Pilot project for the installation of Accessible Loading Zones to improve inclusivity and accessibility for Saskatoon Residents
November 16, 2023 - 11:00am
The City of Saskatoon is pleased to announce the launch of a pilot project that will see the installation of accessible loading zones to foster inclusivity and accessibility.
Three locations have agreed to partake in the pilot and have accessible loading zones installed: Sutherland Elementary School, Luther Special Care Home and the Sturdy Stone Centre.
The accessible loading zones have been installed at Sutherland Elementary School and Luther Special Care Home this fall. The installation will take place at the Study Stone Centre in 2024 as it will be coordinated with other preservation construction.
“"Accessibility for all!" is the resounding message behind this initiative, emphasizing the city's commitment to providing equal opportunities for education, healthcare and community engagement,” says Jay Magus, Director of Transportation.
“By prioritizing inclusivity, we are taking a significant step toward creating a more accessible and welcoming environment for all members of our community.”
This pilot project is designed to provide individuals with limited mobility the opportunity to access education, healthcare and community services with greater ease and convenience. The newly established loading zones will feature a range of accessibility-enhancing elements, including accessibility ramps, clear side zones and dimensions tailored to accommodate both rear and side loading vehicles.
Respectful use of the designated loading zones is imperative. We urge all community members, including parents, school staff and students to familiarize themselves with the guidelines and help maintain the effectiveness of these crucial accessibility features.
This pilot project stands as a testament to the power of collaboration between the City, educational institutions, organizations like SaskAbilities and the Saskatoon Council on Aging, business improvement districts and the local community. By working together, we can create a more inclusive environment that benefits us all.
2024 Civic Election: New ward boundaries established by Municipal Wards Commission
November 15, 2023 - 4:48pm
- Confederation Urban Centre, currently Ward 3, moves to join Ward 2
- Nutana Park, currently Ward 7, moves to join Ward 9
- Geographic conditions and natural barriers, such as the river or major corridors;
- Population density and relative rate of population growth;
- Any special diversity or community of interest of residents;
- Maintain neighbourhood boundaries; and
- Limiting the number of ward changes.
Early planning for Saskatoon’s 2024 Municipal/School Boards elections continues. One of the first planning steps is to review the boundaries of the city’s ten current wards to ensure they all have similar population numbers, in accordance with The Cities Act. Ward boundary reviews must be completed no less than 180 days prior to a general municipal election.
As such, having considered feedback from two public engagement sessions, an online survey, written submissions and phone calls from residents, the Municipal Wards Commission has now established the new ward boundaries that will be in effect for Saskatoon’s next Municipal/School Boards elections to be held on November 13, 2024.
The new ward boundaries incorporate the following changes from the existing ward boundaries:
Several general principles guided the Commission’s review process of ward boundaries, in addition to the legislated requirement of +/- 10% population variance, including:
Public engagement was conducted in two phases. In the first phase, residents were asked to provide feedback on three presented options for ward boundary changes. Based on feedback received in phase one (summer 2023), two revised ward boundary options were then presented in phase two (fall 2023) for public feedback.
After careful consideration of all submissions, the Municipal Ward Commission’s full administrative report will be presented to City Council as information on Wednesday, November 22, 2023. The report details the rationale used to inform the Commission in reviewing Saskatoon’s ten wards and also presents a map of the new boundaries. 2023 Public Engagement Summary
The City will continue to create ongoing public awareness around these ward boundary changes to help inform residents on the ward they reside in.

Saskatoon’s Next-of-Kin Memorial Avenue Centennial Project receives Heritage Saskatchewan Award
November 14, 2023 - 2:30pm
The City of Saskatoon, in partnership with the Decoration Day Service Committee, Saskatoon Heritage Society, Friends of the Forestry Farm House and Parks Canada, is extremely proud to be the recipient of a 2023 Saskatchewan Heritage Award in the category of Physical Heritage Conservation for the Next-of-Kin Memorial Avenue, Woodlawn Cemetery Centennial Project.
