2023 civic rates & fees for services, programs, recreation, attractions & more

The following rates and fees for City of Saskatoon services take effect on January 1, 2023.

SERVICES FOR RESIDENTS

Animal Services – Pet Licenses

There are no rate changes in 2023. Visit saskatoon.ca/petlicensing for current rates.

Landfill

  • In 2023, there are no increases to Landfill entry fees, tipping fees, specific disposal fees, or the discount for small loads.

Compost Depots

  • The Compost Depot Commercial Hauler Season Permit fee remains $150 for 2023.

Waste-Related Handling Services

  • Curbside Residential Recycling Program fees per household will remain at $7.47 per month in 2023.
  • Multi-Unit Residential Recycling Program fees per household will remain at $3.86 per month in 2023.

Curbside Organics Program (Yard & Food Waste)

  • Beginning May 2023, $6.73 monthly per roll out green cart for organics collection will be applied to your City utility bill. Every household with a roll out black and blue cart will be part of the new program. 

2023 Saskatoon Light & Power Electrical Rates

Effective January 1, 2023, Saskatoon Light & Power customers will see on average a three per cent increase in the Carbon Charge rate on their utility bills. This is a result of the Government of Canada’s Carbon Tax on emissions from electricity generation, which was established in 2019 and has increased on an annual basis to $65 per tonne of carbon dioxide equivalent emissions in 2023. The Carbon Charge rate is applied on a kilowatt-hour (kWh) basis.

The City has historically set its rates to match those established by SaskPower to ensure there are no inequities between utility customers regardless of where their property is located - within the City of Saskatoon’s (City) or in SaskPower’s franchise areas. 

Water and Wastewater

  • In 2023, Water and wastewater rates will increase overall by 3.4%.

MOVING AROUND

Parking Services

Special Permits: In 2023, fees remain the same

  • Sidewalk Crossing permit application fee: $375.00
  • Vehicle permit application fee: $50.00 for blanket annual & $30.00 for daily

Saskatoon Transit

  • In 2023, all transit fares remain the same.

Business & Development

  • Business License fees for most categories do not change in 2023. Visit Business Licenses for current rates.

Building and Plumbing Permits

PARKS, RECREATION & ATTRACTIONS

There are no rate changes in 2023 for the following recreation facilities and services:  

  • Gordon Howe Campground
  • Indoor Rinks
  • Sport Fields
  • Special Event Permits & Applications

Leisure Centres
There are various rate changes for Leisure Centres effective January 1, 2023. Visit saskatoon.ca/admissions for 2023 rates.

Saskatoon Forestry Farm Park & Zoo
There are various rate and fee changes effective January 1, 2023, for the Saskatoon Forestry Farm Park & Zoo. Visit saskatoon.ca/zoo for 2023 admission rates and Saskatoon.ca/zoorentals for rental rates.

Indoor Registered Swim Lessons
Rates are effective April 1, 2023 to March 31, 2024
30 Minutes: $88.75
45 Minutes: $116.75
60 Minutes: $133.50

Outdoor Registered Swim Lessons
Rates are effective April 1, 2023 to March 31, 2024
30 Minutes: $71.00
45 Minutes: $93.50
60 Minutes: $106.75

Golf Courses
