Saskatoon Extreme Heat Response Plan Activation

In response to the high temperatures this week, the Emergency Management Organization (EMO) has activated the Response Plan to support residents in Saskatoon, especially those vulnerable to the heat.

In 2019 the Cold Weather Strategy partners convened and identified a need for an Extreme Heat Response plan to ensure designated cooling spaces are in place for Saskatoon’s homeless population, greatly reducing their risk of heat exposure related illnesses during the summer months. This Strategy has continued to evolve to include water bottle distribution in 2021.  

In the summer of 2021, British Columbia experienced a significant Heat Dome. A review of the incident found that during the Heat Dome individuals 50 years and older, living in private residences, with health issues and social isolated were at significantly greater risk during extreme heat events. The City of Saskatoon has studied the impact of this Heat Dome and has determined that there is a need to expand the Extreme Heat Response Plan to include other Saskatoon residents who may be at increased risk during extended extreme heat events.

The Saskatoon Extreme Heat Response Plan will continue to have a coordinated response to ensure cooling locations, wellness checks and water bottle distribution for residents experiencing homelessness. Additional partners have joined, and are still being sought, for the Extreme Heat Response Plan this year. These additional partners will work together to coordinate activities to support Saskatoon residents who are older adults, living in private residences and may be at increased risk during the extreme heat events. 

Extreme Heat Response is not the sole responsibility of any one organization. It takes a whole community to ensure the safety of those vulnerable to extreme heat. Saskatoon EMO works with many partners in the Extreme Heat Response Plan. These include the Saskatchewan Heath Authority, the Saskatoon Housing Initiative Partnership, Environment and Climate Change Canada and many others.

Things to consider during days of extreme heat: 

 

Keep cool

  • Have access to cool drinking water and drink regularly, even when not feeling thirsty
  • Move to a cooler indoor space, if possible
  • Draw curtains, shades or shutters to help block direct sunlight
  • Close windows during the heat of the day to trap cooler air indoors
  • Open windows overnight or whenever there is a cool breeze, keeping safety in mind
  • Activate air conditioning or open windows in different areas to create a cross-breeze

Sun protection

  • Limit physical activity and exposure to the outdoors during the hottest hours
  • Wear light coloured and lightweight clothing
  • Apply sunscreen and reapply regularly throughout the day
  • Wear a hat or other head covering

Be a good neighbour

Residents can help those most vulnerable to this extreme and prolonged heat by sharing the designated cool down locations poster, checking on family, friends and neighbours and by alerting emergency services if you see someone in distress due to the extreme heat.   
 

River safety

Although the South Saskatchewan River may provide a tempting option to cool down on hot days, EMO reminds residents that the river is unpredictable and swimming in the river is prohibited. The river has many hazards including changing currents and an unstable bottom. Learn more at saskatoon.ca/watersafety.
 

Pet wellness

On warm summer days, it’s important to keep your pets safe and comfortable. Considerations include:
  • Ensuring your pet has plenty of fresh water to drink
  • Monitoring your pet for signs of heat stress such as rapid panting
  • Never leaving pets in parked cars for any amount of time
  • Offering your pet a means to cool down such as a wading pool or damp towel

Working safe

As the humidex rises, those who work outdoors are encouraged to take necessary actions including:
  • Drink extra water
  • Increase breaks out of the sun
  • Modify work duties to prevent heat illness

Transit Safe Bus Program

Saskatoon Transit offers the Safe Bus Program designed to assist anyone, of any age, that needs immediate shelter or needs to contact emergency services. If you need help, simply and safely flag down a bus or go to a parked bus. Transit operators can contact emergency services directly through the on-bus radio system and will give the person in need a safe place to wait.
 

Smart yard and garden watering

During heat waves, there is increased water usage. The City encourages residents to be water wise by watering your lawn and trees early in the morning and skip windy days to minimize evaporation. Smart watering helps the environment and can save you money during hot summer months. Follow these quick lawn care tips to be more efficient with your water and learn more ways to be water wise.

Rescheduled: Cumberland Avenue closed between 1st and Taylor streets starting Tuesday

Cumberland Avenue will be closed between 1st and Taylor streets starting Tuesday, July 12, at 8:00 a.m. for manhole repair work. Detours will be in place guiding motorists around the work zone. This project is expected to take two days to complete, weather permitting and barring any unforeseen circumstances.                        