“Our organizations came together to form the Next-of-Kin Memorial Avenue Centennial Committee and commemorate the 100th anniversary of the original dedication of the Next-of-Kin Memorial Avenue in Woodlawn Cemetery on June 18, 2023,” says Darren Crilly, Director of Parks. “A lot of great work by all of the respective partners was put into celebrating the occasion.”
Hundreds of people including military veterans, politicians, family members, heritage community members and more gathered to celebrate the 100th anniversary of Next-of-Kin Memorial Avenue at Saskatoon’s Woodlawn Cemetery. Notably, this commemorative event saw the presence of nine veterans from World War II and the Korean War, five of whom are centenarians. The oldest among them aged 106 and was alive in 1923 when the Next-of-Kin Memorial Avenue was established. During the ceremony, The Honourable Russell Mirasty, Lieutenant Governor of Saskatchewan, unveiled a commemorative plaque dedicated to the 100th anniversary, ensuring a lasting memory of the sacrifices made by the Canadian Armed Forces members from Saskatchewan.
Next-of-Kin Memorial Avenue was opened on June 17, 1923, before a crowd of 8,000 people. This beautiful avenue is a National Historic Site and serves as a living memorial to those who lost their lives in the Great War of 1914-1918. For each tree and marker, there is a story of a Canadian veteran. It runs from 33rd Street, through the Woodlawn Cemetery gates and on to the Soldiers Cairn.
"Next -of Kin Memorial Avenue is the only surviving Road of Remembrance in Canada,” says Peggy Sarjeant, Past-President of the Saskatoon Heritage Society. “There were others across the country but they have succumbed primarily to municipal re-development. On this, its 100th Anniversary, the Avenue continues to stand as a living memorial, symbolizing the victory of life over death, its over-arching trees serving as a reminder of those poplar-lined roads of northern France. As we continue to care for this unique memorial, we remember the fallen who are memorialized on the trees lining the Avenue. We will not forget them.”
About the Saskatchewan Heritage Awards
The Heritage Awards event is a time to celebrate the remarkable work undertaken throughout the province. The projects being recognized represent a small sample of the rich diversity of heritage, both tangible and intangible, found right here in Saskatchewan. They are a testament to the value that individuals and communities place upon documenting, promoting, teaching, and safeguarding heritage for future generations.

City releases Preliminary 2024/2025 Detailed Operating and Capital Summary Budget
November 9, 2023 - 2:11pm
- The Preliminary 2024/2025 Detailed Operating and Capital Summary Budget
- The Preliminary 2024/2025 Detailed Capital Budget
- The 2024/2025 Preliminary Budget Introduction and Climate Budget
- The largest ever investment in the City’s Roadway Maintenance and Rehabilitation Programs, $72 million in 2024 and $78 million in 2025 (includes the Road Maintenance, Bridges and Transportation Service Lines);
- Investment in two new Firehalls to address emergency response for the City’s expanding neighbourhoods;
- The largest ever investment in the City’s Facility Maintenance Program to preserve and protect our assets, $10.8 million in 2024 and $11.8 million in 2025;
- Opening of the City’s Material Recovery Centre, a major achievement for the City as we work toward our 70% waste diversion goal;
- Investment into the City’s Snow and Ice Management Program to repay the 2022 Emergency Snow Response and to build funding to respond to future emergency/large-scale snow events; and
- Increased funding for several services including Fire, Parks, Street Lighting, Sidewalks, Transit and Street Sweeping, will help address public safety, protection, and servicing needs within Saskatoon, one of the fastest growing and diverse cities in Canada.
As part of the City’s Multi -Year Business Plan and Budget Process, the City produces three key documents to inform City Council and the public prior to its November Budget Deliberations. For the 2024/2025 two-year budget cycle, the documents include:
“In our prior multi-year budgets, we had released our three budget documents at the same time. This year, to allow for as much time as possible for City Council, stakeholders and residents to review the preliminary budget documents before budget deliberations, the 2024/2025 Preliminary Budget documents will now be released as they each become finalized by Administration,” says Clae Hack, Chief Financial Officer.
