THE NEXT Household Hazardous Waste DAY IS SATURDAY, OCTOBER 18

Household hazardous waste requires proper disposal to reduce risks to humans and animals, and prevent pollution of our land, water, and air. These materials should not be placed in the garbage or recycling, poured down the drain or toilet, or released into the environment.

To ensure household hazardous materials are safely disposed of or recycled, the City coordinates regular Household Hazardous Waste Days for residents to drop-off these materials. On October 18, and the days listed below, a temporary site is set up at SaskTel Centre parking lot (101 - 3515 Thatcher Avenue) from 9:00 a.m. to 3:30 p.m.

OPEN HOUSE: PROPOSED REGULATIONS FOR PRIMARY DWELLINGS - THURSDAY, OCTOBER 30, 2014

The City of Saskatoon’s (City) Planning and Development Division is proposing changes to the Zoning Bylaw to ensure infill development in established residential areas is more compatible with existing neighbourhood development.
The changes have been recommended as part of the City’s Neighbourhood Level Infill Strategy, which was approved by Council in December 2013. The strategy recommends amending the development standards contained in the Zoning Bylaw for primary dwellings (one-unit, two-unit, and semi-detached).
Residents are invited to attend an open house to learn more about the proposed bylaw amendments, including development standards, design guidelines, and the approval process. Presentations will be made at 5:30 p.m. and 7:00 p.m. Civic staff will be in attendance to provide information, answer questions, and gather feedback.

A Protected Bike Lane Demonstration Project has been planned to achieve this goal.

CITY AWAITS LABOUR RELATIONS BOARD RULING

The City is confident the Labour Relations Board (LRB) heard and understood its main arguments that the current lockout of Transit Workers is legal.

“I think we got a fair hearing and so now we just wait to see what the board has to say,” City Solicitor Patricia Warwick says.

The Transit union wants the LRB to find that the City was not in a legal position to lockout transit workers on September 20. The Union argues a workplace complaint was “pending before the board” which bars any job action such as a strike or a lockout. The City disagrees. Warwick’s case outlines two main points:

First, the workplace complaint was not pending because the complaint had not yet been heard at a formally constituted meeting of the LRB and therefore, not “pending before the board.”

“That concept is settled law,” Warwick says. “That’s been decided in Saskatchewan and that’s pretty clear.

There is no matter pending, there was no matter pending…and therefore the lifting of the lockout now would be a moot action because the very thing they are complaining about is now cured and is complete and over,” Warwick says.

Second, Warwick says the LRB should consider that the purpose of the law in question is to ensure the LRB only hears workplace complaints relevant to contract negotiations and the lockout. She says the union’s complaint was related to a workplace discipline matter and not applicable.

Warwick says the City is still pursuing a collective agreement with the Amalgamated Transit Union, 615 (ATU).

“That is our goal; that is what the City wants.” she says. “We want the ATU to have an agreement, we want the members to be operating under that agreement and we want to get transit service back on the road.”

Warwick expects a quick decision due to the lockout of transit workers.

Eight of the nine unions/associations in the General Pension Plan have accepted a 10% deal over four years as well as increased contributions and changes to the General Pension Plan. This is the same offer presented to the ATU, 615.

On September 20, 2014 the Transit union proposed a 22.25 % increase over five years; Friday October 10, 2014 city negotiators heard a 19% wage proposal over four years from ATU.

In 1989, understanding that “the participation and contribution of all citizens in the development of a community is vital to meeting the challenges of the future,” City Council adopted a recommendation to establish a Race Relations Committee to advise on the many different facets of creating bridges between Aboriginal, newcomer, and settler populations through recreation, culture, and business.

The City and the Cultural Diversity and Race Relations Committee would like to invite the public and all past members of the committee to partake in the 25th anniversary celebrations on Saturday, October 25, 2014, at Prairieland Park. TRANSIT UNION REJECTS OFFER TO END LOCKOUT

To try and bring the lockout to an end, the City has taken the bold step of offering a plan to the Transit union. We remain far apart in our contract talks with the Transit union; ATU’s last proposal is for a 19% wage increase over four years.

“Even with an experienced mediator like Vince Ready taking part, the parties are still nowhere near a proposal that the City would consider fair to our other unions, citizens and taxpayers,” says Jeff Jorgenson, General Manager of Transportation & Utilities.

