Incentives for City Centre and CGA
What is happening?
As part of the Housing Action Plan, the City is developing a new Development Incentives Program. This program is designed to support the City’s goals for growth, revitalization, and housing development. It will replace the current Vacant Lot and Adaptive Reuse (VLAR) Incentive Program and focus on encouraging development in key areas such as the City Centre and Corridor Growth Areas.
The proposed development incentives include:
Incentives for the City Centre
Properties in the Downtown and City Centre may qualify for incentives that support revitalizing vacant lots or buildings for residential or commercial use.
- Subject to Council approval, eligible projects may receive a five-year phased tax abatement on new or incremental property taxes:
- Year 1:100%
- Year 2: 80%
- Year 3: 70%
- Year 4: 60%
- Year 5: 50%
- Projects that do not incur an incremental tax increase may be eligible for a grant equal to one year's worth of existing taxes post-construction, up to a maximum of $250,000.
Incentives for the Corridor Growth Areas
Properties in the Corridor Growth Area within Established Neighbourhoods, but outside the Downtown and City Centre Areas, may qualify for incentives focused on revitalizing vacant lots or buildings for residential or mixed-use development.
- Eligible projects may receive a five-year phased tax abatement on new or incremental property taxes subject to Council approval.
Incentives for Adaptive Reuse Feasibility Studies
In the May 2025 report, Administration proposed a grant to support adaptive reuse feasibility studies. However, through stakeholder discussions, it was determined that this incentive is unlikely to spur new adaptive reuse projects.
Adaptive reuse projects that result in new residential development will be supported through the new Development Incentives Program.
