City reminds drivers to slow down during expressway maintenance
March 28, 2024 - 1:15pm
Starting April 1, crews will be completing ongoing cycles of mowing and litter cleanup along City expressways. Please slow down when driving by work zones for the safety of crews working adjacent to the expressway.
Drivers are also reminded to cover and secure their cargo when driving on the expressway. Unsecured cargo is the main source of expressway litter and drivers can be subject to ticketing, as per Waste Bylaw 8310.
Securing cargo is not only important for protecting your vehicle and the items that you are carrying, but it is also a critical step in helping to prevent dangerous accidents. You are encouraged to use ratchet straps, bungee cords and/or tarps depending on what you are carrying. This will help to secure your cargo, minimize litter, and help keep everyone safe on the road.
The Circle Drive/Expressway Mowing Program consists of maintenance and upkeep of higher speed roadways around Saskatoon. This program focuses primarily on maintenance items such as: litter removal, mowing, and trimming running April 1 until October 31. The roadways included within this program are main artery highways going to and from Saskatoon, Expressways (or freeway) roads and Circle Drive (highway).

Lorne Avenue closed from Taylor to 4th streets on Tuesday

Lorne Avenue will be closed between Taylor and 4th streets on Tuesday, April 2, starting at 9:00 a.m. for tree pruning. Detours will be in place guiding motorists around the work zone. This project is expected to take a day to complete, weather permitting and barring any unforeseen circumstances.

City facility proposed as long-term, cost-effective organics processing option

The Standing Policy Committee on Environment Utilities and Corporate Services will consider long-term options for city organics processing at its meeting Tuesday, April 2.
“As we explored options for long-term organics processing, it made sense to consider the West Compost Depot since it will need to be relocated due to future development,” says Brendan Lemke, Director of Water & Waste Operations. “After a deeper evaluation, it was clear that constructing a City-owned facility would offer the best long-term costs for providing both organics processing for the green cart program and public-drop off services.”
In a decision report to the Committee that includes a thorough analysis of long-term organics processing options, Administration recommends building a city-owned organics processing facility. This would provide organics processing for the green cart program and a location for public drop-off to replace the West Compost Depot. The analysis shows this option would have the lowest long-term cost impact for residents and it offers all the same services for residents. Also, the cost could be further reduced if the City is successful in its funding application to the Low Carbon Economy Challenge Fund.
The city-wide curbside organics program launched in May of 2023. In 2020, Green Prairie Environmental Ltd. (GPE) was awarded a contract to process organics materials, however, GPE has not fulfilled their obligations under the organics processing contract. As a result, the City requires a long-term strategy for processing curbside organics. A comprehensive report on performance of the green cart program will be presented later this year.
Since the green cart program launch, more than 18,000 tonnes of organic waste have successfully been diverted from the landfill. The Solid Waste Reduction and Diversion Plan projected that the annual diversion would be between 15,000 and 22,000 tonnes per year. The lower range of the estimated diversion rate has been exceeded within the first nine months of the program. To learn more about the Green Cart program, visit saskatoon.ca/greencart.

Pruning Ban for Elm Trees Takes Effect Monday, April 1

- Not pruning elms during the provincial pruning ban (April 1 to August 31)
- Not bringing elm wood into the city, storing elm wood for more than a day, or burning elm firewood
- Always disposing of elm wood at the City Landfill
- Sanitizing tools after working on elm trees
- Not building treehouses in elm trees, as the nail and screw holes can attract elm bark beetles
- Reporting dead or dying elm trees or branches to the City
This PSA has been updated to reflect correct dates.
One in every four trees in Saskatoon is an elm tree and threatened by Dutch elm disease (DED). The City reminds residents that the provincial ban on pruning elm trees is from Monday, April 1 to Saturday, August 31, 2024.
Provincial regulations also prohibit the storing, transport and use of elm wood for any purpose. This includes wood chips, firewood, wood slabs and branches. The only permitted movement of elm wood is to the City’s designated disposal site at the City Landfill.
What is DED?
DED is a serious disease caused by a fungus that clogs the elm tree’s water and nutrient conducting system, which eventually causes the tree to die. DED was introduced in North America in the 1930s and has since wiped out millions of elms across Canada and the United States.
How is DED spread?
In Saskatchewan, the disease is spread by several species of elm bark beetles. These beetles can fly farther than two kilometres in search of elm trees. The DED fungus has tiny spores that stick to the body of the beetle. Elm bark beetles can carry these spores and infect other elm trees. The fungus can also be spread by infected pruning tools.