Saskatoon Transit may be affected by these detours. Transit service alerts and real-time bus information are available on third-party apps like Transit and Google Maps Transit on desktop.

Rogers outage affecting payment processing for various City of Saskatoon services

The public has been made aware today that telecommunications provider Rogers outage Friday, July 8 has resulted in widespread service disruption to wireless, cable and internet customers across Canada.

While Rogers is working to resolve their issue as soon as possible, at present, there is no timeline yet for the restoration of services. Until this issue is resolved, customers interacting with City of Saskatoon services should be prepared to use a payment method other than a debit card.

The following City of Saskatoon services are experiencing payment impacts due to the Rogers outage:

  • City Golf Courses: Cash or credit card payment only. Debit card payments cannot be processed due to the outage.
  • Leisure Centres and Outdoor Swimming Pools: Cash or credit card payment only. Debit card payments cannot be processed due to the outage.
  • Nutrien Playland at Kinsmen Park: Cash or credit card payment only. Debit card payments cannot be processed due to the outage.
  • Saskatoon Forestry Farm Park & Zoo: Cash or credit card payment only. Debit card payments cannot be processed due to the outage.
  • Gordon Howe Campground: Cash or credit card payment only. Debit card payments cannot be processed due to the outage.
  • Corporate Revenue Customer Service Payments at City Hall: Cash payment only. Credit cards are not accepted at Corporate Revenue. Debit card payments cannot be processed due to the outage
  • Saskatoon Transit Customer Service: Able to accept credit cards. Debit Card payments cannot be processed due to the outage.
  • Saskatoon Landfill: Accepting cash only. Issues with debit and credit cards.
  • City of Saskatoon Parking payments throughout the city: The new app ParkedIn can still accept credit card payment. ParkedIn also accepts online payment.

Tornado Watch issued; City advises residents to stay alert, be prepared

A Tornado Watch has been issued for a number of areas in Western Canada including Saskatoon. The City wishes to remind residents that tornados can appear quickly and to be on alert. 

A Tornado Watch means keep an eye out for a possible tornado. A Tornado Warning means a tornado is either imminent or occurring.

Signs for a tornado can include:

  • Severe thunderstorms, with frequent thunder and lightning.
  • An extremely dark sky sometimes highlighted by green or yellow clouds.
  • A rumbling or whistling sound.
  • A funnel cloud often tucked behind a curtain of heavy rain or hail.

In addition to watching conditions yourself, it’s a good idea to be signed up for the following emergency notification systems: SaskAlert, WeatherCAN, and City of Saskatoon NotifyNow Emergency Alerts.

Environment Canada is responsible for informing the public when conditions exist that may produce tornadoes. It does this through radio, television, newspapers. Please keep an eye on these or other reliable sources of information.

How to prepare:

  • Store or anchor loose objects like patio furniture and outdoor toys.
  • Store garbage and recycling carts as soon as possible after collections.
  • Plan to stay off the roads if possible. Extreme winds can contribute to loss of vehicle control, or even overturning of vehicles.
  • Beware of fallen branches, trees, or power lines. If you encounter a fallen power line, stay clear of it, and please report it immediately.
  • Be prepared for the possibility of a power outage and have emergency supplies on-hand including flashlights, batteries, activities, and food.
  • Make sure your pets are safe inside.
  • Keep devices charged so you don’t lose communication during an outage.
  • When experiencing extreme wind, go to the basement or lowest level of your living space and stay away from windows.

Water safety on the South Saskatchewan River

With the arrival of summer weather, the Saskatoon Fire Department (SFD) is advising the public to exercise increased caution in and around the South Saskatchewan River. Recreation on the river can be fun and relaxing, but safety should be top of mind when residents approach the water.

Know before you go

Evaluate weather, equipment and water conditions from the shore before approaching the river:

  • Be informed of changing water currents. Check with the Water Security Agency for river advisories.
  • Plan your route and scout potential hazards or obstacles, including shallow areas and sandbars.
  • Check weather conditions.
  • Inspect your watercraft for safety preparedness.

