What is the Strategic Plan?
The City of Saskatoon's Strategic Plan is a guiding document that sets the direction and priorities for the organization and community over the next four years.
The Strategic Plan is shaped by the long-term vision outlined in the Official Community Plan. In turn, the Strategic Plan informs the Multi-Year Business Plan and Budget. These three instruments work together to help the City move closer to its vision of making Saskatoon a great place to live, work, learn and play.
A Re-energized Process
Our renewed strategic planning process for the 2022-2025 Strategic Plan identifies where we are now, where we want to be, what we need to do to get there, and how we monitor progress on an ongoing basis. The development of this new process is in progress and will continue to be strengthened over the next few years.
The creation of a Strategic Plan is achieved through contributions from the public, City Council, and Administration.
Our Guiding Framework
The Strategy House is our new framework for bringing together the various components that make up the Strategic Plan.

Certain elements of previous strategic plans -- the Vision, Mission, Values, Purpose, and Strategic Goals -- continue to be part of this new framework.
New Framework Components
These new framework components were developed in 2021: Pillars, Outcomes and Key Actions.
There are three Pillars:
- Advance City Council's Priorities,
- Deliver Excellence in Core Services and Operational Priorities, and
- Drive Corporate Transformational Change.
The three pillars highlight the work that needs to be done to achieve the Strategic Goals.
Outcomes are developed from the Pillars, and Key Actions define the work that is necessary to achieve the identified Outcomes.
Next Steps
This new framework is not yet a finished product. In 2021, the focus was to create the foundational elements of an enduring framework, build the Pillars, and identify the Outcomes and Key Actions.
Over the next few years, the City will work on developing meaningful Key Performance Indicators (KPIs) and Targets to help measure the progress we are making on implementing the Strategic Plan. We will also reinforce our ability to select, prioritize and execute the right initiatives to ensure we are achieving the Strategic Goals.
It's important to note the 2022-2025 Strategic Plan is considered a 'living document,' meaning it will be monitored on a regular basis to assess progress and support successful outcomes. Also, there will be opportunities for City Council and Administration to assess the relevancy of the document during its four-year lifespan and ensure that it continues to meet the needs of the organization and the community.
