What's New

City Council Approval

City Council has approved the Corridor Land Use and Corridor Growth Boundary amendments at the Special Public Hearing on June 27-28, 2024. The report and amending bylaws can be viewed at the Public Hearing Special Meeting agenda.

These amendments received Government of Saskatchewan approval on August 21, 2024 and are currently in effect.

This work is part of the Housing Accelerator Fund Action Plan endorsed by City Council intended to increase available housing in Saskatoon. Since the public engagement sessions in Fall 2023, the City has been working on initiatives identified in the Housing Accelerator Fund Action Plan to have even more impact on housing in Saskatoon. As a result, much of what was presented in Fall 2023 is no longer what the City is working toward. Incorporating the required changes from the Housing Accelerator Fund Action Plan and feedback from the fall engagement sessions, the Corridor Planning team has completed revisions to the land use plans which can be found below.

Housing Accelerator Fund - Four Storey Residential Development

Please visit Saskatoon.ca/HAF for details on changes to permit, without the need for rezoning, four storey multiple-unit residential development within the Transit Development Area (TDA) approximately 800 metres from future Bus Rapid Transit routes, and up to six storeys for sites along the BRT routes to be designated Station Mixed Use and Corridor Mixed Use. The changes were approved by City Council on June 28, 2024.

 

Corridor Growth Boundary Amendments

Amendments to the Corridor Growth Area boundary as found in the Official Community Plan (Map 3 - Planned Growth) were approved by City Council on June 28, 2024.

The Corridor Growth boundary was identified early in the Corridor Planning Program as a study area encompassing approximately 250 to 860 meters on either side of the planned BRT system. The boundary amendments were determined through a review of the boundary to identify areas where it did not align with streets, back lanes, walkways or other spatial buffers. These boundary adjustments ensure properties within the Corridor Growth Area are still within a close proximity to the BRT but minimize the instances of dividing block-faces. Considering the potential of development standards being tied to the Corridor Growth Area, it is preferred that standards are consistent for neighbouring properties.

Station Mixed Use Opt-In Rezoning

The Corridor Planning team is leading an opt-in rezoning application for properties designated as Station Mixed Use. All eligible property owners have been sent a letter in the mail and were invited to attend a virtual information meeting in April about the rezoning process. Background

The goal of Corridor Planning is to transform major streets (corridors) across Saskatoon into places for people, by creating a framework for future development near these corridors where the future Bus Rapid Transit (BRT) system will be, in the “Corridor Growth Area.”

Guided by various long-term plans including the Official Community Plan (2020), Corridor Transformation Plan (2020), and the Growth Plan to Half a Million (2016), City Council has directed that these Corridor Plan Areas need to be places where people can live, work and play, not just drive through.

To help create land use plans that work for everyone, we are engaging with landowners, residents, businesses, and other stakeholder and rightsholder groups.

This work is part of the Housing Accelerator Fund Action Plan endorsed by City Council in May 2023 intended to increase available housing in Saskatoon.

FAQ

What do the plans mean? What changes will result in these areas?

The goal of this project is to identify appropriate lands near the future Bus Rapid Transit (BRT) lines that could support more housing if individual property owners wished to redevelop their land in the future. The proposed land use plans the City is creating with the community will represent the intended long-term future for these corridor plan areas, in terms of the types of new buildings and developments the City will encourage and support in these areas.

Ultimately, whether and when redevelopment actually occurs depends on individual landowners, when they wish to redevelop or to sell (to a developer) for redevelopment. We do not expect that entire streets or areas will redevelop all at once, nor do we expect every owner is interested in redeveloping. Uptake is expected to be gradual.

Will the City buy up private properties or demolish buildings?

No, the City is not buying up private properties or demolishing existing buildings. Any redevelopment will be driven by individual property owners.

What is the difference between land use and zoning?

Land use sets out the general types of development envisioned for different areas of the city, whereas the Zoning Bylaw is a rulebook that gives the specific requirements for the buildings and activities that are allowed on each piece of land ("site").

A site’s land use designation dictates what zoning districts are acceptable for that site. For example, when a property owner wishes to go through the rezoning process to change the zoning of their land, if their land is proposed for the Station Mixed Use land use, it would be rezoned to the CS1 Corridor Station Mixed-Use 1 District.

