INTENT TO LEASE CITY OWNED PROPERTY FOR LESS THAN FAIR MARKET VALUE WITHOUT PUBLIC OFFERING TO CONSEIL DES ÉCOLES FRANSASKOISES (CÉF) TO CONSTRUCT A NEW SCHOOL IN THE KENSINGTON NEIGHBORHOOD
The Province of Saskatchewan, represented by the Ministry of Education and Ministry of SaskBuilds and Procurement, plans to construct a Conseil des écoles fransaskoises (CÉF) School in the Kensington neighborhood. A lease agreement between the City and CÉF is required for CÉF to proceed to construction and operation of the new school.

REASON FOR THE LEASE
The Planning and Development Act, 2007; requires municipalities to provide adequate land for the development of schools. The City has been engaged with the Ministry of Education and Ministry of SaskBuilds and Procurement in determining a site for the Conseil des écoles fransaskoises (CÉF) school and have agreed on a 4-acre school site identified in the Kensington Neighborhood Concept Plan, adjacent to Lions Century Park, located at 1080 Kensington Boulevard (Legal Description: Block Z4, Plan No. 102439346). A lease agreement is required between the City and CÉF, for CÉF to proceed to construct and operate the new school. The proposed terms of the leases include a nominal rent of $1.00 per year, over a term of 50 years, with an option to renew for an additional 50 years.
Bylaw No. 8171, The Public Notice Policy Bylaw requires that City Council give public notice before City Council considers leasing land for less than fair market value and without a public offering.