So, in an effort to reduce the impact of the current labour dispute, the City offered the transit union three requirements to lift the lockout:

The City and the Amalgamated Transit Union, 615 both agree to no further lock out or strike action until there is a contract.
The Transit union must agree with the pension changes that they already agreed to in December 2013 and recently enacted by City Council.
It must withdraw the Labour Relations Board application which challenges the legality of the lockout.

“Instead, the ATU leadership did not respond to the City’s olive branch; we expected a response,” Jorgenson says. “It was a serious offer to resolve the current situation and there was silence.”

“People want their bus service back: this is a way to do that,” he says. “It’s time to move forward, time to get past arguing technicalities, time to get Transit workers back on the job and get Saskatoon moving again.”

Jorgenson says after all its options to reach a contract had run out, the City chose to lock out to put pressure on Transit while the weather was still reasonable.

“Union leadership had a green light to strike; we were concerned the union would walk off the job in the dead of winter,” Jorgenson says. “Now with the union leadership rejecting this solution, it means more of the same for transit riders who want bus service and transit staff who want to go back to work.”

Jorgenson says despite another offer and setback, his team will continue to work with union leadership to get our Transit workers back in the shop and on the road with a wage and pension package that is fair for all. “We saw this as a great opportunity to clean the slate and start a new beginning for Saskatoon Transit,” he says. “We remain committed to finding a deal that gets everyone on board.”

The City of Saskatoon’s 2013 Report to Citizens – Investing in a 21^st Century City will be delivered city-wide this Sunday, October 12 with the Sunday Phoenix. The Report to Citizens provides a briefer, condensed version of the full 2013 Annual Report, released in August 2014.

The Report to Citizens details many of the City’s successes achieved last year through major projects and initiatives. It reveals highlights of a progressive 2013 - a year of financial stability with a continued triple-A credit rating, and rapid growth on all fronts. Saskatoon’s population was 248,700 at year-end, the unemployment rate was on the decline, and we had one of the most business friendly climates in Canada.

The City’s 2013 highlights are released at this time of year as we tie the report in with the Summary of Consolidated Financial Statements, which outline the City of Saskatoon’s financial position as of December 31^st, 2013. The Audited Summary of Consolidated Financial Statements is released several months after year end.

CITY EXCEEDS AGGRESSIVE TARGET RESURFACING 200 KILOMETRES OF ROADWAY

Saskatoon’s unprecedented 2014 summer road construction season is coming to a close with over $50 million spent maintaining and repairing more roads than ever before. That’s 47% more than what was spent last year.

“We have paved approximately 200 lane kilometres of road this construction season, 120 kilometres more than last year, and more than the 178 kilometres we predicted we would get to this year,” says Jeff Jorgenson, General Manager of Transportation and Utilities. “We’ve made a promise to citizens that they would begin to see an improvement in the roads and we’ve been delivering on that promise.”

Approximately $23.8 million was invested in road and sidewalk rehabilitation this year, more than double the previous year. A road preservation treatment or rehabilitation was completed at 100 locations across Saskatoon thanks to hundreds of City crews and contract workers, some of which worked around the clock or on a night only schedule.

“With more construction zones this year, the City planned more efficient ways of completing the work to minimize the amount of time high-traffic roads were closed for construction,” says Jorgenson. “Evening only and 24-hour work reduced the impact to drivers, residents and businesses. It also allowed the City to combine large projects into contracts, which was beneficial for industry partners.”

The City employed other new tools to improve communication with citizens. The Report-a-Pothole map allowed the public to report potholes online and monitor repairs. The addition of the new Road Restrictions and Construction Projects online map also allowed drivers to plan their route around road work and avoid delays.

Despite the significant increase in work zones this year the City is pleased there were no reports of injuries to workers.

In addition to the road resurfacing, an estimated 3,300 tonnes of asphalt was used to repair the equivalent of 188,000 potholes, based on an average 12x4 inch hole. About 1600 utility cuts have been permanently repaired.

Six kilometres of sidewalks were rehabilitated, up from a total of 1.7 kilometres in 2013. 870 kilometres of lane lines were painted and more than 27 kilometres of durable markings applied, 16 kilometres more than ever before.

