Year-end options for cost reductions being considered to maintain balanced budget

A mid-year forecast to be considered by the Standing Policy Committee on Finance shows that rising fuel prices and a snowy start to 2022 have contributed to a projected deficit within the City of Saskatoon’s 2022 Corporate Business Plan and Budget. 

As outlined in the information report being presented to committee on August 15, the City is currently projecting a 1.17% unfavourable variance from budget, or an approximately $6.8 million deficit.  

“This is due in large part to higher than anticipated gas and diesel prices, which had a $3.5 million impact on the budget, and to high snow accumulations in the first half of 2022, which resulted in a projected $3 million unfavourable variance,” says Kari Smith, Director of Finance.  

The projection also includes over expenditures in Information Technology, and various other revenue failing to reach budget, such as those for Fines and Penalties and Leisure Centres. 

The mid-year forecast does include several positive trends, notes Smith, including $2.5 million in administrative savings from reduced training and travel and staff vacancies, $1.05 million in higher than anticipated investment returns from rising interest rates, and a $1.13 million increase in Municipal Revenue Sharing. However, due to such favourable variances being used to offset the rising cost of fuel and other shortfalls, Administration is currently projecting an overall deficit of $6.8 million. 

Various year-end deficit reduction options of up to $4.2 million have already been developed and reported on, including a one-time increase to the Return on Investment from the Water Utility, returning capital funds back to operating as opposed to reserve, and deferring reserve contributions to mitigate the deficit. 

“The mid-year forecast is our best estimate of the 2022 budget position at this time and is still subject to substantial change throughout the second half of the year,” says Smith. “Administration will continue to monitor and manage the 2022 budget and do everything we can to reduce the deficit while still delivering the services Saskatoon residents expect. Although the City has reserves in place to cover a deficit of this magnitude, our goal for 2022 is to avoid leaning on our fiscal stabilization reserve.” 

Utilities are expecting a $1.2 million net surplus mostly due to additional revenue in Waste Services and Saskatoon Light and Power, offset by lower revenues and additional costs in Water and Wastewater Utilities. Any utility variance will be offset through transfers to or from the applicable stabilization reserves.

Road closures on Melville Street starting Tuesday

Roadway work on Melville Street will be conducted in three phases starting Tuesday, August 9. Detours will be in place guiding motorists around these work zones. Each phase of the project is expected to take one day to complete, barring any unforeseen circumstances or weather delays.    

Phase 1: Tuesday, August 9 at 8:00 a.m. 

Melville Street will be closed between Brand Road and Portage Avenue. 

Phase 2: Wednesday, August 10 at 7:00 a.m. 

Melville Street will be closed between Brand Road and Jasper Avenue. 

Phase 3: Thursday, August 11 at 9:00 a.m. 

Melville Street will be closed between Lorne and Portage avenues. Jasper Avenue will be closed from Melville and Edson streets during this phase of the project.

Direct service from the Special Events Stop (outside the 2nd Avenue Lofts at 23rd Street and 2nd Avenue) to see The Lumineers at  SaskTel Centre  on Tuesday, August 9, is available at the following times:  

  • 5:45 p.m. 
  • 6:25 p.m. 

Post event drop-off is the downtown terminal and regular fares apply ($3.00 per trip). Fare can be purchased on your mobile phone using either the TGo or transit app, transfers and passes are also accepted.

FREE Transit service to and from Saskatoon EX

Saskatoon Transit has again partnered with the Saskatoon EX to offer free Transit service to Superpass holders during the Exhibition, August 9-14, 2022.  

Saskatoon Transit will also provide FREE service to children 10 & under on Wednesday and older adults 65+ on Thursday.  

Service on Sunday night* will be extended with three special service routes from the Exhibition loop on the west side of Lorne Avenue, just south of Ruth Street.   

