Environment and Climate Change Canada is calling for heavy snowfall and blowing snow starting around noon, with 5-10 cm expected in Saskatoon, along with freezing temperatures. Blowing snow and fresh accumulation may reduce visibility and make driving conditions more challenging. 

City crews are prepared to respond and will focus on keeping roads safe. 12 graders and eight plows will be available to clear streets, and 15 sander units will begin de-icing treatments on priority streets, starting with Circle Drive and expressways. Crews will continue working as long as the snow persists to manage road conditions. Additional contractor resources will be brought in once snow begins to accumulate above 5 cm. 

Drivers are reminded that snow and freezing temperatures can make roads slick and unpredictable. Stay safe by adjusting to winter driving conditions: slow down, leave extra room between vehicles and plan for delays. 

If you see snow-clearing equipment with blue and amber flashing lights, give them space to work effectively.

City crews and contractors have completed residential street grading in every neighbourhood in Saskatoon. 

Graders will return to streets that were missed or skipped due to limited access, such as those with parked cars, as well as back lanes and industrial areas. Temporary parking restrictions will be in place when crews return to finish the work, if needed. This work is expected to be completed by early next week.  

Priority street snow removal, aimed at improving storage space and sightlines on high-traffic streets, restarted Thursday night and is expected to continue until the priority street network is complete.  

Crews are also continuing to inspect, salt and sand priority streets, as well as local streets, based on reports of icy conditions. If another snow event occurs, resources will be redirected to respond. 

All three City-run snow storage sites are currently active and will remain operational as long as conditions permit.

The 2024 Point-in-Time Count has identified 1,499 individuals in Saskatoon experiencing homelessness. The count offers a “snapshot” of individuals and families residing in emergency shelters, transitional housing, unsheltered locations including encampments, systems, and experiencing hidden homelessness.

“The results of this count represent the minimum number of individuals experiencing unsheltered and sheltered homelessness in Saskatoon,” says Lesley Anderson, Director of Planning and Development. “These numbers and demographics will improve our understanding of the needs and circumstances of the people who are affected by homelessness in our community.”

The City of Saskatoon, in partnership with the Saskatoon Housing Initiatives Partnership (SHIP), the Reaching Home Community Entity in Saskatoon, and the Community-University Institute for Social Research (CUISR) at the University of Saskatchewan, along with numerous community organizations and well over 200 volunteers conducted a Point-in-Time (PiT) Homelessness Count on October 8, 2024.

“SHIP believes that we need to continue to work as a community to reduce the number of homeless people,” says Robert LaFontaine, SHIP Executive Director. “The PiT count effectively sets the work we need to do going forward.”

The 2024 homelessness count has increased nearly three times in the overall number compared to the last count conducted in 2022. While some of this increase reflects the recognition of new categories, numerous other factors have contributed to this significant rise. By reporting these updated figures, we align our efforts with those of other municipalities across the country, promoting consistency and collaboration in addressing homelessness on a national scale. 

Further data collected from the PiT Count surveys will be released in early 2025 when we launch the Saskatoon PiT Community Report. Volunteers, media, survey participants and local agencies are welcome to attend. Further information will be available in the New Year.

The Clarence Downey Speed Skating oval will open for the season on Sunday, December 15, 2024

The Oval, located on Dudley Street at Avenue R in the Gordon Howe Complex, is a 400-metre outdoor, oval-shaped rink for all skating levels.  A warm-up building provides change rooms, public washrooms, and an area to lace up skates in comfort.  Speed skates are not required.

The Saskatoon Fire Department (SFD) is currently testing and monitoring ice thickness at storm water retention ponds around the city to verify their safety and integrity for recreational use. 

The ice must reach a minimum thickness of at least eight inches to be considered safe for public recreational activities such as skating, broomball and hockey. Signage posted at each pond will indicate whether the pond is safe for recreational use. When the ice thickness reaches a minimum of eight inches and is considered safe, SFD will replace the “No Skating” symbol on site signs with a “Skating Permitted” image. While ice testing is underway, community members are asked to remain off storm pond ice surfaces until signage indicates the pond is safe to use. 

