Inland Steel secures deal in Marquis Industrial: Avenue P yards to close

Saskatoon Land and Inland Steel Products have reached an agreement on a parcel in the Marquis Industrial area which will lead to the relocation of the company’s current operations at Avenue P and 17th Street West. 

“Reaching this land agreement with Saskatoon Land creates the opportunity for our company to build a new headquarters and state-of-art metal recycling facility in Saskatoon, where our family business was formed 55 years ago,” says Matt Ditlove, President of Inland Steel Products. “This investment demonstrates our company’s continued commitment to serving the people of Saskatoon and surrounding area, and to the creation of additional jobs for our community.” 

The new expanded metal recycling facility on the Marquis lands will ensure a fast and stress-free experience for recycling scrap metal in Saskatoon, for both industrial vendors and individuals.  Furthermore, the state-of-the-art processing equipment will increase the company’s ability to recycle more volume and continue to grow the company’s ability to service clients throughout Saskatchewan.   
 
Mayor Charlie Clark says Inland’s decision demonstrates confidence in Saskatoon’s future, which is especially welcome as we come through the pandemic. 

“This project is a big win-win for the community and for Inland Steel.  It is a great commitment by Inland Steel to continue to grow this company and create good jobs right here in Saskatoon, as they expand their activities across the continent.  Moving their activities from Avenue P to the North Industrial will also reduce heavy industrial activity close to the homes and schools in that area, which has been a long term goal for the city.” 

The City had three parcels that total nearly 12.4 hectares (30.6 acres including a 10.7 ha or 26.4 acre industrial site) which had been held back from the market with the strategy that it would attract a heavy industrial buyer such as Inland Steel Products to foster expansion, relocation and job creation in the region. 

“These parcels are shovel-ready,” says Frank Long, Director of Saskatoon Land.  “All are fully serviced and immediately available for construction.” 

The land deal will set in motion the opportunity to have the current Inland Steel site rezoned for light industrial uses. 

“We’ve wanted to move away from heavy industrial uses in this area for many years,” says Director of Planning and Development, Lesley Anderson.  “With Inland’s eventual departure, future land use on the site as a light industrial use will be a better fit with the surrounding residential neighbourhoods.”

City recognizes National Indigenous Veterans Day

November 8th is National Indigenous Veterans Day; a day to recognize the historic and present-day military service contributions of Indigenous people.

It has been estimated that as many as 12,000 First Nations, Métis, and Inuit people served in the great conflicts of the 20th century and at least 500 lost their lives. Indigenous people have had to overcome many challenges to serve in uniform—from learning a new language and adapting to cultural differences, to travelling great distances from their remote communities just to enlist.

Indigenous men and women have continued to serve in uniform in the post-war years as well. For example, by fulfilling North Atlantic Treaty Organization (NATO) duties in Europe during the Cold War and serving with United Nations and other multinational peace support operations around the world. In more recent years, many Indigenous Canadian Armed Forces members saw hazardous duty in Afghanistan.

Closer to home, Indigenous military personnel have filled a wide variety of roles, including serving with the Canadian Rangers. This group of army reservists is active predominantly in the North, as well as on remote stretches of our east and west coasts. The Rangers use their intimate knowledge of the land there to help maintain a national military presence in these difficult-to-reach areas, monitoring the coastlines and assisting in local rescue operations.

Saskatoon Mayor Charlie Clark says: “Today we recognize the service and sacrifice of Indigenous veterans in our country. Despite facing the harms from government policy that we continue to come to terms with, thousands of Indigenous men and women have signed up to serve shoulder to shoulder with their non-Indigenous neighbours. They have done this across the country and through the generations. We thank them for this service to our shared nation.”

The City’s Indigenous Initiatives Director, Melissa Cote, says: “Indigenous people have a long and proud tradition of serving in Canada’s military. Unfortunately, their contributions are often overlooked and underappreciated. I encourage people to take some time today to learn about the stories and contributions of Indigenous veterans and those individuals currently serving. They have demonstrated - and continue to demonstrate - bravery, courage, and leadership.”

City announces several public artwork installations in Saskatoon

The City is pleased to announce several recent public artwork installations at various locations throughout the Downtown, Riversdale and Broadway areas:  

“Make a Wish” by Kyle Thornley. Steel sculpture that captures the essence of resilience, growth and optimism expressed through a mature dandelion stalk and seeds, held by vibrant, colourful fingers. Located Downtown at the corner of 2nd Avenue N and 23rd Street E.

“Inner City” by Josh Jacobson. Mural highlighting an urban female jackrabbit bounding towards Saskatoon city centre. “Inner City” is 1,675 square feet in size, making it one of the largest murals in the city. Located in River Landing beneath the Senator Sid Buckwold Bridge.

