33rd Street will be closed between Avenue K and Avenue J on Friday, April 28, at 9:00 a.m. for catch basin replacement work. Detours will be in place guiding motorists around this project. This work is expected to take one day to complete, barring any unforeseen circumstances or weather delays.

First phase of engagement for Downtown Event & Entertainment District designs to begin
April 27, 2023 - 9:00am
- An opt-in online public survey - Saskatoon residents, as well as those from other communities, can self-select to participate;
- Pop-up “storefronts” at malls and other convenient locations where the community is invited to stop by at their own convenience, see information, talk to City staff and provide feedback through worksheets or the online survey; and
- Many community-led workshops.
The City of Saskatoon is starting the exciting first phase of engagement for the Downtown Event & Entertainment District and we want to hear your ideas!
“The public is invited to come on the journey with us to create a thriving Downtown, built around great public gathering spaces and amenities,” says Dan Willems, Director of Technical Services.
In November 2018, City Council directed the Administration to plan for a Downtown event centre/arena and new or expanded convention centre as part of a Downtown Event & Entertainment District. Following public consultation in November 2022, City Council approved the purchase of the Midtown Shopping Centre North Parking Lot as the site for the future Downtown event centre/arena.
City staff are working on a comprehensive District Plan that will establish the Downtown as a hub for entertainment and culture, with vibrant spaces that are welcoming for everyone and attractive for new residential development. The District Plan will also guide the designs for the surrounding streets, parks and other public spaces to be accessible to all residents and visitors. Stantec, HOK and LMN have been hired to create conceptual designs for the new event centre/arena and convention centre, as well as the surrounding outdoor spaces.
The City is now seeking public input on things we should incorporate into the design of the District, new event centre/arena, and new or expanded convention centre and outdoor public space, so they are welcoming, inviting and accessible to all who visit or live in Saskatoon.
“What we hear from the community, along with research and funding considerations, will be considered in the development of the District Plan and conceptual designs for the Downtown event centre/arena and convention centre,” says Willems.

Next Steps
Initial designs for the event centre/arena, convention centre and outdoor gathering spaces will be developed using community feedback, technical research and early budgeting.
The initial ideas, feedback and an early funding strategy will then be presented to City Council’s Governance & Priorities Committee in July 2023.
“After direction from Council, the City will be coming back to the public in the summer and late fall-early winter to get further thoughts and feedback,” Willems explains. “Final draft designs will be presented to City Council for decision and this is expected by the end of 2023.”

Saskatoon Transit signs contract with Nova Bus for first two battery-electric buses

Saskatoon Transit is taking the first step in electrifying its bus fleet by signing a contract for two Nova LFSe+ electric buses. These will be the first two permanent battery-electric buses in Saskatoon Transit’s fleet and the first in Saskatchewan.
The long-range battery-electric bus can travel more than 300 kilometres on a single charge. This will save Saskatoon Transit approximately $44,000 in fuel costs annually per bus and will reduce greenhouse gas emissions by more than 60 tonnes per bus annually once in operation.
"Taking transit is already one of the best ways people can reduce their greenhouse gas emissions, but through electrification and other actions outlined in the Low Emissions Community Plan, we’re working to further reduce our impact on the climate,” says Terry Schmidt, General Manager of Transportation and Construction.
This is a critical step towards achieving climate targets outlined in the City of Saskatoon’s Low Emissions Community Plan and Climate Action Plan. Some of these targets include emission reductions of 55,000 tonnes CO2e by 2050, increasing transit trips to 5 per cent of total trips by 2030 and 10 per cent by 2050.
This $2.7 million investment in battery-electric buses was approved by City Council in December 2021. We expect delivery of these new buses in 2024.
“We are very excited that Saskatoon Transit will be experiencing the long-range electric version of the safe and reliable Nova Bus buses,” says Ralph Acs, President of Nova Bus. “Electrifying transit bus fleets is the smartest option for transit authorities to reduce GHG emissions, and we’re glad Saskatoon Transit is leading the way in Saskatchewan by acquiring the province’s first all-electric buses.”