How to identify and report unhealthy elm trees and firewood
American elm trees with DED may start showing symptoms as early as June. Typically, the leaves will start to wilt and turn yellow, then curl and turn brown. If you suspect an unhealthy elm tree or are unsure of what type of firewood you have, take a photo and complete the online form at saskatoon.ca/dutchelmdisease or call Urban Forestry at 306-975-2890.
Anyone wishing to prune elm trees during the ban must obtain a permit and are asked to call the City’s Parks Department at 306-975-2890 for more information. By following the provincial regulations and maintaining elm trees on your private property, all residents can help prevent the spread of DED in Saskatoon.

City’s Assessment Office; centralized location for new appointment protocol, starts April 2

Previously, members of the public could visit the Assessment & Valuation Office one block north of City Hall; from April 2 onwards, the Assessment Office at 325 3rd Avenue North, will be for City employee’s only with no public access.
“Our Assessment & Valuation team will continue to be as flexible as possible with members of the public seeking to meet with us by appointment at City Hall,” says Bryce Trew, City Assessor. “It remains important for us to have in-person meetings. City announces 2024 Living In Harmony Award recipients

On the International Day for the Elimination of Racial Discrimination, and during Cultural Diversity and Race Relations Month, the City is pleased to announce the 2024 Living In Harmony Award recipients. These awards recognize outstanding achievements in contributing to community harmony through the elimination of racial discrimination.

Nominations/submissions were accepted between February 7 and March 7, 2024. The winners were selected by the City of Saskatoon's Diversity, Equity and Inclusion (DEI) Advisory Committee. The committee members expressed how difficult it was to pick 2024 winners due to the high quality of submissions. Rock Your Roots is back on National Indigenous Peoples Day

City co-chaired Reconciliation Saskatoon is hosting the Rock Your Roots: Walk for Reconciliation on June 21, 2024—National Indigenous Peoples Day. This walk gathers Indigenous, non-Indigenous and newcomer peoples to honour the truth of the Residential schools and those who survived them, as well as demonstrate our collective commitment to reconciliation.
Rock Your Roots began in 2016 as part of the celebrations on June 21 to honour Indigenous Peoples in Canada. In 2022, the event was postponed due to weather and took place on September 30—the first National Day for Truth and Reconciliation. This tradition was continued in 2023, a decision made by Residential School Survivors. After Rock Your Roots last year, Survivors spoke about how they missed seeing school buses full of children arriving to the walk. Since schools are closed on September 30 to acknowledge the National Day for Truth and Reconciliation, teachers are not able to facilitate the participation of their students in the Rock Your Roots event.
“I had a dream of walking for Residential School Survivors that didn’t have a voice,” says Jamie Fiddler, Residential School Survivor. “This Rock Your Roots walk is a covenant of truth or ‘tāpwēwin’ and reconciliation or ‘miyo-wâhkôhtowin.’ As we are one family, we walk and heal together, going into the future.”
Reconciliation Saskatoon creates lesson plans and activities for classrooms leading up to the event, so that learning and engagement takes place before, during, and after the Walk. With the 2024 Rock Your Roots returning to June 21, Reconciliation Saskatoon and Residential School Survivors can deepen their engagement with students across the city.
Participants of the Walk for Reconciliation are invited to “Rock Your Roots” by wearing orange or contemporary/cultural regalia, or carrying signs that celebrate their heritage. Knowledge Keepers will start the day with a ceremony. Residential School Survivors will be honoured by leading the walk. Along the route, an international cast of singers, dancers, and musicians will celebrate the diverse cultures of Saskatoon.
Reconciliation Saskatoon is grateful to the incredible community that has made this walk possible. Organizations like the Central Urban Métis Federation Inc. (CUMFI) have put the strength of their community behind Rock Your Roots.
“Rock Your Roots is a day we honour our Residential School Survivors by coming out and showing community support,” says Shirley Isbister, President of CUMFI. “Gather your families, friends, business, and office staff. Make signs, wear your cultural regalia, and come out and Rock Your Roots.”
Reconciliation Saskatoon also recognizes the incredible support of Community Investors. Blue Cross Saskatchewan was the first investor to come forward in 2024.
“Last year we had the privilege of being a part of this incredible display of diversity in our community,” says Kelly Wilson, President and CEO of Saskatchewan Blue Cross. “We’re excited to partner with Reconciliation Saskatoon to participate in the journey of Truth and Reconciliation in Saskatchewan and celebrate diversity in the province.”

City of Saskatoon stopping prohibition bylaw aiming to enhance pedestrian safety

The City of Saskatoon has passed amendments to Bylaw No. 7200, The Traffic Bylaw, aimed at improving pedestrian safety.
The updated bylaw includes a 15-metre stopping prohibition before marked pedestrian crosswalks, along with a 10-metre stopping prohibition after the crosswalk, unless otherwise specified by traffic signs.
"While our city continues to grow, it's imperative that we prioritize the safety of all road users, particularly pedestrians," says Jay Magus, Director of Transportation.
"These amendments will reduce potential conflicts between vehicles and pedestrians at crosswalks."
The stopping prohibition means drivers cannot stop or park their vehicle in the parking lane near a crosswalk. This will help to increase pedestrian visibility and enhance safety.
Signs will not be installed at every location affected by these new regulations. It is essential for residents to be informed of the new bylaw.