This year, a curb to curb street sweep was completed in 61 residential neighbourhoods, 96 school zones and 10 industrial or suburban centres in eight weeks. More than 400 kilometres of gravel back lanes were graded or rehabilitated and 2.45 kilometres of paved back lanes were repaired.

“This is only the start of better roads in Saskatoon; we plan to continue to dramatically improve the condition, safety and longevity of our City’s road network,” says Jorgenson. “Our construction season was busier than ever this year, so we want to thank drivers, residents and businesses for their cooperation and patience.” Crews will continue to rehabilitate the roads, sidewalks and back lanes as long as the weather permits.

“As we move into the winter phase of the Building Better Roads plan, we will continue to focus on the condition and safety of our roads as we plow, grade and sand City streets,” says Jorgenson.

CITY REVIEWS ORGANICS & BACK LANE GARBAGE/RECYCLING COLLECTION

The October 14, 2014 meeting of the Standing Policy Committee (SPC) for Environment, Utilities & Corporate Services will receive two separate reports from the Administration regarding waste collection service in Saskatoon.

“Environmental Leadership is one of our Strategic Goals,” says Brenda Wallace, Director of Environmental & Corporate Initiatives. “These reports launch the next step forward in the conversation about sustainable and efficient waste collection for our citizens.”

“Services reviewed in these reports are intended to meet citizen expectations for convenience, without trading off affordability. By improving current service and introducing new services, we seek to save taxpayers money today and over the long term.”

In one report, the Administration presents options for an organics collection program for homes. The City plans to engage with citizens later this year to share information, answer questions and collect feedback on three options:

*Option 1 – A Co-mingled Subscription Program that allows residents to volunteer for year-round collection of food and yard waste by paying monthly fees. Fees may range from $13 to $25 per month.

*Option 2 – A Comprehensive Food Waste and Subscription Yard Waste Program which would provide every resident with a small cart for year-round food waste collection. Residents may also volunteer for seasonal yard waste collections on a fee for service basis. Fees for each service may be under $10 per month.

*Option 3 – A Comprehensive Co-mingled Program that provides every resident with a large cart for year-round food and yard waste collection. Fees for this inclusive program may be in the $12 per month range.

A report on the results of public engagement for a residential organics program will be presented to City Council in March 2015.

The other report the SPC will consider outlines the Service Review of waste handling already underway and identifies opportunities to address issues and reduce costs. Potential cost savings identified for further study, include:

*Frequency of garbage collections – consider reducing the number of months with weekly collections.

*Landfill operating hours – the City’s landfill is currently open 363 days/year.

*Back lane collection of garbage and recycling – issues identified include lost productivity due to slower collections, safety and damage to back lanes.

The Waste Handling Service Review will include public information and engagement. Recommendations on potential cost savings will be presented to City Council in March 2015.

The initiatives described in these reports support the long-term strategy to eliminate the need for a new landfill under the Strategic Goal of Environmental Leadership, and the long-term strategy to increase productivity by being more efficient in the way we do business under the Strategic Goal of Continuous Improvement.

WINTER OPERATIONS TRAINING BEGINS ON IDYLWYLD DRIVE & CIRCLE DRIVE, OCTOBER 8

Winter is just around the corner and the City of Saskatoon is making sure crews are ready for when the snow falls.

Beginning on Wednesday, October 8, snow plow operator training will begin on high-speed sections of Idylwyld Drive and Circle Drive on weekdays, outside of rush hours, between 9:30 a.m. and 11:30 a.m. and again some afternoons between 1:30 p.m. and 4:00 p.m. The training will continue until Tuesday, October 28.

One pilot truck will follow two slow-moving snow plows to alert drivers of the slower hazard ahead. Drivers are reminded to use caution when passing the convoy.

Sanding trucks may also be operating on rural, gravel roads as operators train for the upcoming snow season.

The City is pleased to announce that based on the results of the Bridging to Tomorrow Request for Qualifications (RFQ), three teams have been chosen to move on to the Request for Proposals (RFP) stage for the North Commuter Parkway and the Traffic Bridge Replacement Project.

“As the project comprises not just the initial design and construction, but the operation and maintenance of the projects for a 30 year term, the RFP is a very comprehensive undertaking,” says Dan Willems, the City’s Bridging to Tomorrow Project Manager. “The successful team from this stage of the procurement process will be chosen to partner with the City on this important project.”