New summer hours at the zoo

The Saskatoon Forestry Farm Park & Zoo will be switching to summer hours on Monday, May 1, 2023. The seasonal hours mean the Forestry Farm Park gates will be open from 7:30 a.m. to 9:00 p.m. and new in 2023, the Zoo will be open daily from 9:00 a.m. to 5:00 p.m. The last person will be admitted to the Zoo thirty minutes before close. Parking fees also come into effect on May 1.
The public is reminded that the Saskatoon Forestry Farm Park & Zoo is a pet-free park.

Woodlawn Cemetery Guidelines for Gravesite Memorials
April 25, 2023 - 2:00pm
- Only approved monuments or memorials are considered permanent items and are permitted to remain in the cemetery year-round. All other items placed on a gravesite, flowerbed, monument, or concrete foundation are considered temporary and need to be removed weekly.
- Flowers and other items are permitted on the gravesite the day of the burial and will be left for a period of seven calendar days. After this time, items will be removed by the City. Please note, the City does not take responsibility for any removed, damaged, or missing items placed in the cemetery by the public.
- Families may establish a flowerbed at the gravesite upon approval from the Cemetery Office, except for military burials in the Field of Honour and flat marker areas. Annual flowers are allowed, provided they do not hang over the edge of the flowerbed or impede maintenance of adjacent gravesites. Flowerbeds must be approved by the Cemetery Office prior to installation to ensure they are within guidelines.
- Items not allowed in flowerbeds include shrubs, perennials, decorative fencing, rocks, stones, concrete, and breakable or fragile items.
- The City assumes no responsibility for the appearance, maintenance and fall cleanup of approved flowerbeds planted by the public. If flowerbeds are neglected, they will be removed.
As the weather warms, cemetery staff will begin spring cleanup of the cemetery grounds. The City of Saskatoon reminds visitors to the Woodlawn Cemetery of the guidelines in place for gravesite memorials. These guidelines are intended to maintain a pleasant environment and respect the final resting place of loved ones:
From May 1 to October 15:
Cemetery visiting hours are 8:00 a.m. to 9:00 p.m. daily. Please note, the washroom in the Woodlawn Cemetery Administration building is currently closed.
The Cemetery Office is open from 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding statutory holidays. For all inquiries, contact the Cemetery Office at 306-975-3308 or cemetery@saskatoon.ca.

Green cart collections & cost not affected: Corman Park Council rejects contractor’s organics composting facility application

In an 8-1 vote, the Rural Municipality of Corman Park Council declined a discretionary use application from Green Prairie Environmental (GPE). The application was to operate an organics composting facility located next to the GPE landfill that has been operating in the RM for many years.
Following a public procurement process, the City awarded in September 2020 a contract to GPE to provide organics processing services to support the City’s Curbside Organics Program.
The City’s contract with GPE requires a contingency plan in the event that GPE faces any challenges to fully deliver service. This was a pre-condition to moving forward.
Residents should know that any extra cost of the contingency will be carried by GPE and not the City.
The City continues to prepare for the launch of the program next week and collections will not be affected by this RM Council decision. All eligible residences will have their green bins by the end of this week.

