Housing Action Plan
An initiative of the Housing Action Plan is to develop City-Owned properties with a focus on increasing the supply of affordable housing across the city.

- City Council authorized Administration to receive proposals for the sale of four parcels.
Process
Four properties are being offered for sale for development through an open market process, with criteria. The evaluation criteria as part of the open market public offering includes:
- Status of organization (non-profit, Indigenous, etc.);
- Non-market housing management experience;
- Development/construction experience;
- Ability to leverage financial support;
- Partnerships (financial, operating, etc.);
- Project details including number and type of units being offered;
- Project Proforma including long-term operating strategy; and
- Proposed purchase price.
Submit a Proposal
A call for proposals for the four city-owned sites is now open. Detailed information about each site is provided below. The deadline for submissions is Friday, December 13, 2024 at noon.

Affordable Housing Incentives
Successful projects on the four City-owned land parcels will be eligible for affordable housing incentives. Information about the City's Housing program and incentives can be found at: saskatoon.ca - Affordable Housing Incentives.
City-Owned Properties for Development
Four properties are being offered for sale. For information on each of these properties, please see the tabs below. This website will be updated as more information becomes available for each of the sites.
2401 Broadway Avenue
- This site is located at the corner of Ruth Street E and Broadway Ave.
- It is estimated that 6 to 20 dwelling units could be accommodated on this site.
- This site is zoned R2 – Low Density Residential District 2. An application to rezone the property is required in order to permit multi-unit development. The rezoning will be led by the City of Saskatoon dependent on the specific zoning district required to facilitate the accepted proposal.
- This site will be offered at the market value list price.

25 25th Street East
- The site is located on 25th Street E on the planned Link route.
- It is estimated that 50 to 125 dwelling units could be accommodated on this site.
- This site is zoned MX2 – Downtown Warehouse Mixed Use District.
- This site will be offered at a 50% market value discount.

231 23rd Street East & 155 3rd Avenue North
- The site is located at the corner of 3rd Avenue and 23rd Street in the city’s Downtown on the planned Link route.
- It is estimated that 100 to 200 dwelling units could be accommodated on this site.
- As this development is located within the Retail Core Area, retail and other commercial and services uses must be provided at grade level.
- This site is zoned B6 – Downtown Commercial District.
- This site will be offered at a 50% market value discount.

A portion of 1635 McKercher Drive (adjacent to Lakewood Civic Centre)
- The site is located at the corner of McKercher Drive and Heritage Crescent.
- It is estimated that 75 to 100 dwelling units could be accommodated on this site.
- This site is zoned M3 – General Institutional Service District.
- City Council approved the removal of the Municipal Reserve designation for a portion of the Lakewood Civic Centre site on August 28, 2024.
- This site will be offered at a nominal value.