As the weather continues to sporadically warm and cool, SFD would like to caution the public of changing ice conditions. Residents are reminded to check the posted signage each time they consider using the pond. Community members are advised to always exercise an elevated level of caution when around any large body of water. Keep a close watch on children and pets when visiting trails, parks, or off-leash areas that may run adjacent to a storm water retention pond. Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including shoveling, flooding, as well as user safety.

The City of Saskatoon (City) is implementing a contingency plan to reduce the impacts of the ongoing Canada Post service disruption on the Tax Instalment Payment Plan Service (TIPPS).

Due to the postal strike, the City cannot efficiently provide all property owners with revised 2025 TIPPS statements. The City must provide written notice for changes to withdrawal amounts, as required by federal legislation. As a result, most property owners will not receive adjustments to their 2025 TIPPS withdrawal amounts for January to June 2025. Withdrawal amounts for this period will match the July to November 2024 amounts. A small portion of property owners will be contacted directly with adjustments to their TIPPS amounts for January 2025.

All TIPPS withdrawals will be adjusted effective July 1, 2025, to account for the actual 2025 property tax, including revaluation changes and approved budget increases.

As of this morning, crews have completed grading and rut levelling on 70 per cent of all neighbourhoods in Saskatoon.  

Crews began grading and rut levelling all residential streets across the city on Sunday afternoon, addressing severe rutting on city streets caused by weekend rain. All available graders, both City-owned and contracted, are mobilized, and the expectation is to complete grading in all neighbourhoods by the end of this week—a goal crews are on track to meet. 

In some cases, certain streets have been temporarily skipped due to limited access, often caused by parked vehicles. These streets are being revisited once parking restrictions are in place. The City is asking residents to please move vehicles off the street where possible to help our crews work efficiently. 

Residents should give road equipment the space it needs to operate, especially those with flashing blue and amber lights. Parents and guardians should also ensure that children stay clear of snow piles to avoid any potential risks from moving equipment. 

Curbside collections (black, blue and green carts) will continue as scheduled for the remainder of the week. Proper cart placement will be key to successful collections. Residents are asked to roll out carts by 7 a.m. and place them in front of, or four feet to the side of, snowbanks to ensure collection truck arms can access carts. Road conditions in certain neighbourhoods can prevent collections from occurring. Please check saskatoon.ca/service-alerts to see if your neighbourhood has been impacted and your rescheduled collection date.

This afternoon, Saskatoon Light & Power experienced two separate power outages that affected customers in various areas of the city. Both outages were promptly addressed, and power was restored quickly.

The first outage lasted six minutes and affected east-central neighbourhoods, including Holliston, Adelaide Churchill, Haultain, Greystone Heights, Varsity View, Brevoort Park, Eastview and Nutana Park. The second event, lasting 17 minutes, impacted approximately 35,000 customers across the majority of the west, north, and east regions of the SL&P franchise area.

The outages were caused by the failure of a device called a Remote Terminal Unit (RTU) at the Taylor Street Substation. The RTU is a computer that enables remote operation of the substation. When the RTU failed, it inadvertently caused a switch to open, leading to the outages. The failed unit has been disconnected to prevent further disruptions, and its replacement is being prioritized for the coming weeks.

Today’s outages were unrelated to last week’s power issues caused by a mechanical failure of a switch at a different substation. The two incidents appear to be an unfortunate coincidence.

Saskatoon Light & Power prides itself on maintaining one of Canada's best reliability scores among electricity providers. Although equipment failures can happen from frequent use and exposure to the environment, SL&P’s team is committed to quickly resolving these issues to minimize any impact on customers.

With the influx of snow and colder temperatures, winter months typically see an increase in fires and carbon monoxide incidents. The Saskatoon Fire Department would like to remind residents to follow these winter safety tips: 

