Proposal
The Planning and Development Department has received an application from Saskatoon Land (the applicant) proposing to amend the Official Community Plan (OCP) Land Use Map designation, the Kensington Neighbourhood Concept Plan (Concept Plan), and rezone land to accommodate future residential development.
Proposed Official Community Plan Amendment
The subject land at 4040 33rd St West is currently designated as a “Special Use Area”. The applicant is proposing to redesignate this land to “Residential”. Land designated as “Residential” allows for residential development and community uses compatible within a neighbourhood setting. This amendment aligns with the proposed Concept Plan and Rezoning applications.

Proposed Kensington Concept Plan Amendment
The amendment proposes changes to the Kensington Concept Plan, including designating approximately 11.81 hectares (29.19 acres) of land in the northwest portion of the existing Concept Plan boundary. These lands will be designated a mix of Single Family Detached, Multi Unit (Group Townhouse), Multi Unit (Stacked Group Townhouse), and Medium Density Multi Unit (Apartment Style). The applicant is also proposing to redesignate a parcel along Kensington Boulevard, in the eastern portion of the amendment area, from Multi Unit (Group Townhouse) to Multi Unit (Medium Density Apartment Style).
The application also includes:
- Addition of Local Roads: local roads will be added within the newly designated area to provide access and connectivity, including an additional access point from Kensington Boulevard.
- Municipal Reserve and Storm Water Parcel: A Municipal Reserve and a Storm Water Parcel will be added in the southern portion of the amendment area, connecting to the existing Storm Water Parcel to the south.
- Addition of Municipal Buffer: a 30-metre-wide Municipal Buffer will be added adjacent to Neault Road as well as a buffer around the Crown Utility Parcel.

Rezoning
The subject land is currently zoned M3 by Agreement (M3-8689) – General Institutional Service District by Agreement and R1A – Low Density Residential District 1A.
The applicant is proposing to rezone the land to a mix of R2 – Low Density Residential District 2, RMTN – Townhouse Residential District, RMTN 1 – Medium Density Townhouse Residential District 1, and RM3 – Medium Density Multiple-Unit Dwelling District. The proposed zoning districts would allow for a range of residential development, including low density one- to four-unit dwellings, low to medium density multiple-unit dwellings, and medium density multiple-unit apartment-style dwellings.
The proposed zoning districts support the land uses identified in the Concept Plan amendment and is intended to accommodate future residential development in the area.