Bus #1 – to Downtown & Lawson Mall at 9:30pm, 10:15pm, 11:00pm & 11:45pm  
Bus #2 – to Market Mall, Centre Mall & University Heights at 9:45pm, 10:30pm & 11:15pm 
Bus #3 – to Confederation & Downtown at 9:15pm, 10:00pm, 10:45pm & 11:30pm  

Taking Transit is a great way to avoid the traffic and parking. Riders can plan their route to and from the EX using the Transit app (or Google Maps on desktop). *Sunday night service will not be visible on trip planning apps.

School & playground zones will be 7 a.m. to 7 p.m. 7 days a week

People in all neighbourhoods will be noticing new or updated signs around schools and playgrounds in preparation for changes that take effect next month. Starting September 1, 2022, school and new playground zones with maximum 30 km/h signs will change to 7 a.m. to 7 p.m., 7 days a week. 

The City encourages everyone who sees social media messages, billboards or hears about the reduced speed zone changes over the next month to share it with their family, friends and networks of people who aren’t yet aware. 

This is the last summer that school zones won’t be in effect. 

Some school and playground signs do not include a posted speed limit, such as around high schools and certain play areas. Drivers should treat the sign as a caution and pay close attention through this area.  

U-turns are not permitted in school zones around elementary or high schools.  

The new times will be shown on signs marking school and playground zones by the end of August and you can read more at saskatoon.ca/speedlimit.

The City of Saskatoon Leisure Guide is the community’s go-to source for sport, culture and recreation information in Saskatoon.  

The Fall Leisure Guide will be available online at saskatoon.ca/leisureguide and on display at pick-up locations beginning Friday, August 5.  Pick up the guide from any City leisure facility, Saskatoon public library or anywhere the StarPhoenix is sold. Highlights of the Fall Leisure Guide (September 1 to December 31, 2022) include information on:

City exploring second Water Treatment Plant to serve future population

The City of Saskatoon has a responsibility to provide clean drinking water to a growing population through an efficient and reliable water treatment and distribution system. Since it was established in 1906, Saskatoon’s Water Treatment Plant has been expanded to a treatment capacity of 250 million litres per day (MLD). The plant, along with reservoirs and pump stations, serve the city and several surrounding municipal and rural customers.

“We will continue to utilize and upgrade our current Water Treatment Plant and infrastructure for years to come, but we need to begin planning the development of a second plant to increase treatment capacity,” says Pamela Hamoline, Interim Director of Saskatoon Water. “A second plant would eventually bring our total treatment capacity to 450 ML per day, which is necessary for an expected population of 500,000 in the coming years.”

On Monday, the Water Treatment Long Term Capital Strategy will go before the City’s Standing Policy Committee on Environment, Utilities and Corporate Services. The report highlights the current and future steps needed to increase treatment capacity.

“Despite many successful water conservation efforts, as well as maintenance and upgrades over the years, it is unrealistic to depend on our 116-year-old Water Treatment Plant to keep up with future demand,” says Hamoline.

Hamoline says an internal Decision Quality Team is committed to ensuring the alignment of the City’s Strategic Goals in determining a treatment plant expansion strategy, including the goal of Environmental Leadership to reduce the City’s environmental footprint and promoting responsible use of resources.

“The team still has a lot of work to do and is currently exploring funding strategies so it can report the findings to City Council. That work will include looking into opportunities and partnerships with Federal and Provincial funding programs.”

The City has a draft Engagement Plan in the works as well, focusing on identifying major stakeholders and opportunities for proactive public communication.

#ActOnReconciliation by checking out the Tony Cote First Nations Summer Games

Following the first National Day for Truth and Reconciliation (NDTR) on September 30, 2021, the Saskatoon Tribal Council has initiated a campaign called #ActOnReconciliation. It’s intended to harness the momentum of NDTR and Orange Shirt Day (also September 30) and keep Reconciliation top of mind all year long. The campaign calls for action and awareness on the last Friday of each month in 2022.

The City is supporting the #ActOnReconciliation campaign by highlighting Reconciliation actions and activities. As well, to further heighten awareness, the City will apply an orange filter to their social media accounts and light the following civic facilities in orange: City Hall, the City’s Prairie Wind art installation outside the Remai Modern, and SaskTel Centre.

