Pavement markings get fresh coat of paint

Crews have started repainting pavement markings to ensure we can all safely get around our city.

Pavement marking work started earlier this month with repainting crosswalks in school zones and residential neighbourhoods.

In the coming weeks, crews will be out refreshing pavement markings such as traffic lane lines, edge lines, centre lines, arrows and cycling symbols.

Please use caution and take care when you encounter a painting crew on the road. They’re not blocking your path – they’re making a safer one. Let’s do our part to keep them safe, too, and respect work zones.

Council approves shift to SK Recycles-led programs in 2028

Saskatoon City Council today approved making a formal written submission to SK Recycles (formerly Multi-Material Stewardship Western), the provincial stewardship agency, signaling intent to participate in their SK Recycles-led collection models. Starting in January 2028, SK Recycles will deliver both the curbside and multi-unit residential recycling programs for the City of Saskatoon. This will allow time to transition the funding model for waste services that had previously been supported by SK Recycles funding. The change is not expected to cause disruption to the service level for residents. 

The decision follows a formal offer from SK Recycles to transition to its new Extended Producer Responsibility (EPR) household recycling program. In May 2024, the Government of Saskatchewan Ministry of Environment approved the Household Packaging and Paper Stewardship Program Regulations, appointing SK Recycles to take over municipal recycling programs. 

A report to the April 1 meeting of the Environment, Utilities and Corporate Services Committee (EU&CS) provided a detailed analysis of the options available to the City. Due to considerations such as existing contractual requirements for blue carts and compost depots, Administration recommended and City Council approved maintaining the status quo while Administration works with SK Recycles and recycling service providers to explore an interim agreement that could see the City join earlier as a collector. 

Residents will learn more about the service-provider change in the months leading up to the 2028 SK Recycles implementation. By 2028, all Saskatchewan communities will have the option to transition to a full Extended Producer Responsibility program for household packaging and paper, joining the SK Recycles program.

Parks staff conducting prescribed fires in naturalized park areas today

Parks staff in consultation with the Meewasin Valley Authority and the Saskatoon Fire Department, will be performing brief, small-scale prescribed fires in the naturalized areas within Heritage Park today and, weather permitting, Donna Birkmaier Park tomorrow. This initiative is part of the City’s overall strategy to enhance and conserve the biodiversity of naturalized areas in Saskatoon parks.

A prescribed fire is the planned and controlled application of fire to a defined area of land. Prescribed fires replicate the natural renewal process of grasslands, reduce the risk of wildfire and enhance habitat for wildlife.

Prescribed fires are performed by trained Parks staff, and the Saskatoon Fire Department is either on-site or on call to help manage the fire if needed. Prescribed fires are a common, cost-effective park management practice in many cities across Canada and the United States and have been conducted safely for many years.

Timing of the prescribed fires will be determined by weather and wind conditions and residents will be notified via the City’s service alerts and social media channels. Signage will also be placed at the location of the fire to alert park visitors.

The City asks residents for their cooperation at the time of a prescribed fire by respecting work zones and ensuring dogs are leashed when walking through the parks.

The following can be expected during and after a prescribed fire:

  • Small areas of land are burned during a fire, so only portions of a park are blackened at any given time 
  • The surrounding area may experience some smoke
  • Shrubs and trees are not burned and therefore are not negatively impacted 
  • Vigorous new growth occurs in the spring which is appreciated by wildlife 
  • The reduction in accumulated dead plant material provides protection against accidental wildfires

Take Saskatoon Transit for free to the polls on April 28

To help reduce transportation barriers to voting polls for the federal election, Saskatoon Transit will provide a special pass for free transit service on April 28, 2025. This free service allows everyone to reach their polling station conveniently and affordably.

Find the free pass at saskatoontransit.ca or pick one up at the Transit Customer Service Centre, City Hall, Civic Leisure Centres or a Saskatoon Public Library. A printed pass is not required; electronic versions on mobile phones will be accepted. Just show the pass to the operator when boarding.

