Background
A Concept Plan is a land use plan that guides the development of specific areas in Saskatoon such as new neighbourhoods or significant infill developments. It outlines the land uses, densities, transportation network, parks system, and community facilities intended for the area as it grows.
A Concept Plan includes detailed studies on an area's topography, natural areas and heritage resources, provision of water and sewer services, traffic studies, population projections, proposed transit routes, active transportation networks, and more.
Process
- Technical Review: When a Concept Plan application is received, the Planning and Development team checks if it follows the City's standards, policies, bylaws, and other requirements. They also send it to other city departments and external agencies to look at the technical details such as utilities, water, wastewater, stormwater and transportation systems.
- Public Engagement: After the internal review by the City, the public gets a chance to look at the proposal, ask questions and give feedback. Property owners, the Community Association and the Ward Councillor are notified and invited to comment. - Report Preparation: Planning and Development writes a report with a recommendation on the application. This report includes feedback from the technical review and the public.
- Municipal Planning Commission Review: The report is first reviewed by the Municipal Planning Commission, which advises City Council on the application.
- City Council Decision: The final decision is made by City Council at a Public Hearing. They consider the report, the recommendation and the feedback from the Municipal Planning Commission. Anyone from the public can submit written comments or speak at the Public Hearing.
- Implementation: Once a Concept Plan is approved, it is implemented over time as land is subdivided, zoning is applied, roads and services are installed, parks are constructed, and residences and/or businesses are established.