As such, the City has today released the Preliminary 2024/2025 Detailed Operating and Capital Summary Budget.
“Today’s budget release provides the background context and full details on the proposed funding requirements for the City’s 87 different Service Lines. It also reflects the approximately $35 million in budgetary decisions made by City Council over the course of dedicated Special Budget Meetings held over the summer,” adds Hack.
“City Council and Administration have continued to work together to address the unprecedented inflationary pressures faced not only by the City of Saskatoon, but many other municipalities across Canada. We are committed to investing the City’s budget wisely for today, and for the future, and delivering our services and programs with the most value for taxpayer dollars in our community for all residents who call Saskatoon home.”
Dedicating the key investments required to support the delivery of core services and maintain infrastructure are funding priorities within the Preliminary 2024/2025 Operating and Capital Budget. Some highlights include:
To date, City Council and Administration have made meaningful progress working toward finding the proper balance between delivering core service levels residents and businesses expect for taxpayer dollars, maintaining affordability and ensuring long-term financial sustainability.
Reflecting all the reductions already directed by City Council throughout the Special Budget Meetings held over summer, the Administration’s preliminary business plan and budget currently contains a yet-to-be-approved ‘starting point’ 7.14% property tax increase in 2024, and 5.7% in 2025. Still to be considered by City Council is the final full review of the City’s 87 distinct Service Lines and 58 additional Administrative Options. There will undoubtedly be a number of further changes made to finalize the 2024/2025 Business Plan and Budget.
City Council will seek to find the right balance, making its final investment decisions at the 2024/2025 Budget Deliberations set for November 28-30, 2023. Members of the public who wish to participate in the 2024/2025 final budget review by either submitting a letter and/or requesting to speak to City Council must arrange to do so before the cut-off, Monday, November 27, 2023, at 5 p.m.

Safety Reminder: Coyote Sightings
November 6, 2023 - 3:30pm
- Never approach the animal;
- Look for a way out;
- Be observant of the coyote’s movements;
- Act assertive, yell, and wave your arms so that the coyote maintains a healthy respect for humans;
- Ensure the animal has an escape route with enough space to flee the situation; and
- Keep pets on a leash and under control.
- Never feed coyotes or leave food waste in accessible areas;
- Seal off access to decks and other sheltered spaces in your yard;
- Do not feed pets outdoors; and
- Close the gate to your yard and ensure fencing is in good condition.
The City is advising the public that this fall, coyote sightings have occurred at various locations throughout Saskatoon. The City reminds people to keep their distance from coyotes and all wildlife as they can be unpredictable when confronted.
If you have any questions or concerns regarding coyotes or other wildlife within City limits, please contact Urban Biological Services at 306-975-3300. If an emergency occurs, please contact Saskatoon Police Service at 306-975-8300.
The following is what to do if you have a close encounter with a coyote:
Coyotes are an important component of a balanced ecosystem and are common in all major municipalities across Canada. Rapid expansion of the city and design of larger green spaces has resulted in more wildlife sightings. Coyotes can be seen in residential and commercial areas, especially if food and shelter are readily available.
Listed below are tips to help avoid a coyote encounter in your yard:

City recognizes National Indigenous Veterans Day
November 6, 2023 - 1:26pm
November 8 is National Indigenous Veterans Day; a day to recognize the historic and present-day military service contributions of Indigenous people. While Remembrance Day (November 11) recognizes the contributions of all veterans, Indigenous Veterans Day was established to give gratitude for the historically overlooked contributions Indigenous veterans have made to Canada and the world.
It has been estimated that as many as 12,000 First Nations, Métis, and Inuit people served in the great conflicts of the 20th century and at least 500 lost their lives. Indigenous people have had to overcome many challenges to serve in uniform—from learning a new language and adapting to cultural differences, to travelling great distances from their remote communities just to enlist.
Indigenous men and women have continued to serve in uniform in the post-war years as well. For example: by fulfilling North Atlantic Treaty Organization (NATO) duties in Europe during the Cold War, and serving with United Nations and other multinational peace support operations around the world. In more recent years, many Indigenous Canadian Armed Forces members saw hazardous duty in Afghanistan.
