Clarence Avenue will be closed between Adelaide and Hilliard streets starting Wednesday, April 5, at 8:00 a.m. for service connection replacement work. Detours will be in place guiding motorists around this detour. This project is expected to take two days to complete, barring any unforeseen circumstances or weather delays.

Saskatoon students demonstrate ingenuity and environmental stewardship at Student Action for Sustainable Future 10-year anniversary showcase event

Youth in Saskatoon are taking action to improve our environment through the Student Action for a Sustainable Future (SASF) program, funded in part by the City of Saskatoon. Financial support for environmental programs like SASF is one way the City demonstrates its commitment to its strategic goal of environmental leadership.
Approximately 325 Grade 4-8 students from 12 classes and 11 schools across the city have been working on different sustainability-focused projects in areas including waste reduction and diversion, biodiversity, water and energy conservation, sustainable transportation, and food production.
Media and community members are invited to attend the showcase event on Tuesday, April 4 from 10:00AM to 11:30AM at the Western Development Museum. Students, teachers, and program representatives will be available for interview.
“Our continued partnership with the SASF program helps to create the next generation of environmental champions and sustainability ambassadors,” says Katie Burns, Manager of Education and Environmental Performance. “We see so much creativity and passion from these student projects that you can’t help but be hopeful and inspired by these young environmental problem solvers.”
Now in its tenth year, the SASF program has seen over 3,500 students participate and student enthusiasm for this experiential learning opportunity remains high.
“We see now more than ever in the tenth year of the SASF program that students are deeply engaged due to the strength of our learning-by-doing action model,” says Amber Burton, Saskatchewan Environmental Society’s SASF Coordinator. “The effectiveness of the program is evident in the quality of student projects we see each year. Students are excited to share their results and learnings from their projects at the in-person showcase which is sure to inspire those that attend to make sustainable changes in their own lives!”
The Student Action for a Sustainable Future program is a partnership between the City of Saskatoon, the Saskatchewan Environmental Society, the Saskatoon Public School Division, the Greater Saskatoon Catholic Schools Division, the Sustainability Education Research Institute, Nutrien, and Saskatoon Light and Power along with several other educational stakeholders and community organizations.

Pruning Ban for Elm Trees Takes Effect Friday, April 1
March 31, 2023 - 9:30am
- Not pruning elms during the provincial pruning ban (April 1 to August 31)
- Not bringing elm wood into the city, storing elm wood for more than a day, or burning elm firewood
- Always disposing of elm wood at the City Landfill
- Sanitizing tools after working on elm trees
- Not building treehouses in elm trees, as the nail and screw holes can attract elm bark beetles
- Reporting dead or dying elm trees or branches to the City or to a professional arborist
One in every four trees in Saskatoon is an elm tree and threatened by Dutch elm disease (DED). The City reminds residents that the provincial ban on pruning elm trees is from Saturday, April 1 to Thursday, August 31, 2023.
Provincial regulations also prohibit the storing, transport and use of elm wood for any purpose. This includes wood chips, firewood, wood slabs and branches. The only permitted movement of elm wood is to the City’s designated disposal site at the City Landfill.
What is DED?
DED is a serious disease caused by a fungus that clogs the elm tree’s water and nutrient conducting system, which eventually causes the tree to die. DED was introduced in North America in the 1930s and has since wiped out millions of elms across Canada and the United States.
How is DED spread?
In Saskatchewan, the disease is spread by several species of elm bark beetles. These beetles can fly farther than two kilometres in search of elm trees. The DED fungus has tiny spores that stick to the body of the beetle. Elm bark beetles can carry these spores and infect other elm trees. The fungus can also be spread by infected pruning tools.

How to identify and report unhealthy elm trees and firewood
American elm trees with DED may start showing symptoms as early as June. Typically, the leaves will start to wilt and turn yellow, then curl and turn brown. If you suspect an unhealthy elm tree or are unsure of what type of firewood you have, take a photo and complete the online form at saskatoon.ca/dutchelmdisease or call Urban Forestry at 306-975-2890.
Anyone wishing to prune elm trees during the ban must obtain a permit and are asked to call the City’s Parks Department at 306-975-2890 for more information. By following the provincial regulations and maintaining elm trees on your private property, all residents can help prevent the spread of DED in Saskatoon.

