Downtown road closures for Nuit Blanche starting Saturday

The Traffic Bridge/Victoria Avenue will be closed between 11th and 19th streets starting Saturday, September 28, at 3:00 p.m. for Nuit Blanche. 

Additional event road restrictions include: 

  • 3rd Avenue between 21st and 19th streets
  • Spadina Crescent between 2nd Avenue and 20th Street 
  • Broadway Avenue between 12th and Main streets
  • 12th Street between Eastlake and Broadway avenues

Detours will be in place guiding motorists around the event zone. The roadways will reopen after 1:00 a.m. on Sunday, September 29 barring any unforeseen circumstances.  

Drivers are reminded to drive carefully and watch for participants. The City thanks everyone for their patience.

Next phase of College Drive project starts Monday

The next phase of the College Drive Water Main Maintenance Project starts on Monday, September 30. The eastbound and westbound median lanes on College Drive will close between Hospital Drive and Cumberland Avenue. In addition, the right turn lane from College Drive westbound to Hospital Drive will be closed. This phase is expected to take approximately two weeks to complete, weather permitting and barring any unforeseen circumstances.

  • Zipper merging will be required due to lane closures. Drivers are reminded to use all available lanes and take turns at the end. This will help everyone get through the work zone faster.
  • Saskatoon Transit may be affected by these detours. Transit service alerts and real-time bus information are available on third-party apps like Transit and Google Maps Transit on desktop.

Holiday Pay Parking Reminder: National Day for Truth & Reconciliation on Monday, September 30

Residents are reminded that payment will be required in City-managed pay parking areas on National Day for Truth & Reconciliation, Monday, September 30, 2024.

Public parking in the Downtown, Broadway, Riversdale, River Landing and Sutherland areas, as well as streets adjacent to St. Paul’s and Saskatoon City Hospitals, are metered from 9 a.m. to 6 p.m., Monday to Saturday. Payment is not required outside these hours, on Sundays or on statutory holidays (New Year’s Day, Family Day, Good Friday, Victoria Day, Canada Day, Saskatchewan Day, Labour Day, Thanksgiving Day, Remembrance Day and Christmas Day). The National Day for Truth & Reconciliation is not a statutory holiday in Saskatchewan.

Public Pay Parking reminders:

  • Customers are encouraged to use the Parkedin app as a no-touch way to pay for parking.
  • Customers are responsible for entering the correct licence plate information when paying for parking at a FlexParking station or when using the Parkedin app.
  • Parking time limits vary by location. Watch for signs wherever you are parking. 
  • If you have reached the posted time limit but need more time in the area, move your vehicle around the corner or across the street.

Record number of Dutch elm disease cases identified in Saskatoon this season

The City of Saskatoon Parks Department has confirmed 11 positive cases of Dutch elm disease (DED) in various neighbourhoods throughout the city this summer.  

“It is discouraging to see this record number of positive Dutch elm disease cases in our city; DED can have devastating consequences for our urban forest,” says Thai Hoang, Director of Parks. “The most likely cause of DED is the storage and transportation of elm firewood. If you suspect you have elm firewood, please dispose of it immediately.” 

Here is what Spadina Crecent could look like if DED continues to affect the urban forest. 

If you suspect an unhealthy elm tree or are unsure of what type of firewood you have, take a photo and complete the online form or call Urban Forestry at 306-975-2890. 

Hoang reminds residents they can help prevent Dutch elm disease by:  

  • Never storing elm wood or branches. Don’t buy or take elm wood from anyone and don’t burn it. 
  • Not pruning elms during the provincial pruning ban (April 1 to August 31). 
  • Disposing of elm wood only at the Saskatoon Landfill. 
  • Do not take elm to the compost depot or put it in your green bin. Dispose of it immediately; disposal of residential elm wood at the Landfill is free of charge. 

The City has already initiated its DED Response Plan, which includes:  

  • Immediate removal of the positive tree(s) and disposal at the City landfill  
  • Increased surveillance of the surrounding area to search for stored elm wood  
  • Sampling of symptomatic trees within one kilometre of the infected tree  
  • Continuing regular elm surveillance and cyclical pruning of trees in parks and on boulevards  

What will happen in impacted areas? 

Parks staff will be conducting surveillance around impacted areas. Surveillance of these areas includes checking every property for elm firewood or brush and removing it when it is found. If residents are not home, staff will remove the elm wood and leave an Elm Infraction Notice with a note, indicating that the wood was removed. 

The Forest Resources Management Act, the Provincial Dutch Elm Disease Regulations, 2005 allows inspectors to enter private property to inspect for elm wood, remove elm wood and sample private elm trees. In accordance with the regulations, property owners will be asked to remove and dispose of infected elm. 

What is DED? 

DED is a serious disease caused by a fungus that clogs the elm tree’s water and nutrient conducting system, which eventually causes the tree to die. DED was introduced in North America in the 1930s and has since wiped out millions of elms across Canada and the United States. In Saskatoon, elms make up 25% of our urban forest. 

