HELP Initial Online Application

The Home Energy Loan Program (HELP) is currently accepting applications. To apply go to the Initial Online Application webform. You will need your property tax roll number in order to apply.

HELP Changes Effective November 1st, 2025:

  • Eligible Properties: Expanded to include row houses, townhouses, and low-rise multi-unit buildings that are not apartments. Properties must be eligible to complete an EnerGuide Assessment. If you have further questions regarding your property type, please contact the Program Coordinator.
  • Administration Fees: The one-time administration fee increased to $750. Income qualified participants are still eligible for the admin fee to be waived.
  • Contractor Deposits: Increased from 30% of the total project cost to up to 50% of the cost for each retrofit.
  • Equipment Specification Changes:
    • Air conditioners are no longer eligible; cold climate air source heat pumps are now preferred.
    • Basement exterior wall insulation increased to R22.
    • Basement Headers and Slabs are now included, with requirements of R20 and R3.5 respectively.
    • Crawl Spaces must meet R24.
    • Exterior walls remain at R19.5, but require at least 1" rigid insulation if siding is replaced.
    • Attic insulation stays at R59.2 for gable ceilings; cathedral and flat roofs now qualify if they reach R28.5.
  • Participants that submit their Funding Request by November 1, 2025, have until December 31, 2025, to sign their Deferral Agreement under the current program equipment specifications.

The first step for single-family homeowners who are interested in obtaining a HELP loan is to complete the application form below. This form includes information to determine eligibility for the program including:

  • Property is located within the city of Saskatoon
  • Property owner’s information
  • Contact information. Please fill out the contact information for all owners listed on the property (Name, Phone Number, and Email Address)
  • Type of project you are interested in completing

Deferral Programs
Deferral Programs include Lead Line Replacement program, Seniors Property Tax Deferral program and Montgomery Residents Deferral program. Participation in another deferral program does not affect your eligibility for HELP.