Indigenous military personnel have also filled a wide variety of roles closer to home, including serving with the Canadian Rangers. This group of army reservists is active predominantly in the North, as well as on remote stretches of our east and west coasts. The Rangers use their intimate knowledge of the land there to help maintain a national military presence in these difficult-to-reach areas, monitoring the coastlines and assisting in local rescue operations.
Residents can honour Indigenous veterans and their families by wearing a beaded or unbeaded poppy on November 8. Beaded poppies hold special significance to many Indigenous veterans and residents of our community; this reflection of identity is important. Some artisans share the proceeds from beaded poppies with the legion or the Federation of Sovereign Indigenous Nations – Saskatchewan First Nations Veterans Association. Residents that choose to wear a beaded poppy can still purchase an unbeaded poppy or make a donation directly to the Royal Canadian Legion.
On Nov. 8, the Remai Modern is also showing special screenings every two hours, including: Honouring Our Heroes: A Tribute to Métis Veterans and a pre-recorded ‘Fireside Chat’ between Knowledge Keeper Lyndon Linklater and veterans Stephen Ross & Hilliard Paul Kahpeaysewat.

Significant updates to curbside collection routes coming in 2024
November 6, 2023 - 10:00am
As Saskatoon grows, the City is always looking to improve services and, as such, many residents may need to learn a new waste schedule in the new year.
“We have made minor changes in the recent years to make the collection routes more efficient, but we have not made a major route change to this degree in more than a decade. To put it in perspective, the last time major changes were made to the collection routes was in 2013 – the same year the Gordie Howe Bridge opened,” says Brendan Lemke, Director of Water and Waste Operations. “These changes aim to reduce fuel consumption and create efficiencies to keep costs lower and cut greenhouse gas emissions.”
The new curbside collections routes will be in effect the first week of January 2024. Households with curbside collections have green, blue and black roll-out carts that are collected bi-weekly from the front street or back lane. Residents should check their calendars to make sure they know their new pick-up dates. The 2024 calendar is now available online and the City will also be mailing information about the changes to residents by early December.
Due to these changes, some neighbourhoods will experience longer periods between collections for certain carts at the beginning of January. The City would like to thank residents in advance for their patience as it makes these necessary improvements.
To see your new collection schedule or to set collection reminders, visit saskatoon.ca/collectioncalendar or download the Saskatoon Waste Wizard app.

2023 road, bridge and water main construction projects draw to a close
November 2, 2023 - 10:00am
- Circle Drive North westbound between Millar Avenue and Alberta Avenue
- Wanuskewin Road from 71st Street to Penner Road
- Idylwyld Drive southbound from 60th Street to 51st Street
- Sections of Preston Avenue between Preston Crossing and College Drive
Installing new water mains Downtown and extending the lifespan of the Circle Drive North Bridge were just some of the major priorities for the City of Saskatoon (City) during the 2023 construction season. Overall, more than 200 lane kilometers of roadways were improved, which, when put into perspective, is the approximate driving distance between Saskatoon and Kindersley.
“That number includes roads repaved following water main replacements in neighbourhoods like Downtown, River Heights, Varsity View and on 33rd Street West,” says Terry Schmidt, General Manager of Transportation and Construction. “Wherever we install new water mains, we improve the roadway and address any sidewalk issues.”
City Council invested approximately $67.19 million in 2023 for road construction and maintenance including initiatives like pothole patching, line marking and street sweeping. High traffic roads resurfaced include:
“The highest profile construction project was the months-long Circle Drive North Bridge rehabilitation that included asphalt and barrier replacements, drainage improvements, and concrete repairs to the bridge deck, piers and abutments. We thank everyone for their patience as we worked to make sure the structure lasts for decades to come,” says Schmidt.
Since 2014, when the City began investing millions of dollars more into roads, more than 2,100 lane kilometers of roadway have been rehabilitated, which is the approximate driving distance between Saskatoon and Chicago, Illinois.