Puddles and potholes season begins with melting temperatures on the horizon

- Our storm sewer system can easily carry the flow of snowmelt. Most ponding and flooding around catch basins are caused by ice blocking the drain.
- Crews are defrosting catch basins and clearing gutters to improve drainage, keeping a close eye on intersections prone to flooding.
- City crews will respond quickly to reports of flooding on major streets that is interfering with traffic or has potential for any property damage.
- Clear snow and ice from sidewalks and paths to reduce ponding and dangerous ice during the thaw/freeze cycle.
- Keep snow in your yard. If you throw it on the street, it can create issues for rutting or affect drainage.
- Where possible, safely clear snow, ice and debris from the catch basins in your area.
- Call the Customer Care Centre at 306-975-2476 if you notice water collecting that is impacting traffic or crosswalks on busy streets.
It’s officially spring, so let’s be optimistic that the temperatures will stay above zero soon. In preparation, City crews are uncovering catch basins and thawing frozen locations that aren’t draining on the street.
The massive city-wide snow removal left very few snow piles on the street; however, there is a lot of snow piled on residential and business properties to consider.
The City encourages residents and businesses to prepare their property for the spring melt; spend time digging out covered catch basins and making a path for snowmelt to drain where it’s safe to do so.
As we transition from winter to spring, people need to be cautious when encountering puddles. Pesky potholes can pop up as moisture gets into cracks in the road, and when they fill up with water, can cause damage for vehicles, as well as a tripping hazard. Drivers also need to pay attention to avoid splashing people on the sidewalk and at bus stops.

City launches free energy coaching service to help residents with home renovations while cutting emissions

Explaining energy audits and help with prioritization of upgrades considering factors like cost, comfort, and energy reduction;

Explaining how to reduce day-to-day energy consumption by changing behaviours in the home; and

Helping residents get clarity about available rebates and grants to help reduce energy use in the home through various upgrades like insulation, window and door replacement, air source heat pumps, solar installations, and more.
The City of Saskatoon now offers a free energy coaching service that will support local homeowners who want to learn more about energy efficiency renovations and take advantage of the Canada Greener Homes grant and interest-free loan program. This energy coaching service delivered by energy expert Summerhill can help to help make homes more energy-efficient by:
The coaching service is available over the phone, email, or in-person. Residents can call toll-free, 1-888-834-1889, or email EnergyCoachSK@summerhill.com.
Energy consumption from residential buildings accounted for 42% of Saskatoon’s greenhouse gas emissions related to energy in 2021, and residential homes account for almost a quarter of our overall community emissions.
“The City’s goal is to help reduce energy consumption and greenhouse gas emissions from homes and other buildings,” says Jeanna South, Director of Sustainability. “Home energy renovations are an important first step in achieving Saskatoon’s emissions reduction targets. The coaches are well-versed to address the unique challenges presented at each home when it comes to renovations”.
Residents are encouraged to use the links provided to learn more about home energy renovations, greenhouse gas emission reduction, and financial incentives currently being offered. This is the second tool launched in 2023 to assist with energy-smart renovations. Additional tools will launch later in the year.
This program is being carried out with assistance from the Green Municipal Fund, financed by the Government of Canada and administered by the Federation of Canadian Municipalities.

Discover a wide selection of toys, puzzles, games and plush animals at the new Zoo Gift Shop. Items available showcase the wild and wonderful animals that call the Zoo home and directly support conservation, research, education and enrichment programs at the Saskatoon Forestry Farm Park & Zoo.
“We are so pleased to bring back an opportunity for kids, and the kids at heart, to explore their imagination and take home a wonderful souvenir,” says Jeff Mitchell, Zoo Manager. “It was important for us to ensure items were sustainably sourced and many of our plush animals are made from 100% recycled materials. Plastic bottles are shredded into pellets and then turned into the yarn and fabric that is used to make the irresistibly cute animals you will see in our gift shop.”
The Zoo Gift Shop will also feature custom art pieces created by current and former Bunkhouse residency artists. The Saskatoon Forestry Farm Park & Zoo Bunkhouse contains six artist studios and public gallery space. Thirty artists have taken part in the residency program since it launched in 2019 and a limited selection of custom painted totes, cards, paintings and pictures will be available for sale.
The Zoo Gift shop will open for the season on Saturday, April 1, 2023 and is located in the Zoo Admissions building.

