Evening expressway sweeping starts Monday

City and contractor crews have been busy sweeping up road debris to clean streets and reduce dust in the air since the snow melted. Starting Monday, May 15, motorists should expect delays on expressways, including Circle Drive, Monday to Thursday evenings from 8:00 p.m. to 6:00 a.m. This project is expected to be completed by May 26, weather permitting and barring any unforeseen circumstances.
Motorists should stay back a minimum of 15 metres (about 2.5 car lengths), and when passing, should use extreme caution and slow to 60 km/h. The street sweeping vehicles will travel with a Saskatoon Police Service escort to enforce speeding and other work zone infractions. On and off ramps will be temporarily closed while sweeping is being completed.
Saskatoon Police Service and pilot vehicles will use flashing lights and message boards to warn drivers to slow down as they approach the moving work zone. Motorists must slow down and respect all work zones, including mobile work zones, detours, flashing lights, barriers and workers outside of equipment.
The km/h charge for travelling in excess of the posted speed limit in a construction zone is double. Driving 20 km/h over the speed limit will cost you $440; 40 km over will cost $1,008.
The City thanks motorists for their patience while this necessary work is carried out.
Saskatoon Forestry Farm Park & Zoo retains CAZA accreditation

The Saskatoon Forestry Farm Park & Zoo (Zoo) is honoured to have once again achieved its accreditation through Canada’s Accredited Zoos and Aquariums (CAZA). CAZA accreditation signifies excellence in animal care and management and a commitment to conservation and education. The Zoo is the only CAZA accredited facility in Saskatchewan.
“We are so proud to maintain our CAZA accreditation,” says Jeff Mitchell Zoo Manager. “I really want to thank our incredible team at the Zoo who work tirelessly to provide the highest-quality animal care and continue to contribute to conservation and education initiatives that enhance animal welfare.”
Every five years, CAZA requires zoos to successfully complete the accreditation process to be a member of the association. The accreditation process provides a format for the Zoo to undertake a rigorous self-examination and includes a multi-day site visit to complete the adjudication. The granting of accreditation is for five years, and the Zoo may be reviewed or inspected at anytime within the five-year accreditation period.

Monday, May 15 kicks off Spring BYXE Week! Many activities and events are planned throughout the week, including Bike to Work Day on Thursday, May 18. Local advocacy group, Saskatoon Cycles, is coordinating the events in partnership with the City, including the #BYXE Week scavenger hunt and Great Saskatoon Bike Passport Adventure.
Cycling is a convenient and low-cost form of everyday transportation that benefits Saskatoon by decreasing traffic congestion, noise and air pollution. Riding a bike is also great for physical and mental health; regular exercise leaves you feeling refreshed, energized and alert.
Where will the ride take you? BYXE Week is a great time to grab your bikes and explore Saskatoon and all its beauty as spring blooms. The 2023 Cycling Guide is now available, visit saskatoon.ca/byxe for bike routes and safety tips.
Bike to Work Day will be held on Thursday, May 18. Commuter Stations, sponsored by local organizations and businesses, will be serving refreshments and snacks for people on bikes during their morning (7-9 a.m.) and afternoon (4-6 p.m.) commutes.
If you live too far away to ride your bike, consider taking Saskatoon Transit part of the way. All buses are equipped with front bike racks that are free and easy to use. Racks on the front of the buses hold two bicycles on a first-come, first-served basis, accommodating tires up to 2” wide. Plan your trip using the Transit app and Google Transit.

Nutrien Playland at Kinsmen Park opens for the season on Sunday, May 14, 2023

Nutrien Playland at Kinsmen Park (945 Spadina Crescent East) will open for the season on Sunday, May 14, 2023.
Hours of operation are as follows:
May and June
Monday to Friday: 2:30 p.m. to 8:00 p.m.
Saturday, Sunday, and Holidays: 10:00 a.m. to 8:00 p.m.
July to September 5
Daily: 10:00 a.m. to 8:00 p.m.
Admission is $2.90 for a single ticket and $29.00 for a play pack (12 tickets). One ticket per ride is required for the Canpotex train, Ferris wheel and carousel. Children under the age of 6 must be accompanied by a paying adult. Children under the age of 2 ride for free.
The children’s play area is free to enjoy and includes water spray features, sand play and a climbing area. The spray pad will open June 1, 2023 and operate daily from 10:00 a.m. to 8:00 p.m.
Turn moments into memories and host your birthday party or corporate event at Nutrien Playland! Daytime and after-hours bookings are now being accepted for Playland Parties. Pilot project with USask stops debris from flowing into South Saskatchewan River