How is DED spread? 

In Saskatchewan, the disease is spread by several species of elm bark beetles. These beetles can fly farther than two kilometres in search of elm trees. The DED fungus has tiny spores that stick to the body of the beetle. Elm bark beetles can carry these spores and infect other elm trees. The fungus can also be spread by infected pruning tools.

210 Pacific Avenue approved as temporary enhanced emergency shelter

City Council today approved 210 Pacific Avenue for a temporary 30 to 40 bed enhanced emergency residential shelter. The Government of Saskatchewan’s service provider, The Mustard Seed, is anticipated to open the temporary shelter in Winter 2024 – information on the opening and ongoing operations will come from the service provider.

City Council approved the duration of the shelter for a temporary operation for up to 18 months. Council also approved a request to lease the former Saskatchewan Transportation Company parcel service building at a below market rate. This is a permitted use under the City of Saskatoon Zoning Bylaw.

The property is owned by the City. With some renovation, it will be suitable for a shelter and meet most of the City Council-approved criteria:

  • Room for approximately 30 beds each
  • Beds in an open shelter-type hall (with movable wall systems or partitions)
  • Some private rooms (accessed internally)
  • An area suitable for office space for site staff
  • Showers, bathrooms, kitchen
  • Internal and external gathering spaces (amenity spaces) available on site be considered
  • Proximity to other services should be considered
  • Zoned appropriately if possible, or applicable for designation under the City’s Emergency Residential Shelter zoning provision
  • At least 250 metres from an elementary school in the Saskatoon Public School or Greater Saskatoon Catholic School system

The City led the site-selection process, and the Government of Saskatchewan is funding up to $250,000 for renovations. The Province will also provide all operational funding for shelter services.

Additionally, after hearing feedback from the nearby residents and businesses, the City will be implementing changes to the site plan for the provincial government-funded shelter including:

  • Fencing or screening to create a sense of space for those using the shelter, and delineation between the shelter and surrounding businesses. There will be no walk-in access off Pacific Avenue.
  • Facility access only from Ontario Avenue.
  • 7-day per week, extended hour security/support dedicated to the downtown with a proactive priority focus on the vicinity around the proposed shelter.

A coordinated, integrated operating plan between the Saskatoon Police Service and the Saskatoon Fire Department will provide essential safety and security for the shelter and downtown area.

City Administration continues to work with the Government of Saskatchewan to identify a longer-term site, or sites, for enhanced emergency shelter spaces. An update will be provided when available. Site options for a permanent location are undergoing the final stages of diligence processes and an update will be provided when available.

The City of Saskatoon is excited to announce the success of our new weekly Household Hazardous Waste (HHW) drop-off program. Since its launch in June, we've seen an incredible response, with over 1,000 visits from residents committed to properly disposing of hazardous materials.

HHW is accepted every Wednesday from 8:30 a.m. to 4:30 p.m. at the Material Recovery Centre (MRC), located at 42 Valley Road.

As a reminder, this program is seasonal and the last drop-off day of the year will be Wednesday, October 30, 2024.

For added convenience, the City is adding two special weekend drop-off days: Sunday, October 6, and Sunday, October 20 from 8:30 a.m. to 4:30 p.m. at the MRC.  

The HHW collection program is designed to make it easier for residents to dispose of items that should not be thrown in regular garbage or recycling bins due to their potential harm to the environment and public health. Accepted items include aerosols, automotive fluids, cleaners, cylinders, light bulbs, yard chemicals, and more. Complete lists of acceptable and unacceptable items are available at saskatoon.ca/hazardouswaste.

The City encourages residents to take advantage of this free service to ensure these materials are handled in an environmentally responsible manner.

Reminders: 

  • The program is open to residents with household products only – no commercial loads will be accepted.
  • Containers used for transporting HHW may not be returned to participants and those used for transporting gasoline will NOT be returned.
  • Please ensure all containers are safely sealed and contents are clearly marked. 
  • Batteries are one of the most commonly dropped off items at HHW drop-off days. As a note, they are accepted DAILY for free at Sort & Go at the MRC.  
  • To avoid potentially long line-ups and wait times, ask the Waste Wizard at  saskatoon.ca/wastewizard to find other means of recycling and safe disposal.
  • There are no public washrooms available at the Material Recovery Centre.

2024 Saskatoon Civic Election: official candidate nominations start today

The official 2024 Civic Election candidate nomination period starts today for individuals considering running for mayor, city councillor, or as a trustee for the Saskatoon Public School Board or the Greater Saskatoon Catholic School Board.

For anyone interested in becoming a candidate and seeking election or re-election for mayor, city councillor, or school board trustee on November 13, 2024,  Elections Saskatoon has prepared the 2024 Candidate Information Guide to help you understand the election process. The Guide provides all important dates and the steps all candidates must follow in 2024. 