To see where construction is happening daily, check the Daily Road Report. For information about future construction and other related topics, visit saskatoon.ca/construction.
Application for Seasonal Commercial Enterprise in Parks is Now Open
November 1, 2023 - 4:00pm
Are you interested in operating a seasonal commercial enterprise (SCE) in a Saskatoon Park from May 1, 2024, to October 31, 2024. The City is now accepting applications for the Spring/Summer 2024 season from those wishing to operate a Seasonal Commercial Enterprise that supports sport, recreation and/or cultural events or opportunities.
The deadline for applications is February 15, 2024. Application packages are available at saskatoon.ca/sce or email sce@saskatoon.ca.
The City will convene a meeting with the Adjudication Committee to review applications and recommend the City’s approval to issue a permit to operate a Seasonal Commercial Enterprise in a Park. Evaluation is based on criteria as per the Seasonal Commercial Enterprise in Parks Policy No. C10-026.
Once the application has been approved and all required documentation received by the City, a permit and business license will be issued by the City’s Planning and Development Division. Permit costs range from $600 (not-for-profit) to $1,800 (for profit) annually; the fee for a new business license is $125.

Year-round adventure at the Saskatoon Forestry Farm Park & Zoo
November 1, 2023 - 2:00pm
The fun doesn’t stop just because the temperature drops! Admission to the Zoo is by donation from November 1 to March 31 each year. Saskatchewan winters typically bring snow and cold temperatures prompting many animals at the Zoo to demonstrate their natural adaptations to handle the coldest months of the year.
“Many of the species we have at the Zoo are well adapted to cold temperatures,” says Jeff Mitchell, Zoo Manager. “The Arctic wolves will grow a second layer of fur to protect themselves against the cold and their thick white fur not only provides insulation but is the perfect camouflage to blend into their surroundings in the wild.”
The snow leopard, Canada lynx and caribou are among some of the many animals that will be embracing the colder temperatures while other zoo animals like the black-tailed prairie dogs and grizzly bears are ready to sleep the chilly winter days away.
“Our zookeepers have been working with our animals to provide an environment where they can practice the same behaviours as their wild counterparts. The black-tailed prairie dogs have been busy digging tunnels all summer long and recently finished hauling mountains of straw and other bedding materials down into their elaborate tunnel systems,” says Mitchell. “We have also seen grizzly bears Mistaya and Koda settling into their den as they prepare to enter torpor.”
In the wild, torpor is a survival tactic used by grizzly bears activated by colder temperatures and decreased food availability. The Zoo will be monitoring the bears closely as their body temperature will decrease about five degrees and their heart rate will slow to about 8-12 beats per minute during torpor.
The dingoes are also prepared for colder temperatures, having moved into a new indoor habitat called the Dingo Den located inside the barn. The dingoes will still have opportunities to explore and enjoy the snow but will remain in their new indoor habitat in favour of warmer temperatures.

14 sanders at work on the roads with significant drop in temperatures and snow
October 28, 2023 - 7:08am
Saskatoon’s temperature dropped to minus 16 overnight with a windchill of minus 25 combined with about 2 centimetres of snow beginning in the afternoon on Friday, October 27 into the overnight hours. This is not a snow event, which takes 5 centimetres of snow or more.
The weather conditions are a recipe for icy bridge decks, ramps and intersections. City crews are de-icing these along with high-speed roads such as Circle Drive and freeways. Sanders were on the go all night and 14 sanders continue this work today. Road conditions are continuously monitored 24/7.
The City reminds drivers and pedestrians that even with the use of de-icing material, extra moisture may cause slippery conditions during peak driving times, especially on bridges where ice particles may be in the air above the river. Please slow down and adjust driving to the conditions.
Changing weather conditions can also affect sidewalks and caution is advised.
Please watch for blue and amber flashing lights on road maintenance equipment and leave room for the operators to do their work safely.
Learn about winter road maintenance at saskatoon.ca/snow. Stay in the snow with the Snow & Ice Report at saskatoon.ca/snowreport.