Litter and debris can eventually end up in the South Saskatchewan River through storm drains located on all Saskatoon streets and roads. Storm water, snow melt, and anything else that goes down storm drains, flows underground to outfalls along the riverbank. The City, in partnership with the University of Saskatchewan (USask), received funding from the Natural Sciences and Engineering Research Council of Canada (NSERC) through their Alliance Grants program to launch a pilot project aimed at preventing debris from entering the river.
“We’ve attached trash trap bags onto outfalls near Pembina Avenue and Prince of Wales Avenue,” says Russ Munro, Director of Saskatoon Water. “When the bags fill, USask staff and students will collect and analyze the contents and test the storm water for potential pollutants.”
“Our team will be able to identify the levels and composition of litter and other potentially harmful contents or pollutants entering the river through our storm drains,” says Dr. Markus Brinkmann, Director of USask’s Toxicology Centre and Lead-Principal Investigator of the USask team.
“We hope that this research will help the City understand the sources of pollution better, with the ultimate goal of controlling it before it can enter the river,” says Dr. Kerry McPhedran, Associate Professor in Civil, Geological and Environmental Engineering at USask and Co-Principal Investigator on the project.
Litter and contaminants entering the river can harm fish and other aquatic life and reduce its recreational value. Residents can help in several ways, including avoiding windblown litter by closing their trash bins properly, responsibly disposing of litter and harmful chemicals, cleaning up after their pets, fertilizing yards with natural elements, and ensuring their vehicles are not leaking fluid.
The trash trap bag pilot project will be in place for two years at which time a decision will be made whether to expand the initiative. For more information, visit saskatoon.ca/stormwater.

Reminder: Permits Required for Park Access

- Repairing any damage to City property at the homeowner's/contractor’s expense.
- Removing all litter/debris after the project is complete.
- Expenses incurred by the City to repair damage.
- Adhering to any restrictions set forth in the approval process, including limitations for vehicle access when the turf is wet.
- Accepting liability for any injury to the public, and for damages to public property.
- Contacting the Parks Division after the work is complete for an inspection and to close the permit.
Spring is a busy time of year for projects in the yard, garden, and around the home. Contractors and homeowners with a property adjacent to a park may wish to use the park as an access point for deliveries, equipment and/or vehicles related to their projects.
The City would like to remind contractors and homeowners about the importance of gaining approval before accessing a park to ensure the safety and enjoyment of these spaces for everyone.
To obtain a permit, contractors and homeowners can either:
1) Complete the Request Access to a Park online form at saskatoon.ca/parkaccess; or,

Green Cart collection is off to a successful start

- Green carts accept all food waste – including bones and eggshells. It’s as easy as scraping your plates.
- Yard waste can go in the green cart unbagged. If you would prefer to bag it, use 100% paper bags. Black garbage bags don’t belong in your green cart and may prevent your cart from being collected.
- The kitchen pail can be lined with BPI certified compostable bags, 100% paper or not lined at all – it’s up to you.
- If you haven’t already, detach your kitchen pail and bring it inside. Not only will this help ensure your cart is collected, but it’s also a handy tool to divert food waste right in your kitchen.
- Follow proper cart placement guidelines to ensure your cart is collected.

Following the start of city-wide green cart collection last week, the City is reporting a participation rate comparable to black carts. 22,250 green carts were collected last week with over 559 tonnes of materials diverted from the landfill.
Changing routines is not an easy task, so we’d like to extend our thanks to the residents of Saskatoon who are helping us put waste in the right place. More than half of what we throw in the garbage can go into the green cart. By diverting organic waste, we can delay the need for a new landfill, protect our environment, and create something useful – compost.

2023 Property Tax Notices; City to begin mail-out on May 9

- Your tax notice will be accompanied by a 2023 Property Tax Notice Guide.
- There are various payment options available including paying your property tax bill in 12 monthly instalments rather than a single annual payment through the Tax Instalment Payment Plan Service (TIPPS). Join the TIPPS program anytime.
- Already on TIPPS? Your TIPPS amount showing on your 2023 Property Tax notice is for information only.
- You will not incur late payment penalties if you pay your full 2023 Property Tax amount due on or before the Friday, June 30, 2023, payment deadline. Non-receipt of your property tax notice does not exempt late-payment penalties.
- 59% for the City of Saskatoon to support municipal services and infrastructure relied on every day including fire and police protection, transit, road maintenance, utility services, waste disposal, parks, recreation and more;
- 35% is billed, collected and remitted on behalf of the province for education as legislated; and
- 6% to support the Saskatoon Public Library.
Starting Tuesday, May 9, 2023, the City of Saskatoon will begin the mail-out of almost 100,000 property tax notices. Property owners should expect their 2023 Property Tax Notice to arrive over the next coming weeks. If you do not receive your tax notice by May 31, 2023, please call 306-975-2400.