“Resurgence” by Ruth Cuthand and Henry Lau, painted by Steven Paul. 3D aluminum sculpture of a buffalo cow and calf in an intimate position, representing the relationship between Indigenous people and the buffalo. Located in the Riversdale Business Improvement District (BID) at the corner of 20th Street and Avenue B.

“Carousal” by Karen Ho Fatt Lee. Two aluminum carousel-type horses coated in brightly coloured paints (orange, yellow and blue) and attached with a center pole. “Carousal” is a play on words, a merry-go-round of fun and boisterous (carousing) merrymaking. Located in the Broadway BID at the corner of Broadway Avenue and 10th Street.  

“Saadat Qalbi/Miyawâtam 1” by Ruth Cuthand and Suada Jailan, curated by Dr. Jen Budney. Hand-painted aluminum sculpture composed of floral motives inspired by both Cree/Michif beadwork and traditional East African henna design. Located in the Broadway BID at the corner of Broadway Avenue and Main Street.

Seasonal decorations going up on city bridges on Tuesday

Saskatoon Light & Power will be putting up seasonal decorations on city bridges starting tomorrow. Work will impact traffic on the following bridges: 
 
University Bridge – Tuesday, November 9 from 9:00 a.m. to 12:00 p.m.  
Broadway Bridge – Tuesday, November 9 from 1:00 p.m. to 4:00 p.m. 
 
Due to the time it takes to install seasonal decorations, work needs to start early. Decorations will not be turned on until after November 11. 
 
These will be moving work zones and will impact traffic in both directions. Road users are reminded to slow down in work zones and be respectful of workers.

Free transit for past & present military on Remembrance Day

Saskatoon Transit is recognizing veterans and current members of the Canadian Armed Forces with free transit service on Remembrance Day.  
 
The free bus service will be offered to armed forces veterans and current serving personnel, including cadets and reservists. Free bus service will also be provided to their one companion.  
 
Eligible transit users can identify themselves by wearing a military uniform or presenting military ID or a CF1 card when they board.  
 
Providing free transit to veterans and current members of the Canadian Armed Forces is a way to recognize the tremendous commitment they have made, and continue to make, to the community and country.  
 
Saskatoon Transit buses will also display a “Lest We Forget” message on November 11.

CO Awareness Week: safety, symptoms and emergency preparedness

During Carbon Monoxide Awareness Week (November 1-7), the Saskatoon Fire Department (SFD) wants to remind residents that carbon monoxide alarms save lives.

Carbon monoxide (CO) is a “silent killer” because it is an invisible, tasteless and odourless gas. Exposure to carbon monoxide can cause flu-like symptoms such as headaches, nausea, dizziness, burning eyes, confusion, drowsiness or loss of consciousness. In severe cases, CO poisoning can cause brain damage and death. The elderly, children and people with heart or respiratory conditions may be particularly sensitive to CO.

Recently, The Uniform Building and Accessibility Standards Regulations (the UBAS Regulations) were amended to require all Saskatchewan residential buildings to have working CO alarms (or combination CO-smoke alarms) installed by July 1, 2022. CO alarms should be installed outside each sleeping area and are most effective when interconnected throughout your home. Testing CO alarms should occur each month and the batteries replaced at least once a year. CO alarms should be replaced every seven years, or sooner according to manufacturer’s directions.

CO incidents account for approximately two per cent of SFD’s responses. Most cases involving CO are quickly mitigated; however, some require additional resources or action. Each SFD fire engine comes equipped with a CO monitor capable of determining the parts-per-million (PPM) concentration of CO in the air. Firefighter-paramedics can also measure and treat the carboxyhemoglobin level in the blood of a patient by using a non-invasive medical assessment tool on scene and immediately begin appropriate treatment if necessary.

In an emergency, seconds count; a functioning carbon monoxide alarm can be the difference in preventing a tragedy in your home. If your CO alarm is sounding or if you believe you are experiencing the effects of CO poisoning, evacuate all occupants and pets from the home and immediately call 911.

City Council to review options for school and playground zones

Year-round school zones and the introduction of playground zones with reduced speed limits were endorsed at City Council’s Standing Policy Committee on Transportation today. City Council will debate the merits of the recommended options for these zones and vote at its November 22 meeting. 

The recommendation would align the City’s school zone policy with national guidelines and implement other best practices for pedestrian safety, including: 

  1. New playground zones with reduced speed limit of 30 km/h; 

  1. Year-round lower speed limits in both school and playground zones 7 days a week from 7 a.m. to 9 p.m. 

  1. Adjustments to posted signs and length of current school zones; and  

  1. Removal of lower speed school zones from high schools, designating them a “school area” where U-turn are still restricted.  

There is no recommendation to develop a lower speed limit in areas with more seniors. Other measures such as traffic calming or pedestrian crossing devices will continue to be used to ensure pedestrian safety at important crossings near these facilities.

