Neighbourhood Traffic Reviews

The City of Saskatoon started undertaking Neighbourhood Traffic Reviews in 2014 so that traffic engineers had the opportunity to consider the traffic patterns of a neighbourhood holistically. Prior to 2014, neighbourhood transportation issues were addressed on a less effective case-by-case basis. Approximately 8 neighbourhoods are selected for annual reviews based on prioritization criteria that considers outstanding traffic concerns, number of collisions, existing traffic calming measures, age and stage of development of the neighbourhood, and regional representation across the city. 

A neighbourhood traffic review begins with an initial community meeting, typically held between January and June, to engage area residents and hear about their transportation concerns. The Transportation Division then adds this feedback to existing data (i.e. previously reported concerns), and proceeds to collect data, such as traffic volumes, speed and pedestrian studies, and site observations. The data is compiled, reviewed and a list of recommendations is generated. The traffic plan,including signage and traffic calming measures, is presented to residents at a second meeting (typically held between September and December of the same year). Following the second meeting, the plan is finalized and presented to Committee/Council.

Once a plan is finalized, the measures are implemented:

  • Signage may be installed as early as the spring or summer after the report is finalized (pedestrian crosswalks, no parking, stop and yield, speed signs)
  • Traffic calming measures may be temporarily installed as early as the spring or summer after the report is finalized, until proven effective. If proven effective, the measures will be installed permanently when funding is available. 
  • Sidewalks or any other permanent measures may be installed when funding is available

Dundonald

On May 14, 2018, the Dundonald Traffic Plan was presented to the Standing Policy Committee for Transportation. On June 26, 2017, City Council adopted the Hampton Village Traffic Management Plan. The plan includes a number of traffic calming devices and signage to improve conditions in the neighbourhood. Sutherland

On Monday April 24, 2017 City Council adopted the Sutherland Traffic Management Plan. The plan includes a number of traffic calming devices and signage to improve conditions in the neighbourhood. On August 19, 2014, City Council adopted the Mayfair / Kelsey-Woodlawn Traffic Management Plan. The plan includes a number of measures to improve traffic conditions within these neighbourhoods. The recommended traffic calming devices have all been installed temporarily. The devices are being reviewed and monitored. Devices that are performing effectively will be installed permanently as funding becomes available. Traffic calming devices that are not performing as intended or have created operational issues have been removed. 

Nutana

On May 25, 2015, City Council adopted the Nutana Traffic Management Plan. The plan includes a number of traffic calming devices and signage to improve conditions in the neighbourhood. The recommended traffic calming devices have all been installed temporarily. The devices are being reviewed and monitored. Devices that are performing effectively will be installed permanently as funding becomes available. Traffic calming devices that are not performing as intended or have created operational issues have been removed. 

A design charrette was held on September 23, 2017 to discuss the community's desires for the public space created by the 14th Street closure between Temperance Street and Lansdowne Avenue. The community provided comments and completed workbooks during the session. An additional meeting will be held in Spring 2018 to discuss design concepts.

Vertical Traffic Calming Pilot Project

The City is undertaking a pilot project to install temporary vertical traffic calming devices in neighbourhoods.  This pilot is being initiated at the direction of City Council and is in response to inquiries from residents to investigate new methods of reducing neighbourhood traffic speeds. The traffic calming device that has been selected for this pilot project is a rubber speed hump. Four locations have been approved for the pilot including:

The Vic Boulevard and Nemeiben Road installations are anticipated for mid-June 2018. The 29th Street and Stensrud Road installations are anticipated to take place in July. The devices will remain in place until the fall.

The Administration will be reporting back to City Council in early 2019 with the results of the pilot project.
