The Bylaw Review project involves a review and update of the City’s Official Community Plan and Zoning Bylaw. The review focuses on a number of specific policy issues which have arisen due to changes in provincial legislation and recent civic initiatives. It will also improve planning processes and clarify the interpretation and application of the Official Community Plan and Zoning Bylaw.
The project has been divided into two phases.
Phase I of the review focused on changes to reflect new provincial planning legislation, housing affordability issues, and improved planning processes to clarify the interpretation and application of the bylaws. Phase I of the Bylaw Review Project concluded on June 22, 2009 with City Council approval of the new Official Community Plan Bylaw No. 8769 and Zoning Bylaw No. 8770.
Updated Bylaws and summaries of the changes which occurred in Phase I of the Bylaw Review are contained below:
Phase II of the review will incorporate relevant policies from Civic initiatives such as the City of Saskatoon Transit Strategic Plan, the
Energy and Greenhouse Gas Management Plan and address ongoing studies related to wetland management policies, the
New Neighbourhood Design and Development Standards Report, and the
Master Future Growth Plan. As well, research on policies and regulations for infill development and the development standards related to alternative energy sources will be conducted.
Phase II will be guided by outcomes stemming from the City’s broader Community Visioning Process Saskatoon Speaks. It is anticipated that recommendations resulting from Phase II of the project will be considered by City Council over 2011-2012, following appropriate community consultation.
