HOUSING Saskatoon: Affordable Housing Strategy 2025-2030
Housing Continuum
The strategy recognizes the housing continuum includes a range of housing options to meet people’s changing needs, from emergency shelter and supportive housing to rental housing and homeownership. When more housing is available at any point along the continuum, it can help create space in other parts of the housing system. A healthy community needs a range of safe, stable and affordable housing options so residents can find homes that meet their needs.
Affordable Housing Goals
The strategy is guided by five goals informed by research, local housing data and community input. Together, they support a safe, inclusive and resilient community where everyone has the opportunity to thrive:
- Diversify housing options to offer more choices and improve affordability across Saskatoon
- Increase the supply of new affordable housing while preserving existing rental stock
- Strengthen collaboration across governments, the private sector and community organizations
- Raise awareness of housing needs in Saskatoon and the benefits of affordable housing
- Facilitate equitable housing opportunities for priority populations
Annual Progress Reports
Updates on the progress and implementation of HOUSING Saskatoon will be provided as they become available.
Housing Needs Assessment
A Housing Needs Assessment was prepared to inform HOUSING Saskatoon. The Housing Needs Assessment provides a strong evidence base to guide the City’s future role, priorities and investments in affordable housing, with a focus on supportive low-income renters and priority groups facing intersectional challenges.
The assessment involved:
- Data Collection: Gathering quantitative and qualitative data on housing conditions, availability, affordability and demand.
- Community Engagement: Conducting surveys, interviews and public consultations to understand the specific needs and preferences of residents.
- Analysis: Evaluating the data to identify gaps, challenges and opportunities in the housing market.