Seven applicant teams responded to the RFQ. Following a comprehensive evaluation of the submissions, the teams that will participate in the RFP process, listed alphabetically, are:

LEAK ENTERS STORM DRAIN

At approximately 12:35 Saskatoon Fire Department responded to an unknown substance leaking from a Tractor trailer. Engine 4 was the first apparatus on scene and found a 3,000 litre tank that had been damaged and leaked into a parking lot at the south east corner of Avenue C and Cynthia Street.

The product was identified as an asphalt emulsion. This substance is not a serious health risk to people and the main concern was to minimize damage to the environment.

Engine 7 provided more absorbent and diking materials to minimize the spread of the product. It is estimated that diking prevented 500 litres from entering the storm basin. The Ministry of Environment, Saskatoon Police Service, Envirotec Services and the City of Saskatoon all responded to mitigate the spill in a timely fashion.

Within two and a half hours the storm drain line was identified and isolated to prevent further damage. No contaminant had reached the South Saskatchewan River. The Ministry of Environment remains in command of the incident as the cleanup process is underway.

No injuries occurred at this incident and no cost for the cleanup is available.

NEW ROAD DESIGN STANDARDS WILL SEE THICKER ASPHALT & IMPROVED DRAINAGE

The City of Saskatoon has adopted new pavement design guidelines which will shape the way new roadways are constructed in the city and will be mandatory beginning January 1, 2015.

“These new standards will result in stronger, longer lasting and more cost-effective roads in Saskatoon,” says Mike Gutek, Director of Major Projects. “The City’s current design standards allowed us to develop a quality road network for our climate and existing soil conditions but as Saskatoon expands we need to make improvements to accommodate different soil conditions and water table issues.”

The new guidelines are based on the design procedures outlined in the American Association of State Highway and Transportation Officials (AASHTO) Guide for Design of New Pavement Structures.

The key differences include:

- Thicker asphalt – This will result in a stronger more robust roadway.
- A required sub drainage system for all roadways – Water and frost are the primary cause of road failure in Saskatoon. A drier road means a stronger road.
- A deferred asphalt layer – A final layer of asphalt applied once new neighbourhood house construction is complete, typically two years after the roadway is built. This will address road issues related to increased heavy traffic during build out of neighbourhoods.

“These differences will help to minimize the risk of future full structural rehabilitations, which are extremely costly and disruptive,” says Gutek. “The new guidelines set a more robust design standard geared towards urban roadways with over 20 years of proven reliability.”

The AASHTO guidelines are used in many jurisdictions in Canada including BC, Alberta, Manitoba, Ontario, Quebec and Nova Scotia, as well as most of the United States.

The City is already beginning to build new roads in line with the improved standards; for example in the new Kensington neighbourhood.

TRANSIT PASS REFUNDS RECOMMENDED FOR LOCKOUT INCONVENIENCE

We’re pleased we now have a detailed plan to offer valid Transit pass customers a full month extension or refund for the month of September.

“Right from the start of the lockout we have been talking about offering compensation for our customers whose daily routines have been greatly disrupted without Transit service,” says Catherine Gryba, General Manager of Corporate Performance.

There are approximately 8,600 active one-month or longer-duration pass holders, 17,500 UPass holders and 1,000 EcoPass holders who were not able to fully utilize their pass for the month of September.

The refunds will be offered to Transit customers who hold a valid pass; they would receive a full one-month extension or a refund on a cash-card or cheque.

“We thought it made sense to offer pass extensions as a convenient option for transit customers,” Gryba says. “This would minimize the need for an additional trip to a refund centre and waiting in a customer service line.”

Refunds or a credit on a utility bill account would also be offered through a mail-in option that would reimburse customers for postage fees.

Customers would be able to pick up their refunds at a variety of locations, including City Hall, the Downtown Transit Customer Service Centre, one of six Leisure Centres, and at a mobile transit refund location. These options ensure the broadest access for as many customers as possible.

A key component to this plan is a comprehensive communications strategy. In fact, the annual Civic Services Survey consistently shows that citizens prefer using a wide range of traditional communication methods to receive civic information (see Attachment – 2014 Civic Services Survey – Preferred Information Sources). This includes the news media, radio and print advertising.