Saskatoon Transit wins Smart Cities Award for AI-powered strategy

Saskatoon Transit has received the prestigious 2023 Smart Cities Award for its partnership with Preteckt, an Artificial Intelligence (AI) technology company, to enhance Transit’s bus maintenance operations. The award recognizes Saskatoon Transit’s innovative use of Preteckt’s AI-powered predictive maintenance with its bus operations.
“We want to provide better reliability with even safer vehicles on the road,” says Tracey Davis, Saskatoon Transit Maintenance Manager. “This technology works with our existing systems at Saskatoon Transit and is a great application of AI to bus maintenance. This technology developed by Preteckt detects issues in buses before they become critical interruptions to service and empowers our technicians to make these repairs earlier than currently possible. We noticed immediate benefits, like reductions in parts and labour costs, which will become part of our regular maintenance practices.”

Household Hazardous Waste Drop-off Days Update

With spring cleaning in full effect, we know many of you are eager to dispose of your household hazardous waste (HHW) safely. An outdated HHW drop-off post appeared in error on the City’s website. A drop-off event at the Civic Operations Centre is not taking place today, May 5.
The City is in the process of finalizing procurement details for HHW Drop-off Days for the 2023 season. An update will be available after Monday, May 15.

Downtown terminal Rehabilitation – May 8-14

Attention all Saskatoon Transit users!
Please be aware the Downtown Transit Terminal will undergo a short-term construction project from May 8-14, 2023. The rehabilitation work aims to fix the structural deficiencies of the road surface and missing sections of curb at the terminal.
The project has been scheduled in May to minimize the impact on transit riders and residents. The terminal will be moved along 3rd Avenue from 23rd Street to 24th Street with minimal effects on transit service and schedules. Wayfinding will be available to help locate transfers and buses, and transit staff will be on hand to assist.
Please note the sidewalks on both sides of the existing terminal will stay open, and the Transit Customer Service Centre will maintain regular hours of operation. We apologize for any inconvenience this may cause and appreciate your patience and understanding as we work to make improvements.

Resurfacing major Saskatoon roads; Downtown water main replacements this summer

Some of Saskatoon’s most travelled roads are scheduled for major upgrades this summer. Construction projects will include resurfacing the west bound lanes of Circle Drive North between Millar Avenue and Alberta Avenue, and resurfacing sections of Preston Avenue between Preston Crossing and 8th Street.
“There are several areas of Preston Avenue that are in rough shape and in need of new asphalt,” says Terry Schmidt, General Manager of Transportation and Construction. “We’ll also get to Wanuskewin Road to resurface both sides between 71st Street and Penner Road.”
Many roads will be completely resurfaced following water main replacements. Replacing the decades old water mains with durable PVC piping will continue in several areas of Saskatoon, including Downtown.
“Downtown water main replacement work will happen in phases throughout the summer and fall to avoid closing several blocks at the same time, starting with 22nd Street East between 3rd Avenue and 4th Avenue.”
About $67.19 million is earmarked for road and bridge construction and maintenance in 2023. One of the most significant construction zones is already set up on the Circle Drive North Bridge where crews are now two months into a nine-month long rehabilitation project. Sidewalk repairs and annual street maintenance programs like street sweeping, pothole and utility cut repairs, and line painting are now underway or about to start.
Also, this month, the Saskatoon Transit Downtown Terminal will be undergoing road and sidewalk work. For approximately one week, the Terminal will temporarily move to 3rd Avenue North, in front of City Hall. Bus stop locations will be marked in advance.
Saskatoon Light & Power (SL&P) is already working Downtown, upgrading the underground electrical vault on the west side of 2nd Avenue between 21st Street and 22nd Street. Work began in late April and is scheduled for completion by mid-June. This is a cornerstone project that will allow SL&P to proceed with additional electrical renewal projects to update Downtown power infrastructure.
Despite some street closures due to construction, Schmidt says Downtown businesses will remain open and accessible by sidewalk.
“There will be pedestrian and traffic detours Downtown and throughout the city all summer. We thank residents for their patience and are asking everyone to respect work zones.”