The Government of Canada invests in the electrification of Saskatoon’s bus fleet

- The Government of Canada is investing $336,000 for this project, and the City of Saskatoon is contributing $84,000.
- Launched in 2021, the $2.75B Zero Emission Transit Fund offers support to public transit and school bus operators across Canada who are electrifying their fleets.
- The Government of Canada is investing $10 million through the Zero Emission Transit Fund over five years to help transit bus operators to complete planning work and increase their level of readiness to transition to zero emission bus fleets.
- CUTRIC’s mission is to support the commercialization of technologies through industry-led collaborative research, development, demonstration, and integration projects that bring innovative design to Canada’s low-carbon smart mobility ecosystem.
- This project aligns with Saskatoon’s Low Emissions Community Plan, a long-term roadmap for the City to achieve its greenhouse gas reduction targets.
Today, the Honourable Dominic LeBlanc, Minister of Intergovernmental Affairs, Infrastructure and Communities, His Worship Charlie Clark, Mayor of Saskatoon, and Josipa Petrunić, President and CEO of the Canadian Urban Transit Research & Innovation Consortium (CUTRIC), announced a joint investment of $420,000 to plan for the electrification of Saskatoon Transit’s bus fleet.
With this funding, Saskatoon Transit will create a five-phase strategy that will review the costs, assess the risks and advantages, and identify the infrastructure and internal resources needed to transition to a low-carbon fleet. This plan will guide the City of Saskatoon’s efforts to meet their goal of electrifying their entire fleet.
By investing in infrastructure, the Government of Canada is growing our country’s economy, increasing the resiliency of our communities, and improving the lives of Canadians.

- Grooming of crusher dust trails in naturalized park areas to remove the ruts from run-off and other winter activities will begin once the trails have fully dried.
- Collecting litter and beginning of mowing cycles to over 400 hectares of open space areas along Circle Drive and other major freeways.
- Emptying of garbage receptacles will increase to at least once a week, beginning May 1.
- Put litter in the trash cans provided throughout all parks.
- Pick up after your pet.
- Do not enter large puddles created by spring run-off.
Spring is here, which means City workers are starting to ramp up maintenance activities for the more than 2,000 hectares of park and open spaces in Saskatoon. Seasonal workers start returning mid-April and the park clean-up process will continue until mid-May.

Residents are reminded that a Park Access Permit is required to access private property through a City park to complete all work including landscaping, construction, tree removal, renovations and building a deck, fence or pool. City crews fighting ice during spring storm

The continuous snow fall in Saskatoon is keeping roads and sidewalks wet today. It’s expected to continue through the night into Thursday while temperatures drop, creating conditions for ice to form. City crews have been out since the rain and snow started Wednesday applying de-icing materials as required to address slippery conditions.
The priority while it snows is to address icy conditions along Circle Drive and the highest speed streets, intersections and bridge decks by applying de-icing materials and plowing if the snow accumulates. Arterial streets and bus routes follow.
Crews will be working throughout the night, applying salt to break the ice layer.
Drivers should adjust their driving for the road conditions, leave extra room and time for their commute.
Please watch for blue and amber flashing lights on road maintenance equipment and leave room for the operators to do their work.

Safety Reminder: Coyote Sightings

- Never approach the animal;
- Look for a way out;
- Be observant of the coyote’s movements;
- Act assertive, yell, and wave your arms so that the coyote maintains a healthy respect for humans;
- Ensure the animal has an escape route with enough space to flee the situation; and
- Keep pets on a leash and under control.
- Never feed coyotes or leave food waste in accessible areas;
- Seal off access to decks and other sheltered spaces in your yard;
- Do not feed pets outdoors; and
- Close the gate to your yard and ensure fencing is in good condition.
The City is advising the public that coyote sightings have occurred at various locations throughout Saskatoon. The City reminds people to keep their distance from coyotes and all wildlife as they can be unpredictable when confronted.

