UPDATE: Groomed cross country ski trails expected to be ready January 10 to 14, 2022

Groomed cross country ski trails maintained by the City of Saskatoon are expected to be ready between January 10 to 14, 2022, at the Upper and Lower Meewasin, Diefenbaker, Kinsmen, and Forest Parks. 

Ski trails were originally expected to ready the first week of January, but equipment repairs along with the cold weather have delayed the start of the season by approximately one week.

Following the completion of the main cross country ski trails, the City will begin grooming trails in 30 neighbourhood parks.  This new initiative supports Saskatoon’s WintercityYXE Strategy and is run in partnership with various Community Associations throughout the city.

Heavy snowfall affecting driving conditions for morning commute

Saskatoon streets are covered in snow and Circle Drive is down to one lane in some locations due to ongoing blowing snow this morning. Drivers are reminded to slow down and use caution on the morning commute.

City crews worked through the night plowing and grading major roads through the city; however, the wind and snowfall was working against these efforts. In some locations, drifting snow is collecting in driving lanes, which may cause traffic delays.

While the snow is falling, City crews will stay focussed on keeping driving lanes clear on Circle Drive and streets with three or more lanes each way like Idylwyld Drive, 22nd Street and College Drive. Twenty-six City and contractor graders will begin grading arterial streets to keep lanes open. Sanders continue to monitor and address busy intersections, bridge decks and overpasses that at higher risk for slippery conditions, due to a layer of ice under the snow.

Once the snow has stopped, crews will move into collector streets through all neighbourhoods. Sanding will continue and sidewalks and pathway clearing will begin. Please keep back when you see blue and amber flashing lights to let road equipment complete their pass.

2022 Property Assessment Roll Opens; 30-Day Assessment Review & Appeal Period Begins

Starting today, January 4, 2022, the 2022 Assessment Notices will be mailed to approximately 15,000 residential and commercial property owners. The City will mail an assessment notice only if there has been a change since January 1, 2021, to a property’s assessment, tax status or ownership. (Bylaw No. 8067, Assessment Notices Bylaw, 2002).

If you have questions about your property's assessment, tax class, or exemption status, please contact Assessment & Valuation at 306-975-3227.  Most assessment-related questions can be resolved by speaking with an assessor, we’re here to help.  Detailed assessment and tax information about your property can also be viewed by entering your property’s address into the Property Assessment & Tax Tool.

The City’s 2022 Assessment Roll, a listing of all property assessments in Saskatoon, will also open on January 4 for public inspection and will remain open until February 4, 2022. Due to COVID-19 protocol, public inspection will be by appointment only, please call 306-975-3227 to book an appointment or to speak with an assessor.

If you would like to file a formal appeal with the City’s Board of Revision regarding the valuation, classification or content of your property’s assessment, your Notice of Appeal and the accompanying fee must be received during the 30-Day Assessment Review and Appeal period January 4 to February 4, 2022.

A property owner does not need to receive an assessment notice in 2022 to file a formal assessment appeal. Property taxes are not included in the appeal process. Information on the appeal process and required fees are included with the 2022 Assessment Notices or download an appeal form at  saskatoon.ca/assessmentappeals.

In January 2022, property owners will also have the option to apply for and pay online for property assessment appeals. Information on this new process will be available at saskatoon.ca/assessmentappeals.

Assessment appeal hearings are public hearings. All documents filed for an assessment appeal are public records, subject to certain exceptions in The Cities Act or a confidentiality order made by the Board of Revision, and will be posted on the City of Saskatoon's website.

2022 Civic Rates & Fees

The following fees and rates for City of Saskatoon services take effect January 1, 2022.

SERVICES FOR RESIDENTS

Animal Services – Pet Licenses

Cats: 

  • Spayed/Neutered: $19.00 ($1.00 increase)
  • Non-Spayed/Neutered: $42.00 ($2.00 increase)
  • Juvenile (under 1 year): $19.00 ($1.00 increase)

Dogs:

  • Spayed/Neutered: $31.00 ($1.00 increase)
  • Non-Spayed/Neutered: $62.00 ($2.00 increase)
  • Juvenile (under 1 year): $31.00 ($1.00 increase)
  • Service Dogs: Free (no change)

Replacement Tags: $10.00 (no change)​.  Enjoy the many benefits of licensing your pet.

Landfill

  • In 2022, there are no increases to Landfill entry fees, tipping fees, specific disposal fees, or the discount for small loads.
  • Visit Saskatoon Landfill for current rates and fees.

Compost Depots

  • The Compost Depot Commercial Hauler Season Permit fee remains $150.00 for 2022.

Waste-Related Handling Services

  • Curbside Residential Recycling Program fees per household will remain at $7.47 per month in 2022.
  • Multi-Unit Residential Recycling Program fees per household will remain at $3.86 per month in 2022.

Subscription Green Cart Program (Yard & Food Waste)

  • For 2022, the Green Cart Program remains an optional service for Saskatoon residents wanting to recycle their yard and food waste.
  • If you subscribe to the Green Cart Program before May 1, your seasonal fee will remain $65/year; renewals/registrations paid after April 30 will remain $85/year.
  • The mandatory Curbside Organics Program is scheduled to roll-out citywide in Spring 2023.