1. Check your exit/egress points 
   • Keep all doors and bedroom windows accessible and free of snow and other obstructions. They should be easy to open in case of an emergency.
   • Regularly review your fire escape plan and test all exits to make sure they are functional.
2. Clear snow and ice accumulation 
   • Check your roof for snow buildup. Melting snow that freezes can form ice dams, blocking drainage and causing water to seep under shingles, leading to leaks and damage.  
   • Keep intake and exhaust vents for furnaces and heating appliances free of ice and snow accumulations to reduce the risk of carbon monoxide build-up. 
   • When shoveling snow, clear fire hydrants of ice and snow so firefighters can quickly find and use them in an emergency. 
3. Inspect appliances and service equipment 
   • Regularly inspect the pipes and valves on fuel-burning appliances like water heaters, furnaces and gas stoves. Look for signs of wear, rust or leaks. 
   • Have your furnace, fireplace, water heater and other fuel-burning appliances cleaned and inspected by a professional to make sure they work properly and don’t emit carbon monoxide. 
4. Use electricity wisely 
   • Avoid overloading extension cords and power strips, as this can cause overheating and fires. 
   • Use cords rated for the device’s power needs and never use damaged or frayed cords. 
5. Test and maintain alarms 
   • Test smoke alarms monthly and replace batteries at least once a year. 
   • Place carbon monoxide detectors on every level of your home, especially near sleeping areas, and test them every three months. Replace units every seven years or sooner if required.

By taking these proactive measures, you can contribute to the safety and well-being of your family and neighbours. Stay safe this winter season! 

The City of Saskatoon has mobilized all available graders to clear snow and ice from residential streets. City and contractor crews will grade residential streets to improve mobility and access. Snow and ice will be stored in parking areas.

Operators will go around parked vehicles where possible, however, some streets will be skipped and returned to later with parking restrictions if access is limited. Please move vehicles off-street where possible and please give road equipment the space they need to operate, signaled by their blue and amber flashing lights. Parents and guardians are asked to ensure children stay away from snow piles to avoid potential risks.

The City will update saskatoon.ca/snow listing neighbourhoods that will see grading start within the next 48 hours. Additional neighbourhoods will be added as operations progress.

The City of Saskatoon has called in all available graders for tonight and the next few days to blitz local residential streets. City and contractor crews will shave off the top layer of snow ruts on local streets to improve mobility.

Grader operators will go around parked vehicles, but we encourage people to move vehicles if there is off-street parking available. As graders shave off the top layers of ruts the snow will be stored in the parking lane.

Saskatoon residents are waking up to slick city streets this morning following freezing rain overnight. Snow is expected to begin Sunday morning and continue throughout the day.

Crews have been working through the night on Circle Drive and other freeways, applying salt and sand where needed. There are 8 graders, 18 sanders and 6 plows out grading snow and ice on the highest priority streets such as Circle Drive, College Drive, 22nd Street, Idylwyld Drive and 8th Street. There are also sidewalk plows sanding bridge walkways and pathways to ensure these are passable for pedestrians.

Snow removal is planned for several priority streets over the next few days. This work may be delayed if crews need to shift focus to grading snow from high traffic streets. 

After freezing rain, snow and subzero temperatures, road conditions can be dangerous even with sanding and salting. Drivers are encouraged to adjust to winter conditions, keeping a safe distance from other vehicles.

Environment and Climate Change Canada is forecasting freezing rain beginning Saturday evening and continuing throughout the night and turning into snowfall on Sunday. City crews are fully prepared to manage the road conditions.

Roadway crews with 10 graders, 6 plows and 18 sander units with de-icing treatments will maintain priority streets starting with Circle Drive and expressways as well as on and off ramps and bridge decks and will continue to maintain city streets as long as the weather persists.

With freezing rain, snow and subzero temperatures in the forecast, road conditions can become dangerous. Drivers are encouraged to adjust to winter conditions, keeping a safe distance from other vehicles.

The Dudley Street Walking and Cycling Improvements project has been completed, with a 30 kilometre per hour (km/h) speed limit in effect since September 30, 2024. The third neighbourhood bikeway project to be completed in 2024, this joint investment of more than $2.6 million with the Government of Canada through the Active Transportation Fund has supported the construction of vital pedestrian and cycling infrastructure on Dudley Street between Dawes Avenue and Spadina Crescent. 

 “The Dudley Street improvements make it easier and safer for residents to choose active transportation options like walking and cycling,” says Jay Magus, Director of Transportation. “These connections are not only practical but also enhance the overall quality of life by linking our neighbourhoods, green spaces and workplaces.” 

The project includes the addition of one kilometre of shared-use pathway, 800 metres of neighborhood bikeway and approximately one kilometre of newly installed sidewalk. These enhancements connect residential neighborhoods with key areas such as the West Industrial Area, recreational spaces and the scenic Meewasin Trail along the South Saskatchewan River. 