Zoo animals prepare for cooler temperatures

Over the next several weeks, visitors to the Saskatoon Forestry Farm Park & Zoo (Zoo) will start to see the Zoo animals preparing for the cooler winter temperatures ahead. Many species including the snow leopard, lynx, bobcats, bison and caribou thrive in cooler temperatures thanks to some very cool natural adaptations.
“Caribou are well adapted to life in cold climates,” says Jeff Mitchell, Zoo Manager. “The herd at the Zoo is already working on developing their dense undercoat made up of ultra-fine fur and a longer overcoat of hollow guard hairs that will keep them warm throughout the winter. Caribou also have large, sharp hooves that act like snowshoes allowing them to walk on top of the snow.”
Other animals like the grizzly bears and prairie dogs, are getting ready to sleep away the cold winter days.
“Mistaya and Koda have started making their beds so to speak,” says Mitchell. “You might see the bears combing through the extra straw and leaves the zookeepers have placed throughout their habitat. Mistaya and Koda like to carefully select each leaf and piece of straw, only taking the best of the best back to their den to make their bed.”
Dingoes Maple and Euci will soon be off-exhibit as the cool weather settles in. While the dingoes love to play in the snow for brief periods of time, they will be spending most of their time in their indoor habitat in favour of warmer temperatures.

New home energy retrofit financing for Saskatoon

Helping Canadians upgrade their homes to be more energy-efficient fights climate change, creates good jobs and helps save on monthly bills.
The Honourable Dan Vandal, Minister of Northern Affairs, Minister for PrairiesCan, and Minister for CanNor, on behalf of the Honourable Jonathan Wilkinson, Minister of Natural Resources, and Mairin Loewen, member of the Board of Directors of the Federation of Canadian Municipalities and councillor at the City of Saskatoon, today announced a $11.1-million investment through the Community Efficiency Financing (CEF) initiative to help implement a home energy retrofit financing program in the City of Saskatoon.
The Saskatoon Home Energy Loan Program is the first Property Assessed Clean Energy (PACE) program in the province, designed to support retrofits for single-family homes by allowing repayment of loans through the property tax system. The program will provide financing for homeowners to undertake a range of measures, including energy efficiency upgrades, renewable energy installations, water conservation measures, electric vehicle (EV) charging stations, and battery storage technology.
The program includes further support for low-income households: waiving its fixed administrative fee, providing certain services and equipment upgrades free of charge, and offering additional rebates. Through its partnership with SaskPower, the city will further support low-income participation in the existing Energy Assistance Program, which offers energy coaching and low-cost upgrades specifically to low-income households. Additionally, the program will encourage Indigenous businesses to participate in the pre-vetted qualified contractor list for the program.
The implementation of the Saskatoon Home Energy Loan Program follows a successful feasibility study, which received a $102,750 grant through the Green Municipal Fund’s (GMF) Community Efficiency Financing initiative to explore various program options and design a PACE residential financing program. The first intake of the loan program was extremely popular and now has a waitlist. The city will consider additional enhancements to the program to better serve homeowners.
The Community Efficiency Financing initiative is offered through the Green Municipal Fund (GMF) delivered by FCM and funded by the Government of Canada. CEF helps communities of all sizes implement innovative local financing programs that directly help homeowners cut their greenhouse gas emissions, make their homes more energy-efficient, comfortable and affordable, while creating local jobs and keeping the local economy moving.
This initiative is one of the ways GMF continues to build on its 20-year record of supporting transformative environmental initiatives at the community level. The Government of Canada has invested $1.65 billion in the GMF since its inception, enabling municipalities to support projects like this that will leverage local resources to drive innovative solutions.

Poetry Downtown a project in collaboration with Downtown Saskatoon launches

- to connect the work of local poets to the community
The Poetry Downtown project features poems from six local poets displayed on the 3rd Avenue poster directories between 19th Street and 23nd Street in Downtown Saskatoon. The theme of the project is Reconciliation.
Launched at the beginning of October, the project will be on display until May 31, 2023. A Call for Submissions was issued in July of 2022. Selected poets and their poem titles are: Robert Benz: The Colour of Sky, Lisa Bird-Wilson: Beside a Residential School, Lauren Klassen: O’ Canada, Mika Lafond: Unapologetic, Jada Morin: it’s always so sad to see, and Jenny Ryan: Sask..
The goals of the project are:
Poetry Downtown was inspired by a challenge from Parliamentary Poet Laureate of Canada Louise Halfe encouraging municipalities to bring poetry to public places.