Saskatoon Light & Power

  • There will be no changes effective January 1, 2022

Water and Wastewater

  • Water and wastewater rates will increase overall by 2.5%.

Storm Water Management Charge

  • The Storm Water Management Charge will increase to $8.90 ($1.125 increase) per one Equivalent Runoff Unit (ERU) per month.

Flood Protection Program levy (Temporary)

  • This charge has been moved to the Storm Water Management Charge and will not appear on the utility bill going forward.

MOVING AROUND

Parking Services

  • In 2022, pay parking rates and ticket fines will not change. Visit Public Pay Parking for current rates.
  • Impound Lot fees will not change. Visit Vehicle Seizures for rate information.
  • Parking permit fees will not change. Visit Parking Programs & Permits for rate information.

Special Permits (no fee changes for 2022)

  • Sidewalk Crossing permit application fee: $375.00
  • Vehicle permit application fee: $50.00 for blanket annual & $30.00 for daily

Saskatoon Transit

  • In 2022, all transit fares remain the same.

Business & Development

  • Business License fees for most categories do not change in 2022. Visit Business Licenses for current rates.
  • Application fees for cannabis-related businesses may change depending on Council approval at the December 20th Public Hearing. Visit saskatoon.ca/cannabis for current rates.

Building and Plumbing Permits

  • There are various rate and fee changes effective January 1, 2022 for both building and plumbing permits.

Tree maintenance begins in Haultain, Montgomery Place and Parkridge neighbourhoods

Starting Tuesday, January 4, 2022, crews will begin pruning trees on civic property in Haultain, Montgomery Place and Parkridge as part of the City’s Boulevard Tree Maintenance Program. Tree maintenance operations in these three neighbourhoods will continue until March 31, 2022.

The Boulevard Tree Maintenance Program follows a regular pruning cycle to help preserve the health of the City’s tree inventory, as well as to eliminate hazards and provide clearances from buildings, signs, streetlights and utility wires.  

Tree maintenance often requires road restrictions. The City reminds pedestrians, cyclists and drivers to ensure safety is a priority by respecting work zones and obeying all road restrictions and signage.

Extended Cold Causes Delays for Saskatoon Transit

Saskatoon Transit runs every day, no matter the weather; however, the extended cold temperatures are causing shortages of buses and delays.

Cold temperatures can cause the ‘check engine’ light to turn on and cause condensation in the air system which may freeze valves leading to suspension issues or frozen brakes. In either situation, to ensure buses are safe to operate a mechanic must verify the condition of the bus or complete any repairs before it can return to the road.

Before leaving to catch the bus riders should check the for service alerts and the real-time bus information on the Transit  app or Google Maps Transit on desktop.  Riders are also encouraged to "favourite" the routes they take most often in the Transit app to receive push notifications about service disruptions.

At temperatures of -20C and below, buses do not kneel, however the ramp at the front can still be deployed. Riders should ask for it to be deployed should it be required.

Saskatoon Transit thanks riders for their patience and understanding as we work through this period of cold weather.

City Clerk’s Office to launch new online appeal application and payment services in January 2022

The City Clerk’s Office is committed to making it easier for citizens to do business with the City. 

In January 2022, citizens will have new, convenient options to make applications to appeal and pay associated fees online for the following: 

  • Property assessment appeals 
  • Development appeals 
  • License appeals 

Property assessment appeals:
Any property owner wishing to appeal a property on the City of Saskatoon’s 2022 Assessment Roll must do so during the 30-Day Assessment Review and Appeal period January 4 - February 4, 2022. Visit saskatoon.ca/assessmentappeals for more information or call 306-975-3227. 

Access to information requests:
In January 2022, citizens will also be able to make an application and pay online for access to information under The Local Authority Freedom of Information and Protection of Privacy Act (FOIP).  The options to pay by cheque/money order and to apply via paper application for all appeal types and when requesting access to information will continue to be available.

Bus service to Rush vs Seals

Direct service from the Special Events Stop (outside the 2nd Avenue Lofts at 23rd Street and 2nd Avenue) to see the Saskatchewan Rush take on the San Diego Seals at SaskTel Centre on Friday, December 31, is available at the following times: 

  • 6:45 p.m.  
  • 7:05 p.m.  
  • 7:25 p.m. 
  • 7:45 p.m.  
  • 8:05 p.m. 

Post event drop-off is the downtown terminal and regular fares apply ($3.00 per trip). Fare can be purchased on your mobile phone using either the TGo or transit app, transfers and passes are also accepted.  
 
Plan your trip to events at SaskTel Centre on Route 333 using the Transit  app up to two weeks in advance! Check out the Transit+ feature that helps make connections that combine Transit with ridehail providers like riide and Uber. Transit does the work so you can travel with ease! Download the Transit app from the Apple Store or Google Play.  
 
To protect the health and safety of residents, customers and employees, masks are required when traveling on Saskatoon Transit and when accessing indoor City-operated facilities and services as an added safety measure to address the increasing spread of COVID-19 in our community.
