What is Happening?

The City of Saskatoon is committed to developing a complete and connected network of walking and cycling facilities for people of all ages and abilities. To support this commitment, the City is implementing the rapid deployment of an All Ages and Abilities (AAA) neighbourhood bikeway on Munroe Avenue between College Drive and 14th Street (see map) to improve cycling connections to the University of Saskatchewan Campus.

This project was developed using a rapid deployment model, which uses readily available and relatively inexpensive materials, such as signs, pavement markings, and temporary rubber curbs. This allows the City to easily adjust or adapt the measures if concerns are raised.

An online survey will be available in Fall 2025 to collect feedback on the project. Please check this website for future updates. Your feedback will be used by the project team to evaluate, refine, and modify the neighbourhood bikeway as required.

What Are the Next Steps?

The project team will be collecting traffic data throughout the fall of 2025 and will be analyzing the survey results through fall/winter 2025-2026. Any required adjustments or modifications to the neighbourhood bikeway will likely occur in the spring of 2026.

Background

Munroe Avenue was approved as a neighbourhood bikeway by City Council on May 29, 2024.

Effective on August 31, 2025, Munroe Avenue was designated as a neighbourhood bikeway with a 30 kilometre per hour speed limit between College Drive and 14th Street. Neighbourhood bikeways are a type of cycling facility that feature people riding their bikes in mixed traffic and are best suited for streets with low vehicle volumes and speeds. 

The change is part of the City’s ongoing commitment to improve road safety for all users.

Other changes included:

• Right-of-way was re-assigned to north – south movements along Munroe Avenue. Side streets are two-way stop control.
• Bikeway signs, speed limit signs, and sharrow (i.e.. bike) pavement markings were installed at the start of every block.
• Curb extensions were installed on Aird Street along the north edge of the park and on Colony Street along the south edge of the park using rubber curbs.
• Curb extensions were installed at the intersection of Elliot Street and Munroe Avenue using rubber curbs.

What is rapid deployment cycling infrastructure?

Rapid deployment cycling infrastructure (often referred to as quick-build), involves creating cycling routes with readily available and relatively inexpensive materials such as signs, pavement markings and temporary rubber curbs. The process is inherently quicker to implement compared to traditional transportation design. The roadway changes use adaptable materials which allow the City to adjust the design and operation of the network to respond to user behaviour and easily address concerns.
