Building Permit Pre-Consultation
Building Permit Pre-Consultation Online Service launching November 1, 2026
Building Permit Pre-Consultation requests will be accepted through an online form beginning November 1, 2026. Review the information and application requirements below to prepare your submission.
The building permit pre-consultation is designed to support complex or large-scale building projects. It allows applicants to submit a proposal for review by Building Standards and multiple City of Saskatoon departments before submitting a building permit application.
This service provides consolidated feedback on applicable regulations, requirements and review considerations, helping applicants prepare a more complete and coordinated submission.
By identifying key issues early, the pre-consultation supports improved application quality, reduces the likelihood of re-submissions and helps maintain project timelines.
How the Pre-Consultation Works
Submit a proposal package through the online webform. City staff from relevant departments review the submission and provide coordinated comments.
The review is intended to:
- identify applicable code and bylaw requirements
- highlight potential issues or gaps in the proposal
- support readiness for building permit submission
This service does not replace the formal building permit review. Final approvals are issued only through the building permit process.
A pre-consultation is recommended for:
- Commercial, institutional, industrial development
- multi-unit residential and group-dwelling site projects
- large or complex applications
Application Requirements
Applicants should have sufficient project information available to support a meaningful review, including:
- A complete set of Preliminary or Not For Construction drawings.
- Site plan, including: North arrow; street name; civic address; abutting streets and lanes; property lines and dimensions; right of ways and easements; all existing buildings and structures; proposed construction or demolition; setbacks to all property lines from existing and proposed structures; fire access routes and hydrant locations
The pre-consultation is intended to provide general guidance only. City staff can explain applicable requirements and how building and development regulations apply to a proposed project. City staff do not provide design services, prepare layouts, or offer technical, engineering or architectural advice. Applicants are responsible for obtaining project design and detailed technical advice from a qualified design professional, such as an architect, engineer or other licensed practitioner.