“Given our broad and diverse population, it would not be reasonable for the City to rely on journalists alone to deliver City messages to the community,” Gryba says.

There will also be further communication costs incurred to inform transit pass holders on how they can receive their extension or reimbursement. These costs are anticipated to be approximately $20,000. A variety of communication tools will be used including paid radio and print advertising, posters, website updates, and social media.

The latest projected costs are part of the ongoing communication plan which began in mid-September.

The estimated costs were for keeping customers well informed about the service disruption and why the City made a difficult decision to proceed with a notice of lockout that would affect so many people.

Crucial information on wages and pensions was, and continues to be, a very complicated issue for transit Customers, citizens, taxpayers and all City employees.

“In order to give customers, citizens and taxpayers clear, concise and broadly communicated information, we achieve this by purchasing paid advertising spots on radio and in the daily print newspaper,” Gryba says.

The estimated costs below include design and production, placement fees for radio and StarPhoenix print advertising and flyers/posters:

Paid advertising - Transit Customers: $ 39,000

Paid advertising – Broad Community: $ 62,000

Total $101,000

Ongoing communication costs will continue to be monitored throughout the course of the current service disruption and when transit is back to normal operations.

The cost per person based on a rough Saskatoon population of 250,000 people is 41 cents.

Additionally customer service continues to be an important communications element. As a result, a third party call centre was contracted to provide this service during the lockout. The estimated costs between September 21 and September 30 are approximately $11,000.

“We anticipate increased call volumes around the refund plan. So we will continue to use the third party call centre to assist our customers,” Gryba says. “Balancing costs are always top of mind and they will monitored carefully throughout the course of the current service disruption,” Gryba says.

The City is disappointed that the Transit union today walked away from contract talks without any firm indication of when they would resume.

Every day without a contract means our customers are left stranded another day without a service they depend upon.

The Transit union continues to change its position on the pension issue. On several occasions, as early as December 16, 2013, the union has signalled that it is not opposed to the pension changes.

The Union has been willing to trade changes to the pension plan for money. Today, the City heard the union say if the City is not willing to talk about pensions, there is nothing to talk about.

As always, the City is willing to bargain but it expects the union to come to the table with the intention of achieving a new contract.

REPORT RECOMMENDS PURCHASING TEN NEW BUSES

Transit Administration is recommending the purchase of ten new Nova buses to arrive in May 2015, allowing Saskatoon Transit to retire ten of its buses nearing the end of their service life. The recommendation will be discussed as one of the items at September 29 City Council.

“We’re excited about this opportunity because it is a benefit for both Transit riders and our Operators and Mechanics,” says Bob Howe, Director of Saskatoon Transit. “Providing a more reliable and comfortable service to riders, while ensuring our Operators and Mechanics have the best tools to do their job remains a key value at Saskatoon Transit.”

Saskatoon Transit recently announced the purchase of five new buses that are expected to arrive in the coming weeks. The additional recommendation for the purchase of ten new buses is required to improve the median age of the fleet to the recommended industry standard of 9 years and retire some of the oldest buses that have more than 1.5 million kilometres and are 20 years old.

“We are anxious to get Transit moving again and we remain focused on continuing to improve operations when service resumes.” says Howe. “The purchase of ten new buses will allow us to retire our ten oldest buses.”

Howe says Saskatoon Transit today does not represent what Saskatoon Transit will look like in the coming years. “Transit is currently being re-envisioned as part of the Growing Forward! Shaping Saskatoon initiative and is expected to include a significant Bus Rapid Transit system. The five new buses arriving shortly will be an immediate improvement and the ten new buses arriving in May 2015 will help position Transit for long term success.”

If the recommendation for the purchase of ten new Nova buses is approved this will support the future growth of Saskatoon Transit as the City expands to half a million people.

CITY CORRECTS HUFFINGTON POST ARTICLE ON PROPERTY TAX RATES

Saskatoon ranks among Canadian cities with the lowest property tax rates, despite a recent article in the Huffington Post (September 29, 2014) that says Saskatoon “…had the dubious honour of having the highest average property tax among major cities in Canada - $4440 by our calculations.” The City wants to take the opportunity to publicly correct this misinformation regarding the calculation of Saskatoon’s property tax rates.

“The Huffington Post article calculates property tax rates using a biased approach,” says City Assessor Les Smith. “Taking the total property value and multiplying it by the tax rate – without considering other unique factors that go into a residential property tax calculation is misleading.”

