What We Are Asking

The City of Saskatoon is currently developing a Better Homes and Building Roadmap that will provide a structured path to supporting and regulating to higher energy tiers of the 2020 National Model Building Codes through updates to the City’s Building Bylaw. Therefore, we are gathering feedback from the building industry on whether the community is ready to move to higher‑efficiency energy tiers in the national building codes.

About the Project

The City has received federal funding to explore how Saskatoon can move toward net-zero and more energy-efficient construction for new and existing homes and commercial, industrial, and institutional buildings. The Better Homes and Buildings Roadmap will outline the regulatory and enabling actions to support higher efficiency buildings. These changes support long-term goals such as better building performance, lower utility costs, and greater climate resilience.

For new construction, Saskatoon currently requires homes to be built to National Building Code (NBC) Tier 2 and commercial buildings to National Energy Code for Buildings (NECB) Tier 1.

Why We Are Doing This Work

Improving our buildings lowers energy costs for tenants and property owners, enhances comfort and safety for building occupants, stimulates the local economy by fostering green job creation, and improves resilience to climate change. Beyond that, the City of Saskatoon has set a long-term target to reduce carbon pollution to net-zero by 2050; buildings were responsible for about 59 per cent of community carbon pollution (2023 Climate Action Progress Report).
