Security Camera Usage

The City of Saskatoon does not regulate the use of security cameras on private property.
Below are best practices to consider to help safeguard privacy and minimize potential liability.
Property owners and residents may choose to install security cameras on private properties for a variety of reasons. These cameras may include doorbell cameras or other devices installed inside or outside to record footage. Some cameras may also record sound.
Under The Privacy Act, auditory and visual surveillance of a person by any means can be considered a violation of privacy and may result in damages being awarded. When installing security cameras, it is important to respect the privacy of other residents and your neighbours.
Best Practices for Security Camera Usage
To protect privacy and reduce potential legal risk, consider the following:
Limit Recording to Your Property
- Position cameras so they only record your property.
- Avoid recording areas beyond your property line.
Respect Neighbour Privacy
- The camera should be installed and operated so it does not record footage or sound from a neighbouring property.
- Consider turning cameras off during certain times of the day.
Manage Data and Security Risks
- Delete recordings regularly.
- Protect against cybersecurity threats:
- Use strong passwords;
- Store passwords securely; and
- Enable two-factor authentication, where possible.
Addressing Security Camera Privacy Concerns
Talk to Your Neighbour
If you believe a neighbour's security camera is recording beyond their property, start by speaking with them directly. This gives them an opportunity to correct the issue.
Mediation Services
If a dispute arises and cannot be resolved between neighbours, the City offers mediation services with the consent of both parties. Mediation provides a neutral way to resolve disputes.

Pursue Legal Options
If both parties are unable to come to an agreement, small Claims Court may be an option for unresolved disputes.