Street crews renew city streets with pothole repairs and line painting

City and contractor crews are out in full force sweeping along priority streets, with residential street sweeping starting next week. Work has also begun on repairing potholes and renewing durable line markings.
Pothole and Utility Cut Repairs
Crews are repairing potholes across the city, beginning with potholes in driving lanes along high-traffic priority streets. With the increase in temperatures, temporary cold-mix filled potholes are now being repaired permanently with hot-mix asphalt.

Repairs to roads start next week at locations where the road was cut to access underground utilities. These cuts are bladed to keep the gravel smooth until the paving crew repairs it.
Line and Crosswalk Painting
Line and crosswalk painting is underway to keep drivers in line during their daily commute. Line painting crews paint approximately 800 kilometers of lane lines and 1,200 crosswalks, two to three times per year, depending on weather and durability.
When encountering a line painting crew on the road, please stay behind the pilot truck that follows the painting truck. The paint needs a few seconds to dry, and the operator of the truck has a limited field of view and may not see a vehicle or person in their blind spot.

Red Dress Day a day to raise awareness, get involved, support our community

May 5 is recognized annually as Red Dress Day – a National Day of Awareness for Missing & Murdered Indigenous Women, Girls & Two-Spirit people (identify as having both a feminine and masculine spirit). IWG2S persons are at a greater risk of abuse and violence due to factors beyond their control such as gender, cultural heritage, gender identity, poverty, colonialism.
The first Red Dress Day, held in 2010, was inspired by a national public art installation where red dresses were hung in a variety of places to bring attention to this crisis. Since then, displaying red dresses has been a way to increase awareness. There is a permanent red dress installation in the lobby of Saskatoon City Hall.
The City is helping bring awareness to this issue on May 5 in the following ways:

Help us make a clean sweep! Sweeping crews are coming your way

Even with snow’s rude interruption of spring last week, City crews are making great progress sweeping up the winter dust on our high traffic streets and business areas. Line painting crews are following behind marking lanes and crosswalks.
Look for yellow No Parking signs on your street through May and June and move your vehicle on sweep day.
Neighbourhood priority streets (10 affected) - May 1-7
We want people to have a street nearby to park on when they move cars for sweep day. We do this by scheduling the neighbourhood over a couple of days or sweeping the main streets (priority streets) first, so they are completed and open for parking on sweep day.
Sweeping on select streets within these 11 neighbourhoods will occur May 1-7: Avalon, Dundonald, Evergreen, Greystone Heights, Grosvenor Park, Hudson Bay, Massey Place, Montgomery Place, North Park, Rosewood and Westview. Watch for No Parking signs and avoid a ticket.
Neighbourhood residential streets – May 8 (7 weeks, weather permitting)
All streets are swept by neighbourhood once cars are moved or towed to a nearby street. Many neighbourhoods are split in half or thirds as they are too big to be swept in one day, and to provide alternate on-street parking spaces.

City to lower flags in recognition of National Day of Mourning

The National Day of Mourning, held annually on April 28, was officially recognized by the federal government in 1991 and commemorates workers who have been killed, injured or suffered illness due to workplace-related hazards and incidents.

Loraas has finalized an agreement to accept organic waste materials at its facility north of Saskatoon. This latest move is part of the contingency plan that was pre-set in the green cart contract the City has with Green Prairie Environmental (GPE).
Don’t forget to bring in your kitchen pails and start scraping your plates! The green cart can accept all food waste – even bones and egg shells – and most yard waste. More than half of what we throw in the garbage can go into the green cart. By diverting organic waste, we can delay the need for a new landfill, protect our environment, and create something useful – compost.
With collections for the green cart program starting in May, you will also have a new fee called Organics Charge on your utility bill. The monthly average utility fee is $6.73 for the green cart program. It's calculated using a rate of $0.2212 per day, so the amount on your bill may vary depending on the number of days in the month. The monthly fee covers collection of food and yard waste from your home, sorting and processing of material, providing cart maintenance and education, bylaw and program support.