Green cart delivery nearing completion: collection around the corner

Green cart deployment is well underway across Saskatoon. All households with black garbage carts and blue recycling carts are receiving a green cart, specifically for food and yard waste, and a kitchen pail starter kit. To date, more than 50% of eligible households have received their carts and kitchen pails.
The third-party contractor responsible for cart deployment has experienced some delays but is increasing crews and workdays to ensure deployment will be completed on time. They have increased from five teams to eight and are now working seven days a week instead of six.
“We have experienced a few setbacks with deployment but with additional resources added by the contractor, we are confident all eligible households will receive their green carts by the end of April,” says Brendan Lemke, Director of Water and Waste Operations. “We would like to reassure residents that they will not be charged for the green cart program before they’ve physically received their cart.”
A monthly average utility fee of $6.73 will appear on City utility bills beginning in May. Households will not incur the organics charge until they have received their carts. The fee covers collection, composting, cart maintenance, education programs and program management.
“We are delivering green carts to all eligible households in the city that currently receive curbside collections to ensure that every eligible household has an opportunity to participate,” Lemke says. "We understand there are instances where, due to space or other constraints, residents of townhouses and properties with secondary suites may want to share carts. We have been hearing from some folks and we do have a process in place if they want to request one or some of their green carts be removed.
A representative from a townhouse complex or an owner of a property with a secondary suite can contact Corporate Revenue Customer Service at 306-975-2400 or revenue@saskatoon.ca to request to have one or some of their green carts removed. Monthly utility fees will still apply to each eligible household even if green carts are removed. The City is focused on successfully completing deployment, ensuring townhomes and secondary suites receive the right size and number of carts, and giving residents time to try out the program for a few months. The majority of single-family residences will not have the opportunity to refuse their green cart until fall.
“Findings from other municipalities show that waste diversion rates increased and requests to opt-out reduced considerably after residents had time to try the new service, so we’d ask that you at least give it a shot this summer,” adds Lemke. "It will also be important to for residents to get used to the new garbage collection schedule. Garbage will now be collected bi-weekly year-round, since more than half of what used to go into the black carts is accepted in the new green cart.”
Green cart collection will begin in May. If your green cart is already full and you have excess yard waste, you can drop it off for free at the City’s two Compost Depots, which are now open for the season. Residents can also pick up one cubic yard of compost or mulch for free while supplies last at the West Compost Depot.
Later this year the City is launching an organics regulation for businesses and organizations that generate food or yard waste as part of their operations, as well as a pilot project for multi-unit food and yard waste diversion.

Spring street sweeping and pothole repairs renew high-traffic streets

Recent warm days quickly dried up streets enough for spring street sweeping to begin on high traffic streets and in the business improvement districts. City crews have been working day and night for the past week to clean up the dirt and reduce dust.
While the warm weather was later than normal this year, the city-wide snow removal prepared streets to dry up quickly for this work to get going on schedule. A lot of dirt and debris was collected with the snow, which will keep sweeping moving quickly.
Sweepers will go around parked vehicles for this early spring clean-up work, which is quicker and collects an estimated ninety percent of the debris and dust. Watch our video about early spring sweeping or visit saskatoon.ca/sweep to learn more.
This work will continue for the next few weeks on the priority streets and medians, then residential street sweeping gets going in early May when the yellow No Parking signs are used with towing to move vehicles for the curb-to-curb sweep. More information and schedules will be available in the coming weeks.
Pothole repairs
With less moisture on streets after snow removal this past winter, there may be fewer potholes developing. Major potholes that can cause vehicle damage or injury are being temporarily repaired before hot mix asphalt for permanent repair is in production mid-April. At that time, City and contractor crews will be out in full force along high-traffic priority streets. In May, potholes will be repaired in residential streets once they are swept.

The kanātan nipīy (water is clean) Water Distribution & Collection Training Course is delivering its next session between May 1 and June 30, 2023. The application deadline is April 17.
This course is just 9 weeks long and it provides the training needed to work in water and wastewater treatment—including at the City of Saskatoon where 13 of the 29 program graduates have found employment. The course content and delivery are coordinated by Sask Polytechnic and the Radius Community Centre.

Ice melting on recreational ponds and South Saskatchewan River

As the weather continues to warm up, the Saskatoon Fire Department would like to advise the public to be mindful of ice conditions during the freeze-thaw cycle.
Recent ice testing by the Saskatoon Fire Department has determined the ice thickness is no longer suitable for winter recreational use. The ice must reach a minimum thickness of at least eight inches to be considered safe. Fire crews will be updating the posted signage to read “No Skating” at each recreational storm pond.
Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including removing personal belongings, as well as user safety.
Additionally, ice on the South Saskatchewan River has also started to melt. The ice that covers this body of water is unpredictable and is therefore never safe for winter recreational use. Residents are asked to never venture out onto the ice that covers sections of the South Saskatchewan River.
Community members are advised to always exercise an elevated level of caution when around any large body of water. Keep a close watch on children and pets when visiting trails, parks, or off-leash areas that may run adjacent to the South Saskatchewan River or a storm water retention pond.