Saskatoon Light & Power will be removing seasonal decorations on city streets and bridges starting Tuesday, March 19 starting at 9:00 a.m. Work will impact traffic in areas including downtown, Broadway and Central avenues and 8th, 33rd, and 22nd streets. Broadway Bridge work will be done between 9:00 am and 3:00 pm. This will be a moving work zone and will impact traffic in both directions. Drivers are reminded to slow down in work zones and be respectful of workers.

Warmer temperatures bringing the start of puddle and pothole season

Our storm sewer system can easily carry the flow of snowmelt. Most ponding and flooding around catch basins are caused by ice blocking the drain.

Crews are defrosting catch basins and clearing gutters to improve drainage, keeping a close eye on intersections prone to flooding.

City crews will respond quickly to reports of flooding on major streets that is interfering with traffic or has potential for any property damage.

Clear snow and ice from sidewalks and paths to reduce ponding and dangerous ice during the thaw/freeze cycle.

Keep snow in your yard. If you throw it on the street, it can create issues for rutting or affect drainage.

Where possible, safely clear snow, ice and debris from the catch basins in your area.

Report locations where water is collecting and impacting traffic or crosswalks on busy streets at saskatoon.ca/frozendrain.

Spring is in the air and temperatures will continue to rise and fall below freezing. In preparation, City crews are uncovering catch basins and thawing frozen locations that aren’t draining on the street.
After more than 50 cm of snow in a six-day span to start the month of March, there is still a lot of snow piled on residential and business properties. The City encourages residents and businesses to prepare their property for the spring melt; spend time digging out covered catch basins and making a path for snowmelt to drain where it’s safe to do so.
As we transition from winter to spring, people need to be cautious when encountering puddles. Pesky potholes can pop up as moisture gets into cracks in the road, and when they fill up with water, can cause damage for vehicles, as well as a tripping hazard. Drivers also need to pay attention to avoid splashing people on the sidewalk and at bus stops.

Registration for the City’s Spring / Summer recreation programs begins Sunday, March 17, 2024, at 6:00 p.m. by logging into to your account on Leisure Online at leisureonline.saskatoon.ca, or by calling 306-975-2800.
Registrations for private and semi-private swim lessons will open on Monday, March 18. Registrations are accepted by phone only. Call the Leisure Centre you are interested in taking lessons at to register.
Opening night for registration is very busy, and the City sincerely thanks residents for their patience. While additional online and telephone resources are in place to make the process run as smoothly as possible, there will be many people registering at once.
Here are some tips to help you prepare for a smooth registration:
Several changes have been made to Leisure Online to optimize the site on registration night. From 5:45 p.m. to 6:30 p.m. on Sunday, March 17, access to view drop-in programs will be disabled. Only the registered program section will be available at that time. Images will also be removed from the registered programs page to improve the load time of the page when a high volume of users are on the site at the same time.
Leisure program registrations processed through Leisure Online are now charged an additional $1.00 (+GST) convenience fee on each program registration. This fee was introduced March 1, 2024 after City Council approved the fee during the 2024-25 budget process in November of 2023. The revenue from the convenience fee will help support the City’s operating budget.
The City of Saskatoon’s online payment provider is unable to process American Express transactions for leisure program registrations through Leisure Online. Alternative forms of payment for online registrations processed through Leisure Online include Visa and Mastercard.
The Spring / Summer Leisure Guide, which is Saskatoon’s go-to source for fitness programs, recreational activities and arts and culture opportunities for all ages and abilities, was released on March 1. It is available online at saskatoon.ca/leisureguide or for pick up at any City leisure facility, Saskatoon library or over 120 retail locations throughout Saskatoon and limited surrounding areas that the StarPhoenix is sold.