Be respectful when operating watercrafts

Operating watercraft on the South Saskatchewan River is permitted where posted and requires proof of competency. When launching a pleasure craft or boating on the river, operators should be familiar with boating regulations and follow the Transport Canada Safe Boating Guide. Watercraft operators are required to have a lifejacket or personal flotation device (PFD) on board for each person on a watercraft; this includes both human- and motor-powered crafts.

River users should maintain proper river etiquette, and be considerate of others on the waterway:

  • Operate your craft at a safe speed.
  • Maintain a respectful distance from other river users.
  • Do not operate a craft while under the influence of drugs or alcohol.
  • Ensure your craft is equipped with appropriate markers and lighting.
  • Care for the environment by properly launching, fuelling, starting, and loading your craft.

Swimming is prohibited in the South Saskatchewan River

Bylaw No. 4433 prohibits swimming in the South Saskatchewan River within city limits. Wading or walking through the water is permitted unless otherwise posted. Protective footwear is recommended when walking along the river’s shore or sandbar to avoid cuts and abrasions from sharp rocks or other hazards.

View weir from a safe distance

The South Saskatchewan River is equipped with a weir to alter the flow and discharge of water along the river. This barrier produces a powerful backwash of water that is capable of trapping objects and people. The weir must never be approached and should only be viewed from a safe distance.

Water rescue tips

If you witness someone in distress in the river:

  • Call 911 immediately to report the incident, noting details about the individual, time, and situation.
  • Keep track of recognizable landmarks around the area where the individual was first seen in distress in the water.
  • Coach the individual from the shore edge on the below noted tips for water self-rescue.

In the event that you are in distress in the river:

  • Stay calm.
  • Keep your head above the water.
  • Remove any heavy or bulky clothing items.
  • Don’t fight the current; move with the current as you work your way to the shore edge.

Always be cautious near larger bodies of water. In an emergency, call 911 immediately.

Hydrant collision causes flood, washout & water outage: City reminds drivers to obey barricades, avoid flooded streets

City crews will continue to work on an emergency water main break at 60th Street and Millar Avenue, which appears to have been caused by a vehicle colliding with a fire hydrant Tuesday afternoon, July 5, 2022. 

“When the hydrant was sheared off, it caused significant flooding at the intersection which undermined the roadway and water pipes,” says Pam Hamoline, Interim Director of Saskatoon Water. “Once we can excavate the road surface and get down to the pipe, we will know more about whether the water main was also damaged from the collision.” 

The break and flood, which happened shortly after 2 p.m. on Tuesday, caused a water outage for the Provincial Correctional Centre and several businesses near the intersection. City staff worked quickly to provide an emergency water supply to the Correctional Centre and had water service restored around 8 p.m that night. Currently, those addresses are under a Drinking Water Advisory. 

Several vehicles were captured on video shared from passersby on social media driving through the flooded area and one car became stuck in the cratered roadway. 

Hamoline also reminds drivers to respect work zones: obey all barricades and do not drive around them. Overnight, another truck ignored barriers and became stuck in the washout crater. Fortunately, there was no spill of fuel or other environmental concerns. 

“We can’t stress enough that when people see a roadway flooded out, they should not drive through,” Hamoline says. “There may be, and quite often there are, hazards and unsafe conditions they cannot see – as was the case with this incident. Barriers are there to keep everyone safe – residents and workers -- to avoid injuries, further costly damage to property and City infrastructure.” 

As crews continue repair work the intersection will remain closed and a detour will be in place.

2nd Avenue will be closed between 20th and 23rd streets starting Thursday, July 7, at 5:30 a.m. for the Downtown Sidewalk Sale. 21st Street will be closed between 1st and 2nd avenues during this event. Detours will be in place guiding motorists around the event site. This event will be in place for three days, weather permitting and barring any unforeseen circumstances.

Access Transit adjusting service levels

Beginning Thursday, July 7 Access Transit will shift, reduce or temporarily cancel some service over the next three weeks. 

Access Transit is adjusting service to temporarily reduce service levels based on available resources. While ridership continues to return to pre-pandemic levels, Saskatoon Transit took a balanced and careful approach with an eye on preserving as much service as possible.  

