2020 National Codes
Energy Code Update - Tier 2 Minimum Energy Requirements, effective September 15, 2025
On June 25, 2025, City Council approved amendments to the Building Bylaw to adopt Tier 2 energy requirements.
Effective September 15, 2025, all building permit applications received on or after this date must comply with the minimum requirements of Tier 2 under the 2020 National Building Code (NBC), Division B, Section 9.36.
This change aligns with the City of Saskatoon Low Emissions Community (LEC) Plan, which outlines a roadmap to reduce greenhouse gas emissions and transition to net-zero ready buildings by 2036. Regulating to Tier 2 supports the LEC Plan’s near-term target of achieving a 10% reduction in energy use intensity (EUI) by 2025, and contributes to long-term goals of improved building performance, reduced utility costs, and climate resilience.

Saskatchewan Adopts 2020 National Construction Codes
The Government of Saskatchewan recently adopted the 2020 editions of the national construction codes. The 2020 codes come into effect in Saskatchewan on January 1, 2024. Free access to the national construction codes are available through the National Research Council of Canada:
National Building Code of Canada (NBC) 2020,
National Energy Code of Canada for Buildings (NECB) 2020, and
