing and enforcement.
The Animal Services Initiative (launched in September, 2004) has been undertaken to proactively address issues, perceived or real, associated with animal management in the City of Saskatoon. The objectives of this initiative are threefold:
- Through a consultative approach, identify and constructively deal with issues raised by stakeholders within our community. Stakeholders include the citizens of Saskatoon in general, interest groups, organizations involved with animal management and welfare, and the City of Saskatoon.
Based on the insight gathered through this consultative approach, research done into the successes and failures of other municipal jurisdictions and the experience gleaned through animal services provided by the City of Saskatoon in the past, the Initiative will build the framework for ongoing delivery of animal services that will fully meet the needs of Saskatoon on an ongoing basis.
- To facilitate and foster public education and awareness regarding responsible pet ownership and all the elements of the City’s Animal Services Program.
- To move toward financial self-sufficiency for the Animal Services Program. Revenue is obtained through the sale of dog and cat licences along with pound fees. Saskatoon's Animal Control Bylaw requires the licensing of all dogs and cats over 4 months old in Saskatoon. By educating Saskatoon residents about their responsibilities as pet owners and fully enforcing the Animal Control bylaw, licensing compliance revenues will increase toward the long-term goal of offsetting Animal Services Program costs.
All dogs and cats over 4 months old in Saskatoon must be licenced. Licences are valid for one year from the date of purchase and must be renewed annually. Pet licences may be purchased at City Hall, the Saskatoon Animal Control Agency, the Animal Pound or any participating veterinary clinics and pet supply stores.
The fine for not licensing a dog or cat over 4 months old is $250. Avoid the fine and enjoy the benefits of licensing - renew your dog and/or cat's licence before it expires or purchase a new licence today.

The Animal Control area within Animal Services is responsible for enforcing the Animal Control Bylaw (Bylaw 7860) and the Dangerous Animal Bylaw (Bylaw 8176). Some of the issues addressed include:
- Dog and cat bites
- Aggressive dogs and cats
- Failure to licence and/or display a valid pet licence
- Barking
- Dogs and cats at-large (off owner's property)
- Failure to remove feces (outside owner's property and including off-leash recreation areas)
- Accumulation of feces (on owner's property)
- Pets in prohibited areas including playgrounds, cemetaries and certain parks
Animal Control staff are on duty from:
- April to October - 7 am to 10 pm and on-call during off-hours
- November to March - 8 am to 8 pm and on-call during off-hours

The Animal Pound is veterinary-inspected facility owned and operated by the City of Saskatoon. It is located 5 kilometres south of Circle Drive along Clarence Avenue.
All unlicenced dogs and cats picked up by Animal Control Officers will be taken to the Pound for their safety and well-being. If the dog or cat is licenced but the Animal Control Officer cannot contact the owner or alternate contacts, the animal will be taken to the Pound for its safey and well-being.
Animals received by the Pound will be held for 96 hours to allow the owner to be contacted and redeem them. If they are held over a long weekend, the holding period is extended by 24 hours.
Those animals not redeemed within the 96 hour holding period will be transfered to and become the property of Saskatoon SPCA.
Animal Services provides lost and found services through both Animal Control and the Animal Pound. Call Animal Control at 385-7387 or the Animal Pound at 374-7387 to report a lost or found animal. Lost and found reports are shared between these agencies and are checked when an animal is picked up by Animal Control. Personal information will be protected.