The pass is only valid on federal election day, April 28. It can be used multiple times on fixed-route, OnDemand, and Access Transit and will expire at the end of service.

Trips can be planned using the mobile app Transit or Google Maps Transit in advance to help find the best route to a polling station.

Woodlawn Cemetery Guidelines for Gravesite Memorials

As the weather warms, cemetery staff will begin spring cleanup of the cemetery grounds. The City of Saskatoon reminds visitors to the Woodlawn Cemetery of the guidelines in place for gravesite memorials. These guidelines are intended to maintain a pleasant environment and respect the final resting place of loved ones:

  • Only approved monuments or memorials are considered permanent items and are permitted to remain in the cemetery year-round. All other items placed on a gravesite, flowerbed, monument, or concrete foundation are considered temporary and will be removed periodically.
  • Flowers and other items are permitted on the gravesite the day of the burial and will be left for a period of seven calendar days. After this time, items will be removed by the City. Please note, the City does not take responsibility for any removed, damaged, or missing items placed in the cemetery by the public.

From May 1 to October 15:

  • Families may establish a flowerbed at the gravesite upon approval from the Cemetery Office, except for military burials in the Field of Honour and flat marker areas. Annual flowers are allowed, provided they do not hang over the edge of the flowerbed or impede maintenance of adjacent gravesites. Flowerbeds must be approved by the Cemetery Office before installation to ensure they are within guidelines.
  • Items not allowed in flowerbeds include shrubs, perennials, decorative fencing, rocks, stones, concrete, and breakable or fragile items.
  • The City assumes no responsibility for the appearance, maintenance and fall cleanup of approved flowerbeds planted by the public. If flowerbeds are neglected, they will be removed. 

Cemetery visiting hours are 8:00 a.m. to 9:00 p.m. daily. The Cemetery Office is open from 8:00 a.m. to 4:20 p.m., Monday through Friday, excluding statutory holidays. For all inquiries, contact the Cemetery Office at 306-975-3308 or cemetery@saskatoon.ca.

City Hall will be closed on Friday, April 18 (Good Friday) and Monday, April 21 (Easter Monday). City Hall will reopen on Tuesday, April 22 at 8 a.m.

ROADWAY DETOURS & CLOSURES

REMAI MODERN 

Remai Modern will be open on Friday, April 18, from 10 a.m. to 9 p.m. and closed on Monday, April 21.

SASKATOON PUBLIC LIBRARY

All Saskatoon Public Library locations will be closed on Friday, April 18.

SASKATOON TRANSIT

  • Fixed-route transit will run holiday service hours on Friday, April 18, from 8 a.m. to 10 p.m. (normal fares apply).
  • For real-time bus locations and service alerts, and to plan your trip, use the Transit app.

  • OnDemand service will not be available on Friday, April 18.

Co-existing with Saskatoon’s urban wildlife

As warmer weather approaches, it’s important to remember that we share our urban spaces with many species of wildlife such as coyotes, foxes, geese, jackrabbits and raccoons. Encountering urban wildlife in Saskatoon is normal and these animals play a vital role in our ecosystem. Understanding how to coexist with them can ensure safety for both the wildlife and our community.

Here are some important tips for co-existing with urban wildlife:

  • Do not feed wildlife: You are not helping them. Feeding wild animals can make them lose their natural fear of humans, leading to increased encounters and potential conflicts.
  • Secure food sources: Keep garbage, compost, birdseed and pet food out of reach and tightly sealed.
  • Keep pets safe: Always supervise pets when they are outside, especially at night. While out on a walk, have pets under your control and on a leash in 
    areas known to have wildlife.
  • Respect wildlife: They are not pets. Keep wildlife wild by not approaching or attempting to touch them.
  • Use hazing techniques: If you encounter a wild animal, make loud noises, wave your arms and throw small objects towards (but not at) it to scare it away. Do not run or turn your back.
  • Report unusual behaviour: If the animal is acting unusual (e.g., approaching people, staggering or acting confused), call Customer Care at 
    306-975-2476. If the animal is acting aggressive, contact the Saskatoon Police Service non-emergency line at 306-975-8300. If you are in immediate danger, call 911.