Residential street snow grading is complete, snow removal beginning on Priority 1 streets
March 12, 2024 - 10:30am
The City of Saskatoon received more than 50 cm of snow in a six-day span to begin the month of March, putting the Roadways Emergency Response Plan into action.
After finishing priority street grading far ahead of schedule, the City has now completed grading on all residential streets as well as industrial areas, with the exception of a few problem locations with special operational requirements. These individual locations will be addressed over the next few days. Grading on streets in residential and industrial areas will also reduce the potential for rutting as temperatures fluctuate.
Tall snow piles along priority streets where sightlines may be reduced are being addressed. Drivers should continue to proceed with caution near intersections and crosswalks.
The last phase of the snowstorm response involves partial implementation of Phase 5 of the ERP. Snow removal has begun on Priority 1 streets and is expected to take about two weeks, though weather changes may adjust this timeline. Snow removal has already been completed in school zones, and Business Improvement Districts will be fully completed tonight.
Snow removal along Priority 1 streets and in Business Improvement Districts will help alleviate concerns with flooding as temperatures rise, and with the upcoming spring street sweeping.
Snow removal on residential streets will not take place unless there is a localized serious safety concern, which will be assessed and addressed, as required. We will prioritize some snow removal in areas where lack of visibility from the snow pile is causing a serious safety concern.
As snow melts, potholes can develop when water gets into small cracks and expands. We continue to repair potholes on high priority streets using a cold mix, which is considered temporary until hot mix asphalt is available mid- to late-April. We also continue to maintain utility cuts using gravel. Residents are encouraged to help the City locate potholes and settled pavement cuts by calling the Customer Care Centre or using Report-a-Pothole application for non-emergency locations. Crews are now addressing alley access and clearing snow from back lanes, pushing it to the side while trying to keep garages and driveways clear. If your back lane is impassable, you may send your address, concern and photos to customercare@saskatoon.ca to be inspected.

City exceeds expectations for smaller garbage cart requests

On March 1, the first intake period for smaller black cart requests closed. The City has introduced a variable cart size program this year, providing residents more choice and flexibility with their household’s waste needs. Following the two-month application intake, almost sixteen thousand requests from residents seeking smaller garbage carts have been received meaning approximately 21% of Saskatoon’s curbside customers are already on board to reduce their cart size and and help the City continue toward its waste diversion goals.
“We are surprised but thrilled with how many requests we’ve received this first intake period, but it just goes to show that Saskatoon residents are diverting more waste and have less of a need for the large garbage cart. We’ve exceeded our expectations for this initial request period and look forward to getting smaller carts out to residents this spring,” says Brendan Lemke, Director of Water and Waste Operations.
Smaller carts will be delivered April through June corresponding with garbage collection pick-up days. We ask that residents who have requested a smaller cart leave their existing cart out at each collection day until 6PM during the deployment window so swaps can occur. More information about the timing and schedule of delivery of new carts will be mailed out to residents who requested smaller carts in early April.

Celebrate Transit Worker Appreciation Day on March 18

March 18 is Transit Worker Appreciation Day, an annual day dedicated to recognizing and expressing gratitude for the hard work and dedication of all transit workers who keep Canada's public transit systems operational. Transit Worker Appreciation Day is celebrated annually on
March 18 and extends recognition with a full week of gratitude, until March 24.
Saskatoon Transit is responsible for the safe transportation of tens of thousands of trips every day, through all weather conditions. Regardless of where they work – whether it's on the shop floor, behind the wheel, in transit planning, administration or customer service – together transit workers aim to deliver the best possible public transit experience.
The Saskatoon Transit Management team is proud to celebrate Transit Worker Appreciation Day and invite everyone to take a moment to thank those who play a crucial role in connecting the community.
You can participate by expressing gratitude to transit workers through acts of kindness, such as saying thank you, writing ‘Thank-You’ notes, or sharing positive experiences on social media using the hashtag #ThanksTransit and tagging @stoontransit. If you visit the Downtown Customer Service Centre between March 11-17, you can also leave a quick ‘thank-you’ or heartfelt greeting on the #ThanksTransit Poster.

Safety reminder: Please don’t climb on or tunnel through snow piles

Snow piles may seem like an attractive playground, but when they are in the roadway or located in busy parking lots, they can be dangerous. It is easy to slip and slide into the path of an oncoming vehicle, and equipment operators moving snow into the pile or in the area may not be able to see or react in time to avoid injury.
Snow piles often have soft spots or air pockets that people can fall into, and walking on them can cause snow piles to collapse altogether, especially during the thaw. Collapsed snow heaps can suffocate anyone trapped underneath them. Everyone is advised to proceed around snow piles with caution.
Snow grading in residential neighbourhoods and industrial areas continues as part of the Roadways Emergency Response Plan (ERP), and crews have started to address the snow piles along the roadways where sightlines maybe reduced. Drivers should proceed with caution near intersections and crosswalks.
Snow piles will only be removed from Priority 1 streets. Snow removal on Priority 1 streets is expected to begin on Monday March 11 and should take approximately two weeks. Snow removal has already begun in school zones and Business Improvement Districts. Changes in weather may cause these timelines to be adjusted.
Snow removal on residential streets will not take place unless there is a localized serious safety concern or significant drainage issue, which will be assessed and addressed as required.

33rd Street will be closed between avenues D and E starting Monday, March 11, at 8:00 a.m. for emergency connection replacement work. Detours will be in place guiding motorists around the work zone. This project is expected to take two days to complete, weather permitting and barring any unforeseen circumstances.