Smith says simply comparing property tax dollars per assessment is an incorrect approach to take. This assumes that the sale prices in one city for a particular house are the same as in another city. This method of calculation also assumes that the make-up of the property inventory in one city is the same as another and that the services supplied are the same as well.

The facts are that municipal property tax and assessment processes are set out by provincial legislation. To compare tax rates without considering the different legislative frameworks set out by each province, results in figures that are not truly comparable in terms of highest and lowest in Canada. Comparing taxes per capita is simpler and removes potential bias from other approaches.

“The City supplies services to people. It is people who use the parks, drive on roads, use water and use the civic facilities. As we supply services to people, the measurement that best reflects this, is the per- capita measure. It is completely unbiased, it does not require anyone to determine what is a representative house or housing types.”

The Municipal Tax Calculation in Saskatchewan is as follows: Taxable Assessment x Municipal Mill Rate x Mill Rate Factor. In Saskatchewan, the taxable assessment is 70% of the assessed value of the property.

In comparison, the Municipal Tax Calculation in Alberta is simply the Tax Rate multiplied by 100% of the assessed value. The Municipal Tax Calculation in Winnipeg is similar to the process used in Saskatchewan, except that (a) the taxable assessment is 45% of assessed value and (b) there is no mill rate factor. Manitoba’s formula is as follows: Portioned Assessment Value x Municipal Mill Rate/ 1000.

In Saskatchewan, property assessments are updated every four years. The last reassessment cycle was in 2013 and reflects a property’s fair market value as of January 1, 2011.

$68M PENSION DEFICIT ELIMINATED: AVOIDS $9M ANNUAL DEBT PAYMENT

Before the City began negotiations on a new pension deal, the 2012 funding status of the General Pension Plan showed an approximate $68M deficiency or deficit; that has now been eliminated following changes to the Plan enacted by City Council Monday September 22, 2014.

“If the City had done nothing, a 2012 valuation would have been filed showing a $68M deficit and taxpayers would have been responsible for paying it off,” says Marno McInnes, Director of Human Resources.

“We would have had to make special payments that would have been in the neighbourhood of $9M every year; that’s a lot of paved road, repaired water mains and leisure programming that wouldn’t be done – just dollars out the door.”

However, with much hard work and with everyone all working together at the same table, the City and eight of the nine unions in the Plan agreed with the changes. The deficit reduced to approximately $6.7M, which remained as a result of the Transit union rejecting the changes and opting instead to push for the unaffordable old plan for its members.

“Now, because Council passed the bylaw Monday and everyone – including the Transit union – is under the new pension plan deal, there no longer is any deficit in the plan for the 2012 valuation,” McInnes says.

CITY BEGINS ROAD PRESERVATION BLITZ ON RESIDENTIAL STREETS

As part of the City of Saskatoon’s 2014 Road Preservation and Rehabilitation Program crews have begun microsurfacing 65 lane kilometres of roadway, mostly on residential streets.

Microsurfacing, also known as seal coating, adds a thin protective layer of asphalt blended with finely crushed stone to the surface. This provides an extra layer of wear, seals the underlying asphalt and extends the life of the roadway.

“Similar to sealing your deck, microsurfacing or seal coating creates a protective layer which preserves the underlying structure and prevents the need for more expensive repairs in the future,” says Chris Hallam Director of Construction and Design. “This is a preventative treatment applied to roads that are structurally sound and in fair condition to improve minor defects and to seal and protect the roadway until an asphalt resurfacing treatment is feasible or required.”

When first applied, the microsurfacing has a rough and grainy texture and is brownish in colour. However, within a short period of time, as vehicles drive on the road it quickly wears smooth and the colour fades to blend with the existing roadway.

“We have received a few concerns from citizens about the look and apparent quality of the road treatment when it is first applied; while we recognize it is not as aesthetically pleasing as new asphalt, it is the most cost-effective way to preserve the roads,” says Hallam. “Regular preventative maintenance is key to maintaining the road network into the future.”

While the work is carried out the road is closed for approximately 24 hours. The program is expected to be complete mid-October, weather permitting and barring any unforeseen circumstances. Residents along a road receiving this preventative treatment will be notified with a letter before the work begins.