By following these guidelines, we can co-exist safely and prevent unwanted encounters with the wildlife that share our urban spaces. 

The City continues to work on plans to mitigate aggressive wildlife behaviour, with City Council approving next steps on this matter at its March 26 meeting.

Spring clean-up of park and open space areas starts

Spring is here, which means City workers are starting to ramp up maintenance activities for the more than 2,000 hectares of park and open spaces in Saskatoon. Seasonal workers returned mid-April and the park clean-up process will continue until mid-May.

Spring park maintenance activities include:

  • Park clean-up, consisting mainly of litter control and removal of branches and leaves from turf areas and shrub beds.
  • Pumping out spring run-off in low-lying areas in parks and green spaces.
  • Sweeping park-front sidewalks and boulevards where grass, trees and/or flowerpots are located. Full-size street sweepers will follow the same path after to collect the debris left behind on the road.
  • Grooming of crusher dust trails in naturalized park areas to remove the ruts from run-off and other winter activities will begin once the trails have fully dried.
  • Collecting litter and beginning of mowing cycles to over 400 hectares of open space areas along Circle Drive and other major freeways.
  • Emptying of garbage receptacles will increase to at least once a week, at the beginning of May.
  • The Sports Field program is gearing up for the May 1 (weather dependent) start date for various sport user groups. Preparations includes infield grooming of the softball/baseball diamonds, turf inspection, litter/garbage control and field line painting.

Residents are reminded that a Park Access Permit is required to access private property from a City park to complete all work including landscaping, construction, tree removal, renovations and building a deck, fence or pool. Homeowners and contractors can request a permit by completing the online application form at least one week prior to the date required. Visit saskatoon.ca/parkaccess to access the form and more information on park access requirements.

Early street sweeping underway in Saskatoon

With the arrival of spring and the melting of snow, the City of Saskatoon has begun early street sweeping operations to remove winter debris from high-traffic roadways.

Throughout April, crews will focus on major streets—those with heavy traffic and significant buildup of dirt and debris. Sweepers will clear gutters and medians, navigating around parked vehicles to remove as much material as possible before the City-wide full sweep begins.

City-wide street sweeping is set to begin in early May. At that time, temporary “No Parking” signs will be placed to allow crews full access to the curb. Residents are encouraged to move their vehicles as signed to ensure a complete and efficient cleanup of every neighbourhood.

In addition to sweeping, road maintenance teams are actively addressing potholes. Crews are applying cold mix asphalt as a temporary fix to high-priority areas until hot mix becomes available later this month. If you notice a pothole that poses a danger to drivers or a sunken pavement patch, you can report it on the City’s Report a Pothole map and we’ll get to it as soon as we can. National Day of Remembrance of the Battle of Vimy Ridge; flags to be lowered April 9

On April 9, Canada will observe the National Day of Remembrance of the Battle of Vimy Ridge. This day commemorates the sacrifices made by members of the Canadian Corps during the Battle of Vimy Ridge in 1917.

In honour of this significant event, flags at all City of Saskatoon facilities will be flown at half-mast in respect of Canada’s veterans, and to remember the nearly 3,600 soldiers who lost their lives and more than 7,000 who were wounded on that fateful day.

The Battle of Vimy Ridge marked the first time that all four divisions of the Canadian Corps fought in a battle together in the First World War against a common enemy. The Battle is considered by many to be a turning point for our country and the beginning of Canada’s march towards nationhood.

Ice melting on recreational ponds and South Saskatchewan River

As the weather continues to warm up, the Saskatoon Fire Department would like to advise the public to be mindful of ice conditions.

Ice thickness is no longer suitable for winter recreational use. The ice must reach a minimum thickness of at least eight inches to be considered safe. Fire crews will be updating the posted signage this week to read “No Skating” at each recreational storm pond.

Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including removing personal belongings, as well as user safety.