Reduced service will take effect starting on July 7 with the aim to begin adding back service hours in August if resources allow.  

Please continue to book trips 3 days in advance as early as 9:00 a.m. to avoid possible denials.  

Saskatoon Transit thanks riders for their patience and understanding.

Water main break at Millar and 60th Street impacts traffic and water pressure

Local artist loans sculpture to City’s public art collection

The City is pleased to announce that the City’s Public Art Advisory Committee has received a sculpture on temporary loan from Saskatoon artist Douglas Bentham.   

“We are always grateful for an opportunity to enhance our public art program,” says Community Development Manager Kevin Kitchen.  “Public art transforms public spaces and engage with audiences to promote an appreciation for contemporary art practices.  

Titled “Perfect World” the 12m-tall (40 foot) stainless-steel sculpture will be on display near the intersection of Idylwyld Drive and 20th Street East until June 30, 2025.  

“The sculpture is a tribute to Mother Nature,” Bentham says. “The subject matter speaks for itself: a gleaming sphere held aloft on a man-made column.”  

Bentham is a practitioner of abstract, constructivist sculpture for over forty years.

Other Bentham sculptures on exhibit in Saskatoon include: 

  • Unfurled at Spadina Crescent and 25th Street; and  
  • Gentle Rain (on-loan from Remai Modern) in Hyde Park.

Construction on two major roadways expected to cause traffic delays

Construction is expected to cause traffic delays on two major roadways over the next few weeks.

Beginning the evening of Tuesday, July 5, the 22-year-old Attridge Drive overpass at Circle Drive will undergo preventative maintenance, including repaving, over the next six weeks. One lane will remain open for traffic in each direction, and on and off ramps will remain accessible. At times during construction, there will be work underneath the overpass and lane closures on Circle Drive North can be expected in the evening hours.

Also on Tuesday, July 5, resurfacing will begin in the northbound lanes of Idylwyld Drive North from 51st Street to Marquis Drive. One northbound lane will always remain open to traffic and the project is expected to continue for approximately two weeks.

City accepting nominations for Sask Queen Elizabeth II Platinum Jubilee Medal

The City has opened a call for nominations for the Queen Elizabeth II Platinum Jubilee Medal recently announced by the Government of Saskatchewan. These medals will recognize outstanding Saskatchewanians of all ages and from all walks of life, who have built and continue to build a strong, vibrant society and province through their service, contributions, and achievements.

Any Saskatchewan resident that has positively contributed to society is eligible for nomination.

Minimum criteria for the medal recipients:

  • They are a resident of Saskatchewan or have a link to Saskatchewan (at the time of the grant of the medal);
  • They have made a contribution to Canada, Saskatchewan, or to a particular region or community; and
  • They were alive on February 6, 2022, the 70th anniversary of Her Majesty’s accession to the throne.

Nominations will be accepted in person at City Hall, by email to city.clerks@saskatoon.ca or via the online form at saskatoon.ca/jubileemedal until October 31, 2022.

A total of 7,000 medals will be awarded at ceremonies held throughout the province during the Platinum Jubilee year. Designed for children 2 to 12 years of age, these free drop-in programs include water play, sports, games and crafts. The summer play program operates at 30 paddling pool and 15 spray pad locations throughout the city. A list of locations is available at saskatoon.ca/play.

Play Programs operate Mondays to Thursdays from 10:30 a.m. to 6:00 p.m., and Fridays from 12:00 p.m. to 4:30 p.m.

Weekend Play Programs operate at select locations on Saturdays and Sundays from 12:00 p.m. to 5:00 p.m. beginning Saturday, July 9, through until Sunday, August 21, 2022. The weekend program will also run on the Monday of the August long weekend (August 1).

Paddling Pools operate within Summer Play Program hours of operation. Fill and drain times for paddling pools vary - please check with staff to confirm hours.  All spray pads are available daily from 10:00 a.m. to 8:00 p.m., daily.

On opening day, the paddling pools require public health inspections, which will delay opening of some paddling pools.  All pools are expected to be open by 3:00 p.m. on July 4.   Dry programming will remain as scheduled. 