“Whether walking, biking or driving, commuters need to reach their destinations as safely and efficiently as possible. Today’s completion of the Dudley Street Walking and Cycling Improvements project is great news for Saskatoon, providing the community with more options to get around,” says the Honourable Dan Vandal, Minister of Northern Affairs, PrairiesCan and CanNor, on behalf of the Honourable Sean Fraser, Minister of Housing, Infrastructure and Communities 

These new facilities will improve safety and accessibility for pedestrians and cyclists. The City of Saskatoon is committed to promoting active transportation and creating safer, more connected routes throughout the city.

The City recognizes December 6 as the National Day of Remembrance & Action on Violence Against Women. On December 6, 1989, 14 women were murdered at the École Polytechnique de Montréal in an attack driven by hatred of women’s rights.  

On this day, we pause to honor these women’s memories and reflect on how gender-based violence affects women today. It also serves as a call to action for us all to work towards preventing violence and advancing gender equality. Here in Saskatchewan, the City also acknowledges the harm and violence that is disproportionately directed at Indigenous women and girls.  

According to a Statistics Canada report released this year, Saskatchewan had the highest rates of reported family violence and intimate partner violence among the provinces in 2023 with 741 victims of family violence and 710 victims of intimate partner violence per 100,000 population. In Saskatchewan, Canada and around the world, women and girls face unacceptable violence and discrimination. 

The City is asking employees to wear a white ribbon or moose hide pin on December 6 as a way to initiate conversations on harmful words and behaviours that contribute to gender-based violence. The flags in Civic Square (south lawn of City Hall) and at all City of Saskatoon facilities are lowered each year on this day to remember the Polytechnique Montréal women and to honour all victims of gender-based violence. 

These conversations are important and so is understanding what supports are available. If you or someone you know is in an abusive situation and could use support, visit https://abuse.sk.211.ca.  Saskatchewan 211 has an incredible list of resources for many types of violent or abusive situations and can connect individuals with the supports nearest them. As always, if a person is in immediate danger, call 911.

The City of Saskatoon released its 2023 Climate Action Progress Report, detailing strides and ongoing efforts in reducing greenhouse gas (GHG) emissions and advancing climate mitigation, adaptation, and green network plans.

“We are encouraged to see the community emissions trending downward. Whether you are taking the bus or using active transportation, making home or business energy retrofits, or finding other ways to reduce your electricity consumption and tailpipe emissions, every little bit helps to keep moving us toward our larger goal of net-zero by 2050”, says Jeanna South, Director of Sustainability.

Emission Reduction Highlights

• Community GHG Emissions Reduction: Community-wide GHG emissions decreased by 12% relative to the 2014 baseline. Emissions were 3,371,700 tonnes CO₂e in 2023, down from 3,852,200 tonnes CO₂e in 2014. The largest reductions were seen in the Stationary Energy and Waste sectors.
• Corporate (City operations) GHG Emissions Reduction: Corporate GHG emissions decreased by 7% relative to the 2014 baseline. Emissions were 207,400 tonnes CO₂e in 2023, down from 222,200 tonnes CO₂e in 2014. The largest reductions were seen in the Streetlighting and Buildings sectors.
• Interim Targets: Despite these reductions, Saskatoon fell short of its 2023 interim targets. The City aimed for a community reduction of 15% below the 2014 baseline and a Corporate (City operations) reduction of 40% below the 2014 baseline. Updated interim targets based on remodeled projections toward the City’s 2050 net-zero emissions target will be included in the new Climate Action Plan, expected in 2025.

For the first time, this progress report includes information on the Green Network to recognize the importance of nature-based climate solutions in the City’s climate action planning.  While this reporting is at a starting point, nature-based climate solutions are key to achieving the net-zero emissions target of the new Climate Action Plan being detailed and delivered in 2025.

Progress on Key Plans

• Green Pathways: Progress includes the initiation of natural area management plans for the Small Swale and Richard St Barbe Baker Afforestation Area, planning to install food forests in Leif Erickson Park and Boughton Park, and the incorporation of green network considerations into park upgrade designs for Parkridge Park, John Avant Park, Forestry Farm Linkage, Balsam Park, Parc Canada, Buena Vista Park, Robert Hunter West Park, and Weaver Park.
• Low Emissions Community (LEC) Plan: Highlights include completion of 100 residential home energy efficiency retrofits through the Home Energy Loan Program (HELP), construction of a BRT Pilot Station, a 33% waste diversion rate, and significant savings from park and sports field irrigation pilots.
• Corporate Climate Adaptation Strategy: Progress includes the establishment of the Climate Adaptation Program, implementation of weather-related procedures for outdoor staff, and completion of a Crisis Communications Plan.