#ActOnReconciliation – July Action

On Friday, July 29, demonstrate your commitment to Reconciliation by:

  1. Wearing your EveryChildMatters shirt or any other orange shirt.
     
  2. As part of its response to the TRC Calls to Action in Sports and Reconciliation, the City of Saskatoon is a proud partner of the 2022 Tony Cote First Nations Summer Games (July 24-30). In 1974, Chief Tony Cote, the council of Cote First Nation, and their membership initiated these Games. Over the course of the 7-day event, Nations across Saskatchewan compete in various athletic events including archery, beach volleyball, canoe/kayak, golf, soccer, and softball. Please consider attending one of the remaining events OR following the games virtually via Facebook.
     
  3. Help build awareness for Reconciliation by joining the online conversation using hashtag #ActOnReconciliation.

In order to establish and maintain a mutually respectful relationship between Indigenous and non-Indigenous people, the Truth and Reconciliation Commission (TRC) found that “there has to be awareness of the past, an acknowledgement of the harm that has been inflicted, atonement for the causes, and action to change behaviour.”

The City has been actively engaged – as a municipality, co-chair of Reconciliation Saskatoon, and through other community partnerships – in efforts to help raise awareness about Reconciliation and in providing opportunities to participate. Learn more at saskatoon.ca/Indigenous.

Call for Submissions – Poetry Downtown a project in collaboration with Downtown Saskatoon

The City of Saskatoon invites local emerging and established poets to submit poems for the Poetry Downtown project. The theme of the project is Reconciliation.

Poetry Downtown was inspired by a challenge from Parliamentary Poet Laureate of Canada, Louise Halfe, encouraging municipalities to bring poetry to public places. The project is a partnership with Downtown Saskatoon.

 Project goals include:

  • to enhance and move forward with Reconciliation
  • to provide opportunities for artistic expression in the city centre
  • to inspire the public through poetry
  • to connect the work of local poets to the community

About the project:

  • Ten poems will be selected and displayed on 28” x 48” posters in the directory boxes on 3rd Avenue in Downtown Saskatoon
  • Poems may be between 10 and 20 lines
  • The poems will be on display from October 1, 2022 to May 31, 2023
  • The selected poets will be provided with a $250 fee and will receive their poster at the completion of the project
  • The call is open to emerging and established poets who are Saskatoon residents
  • Poets may submit a maximum of three poems; a maximum of one poem will be chosen per poet
  • Selected poems will be designed into a themed poster design

The deadline for applications is September 6, 2022.

All Administrative Offices are closed on Monday, August 1. City Hall will reopen Tuesday, August 2, at 8:00 a.m.

Remai Modern is open from 10:00 a.m. to 5:00 p.m.

Today, the City of Saskatoon introduces the launch of SmartUTIL a new, easy-to-use online tool to help inform and support the City’s residential and commercial utility customers.

There’s lots to consider when it comes to water and electricity consumption at your property. Running lots of fans or the A/C during hot weather? Sprinklers going full force to keep your turf and garden green? Someone in your household taking extra-long showers? Space heaters on all day during cold snaps? Baking loads of sourdough?

SmartUTIL allows residential and commercial utility customers to:

  • view water and electricity usage and trends for your property(s) by the month, day or hour
  • keep on budget – you can set spending alerts for water and or electricity usage at your property and be notified if you’re about to exceed the dollar amount you specified
  • take steps to conserve and reduce the impact on the environment by reviewing water and electricity data for your property

It’s easy to get started with SmartUTIL!

  • Go to saskatoon.ca/smartutil – this takes you to the My Utility Account page, where SmartUTIL lives.
  • If you don’t already have one, you’ll need to register for a My Utility Account to access SmartUTIL. Enter your utility statement account number and the amount of your last billing to get you started on your set-up.
  • Your My Utility Account will also show your utility payments/credits, account summary, consumption summary and Equalized Payment Plan if you’re on it.

From point A to point B: Transit launches NEW OnDemand Transit service

Residents of Saskatoon will soon be able to request public transit service using the Saskatoon Transit OnDemand app from designated stops to the nearest transit hub and vice-versa. The OnDemand Transit (ODT) service will connect the new neighbourhoods of Brighton/Rosewood, North Kensington and Blairmore with fixed route service, to fill service gaps in those areas.