Please note, children under the age of 6 must be supervised by an adult or responsible youth (14 years or older) at all times during Play Program hours. To help preschool age children stay safe in and around the water, the City requires that all participants comply with the following policy: "For every 2 preschoolers under the age of 6, there must be one adult or responsible youth (14 years or older) within arm's length, supervising the preschoolers' water play and activity."

Youth Centres

The City’s summer youth centres open for the season on Monday, July 4, 2022 and will operate until August 18, 2022.  All youth, ages 14 to 16, are invited to drop in for sports and activities or hang out with friends in a friendly environment supervised by fun, qualified leaders.

Youth centres are free to attend.  Unless otherwise stated, hours of operation are Monday to Thursday from 11:30 a.m. to 7:00 p.m., and Friday from 1:30 p.m. to 5:30 p.m. (closed Monday, August 1, 2022).

Getting around for Canada Day Celebrations: free bus service after fireworks

Forget parking and traffic - leave the car at home! Make first and last mile connections to Saskatoon Transit routes with your bike, an Uber, or taxi as you head downtown for the Canada Day celebrations.

Planning your trip is easier than ever when you use Transit, Saskatoon Transit's recommended trip planning app. The Transit app works out suggested trips that easily combine public transit with options like Uber or Riide, and it also lets you pay your Saskatoon Transit fare with just a few taps. 

Transit will be running regular holiday service until 9:00 p.m. (normal fares apply).

After the fireworks, free buses will leave from locations on either side of the river (3rd Avenue northbound/north of 19th Street and Broadway Avenue southbound/south of 12th Street). Buses will stop when requested along the routes noted in the Canada Day 2022 special event bus map!

All Access Transit pickups and drop-offs for the event will be at the temporary stop on 2nd Ave just north of the Alt Hotel. Access Transit will extend its service hours until midnight so customers can take in the fireworks show. Trips must be booked in advance as per normal booking procedures and subscriptions do not apply on statutory holidays.

REMINDER: Changes to school and playground zones take effect September 1, 2022

With elementary and high school classes wrapping up this week for the school year, the City is reminding people that reduced speeds in school zones will be in effect 7 a.m. to 7 p.m., 7 days a week, when school resumes in the Fall.

The changes to effective dates and times for the 30 km/h speed limit in school zones, the introduction of new playground reduced speed zones, and removal of school zones around high schools will take effect September 1, 2022.

Throughout the summer, City crews will be installing new playground signs and revising signs near schools.

As signs are installed, drivers are encouraged to follow the new direction; however, enforcement will only begin after the September 1, 2022 effective date.

Currently, school zones are from 8 a.m. to 5 p.m. Monday-Friday from September 1 to June 30.

REMINDER: Parkedin app replaces WayToPark for City pay parking areas starting July 1

Residents are reminded the City’s current pay parking application (app), WayToPark, is being discontinued by the vendor as of June 30. Parkedin will officially replace WayToPark as the City’s app-based parking payment service on July 1. 

ParkedIn is similar to the WayToPark app, with some additional features such as the ability to pay for parking by scanning a QR code on the nearest pay station as well as support for debit Visa and Mastercard payments.

ParkedIn became available for use on June 1 and during the first few weeks the City received some feedback from the public on desired improvements. In response, Parkedin will be updating the app in July to add the following features:

  • In-app notification for expiring parking time
  • Credit Card storage without completing an initial transaction with the app
  • In-app extension of parking time
  • Parkedin is also working on some additional improvements which include:
  • Implementation of a mapping feature and/or pre-loaded parking zone information that will be coming in a future app update.

What’s the same:

Paying at the pay stations with cash, credit card or a pre-paid parking card are still options.

Parking is still one zone fits all in Saskatoon. Zone 1333 is used for all City of Saskatoon paid parking locations.

Residents are encouraged to download Parkedin for iOS (App Store) or Android (Google Play) devices to avoid any hassles the next time you pay for parking.

Celebrating Canada Day with fireworks

The Saskatoon Fire Department would like to remind residents and visitors of safe practices for purchasing, enjoying and disposing of fireworks. This Canada Day, low-hazard fireworks can only be discharged on private property between the hours of dusk and 11:00 p.m. on Friday, July 1.

Low-hazard fireworks are designed for public recreational use. These fireworks travel less than 50m (160ft) high and include items such as roman candles, sparklers, fountains, wheels, volcanoes, mines and snakes.

