CITY COUNCIL DECISIONS IN BRIEF

8.3.7 College Drive Classification
*The report outlined the transportation access strategy for the Brighton neighbourhood between the Canadian Pacific Railway overpass and McOrmond Drive.
*An intersection on College Drive will provide an important connection to the Brighton neighbourhood now and in the future.
*The configuration of the McOrmond Drive and College Drive interchange will provide a higher level of service to neighbourhoods north of College Drive.
*A funding plan has been developed for the revised interchange which results in development paying for 100% of the interchange.
*City Council approved.
8.3.9 Uber Technologies Inc.
*The City, like Regina has, will ask the Province to regulate Transportation Network Companies such as Uber and others currently operating unregulated.
8.4.4 Public Space Recycling
*Administration will continue to develop a long-term plan for the Public Space Recycling program and report back with program options by April 2016. The RFP issued in July 2015 has been canceled.
8.5.1 Second Quarter Results – Corporate Business Plan and Budget - Sustaining the Saskatoon Advantage
*The report presented the City’s second quarter results and shows 2015 budget projections are indicating a 0.28% unfavourable deviation from budget. The Administration will be taking all reasonable measures to bring in a balanced budget at year-end.
*The key projects outlined in the 2015 Corporate Business Plan and Budget are on track and initiatives are progressing well.
8.5.2 2016 Business Plan and Budget Process – June Public Engagement Results
*More than 250 residents participated in online engagement and an Open House in June to learn more about how the City prepares its budget and provide input on spending priorities and future investments.
*Most participants in the June Public Engagement Activities and in the 2015 Annual Civic Services Survey prefer: to balance the 2016 budget using a combination of user fees and property taxes increases versus service reductions or eliminations; spending increases for the maintenance of major roadways, snow and ice, street crime, and affordable housing; and funding decreases for arts and cultural groups.
*Participants in the June Public Engagement activities identified roads/sidewalks, spending efficiencies, crime/policing, and transit services as the top priorities where City Council should focus its attention for the 2016 Budget.
9.6.2 Prohibition of Smoking in City-Operated Public Places
*This will be considered at the October meeting of City Council. Item deferred to October 26.
9.9.1 Community Support Program Pilot Project – Review for Permanent Status
*The pilot project has been made permanent.
*CSP key indicators of success show positive movement.
*Data shows a reduction in duplication of services, with less calls requiring attendance by police and other service providers.
*The Street Activity Baseline Study (SABS) Update 2015 results show that perceptions of safety fell slightly and that there is a consensus among their respondents that the CSP should continue.
*The CSP has been recognized as a contributor to the image of safety for the Downtown and for its potential to play a key role in overall community safety.
*Ninety percent of surveyed business respondents would like to see the CSP continue, and 69% are prepared to support the program through property taxes. The majority of responding community and involved service providers also support continuation of the program.
*Two of the three Business Improvement Districts (BID) boards support continuation of the CSP.

FLAGS FLY AT HALF-MAST FOR POLICE & PEACE OFFICERS’ NATIONAL MEMORIAL DAY

Police and Peace Officers’ National Memorial Day is Sunday, September 27, 2015. In recognition, flags at all City of Saskatoon facilities will fly at half-mast for the day.
Police and Peace Officers’ National Memorial Day is recognized every year in Canada on the last Sunday in September. The day pays tribute to the hard work, dedication and sacrifice police and peace officers have made toward the safety of Canadians.
Flags are flown at half-mast to honour police and peace officers killed in the line of duty. Memorial services will also take place in communities across the country.

TEMPORARY DISRUPTION TO TRANSIT PHONE & GO, ONLINE SERVICES

Saskatoon Transit Phone & Go will be unavailable this Sunday evening (Sept. 27) due to planned maintenance. Additionally, some of the City’s online services at transit.saskatoon.ca and saskatoon.ca may experience temporary disruptions.
To minimize the impact to users of Transit Phone & Go and online services, this maintenance has been scheduled for between 6 p.m. and midnight. During this time, Transit riders are invited to use an alternate trip planning tool such as Google Transit or the Transit App on mobile.
The City strives to maintain Phone & Go and online services 24/7 but, on occasion, maintenance work necessitates interruptions. The City thanks residents for their patience.

CITY USING DIGITAL IMAGING TECHNOLOGY TO INSPECT WATER & SEWER INFRASTRUCTURE

- 13.8 km in 81 locations of water main & sewer lining rehabilitation
- 145 short service connection replacements including 100 lead connections
- 1,024 manhole inspections using the new digital imaging technology
Crews have not only been busy improving the roadways this construction season; the City is also investing $11.3 million dollars on water and sewer rehabilitation. For the first time, new, state-of-the art digital imaging technology was used to inspect and evaluate manholes during the 2015 summer construction season.
“Through this new method of evaluation using digital imaging, we have been able to exceed our target quantity for manhole inspections this year,” says Celene Anger, Director of Construction and Design. “This method of inspection is not only safer and more efficient, but also results in a higher quality systematic inspection that is cost effective.”
Instead of performing conventional visual inspections, the new digital imaging technology allows manholes to be evaluated by lowering a camera into the area to take several images. The system allows engineers to review images systematically as well as re-inspect files at any time.
Manhole inspection and maintenance help identify deterioration that can lead to collapses and blockages that cause waste water to back up—something that can be more prevalent as a sewer system ages. Cleaning and inspecting sewer lines is essential to maintaining a properly functioning system; this new technology will further Saskatoon’s investment in its wastewater infrastructure.
This season, crews have also been busy lining water and sewer mains at locations across the city, with priority given to those areas with a high break history. This rehabilitation work will help to minimize the potential for future breaks.
"While this maintenance and rehabilitation work to our underground utilities is not as obvious as road improvements, it is critical to providing reliable drinking water and sewer services,” says Anger. “Some of the road restrictions drivers are encountering are required for these types of upgrades.”
This spring and summer, the City has completed the following water and sewer rehabilitation work:
Other water and sewer rehabilitation work involves wetlands construction and the trenchless installation of sanitary force mains. This rehabilitation work is still ongoing as the 2015 construction season continues into the fall.

USE CAUTION WHILE AT DOG PARKS

The City urges dog park users to stay alert and remain aware of your pet and physical surroundings after being informed that dogs may have recently come into contact with poisonous materials while at the Avalon Dog Park. At this time, this has not been confirmed.
The City expresses sincere sympathy to the family that has experienced the loss of their pet. The incident is currently being reviewed, and a park inspection has taken place with nothing out of the ordinary being found. The matter may be referred to the Saskatoon Police Service for a criminal investigation. The City is not aware of any similar past incidents occurring at dog parks.
Animal Control Officers and maintenance staff are keeping an eye out for any unusual materials. The City does not apply rodent or other poisons in our dog parks.
If you spot any unusual materials, maintain a safe distance and contact Animal Services immediately at 306-975-8478.
