Elmwood Residences Inc (Elmwood) is seeking to purchase a section of Nutana Kiwanis Park North and subsequently have it re-zoned to expand their facility, creating the Elmwood Community Hub. The expanded facility would allow Elmwood to provide more clients with a supported, independent living environment, as well as expand the services they offer.

In January 2026, the City of Saskatoon is engaging with surrounding community members and park user groups to share preliminary project information, discuss the potential relocation of the Brevoort Park Community Garden and gather feedback on the possible impacts of the proposed development. 

The feedback we receive will be considered, along with internal considerations and best practices, and presented as part of an information report to City Council. This will include a public hearing.

As part of the process to sell and rezone City land, the project must be presented at a Public Hearing. During the hearing, City Council will review a report outlining the potential impacts of the sale and rezoning. This report needs to include feedback from individuals and groups in the community, including the Brevoort Park Community Garden, who may be impacted by the reduced park space in Nutana Kiwanis Park North.

Elmwood has already conducted its own public engagement to build community support, learn the needs of current park users and make sure the project does not negatively impact the community. City Administration will also collect feedback through the engagement process outlined on this webpage. Comparing the City’s results with Elmwood’s will give a more complete understanding of the impacts of the proposed development.

Where will the community garden potentially be moved to?

If the project is approved by City Council, City Administration has identified park space just across Porter Street as a potential site for the relocation of the community garden, as outlined in the image below, and is working directly with Elmwood and the Community Garden to limit the impacts.