Climate action not only addresses environmental concerns but also enhances health, quality of life, and economic stability. It offers long-term savings and reduces risks for the community.

The Green network supports biodiversity, mitigates extreme weather impacts, and improves storm water management, while promoting health and well-being through access to green spaces, recreational opportunities, and enhanced urban aesthetics.

The province-wide household packaging and paper recycling program led by SK Recycles has launched. SARCAN depots are now accepting several materials that were previously hard to recycle. This means residents of Saskatchewan can now responsibly recycle the following items:

• Flexible plastics including plastic bags, zipper-lock pouches and crinkly packages,
• Foam packaging including takeout containers and foam trays.

As a reminder, the City’s curbside and multi-unit recycling programs do not accept flexible plastics or foam packaging. Flexible plastics can jam or damage recycling sorting equipment. Both flexible plastics and foam packaging materials are hard to separate from other recyclable items and could result in other materials no longer being recycled.

City Council today unanimously approved the City of Saskatoon’s 2025 Adjusted Business Plan and Budget. After a day and a half of deliberations, the new City Council made key adjustments to the City’s fiscal plan, increasing investments in priority areas like community safety and snow and ice management, while doing so in an affordable way. To that end, City Council voted to increase the funding for the City’s snow and ice management program by an additional $500,000 bringing the total increase for this program to $1.6 million. City Council also voted to increase investment in policing by $8.5 million and added additional bylaw inspectors to address safety concerns.

The 2025 budget deliberations got off to a good start as the Administration revised its fiscal forecast by adding $2 million in investment income. “This is a welcome development,” says Chief Financial Officer, Clae Hack. “Investment revenue continues to outperform our expectations as bond yields have remained higher than forecasted and we continue to have higher bank interest than originally planned, despite several Bank of Canada interest rate reductions.”

City Council made additional adjustments during the deliberation process and, together, these measures trimmed the 2025 property tax increase by almost one full percentage point, as City Council landed on a 4.96 per cent property tax increase to help pay for crucial investments.

“I applaud the work of our new Council for working together to reduce the budget, while also investing in strong core services,” said Mayor Cynthia Block. “New support for homelessness, community safety and the snow and ice budget will help to meet the demands of our growing city.”

Despite the proposed property tax increase, the City of Saskatoon has among the lowest municipal property tax levels for both residential and non-residential properties in Canada.

The City’s 2025 budget address key priorities in a time of unprecedented growth. Estimates indicate that Saskatoon added more than 26,000 residents in just two years, and its population is estimated to be at or near 308,000 in 2024. This rapid growth, coupled with a strong labor market and one of Canada’s lowest unemployment rates, has driven unprecedented demand for City services.

At the same time, rising costs for service contracts, construction, materials, and supplies have placed significant pressure on service delivery. The 2025 budget tackled those challenges by responsibly investing in the core services that ensure the safety, mobility, and quality of life for all Saskatoon residents.

The City’s 2024-2025 Business Plan and Budget invests in the areas that matter most to the people of Saskatoon – transportation, public safety, and community support. In particular, the 2025 budget builds on the fiscal plan set out by City Council almost two years ago. It delivers record funding into essential projects, services, and programs that reflect the City’s ongoing efforts to balance fiscal sustainability with community priorities.

The City thanks all residents, organizations and business owners in Saskatoon who wrote in or spoke to City Council regarding the 2025 budget. We value all input received from the community at large.

The City celebrates the contributions to our community from persons with disabilities on December 3, the International Day of Persons with Disabilities. Persons with disabilities add to the richness and diversity of our community and bring unique perspectives and strengths that benefit us all. This day is dedicated to celebrating the invaluable contributions of persons with disabilities in all aspects of life, including the workplace. 

In 2022, the disability rate for persons aged 15 years and over in Canada was 27 percent, which is nearly 8 million people. That’s why it is so important that we create and maintain a community that provides the supports and inclusivity that makes every resident feel valued and welcome regardless of abilities. It is also important to create and ensure that our work environments are spaces where everyone can thrive. 

