In 1991, the Kiwanis/Riverbank Parks Program Plan identified several program needs in Victoria Park. Since that time, the City of Saskatoon, in cooperation with Crosby Hanna and Associates and Gordon Forsyth and Associates, developed the Victoria Park Program Plan. This document was adopted by City Council in June 2004. This Victoria Park Program Plan included a description of the existing programs and site characteristics of Victoria Park, as well as the objectives and considerations, which influence the park and program plan recommendations for Victoria Park.
The original Program Plan for Victoria Park has remained unchanged and unimplemented since its conception in 2004. As the development of River Landing continues and access to Victoria Park increases, it is important that the design of Victoria Park is enhanced to support the program plan for this area. To help ensure that current and future program needs of park users are being met, a program plan review was completed for Victoria Park in 2009. The program plan review consisted of a program workshop meeting and stakeholder consultation. The results were used to update the program plan for Victoria Park and illustrate a conceptual design for this park enhancement.