Flags lowered for National Day of Remembrance of the Battle of Vimy Ridge

The National Day of Remembrance of the Battle of Vimy Ridge is held on April 9. In recognition, flags at all City of Saskatoon facilities will be flown at half-mast to honour and remember those who fought.
The Battle of Vimy Ridge on April 9, 1917 was the first time that Canadians from coast to coast fought in a battle together against a common enemy and is considered by many to be a turning point for our country and the beginning of Canada’s march towards nationhood.

City Compost Depots set to open on Tuesday, April 11

The City’s two compost depots are set to open in time for spring clean-up. Residents are invited to drop off leaves, grass, sod, topsoil, garden refuse, pumpkins, and non-elm branches, stumps and tree trimmings at no cost. This helps keep yard waste out of the Landfill and produces high-quality, nutrient-rich compost and mulch used in Saskatoon’s parks and community gardens.
In addition to dropping off yard waste, residents are welcome to take part in the Dig-Your-Own program at the West Compost Depot, located at Highway 7 and 11th Street. Residents can self-load up to 1 cubic yard of compost and mulch at no cost, while supplies last. Accessibility will be dictated by site conditions. The West Compost Depot is open 7 days a week, including statutory holidays from 9:00 a.m. to 5:50 p.m.
Residents should take note that there will be restricted access to the West Compost Depot beginning Tuesday, April 11 to help reduce traffic congestion and ensure safe access for visitors. The depot will only be accessible from the Highway 7 southbound, with no access permitted from the Highway 7 and 11th Street intersection. Detour signs will be in place to assist with traffic flow.
Residents also have access to the East Compost Depot located on Highway 5 for drop-off only. The East Compost Depot is open 5 days a week, Thursday through Monday (closed Tuesday and Wednesday) from 11:00 a.m. to 4:50 p.m.
All loads must be covered when transported within City limits to prevent debris from blowing off vehicles (Waste Bylaw #8310).
The City Compost Depots do NOT accept elm wood, sawdust, treated and untreated lumber, building materials, garbage, or any animal waste/litter. Food waste is also NOT accepted for drop-off at the compost depots; selected food waste may be composted at home and all food waste can now be placed in Green Carts . Excess yard waste is welcomed at both drop-off depots.

Spadina Crescent closed between 3rd Avenue and 20th Street on Thursday
April 5, 2023 - 1:00pm
Spadina Crescent will be closed between 3rd Avenue and 20th Street on Thursday, April 6, at 7:00 a.m. for manhole repair work. Detours will be in place guiding motorists around the work zone. This project is expected to take eight hours to complete, weather permitting and barring any unforeseen circumstances.
Saskatoon Transit may be affected by these detours. Transit service alerts and real-time bus information are available on third-party apps like Transit and Google Maps Transit on desktop.

City reminds drivers to slow down during expressway maintenance

From April 1 to October 31, crews will be completing ongoing cycles of mowing and litter cleanup along City expressways. The City reminds residents to slow down when driving by work zones for the safety of crews working adjacent to the expressway.
Drivers are also reminded to cover and secure their cargo when driving on the expressway. Unsecured cargo is the main source of expressway litter and drivers can be subject to ticketing, as per Waste Bylaw 9844.
Securing cargo is not only important for protecting your vehicle and the items that you are carrying, but it is also a critical step in helping to prevent dangerous accidents. You are encouraged to use ratchet straps, bungee cords and/or tarps depending on what you are carrying. This will help to secure your cargo, minimize litter, and help keep everyone safe on the road.