Zoning requirements include things such as a building’s maximum height, how far the building must be from the street, and what activities the building can be used for.

How were the proposed land uses chosen?

The Corridor Planning team developed the initial proposed land use maps using a broad application of the definitions of the Corridor Land Uses provided in the Official Community Plan. The decision tree below explains this process (click for larger file):

What will happen to parks shown in these areas?

The public parks that are located within the corridor area boundaries are proposed to be changed to the new Park land use designation that was added in the Official Community Plan in 2020. This is simply an administrative change - the land will continue to be used as a public park - no development is intended.

How will land use changes affect future access to parking and traffic?

The City of Saskatoon’s Growth Plan to Half a Million, approved in 2016, commits to a future where more residents use walking, cycling and public transit as their primary method of moving around Saskatoon. Supporting growth and development in corridor areas, where the City is investing in a Bus Rapid Transit system, is the purpose of this project. We anticipate that people and businesses who choose to move into these areas would want to rely on the future BRT system, as well as walking, rolling and cycling, for their daily commute and other transportation needs. However, parking will still be available in these areas for residents and businesses, it may just look different in the future.

City Council has directed Administration to review and make recommendations to remove minimum off-street parking requirements. Please visit this page on minimum parking requirements.

What will happen to one-unit dwellings (single family houses) in these areas?

One-unit and two-unit dwellings are fully permitted within the Corridor Residential land use designation and the corresponding zoning districts CR1 Corridor Residential 1 District and CR2 Corridor Residential 2 District. There will be no impact or change unless individual landowners wish to redevelop.

On lands designated Corridor Mixed Use or Station Mixed Use, because the intent for future development is increased residential density, one-unit and two-unit dwellings are not permitted, but existing dwellings will be able to stay as they are. For example, if an existing one-unit dwelling is located on a site designated Station Mixed Use and only if if the landowner opts in to rezone the site to the corresponding CS1 Corridor Station Mixed-Use 1 District, then that existing one-unit dwelling will be deemed “non-conforming”. Until the owner chooses to redevelop, a non-conforming building may continue to be used, maintained and renovated, but any work on the building must not increase its size or alter its configuration on that site. Important to note: Non-conformity is governed by zoning rather than the land use designation - solely changing the proposed land use will not result in any buildings being considered non-conforming.

What will happen to heritage buildings in these areas?

Legal heritage protections for designated heritage properties will continue through existing heritage property designation, regardless of changes to land use or zoning of those sites.

What zoning will be used for Corridor Main Street?

No zoning changes are expected for now, as current zones already fit well for the Corridor Main Street land use where proposed (e.g., Broadway, 20th Street, 33rd Street).

The intent of proposing Corridor Main Street land use is to recognize historic or significant commercial districts located within the Corridor Growth Area and promote medium density mixed use developments in areas that are pedestrian-oriented and transit-oriented.

Will this project help with housing affordability?

The tools for this project – land use plans and zoning – do not have the ability to directly dictate the affordability of new developments. However, by creating land use plans that promote more housing development, and by offering to lead the rezoning process for any interested landowner, the City is working to simplify the process of creating new housing across Saskatoon, which would benefit organizations wanting to build new affordable housing developments.

Beyond this project, the City recognizes the challenge of housing affordability and has committed to exploring innovative solutions to removing barriers to new housing. For details, please see the Housing Action Plan.

What about improvements to public spaces and public amenities?

Current work is focusing on the land use planning for the five corridor plan areas. In the future, the City will return to these areas to create full Corridor Plans that include not just plans for future land use, but also plans for improvements to public spaces and amenities (streetscapes, parks, plazas, etc.). In the meantime, the Corridor Planning team is continuing to work on the College Corridor Plan.

What about infrastructure upgrades to support growth?

This project will include analysis of utility infrastructure, such as water and sewer services, as well as transportation infrastructure, to ensure that the City considers any potential upgrades that may be needed to support the future growth intended through the proposed land use plans. Additionally, as specific development proposals are submitted, each proposal will be individually evaluated by City departments to check if any infrastructure needs or concerns must be addressed.
