University Bridge closed due to fire; sanitary sewer compromised

University Bridge is closed due to an apparent encampment fire under the bridge. Traffic detours are in place. Fire crews remain on the scene; they are monitoring and extinguishing hot spots that have arisen due to the difficult access and confined space.  

City engineers have been on scene overnight, the bridge has been inspected and there are no structural concerns with the bridge. 

At 9:57 p.m. Sunday, January 19, the Saskatoon Fire Department (SFD) received a report of a fire underneath the University Bridge closest to the east riverbank. When SFD crews arrived they identified smoke and flames coming from underneath the University Bridge.  

 As a result of the fire, heat has melted the 400 mm sanitary sewer line under the bridge. This has led to a break in the sewer line and sewage is leaking onto the riverbank. The Water Security Agency has been notified. 

Water and Wastewater crews are working to set up a bypass for the sewer line and doing modelling to ensure there is enough capacity so residents don’t experience sewer backups.  

University Bridge is expected to remain closed to traffic for most of the day, however the south side pedestrian walkway will be open and accessible from the top. The Meewasin trail underneath the bridge on the east side of the river will remain closed due to the sewage leak.

University bridge closed; traffic detours in place

University bridge is shut down completely due to a fire under the bridge. Detours are in place. Drivers are asked to re-route their commute and pedestrians are asked to avoid University Bridge area while crews remain on scene.

At 9:57 p.m. the Saskatoon Fire Department (SFD) received a report of a fire at Spadina Crescent and 25th Street East. SFD crews responded and identified smoke and flames coming from underneath the University Bridge. Assessments of this incident are ongoing.

Blowing snow and limited visibility in Saskatoon area

Environment & Climate Change Canada has issued a blowing snow advisory for Saskatoon and surrounding areas. Strong northwest winds, gusting up to 80 km/h and combined with falling snow, will reduce visibility while potentially covering lane markings, creating slippery surfaces and snow drifts and causing sudden changes in driving conditions, making travel hazardous. 

Conditions are anticipated to improve by Friday morning as winds subside and snow tapers off. 

The City urges residents to postpone non-essential travel on roads and sidewalks until conditions improve. Keeping traffic to a minimum ensures emergency vehicles can move safely and efficiently. 

City crews are closely monitoring road conditions and addressing snow and ice along priority streets and busy intersections. However, strong winds may blow sand and salt off treated surfaces, potentially leading to icy spots as temperatures drop. 

Open areas are particularly vulnerable to snow drifting, with some streets accumulating deep drifts. Please avoid driving through these drifts. Crews will clear them with graders and loaders when visibility improves. 

When approaching road maintenance equipment with blue and amber flashing lights, ensure you give operators plenty of space to work safely.

Most Saskatoon residents satisfied with city life and civic services: surveys

Following two separate online panel surveys conducted in late spring 2024, a strong majority of respondents say they are satisfied with life in Saskatoon. The 84 per cent satisfied response rate is consistent with the 2023 and 2021 results.

“The surveys reveal some very encouraging results,” says Carla Blumers, Director of Communications and Public Engagement. “The data reflect residents’ strong connection to city services and an appreciation for what Saskatoon has to offer as a community.”

The Governance and Priorities Committee of City Council will receive a report detailing the 2024 Civic Service Survey results at its January 21, 2025, public meeting.

A significant majority – almost three-quarters – of respondents indicate quality of life in Saskatoon is good or very good. Several surveys conducted by various organizations over the past year found levels of satisfaction and quality of life are falling across Canada. The quality of life results for Saskatoon reflect these trends as evidenced with a slight decline, but these measures still continue to receive high ratings.

The survey also helps to identify opportunities to improve by understanding the most important issues residents say our city faces. The surveys reveal homelessness and public safety are the issues that people are most concerned about with responses of 23 per cent and 21 per cent respectively.

“The feedback from residents is critically important to the path forward for our city, and I want to thank everyone who participated in the survey,” says Mayor Cynthia Block. “I am encouraged that residents continue to enjoy good quality of life in our city, and together we will work to ensure all people have housing and feel safe in their neighbourhoods.”

A total of 31 different city services were evaluated by respondents. The quality and value of those civic services continue to receive high ratings. Three-quarters or 75 per cent of respondents report they are satisfied with the quality of services provided by the City and slightly more – 78 per cent – responded they receive good or very good value from the services provided by the City of Saskatoon.

Key strengths include maintaining services for quality of drinking water, fire protection, reliability of electrical service, speed of water main break repairs and garbage collection. These five were also identified as key strengths in 2023.