“Art uses our physicality, spirituality, intellect and emotionality to bring forth our visions. It is expressed through literature in poetry, drama, theatre, dance, music, song and paintings. It is never stagnant. All these enhance and challenge our perspectives, they guide us into the inner center of our being, invite us to grow. These are the visions drawn from the artisan well of the artist. In essence we are all artist. It is simply expressed in multiple ways in all disciplines.”

City’s first flood mitigation project complete; new park space open

Dozens of residents in Saskatoon’s Haultain and Queen Elizabeth neighbourhoods can rest a little easier knowing there is less of a likelihood of their properties flooding during intense rainfalls. A new dry storm pond in W.W. Ashley District Park, enjoyed as a newly developed park and sports field during dry weather, officially opened today.
The new dry storm pond is the first of nine to be completed under the Flood Control Strategy (FCS) which was approved by City Council in 2018. The second project is underway right now in Churchill Park and will open in fall 2023. In early 2023, construction will start on a dry storm pond in Weaver Park and six more FCS projects will be built between 2024 and 2027. The Government of Canada has contributed $21.6 million towards Saskatoon’s Flood Control Strategy through the Disaster Mitigation and Adaptation Fund.

“The W.W. Ashley Park Dry Storm Pond has already proven to be a tremendous success,” said Saskatoon Mayor, Charlie Clark. “During a significant rain event this summer, it prevented flooding in an area of the city that historically experiences floods. It also provides accessible walking paths and retains recreational space and green space when not containing storm water. The City has plans for more dry ponds and will continue work on projects in the Flood Control Strategy to help minimize flooding in the highest risk locations in the city. Through continued partnerships, we’re able to deliver better infrastructure to residents that help mitigate damage from natural events.”
“We have a well thought out strategy in place to ensure all of our projects are built and functioning by 2027,” said Russ Munro, Director of Saskatoon Water. “Flooding is never ideal, but I think we were fortunate to witness how this first flood mitigation project actually ended up exceeding our expectations during the rainstorm on June 20th. It demonstrated these projects are a solution when it comes to protecting neighbourhood homes from being devastated by floods.”
Dry storm ponds hold water that would otherwise cause nearby flooding during intense rainfalls. The water flows into storm drains, then through underground pipes into the dry storm pond, where it then flows toward and empties into the South Saskatchewan River.
Once the FCS projects are completed, the City anticipates seeing a substantial decrease in the amount of neighbourhood flooding in the top 10 highest risk areas of Saskatoon.

The City is excited to announce the return of the leisure facilities Halloween offer, supporting healthy and active children in Saskatoon. Starting Tuesday, October 11, residents can pick up Halloween-themed coupons to hand out to children who come trick or treating at the end of the month.

Improving bus stops and accessibility

Saskatoon Transit received 40 bus stop nominations from residents during the 2022 edition of the Bus Stop Blues campaign.
As part of the campaign, which is now in its fourth year, stop nominations are grouped into one of three categories: sidewalk/accessibility; new shelter/repair; or general maintenance. This year, 90% of the nominations were for either for a new shelter or repairs to an existing shelter.
A total of 19 nominations were received through this year’s campaign for a new shelter, all of which will be reviewed in detail.
“When determining a new shelter location, we look at safety and connectivity, property lines and also examine how a location request correlates to what is proposed within the future Bus Rapid Transit (BRT) network,” says Cory Shrigley, Customer Support & Engagement Manager with Saskatoon Transit. “Boarding data, direction of travel, service frequency, and whether it serves multiple routes is also taken into consideration.”
Shrigley also notes that many of this year’s campaign nominations involved broken glass at existing bus shelters, these will all be addressed in the coming weeks. When the glass in a shelter is broken, it is cleaned up as soon as it can be, on the day it is reported to Saskatoon Transit, with glass typically replaced within a week. However, this summer many shelters were being smashed on the same day as glass was repaired with the total cost of replacing all glass in a shelter being $2,000.
“The Bus Stop Blues campaign is important to us, as it allows riders an opportunity to communicate where the priority areas are to improve the transit experience” says Shrigley. “Safety, reliability, and ease of access are essential to increasing ridership.”
“As we work towards a BRT system, Transit connectivity becomes even more important. We’re looking to the future in terms of the locations that make sense, along with responding to the needs of those we serve today,” says Taha Najam, Transit Planning Engineer.
The total investment for bus stop improvements from September 2022 – September 2023 is $100,000.
