Neighbourhood Traffic Reviews

The Neighbourhood Traffic Review program began in 2014 so that traffic engineers could consider the traffic patterns of a neighbourhood holistically. Prior to the program, neighbourhood transportation issues were addressed on a less effective case-by-case basis. 

A neighbourhood traffic review begins with an initial community meeting to engage area residents and hear about their transportation concerns on local and collector streets (scope excludes main arterials). The Transportation division then collects data, such as traffic volumes, speed and pedestrian studies and site observations. The data is reviewed to develop a list of recommendations in the form of a draft traffic plan. The draft traffic plan is presented to residents at a second meeting. The City welcomes feedback on the draft plan from the second meeting and online discussion forums for approximately one month following the meeting. After the public input period ends, the traffic plan undergoes final adjustments before being presented as information to the City’s Standing Policy Committee on Transportation. 

Once a plan is finalized, the measures are implemented:

  • Signage may be installed as early as the spring or summer after the report is finalized (pedestrian crosswalks, no parking, stop and yield, speed signs).
  • Traffic calming measures are installed temporarily to assess effectiveness. If proven effective, the measures will be installed permanently when funding is available. 
  • Sidewalks or any other permanent measures will be installed when funding is available.

On September 25, 2017, the Stonebridge Traffic Management Plan was presented to City Council. The recommended traffic calming devices have all been installed temporarily. Sutherland

On Monday April 24, 2017 City Council adopted the Sutherland Traffic Management Plan. The plan includes a number of traffic calming devices and signage to improve conditions in the neighbourhood. Willowgrove

2015 Neighbourhood Traffic Review

Adelaide-Churchill

On April 25, 2016, City Council adopted the Adelaide-Churchill Traffic Management Plan. The plan includes a number of traffic calming devices and signage to improve conditions in the neighbourhood. The recommended traffic calming devices have all been installed temporarily. The devices are being reviewed and monitored. Devices that are performing effectively will be installed permanently as funding becomes available. Traffic calming devices that are not performing as intended or have created operational issues have been removed. 

Avalon

Over the course of the year in 2015, the City engaged the Avalon community and undertook neighbourhood traffic analysis to develop a new Avalon Traffic Management Plan (formerly adopted by City Council in early 2016). The plan includes a number of traffic calming devices and signage to improve conditions in the neighbourhood. Despite the new plan, two concerns continued to be raised in the community: 1) Traffic calming on Glasgow Street; and 2) Geometric changes to Clarence Avenue.

Accordingly, a supplementary community meeting was held in January 2016. At this meeting, a recommendation was made to trial pinch points as a method to reduce the amount of short-cutting traffic. This was generally supported by the meeting attendees. The Avalon Traffic Management Plan was amended to include the recommendation to evaluate pinch points as a trial at two locations on Glasgow Street between Clarence Avenue and Broadway Avenue. The pinch point trial was presented to Council. 

In March 2017, a Glasgow Street Traffic Review report was presented to Council to summarize the findings of the pinch point trial. The pinch points were subsequently removed and a new recommendation was made to institute northbound left turn and eastbound left turn restrictions at the intersection of Glasgow Street and Clarence Avenue. This measure was also to be instituted on a trial basis in an attempt to reduce short-cutting on Glasgow Street. 

The Clarence Avenue geometric/street alignment changes were completed in the fall of 2017. The trial northbound left turn and eastbound left turn restrictions was installed after the Clarence Avenue construction was completed. The Administration provided a report that included traffic observations and public feedback on this trial to the Public Hearing Meeting of City Council on June 25, 2018. The northbound left turn and eastbound left turn restrictions were subsequently removed. 

The Administration provided a follow-up report (see pgs 5-52) to the Standing Policy Committee on Transportation in October 2018 for the purposes of providing more information.

In June 2019, the Administration presented a report on Vertical Traffic Calming Devices to the Standing Policy Committee on Transportation which recommended the installation of speed humps on Glasgow Street between Clarence Avenue and Broadway Avenue. Funding for the speed humps has been approved by City Council. The permanent speed humps were installed in Fall 2019. 

Confederation Park

Meadowgreen

On February 23, 2015, City Council adopted the Holliston Traffic Management Plan. The plan includes a number of traffic calming devices and signage to improve conditions in the neighbourhood. The recommended traffic calming devices have all been installed temporarily. The devices are being reviewed and monitored. Devices that are performing effectively will be installed permanently as funding becomes available. Traffic calming devices that are not performing as intended or have created operational issues have been removed. 

Hudson Bay Park

Devices that are performing effectively will be installed permanently as funding becomes available. Traffic calming devices that are not performing as intended or have created operational issues have been removed. 

Nutana

On May 25, 2015, City Council adopted the Nutana Traffic Management Plan. The plan includes a number of traffic calming devices and signage to improve conditions in the neighbourhood. The recommended traffic calming devices have all been installed temporarily. 14th Street Permanent Closure

A design charrette was held on September 23, 2017 to discuss the community's desires for the public space created by the 14th Street closure between Temperance Street and Lansdowne Avenue. The community provided comments and completed workbooks during the session. An additional meeting will be held in Fall 2019 to discuss design concepts.