City Council defeats The COVID-19 Gathering Bylaw, 2021 No.9782

City Council defeated The COVID-19 Gathering Bylaw, 2021 No.9782 on second reading at its meeting Friday, October 29, 2021. The bylaw was brought forward at the request of Council as an additional health and safety measure to help reduce the spread of COVID-19 and attempt to diminish the strain that hospitals, medical staff and ICUs currently face.  
 
Council directed Administration to report back on recommended methods to share current COVID-19 data with residents, such as the modelling data presented to City Council at its meeting on October 25, 2021. The legend for the different scenarios as shown in the modelling data is below:
  • Red: 16% reduction in gathering size but no decrease in proportion of people mixing in the community.
  • Olive: 43% reduction in gathering sizes but no decrease in proportion of people mixing in the community.
  • Green: modest reduction in people mixing in community.
  • Blue: greater reduction in people mixing in community (half of pre-pandemic mixing).
  • Magenta: greater reduction in people mixing in community (half of pre-pandemic mixing).
Public Health Order Reminders
 
As a reminder, the current Provincial Public Health Orders in place impacting City facilities are as follows:
  • Proof of full COVID-19 vaccination or negative test within 72 hours are mandatory for ages 12 and over within all Leisure Centre areas and indoor arenas as per a Public Health Order and subsequent Council direction.
  • A Public Health Order requires masks to be worn in all indoor public spaces including all City facilities.

City waste diversion programs set to wrap up after another successful season

The City of Saskatoon will be wrapping up some of its increasingly popular waste diversion programs for the 2021 season.

Household Hazardous Waste Drop-off

The HHW Drop-off program had another great year, averaging 466 participants per event and receiving a total of 135,015 kg of hazardous waste to date. The most recent event held on October 3 had a record 710 participants.

  • The final HHW Drop-off Day of 2021 is scheduled for Sunday, November 7 (9:00 a.m.–3:30 p.m.) at the Civic Operations Centre (57 Valley Road).
  • Approximate wait times will be posted periodically on the day of the event on the Facebook event page.
  • Event staff are prepared to accommodate a high volume of traffic, although residents are reminded to consider other means of safe disposal for the more common household hazardous items (e.g. batteries, light bulbs, paint, used engine oil) to avoid the long line-up and wait time. Residents are encouraged to visit saskatoon.ca/wastewizard or get the Saskatoon Waste Wizard app to search an item for recycling and disposal information.

Subscription Green Cart Program

Over 1,500 new subscribers joined the program this year bringing the total to 11,915 curbside households. This helped the City divert approximately 3.3 million kg of food and yard waste from the landfill. 

  • Final collections for Green Cart subscribers will happen November 1–5. All subscribers will receive a bonus Green Cart collection on their scheduled pickup day, regardless of when their previous collection was performed. Carts should be placed at the curb by 7:00 a.m. to ensure successful collection.
  • Renewal and registration for the 2022 season will begin on January 4, 2022 at saskatoon.ca/greencart.

Compost Depots

The two compost depots have welcomed over 64,000 vehicles this season. The west depot shredded approximately 3000 tonnes of wood into mulch and produced approximately 7,500 tonnes of finished screened compost that will be made available to Saskatoon parks, community gardens, the Dig-Your-Own program, and for bulk purchase.

  • Both the East and West Compost Depots will remain open until Saturday, November 6 for any excess yard waste that may not fit in residential Green Carts.
  • The Compost Depots will then close for the winter season and re-open in April 2022.
  • This will also be the last chance to take advantage of compost and mulch at the West Compost Depot; available for bulk purchase and at no charge for Dig-Your-Own customers.

New map highlights areas affected by SL&P power outages

Saskatoon Light & Power (SL&P) has launched a new interactive power outage map, making it easier than ever for customers to access and view outage information. 

“While our crews are troubleshooting and repairing an outage, we’re committed to keeping customers informed in the easiest, most helpful way,” says Trevor Bell, Director of SL&P. “Service alerts issued on Twitter and on the City website are the primary form of communication for outages, but now the map will also be included with the alerts making it easier to see the area impacted, cause, and estimated time of repair.”  

Outages are either identified from data notification from the electrical system (i.e. smart meters) or through calls from customers. Crews are then dispatched to determine the cause of the outage, and then isolate the issue and complete the repair. Outages may involve minor work, such as trimming trees away from power lines, or much larger tasks such as replacing broken poles, faulty cables, or damaged transformers. Repair work can take minutes or up to several hours.  

“Prior to the power outage map, the impacted outage area was written in a service alert, but since the outage area usually does not follow neighbourhood boundaries it can be difficult to describe the affected area accurately,” says Bell. “While the written information will still be provided, the new map will be a better visual representation of the outage area and will be especially helpful in the event of planned outages.” 

