Standard Operating Procedures Documents

The Standard Operating Procedures (SOP) are organized and numbered based on the following hierarchy:

  1. Service Type - Ex: Water Distribution
  2. Inventory Class - Ex: Water Main
  3. Program Type - Ex: Preservation
  4. Treatment - Ex: Water Main Repair
  5. Support Activity - Ex: Excavation

SOPs are to be written for tasks in the treatment level.

The treatment level includes tasks such as water main repair, repair sewer connection and hydrant repair etc.

The SOP's will include the support activities but SOP's will not be written for support activities.

For Example:

The water main repair SOP will include utility clearances, excavation, shoring installation and backfilling as well as the actual main repair.

Standard Operating Procedure Component Rationale

The City of Saskatoon's Standard Operating Procedures are designed to fulfill not only work method documentation, but also implementation and modification. The package is centered on a core Procedure for which a training program and auditing method are connected.

  1. Procedure
    • The Procedure is the critical component of the SOP. It focuses all the information required to complete a task in one document. For example, the procedure includes the staff, references, forms required, etc. The procedure also includes the critical steps required to complete the task. An example of a critical step would be acquiring utility clearances prior to excavating.
  2. Trainee Manual
    • The Trainee Manual includes any steps useful or needed in performing a task. If the Procedure included acquiring utility clearances prior to excavation, then the Trainee Manual would detail how this would be accomplished, i.e., contacting utility companies etc.
  3. Trainer's Tool Kit
    • The Trainer's Tool Kit is a replica of the Trainee Manual steps, reformatted into PowerPoint slide presentation and Word document. The two documents are identical so that the trainee can follow along during training in their own manual, that they get to keep.
  4. Work Method Check List
    • The Work Method Check List is a list of all the critical tasks from the Procedure. Each task has a box to check off when it has been completed. This list assists the staff in completing the task and gives a record of the steps, which were or were-not followed.

Water Main Repair

The water main repair standard operating procedure (SOP) describes the repair of water mains less than 400MM (16 inch) in diameter. The SOP covers pre-repair, repair, and post repair. The techniques of repair by replacing a section of pipe and installing a repair clamp are described. The water main repair SOP does not include repairs to water connections to private property.

Hydrant Replacement

The hydrant replacement standard operation procedure (SOP) describes the replacement of hydrants and a section of hydrant branch. The SOP covers pre-repair, repair, and post repair. The SOP does not include hydrant branch valve replacement, which may be required.

Storm Sewer Hazardous Material Spill

The Storm Sewer Hazardous Material Spill SOP describes the response procedure public works staff should use in the event of a haz-mat spill into the storm sewer collection system. The objectives of the Storm Sewer Haz-mat spill standard operating procedures is to: contain hazardous material (haz-mat) spills in the storm sewer collection system and to minimize contamination of the South Saskatchewan River, from hazardous materials exiting the storm sewer collection system. This standard operating procedure includes all haz-mat spills in the storm sewer collection system except sanitary sewer spills.

Curb Stop Replacement

The curb stop replacement, standard operation procedure describes the repair of the valve used to connect the public water distribution system to private property. This procedure is designed for public works maintenance staff, and applies to all curb stop replacements. In this SOP the curb stop is replaced, not repaired.

Sanitary Sewer Connection Repair

The sanitary sewer connection repair, standard operation procedure describes the steps involved in repairing a sanitary sewer connection to private property. This SOP does not include storm sewer connections. This procedure does not include repairs to the sanitary sewer main.

Water Connection Repair

The water connection repair standard operating procedure includes repairs of water connections (not complete replacements). The water connection is defined as the area from the water main to the curb stop, not including the curb stop. This procedure applies to repair and/or replacement of connection pipe and the main stop.

Severe Storm Response

The City of Saskatoon, Public Works Severe Storm Response Standard Operating Procedure covers the recommended response to a warm weather storm, which produces flooding. The objective of this procedure is: to minimize property damage and personal injury as a result of a severe storm event, to ensure emergency repairs are completed in a timely and efficient manner, while minimizing disruption in service to the customer, and to acquire information on failures/deficiencies of the storm sewer collection system.

Tool Disinfection

The objective of this Tool Disinfection SOP is to train staff on how to disinfect tools and equipment in a timely and efficient manner while, minimizing disruption in service. Disinfection is one of the most important water treatment processes, because it ensures that consumers are supplied with drinking water, which is free of disease causing microorganisms. At present chlorination is by far the most common method of disinfection. It is economical, convenient and effective.

Water Sampling

The objective of this SOP is to train staff on how to test water quality in a timely and efficient manner while, minimizing disruption in service. Water Sampling is preformed to take uncontaminated samples from the water distribution system and to test water samples for chlorine and turbidity.
