Project Scope

Planning and Development has received land use amendment applications for the former Saskatoon Transit sites to accommodate future redevelopment.

Applications Summary

The following applications were submitted to Planning and Development, requiring a decision by City Council at a Public Hearing:

  1. OCP Land Use Map Amendments – amending the land use designation on the OCP Land Use map
  2. Rezoning Applications – Zoning by Agreement to permit the proposed mixed-use development (321 Ave C N), and rezoning to accommodate future redevelopment (301 24th St W, 230/232/240 Ave C N, and the existing right-of-way south of 24th St W)

The South Caswell Concept Plan was adopted by Council in principle and serves as a conceptual visionary document guiding land use amendments in the area. The proposed development requires amendments to the OCP Land Use Map and Zoning Bylaw, which are in alignment with the vision, goals, and objectives contained in the Concept Plan.

Background

South Caswell Redevelopment Process

In the summer 2021, through Saskatoon Land, developers began expressing interest in 321 Ave C N. Following the recommended approach for the public sale of the site, Saskatoon Land followed standard procedures for the sale of City-owned land, which included the preparation of a sales proposal package and posting 321 Ave C N for sale on their website. The sales proposal submission package identified that proposals would be evaluated based on criteria that aligned with the Concept Plan goals and objectives, as well as the City’s infill and corridor growth policies. By the closing date of December 31, 2021, two proposals were received.

The evaluation of the proposals took place in early 2022 and were overseen by an external Fairness Monitor. The evaluation team was made up of internal and external stakeholders relevant to the Project, including Caswell Hill Community Association members. The evaluation team selected the highest-scoring proponent through the evaluation process; Saskatoon Land finalized the letter of intent with the selected proponent in Q2 2023.

321 Ave C N

Proposal

Development Review has received the following development applications from Saskatoon Land on behalf of CBB Group for 321 Ave C N:

  1. OCP Map Amendment - amend land use designation from Utility Area to Corridor Mixed Use
  2. Rezoning - from IL1 - General Light Industrial to MX1 - Mixed Use District by Agreement

The proposal would enable the reuse of the former Saskatoon Transit bus maintenance building and create a mixed-use development for the remainder of the site. The proposed development consists of:

  • A 3-storey residential building fronting Ave D N containing 30 dwelling units with a mix of studio (4), 1-bedroom (14), and 2-bedroom (12) units. At-grade residential units have direct access from the street and internal walkway.
  • 11 commercial spaces are proposed, including a restaurant and community centre, ranging in size from 87.76 m2 (999 ft2) to 1,517.18 m2 (16,330 ft2). The total commercial floor area is proposed to be 3,507.79 m2 (37,757,5 ft2).
  • Commercial building fronting Ave C N, containing five 3-storey units, each with a floor area of 209.22 m2 (2,252 ft2).
  • A total of 38 on-site surface parking stalls have been proposed.

321 Ave C N is currently designated Utility Area in the Official Community Plan. The applicant is proposing to re-designate this area to Corridor Mixed Use to accommodate the proposed redevelopment.

321 Ave C N is currently zoned IL1 – General Light Industrial District. The existing zoning district is intended to facilitate economic development through a wide variety of light industrial activities and related businesses that do not create land use conflicts or nuisance conditions during the normal course of operations.

The applicant is proposing a zoning agreement based on the MX1 - Mixed Use District. A zoning agreement would ensure that only the specific development proposal put forward by the applicant could be constructed.

301 24th St W, 230/232/240 Ave C N, 24th St W Right of Way

Proposal

Development Review has received the following development applications from Saskatoon Land for 301 24th St W, 230/232/240 Ave C N, and the existing Right-of-Way (ROW) south of 24th St W:

  1. OCP Map Amendment - amend land use designation from Utility Area to Corridor Mixed Use
  2. Rezoning - from IL1 - General Light Industrial to CM1 - Corridor Mixed Use

Saskatoon Land has applied for an OCP Amendment and rezoning at 301 24th St W, 230/232/240 Ave C N, and the existing ROW south of 24th St W to enable the future redevelopment of the remaining former Saskatoon Transit sites. Currently, there is no specific redevelopment proposal for these sites, the intention is to rezone the sites to CM1 to accommodate a future sale of city-owned land for eventual redevelopment. Further community engagement could occur for these sites.

301 24th St W, 230/232/240 Ave C N, and the existing ROW south of 24th St W are currently designated Utility Area in the Official Community Plan. The applicant is proposing to re-designate these sites to Corridor Mixed Use to accommodate future redevelopment.

The area is currently zoned IL1 - General Light Industrial District. The applicant is proposing to rezone the sites to CM1 - Corridor Mixed Use District to accommodate future redevelopment. The CM1 District is intended to provide a range of residential and mixed-use developments containing residential, commercial and institutional uses in mid-rise buildings, that promote a compact, pedestrian-oriented form.

Public Information Meeting:

A Public Information Meeting was held on November 9th, 2023 to provide an opportunity to hear about the proposed applications and the redevelopment proposal for 321 Ave C N from the applicant and receive information on the review process from administration. Community members also had the opportunity to ask questions and provide initial comments.