Bell adds that Saskatoon Light & Power’s index of reliability in 2020 was 0.9998, which means that power was delivered to the average customer 99.98% of the time. 

Saskatoon Light & Power provides power to over 60,000 properties within its service area. All customers outside of the service area should refer to the SaskPower website for any outage related information.

City invites feedback on draft Strategic Plan 2022-2025

The City is seeking public input on its draft Strategic Plan for 2022-2025. The current Strategic Plan for 2018-2021 will be retired at year’s end.

The City has been working to develop the new strategic plan over the course of the past year. The document is intended to capture the priorities and direction for the City over the next four years. The draft plan includes three pillars that underline how the City will achieve the goals set out in its plan:

  • Advance City Council's Priorities
  • Deliver Excellence in Core Services and Operational Priorities
  • Drive Corporate Transformational Change

Why do we need a Strategic Plan?

The Strategic Plan is a guiding document that sets out the City’s big picture. It outlines the specific outcomes that City Council and Administration will work together to achieve over the next four years. Strategy does not cover all the important work a City does. Strategy speaks specifically to the changes and improvements that are planned over a period to ensure Saskatoon remains a city that residents are proud to call home.

Public Input

The City is gathering feedback on the draft plan and content of the three pillars. This feedback will be presented alongside the plan at the Nov. 22nd meeting of City Council. The Strategic Plan presentation and the discussion that follows will be available via livestream at saskatoon.ca and residents are welcome to tune in.

The 2022-2025 draft Strategic Plan and the accompanying survey are available now at saskatoon.ca/engage. City proclaims November 1 to 8 Health Care Worker Appreciation Week: 40% discount offered at City Indoor Leisure Centres

City Council today proclaimed November 1 to 8, 2021, Health Care Worker Appreciation Week in Saskatoon.   

 

“On behalf of the City of Saskatoon, Saskatoon City Council extends its sincere gratitude and appreciation to all health care workers who continue to show heroic efforts in protecting our community during the COVID-19 pandemic,” says Mayor Charlie Clark.  

In appreciation for all the physicians, nurses, health care aides, home care providers, pharmacists, paramedics, emergency management teams and all others working in health care, the City is offering a 40% discount on a family, adult or youth Leisure Centre general admission during Health Care Worker Appreciation Week -- November 1 to 8, 2021.   

In addition to the required vaccination or negative test proof, health care workers will be asked to provide proof of employment in order to receive the discount. The offer is valid at all City Leisure Centres including Cosmo Civic Centre, Harry Bailey Aquatic Centre, Lakewood Civic Centre, Lawson Civic Centre, Saskatoon Field House and Shaw Centre.

2021 road, water main and sidewalk construction wrapping up

Travelling on College Drive from Central Avenue eastbound to the edge of the city is a much smoother experience, thanks to a four-week long road resurfacing project over the summer. Laying new asphalt on that stretch to improve the condition and make it longer lasting was one of the most significant initiatives undertaken by the City during the 2021 construction season.

“Several of our road projects finished earlier than expected and we had more time to finish others, due to a very dry summer and above average temperatures that extended into the fall,” says Terry Schmidt, General Manager of Transportation and Construction. “Overall, work was generally steady and uninterrupted, and we were able to improve approximately 207 kilometers of roads this year.”

In addition to College Drive and the rehabilitation of the Circle Drive overpass at 8th Street, which finished early, Schmidt says road construction took place following water main replacements in neighbourhoods like Caswell Hill and Nutana. 

“We replace water mains and service connections at the same time. The roads excavated during that work are then completely resurfaced and repaved from curb-to-curb.”

Approximately 22 kilometers of water mains and sanitary sewer mains were replaced or rehabilitated in 2021 – about the distance from Saskatoon to Martensville.

Sidewalk improvements are just as important as road maintenance every year. City departments have been working collaboratively to make significant improvements to the management and execution of the Sidewalk Repair Program. So far in 2021, crews have repaired or rehabilitated approximately 28 kilometers of sidewalks and curbs. That work will continue for as long as the weather allows this fall.

Significant progress has been made on Saskatoon roads, sidewalks and water mains in recent years and the City of Saskatoon thanks residents for their patience and cooperation.

20th Street closed between Avenue W and Avenue Y starting Thursday

20th Street will be closed between Avenue W and Avenue Y starting Thursday, October 21, at 8:00 a.m. for valve replacement work. Avenue X will be closed between 19th and 21st streets during this project. Detours will be in place guiding motorists around this work. This project is expected to take two days to complete, barring any unforeseen circumstances or weather delays.     

Saskatoon Transit may be affected by these detours. Transit service alerts and real-time bus information is available on third-party apps like Transit and Google Maps Transit on desktop.
