Motor Vehicle Sales Establishments

Motor vehicle sales establishments includes both new and used car dealers, vehicle sales lots and similar businesses selling motorcycles, trailers or other vehicles propelled by any means other than muscular power.

Motor vehicle sales establishment does not include the sales of motor vehicles greater than 10,000 km, fifth wheels, motorhomes, snow mobiles, and boats, and businesses selling industrial and agricultural equipment. Bylaw No. 9990, the Zoning Bylaw, includes unique land use regulations for these types and businesses and does not permit them in all commercial zoning districts.

Motor vehicle sales establishment is a permitted land use in most commercial and industrial zoning districts. Businesses are required to hold a City of Saskatoon Commercial Business Licence for each business location, including any sales lots or administrative office locations.

Individuals can sell their own vehicles privately without a business licence or FCAA dealer's licence. However, businesses are prohibited from storing or selling vehicles from a dwelling.

In addition to municipal business licensing and land use regulations, the Province of Saskatchewan, Financial and Consumer Affairs Authority regulates and licences vehicle sales. A Vehicle Dealer Licence is required for each business location.

Licence Application Process

  1. Identify a commercial or industrial location where motor vehicle sales establishments are a permitted or discretionary land use in the zoning district
  2. Prepare a site plan showing the property lines, building and parking areas. FCAA requires business locations include a vehicle display area sufficient to store a minimum of 6 vehicles. Include this display area. Note, the vehicle display area cannot occupy any required parking spaces, drive aisle, landscaping strips or other areas identified on the Development Permit for the site. A Building and Development Permit may be required to convert the site to a motor vehicle sales establishment.
  3. Apply for a City of Saskatoon Commercial Business Licence
  4. If your application meets all requirements, you will receive a Zoning Verification Letter from the City of Saskatoon.
  5. Apply for an FCAA Vehicle Dealer Licence. Include the City’s Zoning Verification Letter.
  6. Provide a copy of your FCAA Vehicle Dealer Licence to the City.
  7. City approves Commercial Business Licence application.
  8. Business is permitted to start operating.
