Flag Raising, Lighting Display and Proclamations

Notice of Amendment to the Policy No. C01-028, The Protocol Policy
At the September 24, 2025 Regular Business Meeting, a change to the Protocol Policy was passed that will no longer permit flags from foreign nations to be flown, nor corresponding proclamations.
City Council adopted Policy No. C01-028, The Protocol Policy, in order to establish a framework and consistent standards against which both flag raising, lighting display and proclamation requests can be considered.
Instructions:
- All flag raising, lighting display and proclamation requests are to be submitted at least 30 business days prior to the date for which the flag raising or proclamation is requested.
- Requests are reviewed by the City Clerk for eligibility in accordance with The Protocol Policy.
- The City Clerk shall notify applicants of the City of Saskatoon’s decision regarding any request received.
- The City Clerk will not consider any Request Forms that are not completely filled out.
- Requests for a flag raising for which an event is also requested must be made separately and shall be submitted and approved in accordance with Section 2.3 of The Protocol Policy.
- Flag Raising and Lighting Requests can only be accommodated for a maximum of seven days in accordance with Section 3.4 of the Protocol Policy.
- For flag raisings that are scheduled outside the hours of Facilities Management (Monday to Friday 7 a.m. to 11 p.m.), a fee will be applied.
- Applicants are asked to deliver their flags to the City Hall lobby Customer Care kiosk during City Hall business hours (Monday to Friday, 8 a.m. to 5 p.m.).
*Please note that the City Hall lights are small lights located at the main entrance and can only accommodate two colors at once, while the Prairie Wind Monument can accommodate several colors.