Candidate nomination forms will be received by the Returning Officer at the Elections Saskatoon Office at 200-145 1st Avenue North, as follows:

  • From September 23, 2024, until October 8, 2024, Monday to Friday between 8 a.m. and 5 p.m.; and
  • October 9, 2024, (Nomination Day) from 9 a.m. until 4 p.m.
  • The Elections Saskatoon Office will be closed on Monday, September 30, 2024.

Candidates can withdraw their nomination up until Thursday, October 10, 2024, 4 p.m.

The nomination process and forms for all offices are available at the Elections Saskatoon Office at 200-145 1st Avenue North, Saskatoon or downloaded from the Elections Saskatoon website at saskatoon.ca/candidateinfo. 

Here’s how Saskatoon voters can find out who is running for mayor, city councillor or school board trustee:

Richard St. Barbe Baker Afforestation Area Construction to begin this week

Richard St Barbe Baker Afforestation Area (RSBBAA) will be getting enhancements in the 2024 construction season as part of the Natural Areas Program. Enhancements include: 

  • Tree planting: approximately 1,800 new trees and shrubs in 5 planting areas
  • Trail construction: upgrades of an existing dirt path to a 3-meter-wide crusher dust trail
  • 1 new waste bin
  • New swing gate

Construction of site enhancements are expected to begin the week of September 23 and last until November 2024. During this period, please note that:

  • The trail being improved will be closed during this time. Alternative routes will be available for residents to use during construction; see construction signage on site.  
  • Parking will remain available at the southwest off-leash recreation area parking lot and southeast parking lots. 
  • We kindly ask residents to refrain from using the parking lot at the northeast entrance of RSBBAA, since this lot is owned by TransGas and must remain available for their infrastructure service vehicles. 
  • For the safety of you and your pets, please keep your dogs on-leash when outside the designated Southwest Off-Leash Recreation Area.

Direct bus service from the Special Events Stop (23rd Street and 2nd Avenue) to see Sam Hunt: Locked Up Tour 2024 at SaskTel Centre on Monday, September 23, at 7:30 p.m., is available at the following times:

Post-event drop-off is at the downtown terminal and regular fares apply ($3.00 per trip). Fare can be purchased on your mobile phone using either the TGo or transit app, transfers and passes are also accepted. Typically, buses arrive onsite 30 minutes prior to the end of the event.

Meeting feedback prompts updated shelter safety plan

After hearing feedback from the nearby residents and businesses, the City is proposing changes to the site plan that would be put in place at the provincial government-funded shelter at 210 Pacific Avenue. 

Details of the plan were finalized earlier Friday. Among the proposed measures: 

  • Chain-link fence around the former Saskatchewan Transportation Company parcel service building, ensuring no access off Pacific Avenue. 
  • Facility access only from Ontario Avenue 
  • 7-day per week, extended hour security/support dedicated to the downtown with a proactive priority focus on the vicinity around the proposed shelter.

Additionally, an integrated operating plan between the Saskatoon Police Service and the Saskatoon Fire Department outlines the essential safety and security support for The Mustard Seed while they would operate the temporary enhanced emergency shelter along with assistance for downtown residents, businesses and community at large.  

There will be coordinated communications and information sharing among The Mustard Seed, Saskatoon Police and the Saskatoon Fire Department to better address emerging concerns and to be pro-active before issues arise.  

The City agreed to find and propose locations that will meet certain criteria and best suit the needs of the community. The Government of Saskatchewan continues to work with the City of Saskatoon as they work to identify a permanent location to accommodate 60 spaces. 

If the proposed temporary site receives the necessary approvals by City Council on Wednesday, September 25, it is anticipated to open as a temporary 30 to 40 bed enhanced emergency shelter in winter 2024.

Direct bus service from the Special Events Stop (23rd Street and 2nd Avenue) to experience the Saskatoon Blades take on the Swift Current Broncos at SaskTel Centre on Saturday, September 21, at 7:00 p.m., is available at the following times:

  • 6:25 p.m.

Post-event drop-off is at the downtown terminal and regular fares apply ($3.00 per trip). Fare can be purchased on your mobile phone using either the TGo or transit app, transfers and passes are also accepted. Typically, buses arrive onsite 30 minutes prior to the end of the event.

Candidate nomination forms must be accompanied by a deposit of $100.00 in cash, certified cheque, or money order, payable to The City of Saskatoon. Looking for a new opportunity where you can serve your city and directly influence decisions in your community? Consider volunteering to take an active role on one of the City’s various civic boards, committees or commissions.

City Council relies on volunteer members of the public to bring their diverse backgrounds and expertise to our open positions. Council welcomes, supports, values, and encourages Indigenous, Black, people of colour, members of the 2SLGBTQ community, people living with disabilities, and other underrepresented groups to apply. We are stronger through diverse membership, and in working together we continue to make Saskatoon a better city.

To serve on a City board, committee or commission and be eligible for appointment, you must reside within the boundaries of the city of Saskatoon, except for applicants to the City’s Controlled Corporations which allow for up to two non-resident members.     You must also provide a resume and two letters of reference with your application.