High-hazard fireworks are designed for professionals and can only be purchased by persons holding a valid Fireworks Supervisor – Level I or Level II card issued by Natural Resources Canada.

Residents and spectators are reminded of the risks and obligations associated with fireworks:

  • Carefully read and follow the manufacturer instructions.
  • Exercise increased caution when handling and discharging any type of firework.
  • Choose your location wisely. Fireworks can only be discharged on private property.
  • Familiarize yourself with the space requirements for the type of firework being discharged. Requirements vary depending on the firework type.
  • Ensure your location is free of overhead obstructions, is clear side-to-side and is a safe distance from combustible materials.
  • Ensure that it is not windy and that all spectators are safely located to observe the display.
  • Be sure to properly stabilize the firework according to manufacturer direction.
  • Other than sparklers, never light or hold a lit firework in your hand.
  • Always light the fuse at its tip.
  • Never try to relight or fix the fuse on fireworks that did not go off.
  • Have a supply of water available and use it to extinguish debris or smouldering embers before they cause injuries, property damage and/or fires.
  • Keep in mind that you are solely responsible for any debris that may land on spectators or another’s property.

Guided train tours return to Saskatoon Forestry Farm Park & Zoo

All aboard! The Saskatoon Forestry Farm Park & Zoo (Zoo) is excited to announce the return of guided train tours with the addition of a new electric, trackless train the Kinsmen Express II.

“Visitors have been anxiously awaiting the return of guided train tours at the Zoo,” says Jeff Mitchell, Zoo Manager. “We are so thankful to the Kinsmen Club of Saskatoon and the Saskatoon Zoo Foundation for their continued partnership and contributions that led to the return of this much-loved attraction at the Zoo.”

The Kinsmen Express II is equipped with a ramp and wheelchair accessible car and will provide a fun way to learn more about the many magnificent animals that call the Zoo home. Train tours are FREE with your Zoo admission and will be guided by the Saskatoon Zoo Society from May until Labour Day each year. Tours will run continuously from 10:00 a.m. to 4:00 p.m. daily, with extended hours on weekends throughout July and August.

Zoo-goers will have their first opportunity to ride the Kinsmen Express II on July 1, 2022. The Zoo is open daily from 9:00 a.m. to 7:00 p.m. Visit saskatoon.ca/zoo to plan your next visit.

Saskatoon Transit is upgrading all its riders to Transit Royale, the new subscription in the Transit app–Saskatoon Transit’s official app for riders to plan, track, and pay for their trips. Today, Saskatoon Transit joins systems around the world in providing the world-class Royale app experience–at no cost–to all its riders.  

A Royale subscription unlocks additional features, new customization options, and complete access to the app across more than 300 cities supported worldwide. The subscription also provides access to power features such as:  

  • fun customizable themes  
  • ability to switch the app icon  
  • personalized emoji avatars–riders can become ‘celebrities’ on their local bus routes with leaderboards for users competing to help the most riders with GO crowdsourcing  

As the update rolls out beginning June 29, riders in Saskatoon will see a notification informing them that Saskatoon Transit is upgrading them to Transit Royale. From there, users can simply tap to redeem their free subscription.  

Saskatoon Transit began its partnership with Transit app in 2016 as the official app for riders. In June 2021, Saskatoon Transit launched mobile ticketing on the app. Thousands of Saskatoon Transit riders use Transit app every day to plan, track, and pay for their trips. Through Royale, Saskatoon Transit is deepening its partnership with Transit app to provide a top-rated mobility app free of outside advertising.

As of today, face masks are no longer required to ride on Saskatoon Transit. Riders are welcome to continue wearing masks, if they choose.

Rescheduled: Ruth Street intersection closed at Cairns Avenue starting Wednesday

The intersection at Ruth Street and Cairns Avenue will be closed starting Wednesday, June 29, at 7:00 a.m. for roadway work. Detours will be in place guiding motorists around the work zone. This project is expected to take 22 days to complete, weather permitting and barring any unforeseen circumstances.             

Saskatoon Transit may be affected by these detours. Transit service alerts and real-time bus information are available on third-party apps like Transit and Google Maps Transit on desktop.