Additionally, ice on the South Saskatchewan River has also started to melt. The ice that covers this body of water is unpredictable and is therefore never safe for winter recreational use. Residents are asked to never venture out onto the ice that covers sections of the South Saskatchewan River.

Community members are advised to always exercise an elevated level of caution when around any large body of water. Keep a close watch on children and pets when visiting trails, parks, or off-leash areas that may run adjacent to the South Saskatchewan River or a storm water retention pond.

City Compost Depot set to open on Monday, April 14

The City’s Compost Depot is set to open in time for spring clean-up. Residents are invited to drop off excess yard waste, including leaves, grass, sod, topsoil, garden refuse, non-elm branches, stumps and tree trimmings, at no cost. This helps keep yard waste out of the Landfill and produces high-quality, nutrient-rich compost and mulch used in Saskatoon’s parks and community gardens.

In addition to dropping off yard waste, residents are welcome to take part in the Dig-Your-Own program at the Compost Depot, located at Highway 7 and 11th Street. Residents can self-load up to 1 cubic yard of compost and mulch at no cost, while supplies last. Accessibility will be dictated by site conditions. The Compost Depot is open 7 days a week, including statutory holidays from 9:00 a.m. to 6:00 p.m. with the final vehicles being admitted at 5:50 p.m.

All loads must be covered when transported within City limits to prevent debris from blowing off vehicles (Waste Bylaw #9844).

The City Compost Depot does NOT accept elm wood, sawdust, treated and untreated lumber, building materials, garbage, or any animal waste/litter. Food waste is also NOT accepted for drop-off at the compost depots; selected food waste may be composted at home and all food waste can be placed in Green Carts. Excess yard waste is welcomed at the Compost Depot.

City Administration proposes revised property tax ratio following new warehouse assessment data

The City of Saskatoon is proposing a revised property tax ratio following recent amendments to primarily warehouse property assessments that would have a material impact on the distribution of the 2025 municipal property tax levy if left unadjusted.

The amended assessments, finalized on March 27, 2025, reflect necessary time adjustments to warehouse property assessment data to align with the base valuation date of January 1, 2023. The result is an increase of approximately $653 million in assessed value within the commercial property class.

"These updated assessments ensure our property values reflect current market conditions and maintain fairness across all property types," says Clae Hack, Chief Financial Officer. "However, the scale of the change means we must also adjust our property tax ratio to reflect the original intent of City Council’s direction."

As a result, City Administration is proposing to revise the commercial-to-residential tax ratio from the previously approved 1.88 to 1 to 1.71 to 1, at the April 9, 2025, Governance and Priorities Committee meeting. This updated ratio maintains the intended balance of 32% of tax revenue from non-residential properties and 68% from residential properties, consistent with City Council’s previously stated objectives.

"This recommendation ensures that we remain aligned with Council’s direction and avoid placing an undue tax burden on one part of the tax base due to the amended assessment values," Hack adds.

City reminds drivers to slow down during expressway maintenance

Starting April 1, crews will be completing ongoing cycles of mowing and litter cleanup along City expressways. Please slow down when driving by work zones for the safety of crews working adjacent to the expressway.

Drivers are also reminded to cover and secure their cargo when driving on the expressway. Unsecured cargo is the main source of expressway litter and drivers can be subject to ticketing, as per Waste Bylaw 8310.

Securing cargo is not only important for protecting your vehicle and the items that you are carrying, but it is also a critical step in helping to prevent dangerous accidents. You are encouraged to use ratchet straps, bungee cords and/or tarps depending on what you are carrying. This will help to secure your cargo, minimize litter, and help keep everyone safe on the road.

The Circle Drive/Expressway Mowing Program consists of maintenance and upkeep of higher speed roadways around Saskatoon. This program focuses primarily on maintenance items such as: litter removal, mowing, and trimming running April 1 until October 31. The roadways included within this program are main artery highways going to and from Saskatoon, Expressways (or freeway) roads and Circle Drive (highway).