This year and next, the City will develop an accessibility plan that aligns with the standards set out in the new Accessible Saskatchewan Act. This Act is designed to address barriers for people with disabilities in Saskatchewan. In accordance with the Act and working with an advisory committee that includes persons with disabilities and those who work and advocate for persons with disabilities, the City of Saskatoon will work to identify, remove, and prevent these barriers and make our community more inclusive and accessible. 

The International Day of Persons with Disabilities was established in 1992 at the United National General Assembly.

The warming location at St. Mary’s on Avenue O South will be open as of December 2, 2024. St. Mary’s will be operated by the Salvation Army and will be open overnight from 11:00 p.m. to 8:00 a.m. every day of the week. This new location is in addition to the Saskatoon Indian and Métis Friendship Centre (SIMFC), which is open every day from 11:00 p.m. to 9:00 a.m.

On November 27, 2024, City Council approved a contribution of $200,000 in City funds to support the $1.2M Winter Navigation and Warming Centres capital project. The remaining $1M in funding was received from other levels of government, local community organizations and private contributions. The acquired funding will support:

• Evening warming centre operated by The Saskatoon Indian and Métis Friendship Centre located on Wall Street
• Overnight warming location for women operated by the Saskatoon Indian and Métis Friendship Centre located on Wall Street
• Overnight warming location for men at St. Mary’s Parish on 20th Street operated by the Salvation Army
• Additional overnight outreach services operated by Sawēyihtotān

“We are truly thankful to all our partners who have been actively engaged in a collaborative process and who have been instrumental in getting these two overnight warming locations operational,” says Pamela Goulden-McLeod, Director of Emergency Management Organization. “As temperatures drop, our priority is to provide a warm safe location for all residents during the winter. We recognize homelessness is a complex issue that requires a comprehensive community response and we remain committed to looking out for our most vulnerable residents and relatives.”

Additionally, there are many daytime warm-up locations available for those needing to find somewhere to get out of the cold weather. Posters with this information are printed and available through key partners in the community and an informational graphic is available on the Saskatoon Fire Department and City of Saskatoon social media channels for sharing.

As we approach the holiday season, the Saskatoon Fire Department (SFD) wants to remind everyone about fire safety. The festive season is often a time for greater use of electric lights, candles, space heaters, fireplaces, stoves and live trees.  

Following a few simple tips will help make sure you and your family can prevent a fire from ruining your holidays: 

• Pick a tree with fresh green needles and make sure to water it daily. A dry tree can catch fire easily. 
• Have an emergency escape plan and make sure your Christmas tree and other decorations are not blocking exits such as windows or doors. 
• Check your holiday lights for frayed wires, damaged sockets, or loose bulb connections. 
• Give your heater a metre. Clothes, curtains, furniture and other combustible objects that are too close to a heat source can catch fire. 
• Watch what you heat. Unattended cooking can lead to a fire. 
• Test your smoke and carbon monoxide alarms. Replace the batteries every year and replace the alarm every 10 years. 
• Avoid overloading circuits and electrical outlets. Too many plugs and extension cords can cause overheating and lead to a fire. 
• Consider using flameless candles when decorating your home. 
• Blow out a burning candle before you leave the room or before you go to bed. Never leave burning candles unattended. 
• Make sure all electrical cords are tucked away and kept neat and tidy. When cords are exposed, pets can be tempted to chew on them, or people could trip and fall. 
• Keep flammable objects away from the stove. Objects too close to the burner can catch fire. 
• Turn off all holiday lights before going to bed or leaving your home. Many electrical fires are started when outlets or wires overheat. 

SFD encourages you to take extra safety precautions this holiday season to make sure your time with family and friends remains free of unwanted fires.

Beginning this month, Saskatoon’s Green Cart collection will transition to a monthly schedule for winter (December, January, February, and March). This change was approved by City Council on June 4, 2024 and reflects feedback from residents and data from the first year of the city-wide Green Cart program.

Residents are advised to check their collection dates online at saskatoon.ca/collectioncalendar or by downloading the Saskatoon Waste Wizard app. Green cart collections will occur on the same day of the week as previous, but once every four weeks. Calendars for all curbside collection types are now available online.