“This is all about service,” says Tracey Davis, Interim Director, Saskatoon Transit.

“We want to provide people with as much flexibility as possible - especially in developing neighbourhoods where full public transit options don’t yet exist. Our OnDemand Transit service is just the thing to meet this challenge head on.”

The new ODT service will begin August 2 and will be fully integrated with the current fixed-route transit system. OnDemand will also be available in Transit, Saskatoon Transit’s all-in-one app to plan, track and pay for rides. Thanks to this integration, riders can, for the first-time plan trips that combine Saskatoon's OnDemand and fixed-route services. Passengers can plan a trip in Transit to their destination using a combination of OnDemand and fixed-route service, then link directly to the Saskatoon OnDemand app to request their ride. Trips can be requested in multiple ways: the Saskatoon Transit OnDemand mobile app, website, or phone (306-975-3100).

To make this all work in a coordinated effort is new AI technology paired with an app that allows trips to be booked in real time, or up to two weeks before riding. Spots can also be reserved for wheelchairs and bikes.

“The software is brilliant,” says Davis. “We’re able to connect buses directly to our customers when they need it, and to route the bus efficiently from rider pickup to drop-off.”

The new service to launch August 2, 2022, will connect Brighton/Rosewood, North Kensington and Blairmore to transit hubs Monday to Friday, from 6 a.m. to 6 p.m.

Saskatoon residents with property damage caused by June 20 heavy rain event now eligible to apply for financial assistance from the Province

Saskatoon residents who experienced flooding and property damage as a result of the significant rainfall event on June 20, 2022, in Saskatoon, may now apply to the Province for financial assistance under the Provincial Disaster Assistance Program (PDAP). The Province of Saskatchewan has approved the City of Saskatoon’s application to be designated as an Eligible Assistance Area. 

Residents Please Note:

  • The PDAP program is wholly administered by the Province of Saskatchewan - is not a City of Saskatoon program.
  • PDAP makes all decisions regarding your claim.
  • Please direct all questions regarding the PDAP application process or your claim to the numbers provided in this PDAP Fact Sheet, it outlines all the details you need to know.

PDAP Information Packages (include printed copy of the application form) are available for pick up at the Information Desk in the lobby of City Hall at 222 3rd Avenue North as of today, Thursday, July 28, 2022 at 9:00 a.m.

Important Dates you should be aware of with respect to the potential claim you submit to the Province:

  • Your Claim must be submitted to PDAP by December 20, 2022
  • All repair work must be completed by June 20, 2023

Gate installed at Rotary Park parking lot

To address concerns regarding excessive late night noise and activity in the park from residents adjacent to Rotary Park, City Council approved the installation of lockable gates at the entrance to the parking lot.

The gate was installed at Rotary Park at the end of June and will be open from 5:30 a.m. to 11:00 p.m. daily. The hours of the washrooms in Rotary Park will remain 8:00 a.m. to 11:00 p.m.

Rain event June 20, 2022: City Council resolves to seek provincial approval to designate Saskatoon an Eligible Assistance Area

At today’s July 25 City Council meeting, Council resolved to submit a Request for Designation to the Province to designate Saskatoon as an Eligible Assistance Area under the Provincial Disaster Assistance Program (PDAP). This program provides financial assistance for restoring essential services and property as a result of substantial damages caused by excessive rain resulting in flooding as was the case on June 20, 2022, in Saskatoon.

The PDAP covers uninsurable damage to individual properties caused by severe weather events. It is the Administration’s understanding that damage caused by excessive amounts of rain on June 20, 2022 would qualify. Once Saskatoon is designated as approved for financial assistance by the Province - the Province of Saskatchewan will then arrange for the claims to be adjusted and make payments where appropriate.

To recap: The City will issue further information on how Saskatoon residents can apply for PDAP assistance once Saskatoon is approved as an Eligible Assistance Area. The required application forms will then be made available online through the Province and will also be available at City Hall.