Green cart processing facility finalized as part of contingency plan

- Following a public procurement, the City awarded a contract to GPE in September 2020 to provide organics processing services to support the City’s Curbside Organics Program.
- Under the terms of the contract, GPE must be ready to receive materials on May 1, 2023.
- It is the City Administration’s understanding that GPE believed its property - where it planned to process the organic waste - was already within the approved RM zoning because GPE already operates a landfill for solid waste and has for the past nine years at that location south of Saskatoon in the RM of Corman Park.
- The green cart project and contract were progressing for the May 1 start date and it was not until GPE applied to the RM for a routine building permit for its permanent facility (a coverall building) earlier this year that the question of discretionary use arose. The RM administration recommended allowing the discretionary use.
- With the RM Council’s decision to deny GPE’s discretionary use application, the City has an agreement with Loraas to accept and process organics materials on an interim basis starting on Monday while discussions progress with GPE on an alternate plan to fulfill their requirements under the contract.
- With the materials going to Loraas, there is no change to the type of materials that will be accepted and therefore, this plan is still in alignment to meet the City’s waste diversion targets.
- Residents should know that any extra cost of the interim contingency plan will be carried by GPE and not the City.
- The City continues to prepare for the launch of the program next week and collections will not be affected by this RM Council decision.
- All eligible households will have their green carts by the end of this week.

First phase of engagement for Downtown Event & Entertainment District designs to begin

The City of Saskatoon is starting the exciting first phase of engagement for the Downtown Event & Entertainment District and we want to hear your ideas!
“The public is invited to come on the journey with us to create a thriving Downtown, built around great public gathering spaces and amenities,” says Dan Willems, Director of Technical Services.
In November 2018, City Council directed the Administration to plan for a Downtown event centre/arena and new or expanded convention centre as part of a Downtown Event & Entertainment District. Following public consultation in November 2022, City Council approved the purchase of the Midtown Shopping Centre North Parking Lot as the site for the future Downtown event centre/arena.
City staff are working on a comprehensive District Plan that will establish the Downtown as a hub for entertainment and culture, with vibrant spaces that are welcoming for everyone and attractive for new residential development. The District Plan will also guide the designs for the surrounding streets, parks and other public spaces to be accessible to all residents and visitors. Stantec, HOK and LMN have been hired to create conceptual designs for the new event centre/arena and convention centre, as well as the surrounding outdoor spaces.
The City is now seeking public input on things we should incorporate into the design of the District, new event centre/arena, and new or expanded convention centre and outdoor public space, so they are welcoming, inviting and accessible to all who visit or live in Saskatoon.
“What we hear from the community, along with research and funding considerations, will be considered in the development of the District Plan and conceptual designs for the Downtown event centre/arena and convention centre,” says Willems.

Next Steps
Initial designs for the event centre/arena, convention centre and outdoor gathering spaces will be developed using community feedback, technical research and early budgeting.

“After direction from Council, the City will be coming back to the public in the summer and late fall-early winter to get further thoughts and feedback,” Willems explains. “Final draft designs will be presented to City Council for decision and this is expected by the end of 2023.”

Saskatoon Transit signs contract with Nova Bus for first two battery-electric buses

Saskatoon Transit is taking the first step in electrifying its bus fleet by signing a contract for two Nova LFSe+ electric buses. These will be the first two permanent battery-electric buses in Saskatoon Transit’s fleet and the first in Saskatchewan.
The long-range battery-electric bus can travel more than 300 kilometres on a single charge. This will save Saskatoon Transit approximately $44,000 in fuel costs annually per bus and will reduce greenhouse gas emissions by more than 60 tonnes per bus annually once in operation.
"Taking transit is already one of the best ways people can reduce their greenhouse gas emissions, but through electrification and other actions outlined in the Low Emissions Community Plan, we’re working to further reduce our impact on the climate,” says Terry Schmidt, General Manager of Transportation and Construction.
This is a critical step towards achieving climate targets outlined in the City of Saskatoon’s Low Emissions Community Plan and Climate Action Plan. Some of these targets include emission reductions of 55,000 tonnes CO2e by 2050, increasing transit trips to 5 per cent of total trips by 2030 and 10 per cent by 2050.
This $2.7 million investment in battery-electric buses was approved by City Council in December 2021. We expect delivery of these new buses in 2024.
“We are very excited that Saskatoon Transit will be experiencing the long-range electric version of the safe and reliable Nova Bus buses,” says Ralph Acs, President of Nova Bus. “Electrifying transit bus fleets is the smartest option for transit authorities to reduce GHG emissions, and we’re glad Saskatoon Transit is leading the way in Saskatchewan by acquiring the province’s first all-electric buses.”