Policing is shown as a priority for service improvement. This is a change from 2023 where police service was identified as a key strength.

Like the 2023 results, most respondents indicate they would like the City to provide more service for: 

  • Affordable Housing (70%)                  
  • Road Maintenance (66%)                 
  • Snow & Ice Management (57%)    
  • Police (51%)

Most respondents indicate they would like the City to provide the same level of service for:

  • Fire Services (69%)
  • Garbage Collection and Waste Reduction Programs and Services (64%)
  • Parks Maintenance (64%)
  • Recreation & Cultural Programs (58%) 

Although to a lesser degree when compared to 2023, respondents indicate they would like the City to provide less service for: 

  • Community Grants (15%) 
  • Planning and Growth (10%) 
  • Recreation and Cultural Programs (10%) 
  • Affordable housing (10%)

“The 2024 results reflect a solid foundation to build upon in the future,” Blumers says. “The City will use the results to inform decisions related to strategic priorities, budgeting, and service delivery, as well as to highlight opportunities for continuous improvement.”

Administration will continue conducting both surveys on an annual basis with online panel participants.

City of Saskatoon maintains ‘AAA’/Stable credit rating from S&P Global

The City of Saskatoon has once again achieved a ‘AAA’ credit rating with a “Stable” outlook, confirmed today by S&P Global Ratings (S&P). The City has maintained the highest rating possible for 23 years since S&P first began affirming the City’s rating in 2002.  

“Saskatoon City Council and the Administration are committed to fiscal responsibility and transparency as we focus on delivering high-quality civic services and programs to residents today and into the future. The endorsement by S&P confirms that we continue to be on the right track,” says Clae Hack, Chief Financial Officer.  

“While we are excited to receive the ‘AAA’/Stable credit once again, it’s not something we take for granted,” says Hack. “This rating reaffirms that the City is managing its finances responsibly as we continue to focus on planning appropriately to ensure we can meet the needs of our growing city now and for years to come.”  

S&P rates the City of Saskatoon’s institutional framework as “extremely predictable and supportive” and bases credit context on having “effective financial management practices [that] will support strong operating balances.”  

S&P’s rationale and outlook contributing to the confirmation of the City’s strong credit rating within the January 15, 2025, S&P Global Ratings Direct® Report states: 

  • “Saskatoon’s small, diverse economy and strong population growth will support its creditworthiness.” 

  • “We expect the City’s strong financial management, coupled with an extremely predictable and supportive institutional framework, will support the rating.”  

  • “Saskatoon’s strong and prudent financial management is a key credit strength, in our view. Although the recent municipal elections resulted in a historic turnover among council, the city’s administration remains largely stable, with significant experience and a record of effectively enacting fiscal policies.”  

  • “We view both management accountability and transparency to be strong, as reflected in ongoing disclosures and grounded assumptions, as well as prudent financial policies.” 

  • “The City consistently produces robust annual budget documents. It also prepares multi-year operating and capital budgets for upcoming years, alongside comprehensive long-term capital and borrowing plans. This underpins fiscal transparency and discipline, in our assessment.” 

S&P Global report indicates that the City of Saskatoon’s strong budgetary performance will ensure a manageable debt burden amid large capital expenditures including Link (Bus Rapid Transit), infrastructure maintenance, and firehalls. With these projects being partially funded out of the City’s reserves, S&P expects after-capital surpluses averaging 2.8% of revenues during the base-case period.  

“The City is moving forward with significant projects, such as Link, that support the needs of a growing city,” says Hack. “We are confident in our plans to deliver these projects in a fiscally responsible manner, and this is underpinned by S&P’s assessment.” 

Credit ratings are one of several tools that investors and lenders use when making decisions regarding an organization’s future financial strengths and weaknesses. For the City of Saskatoon, the ‘AAA’/Stable rating serves as an indication of the City’s credit risk and ability to meet its financial obligations in full and on time.

Spadina Crescent is currently closed between Duchess and Queen streets due to water pooling from a water main break on an adjacent roadway. Water main repairs are expected to start tomorrow morning.

Seasonal decoration removal starting on city streets and bridges

Saskatoon Light & Power will begin removing seasonal decorations starting January 15. Over the next few weeks, work will impact various roadways including:

  • University Bridge – Tuesday, January 21 from 9:00 a.m. to 12:00 p.m., and from 1:00 p.m. to 3:00 p.m.  
  • 2nd Avenue – Sunday, January 26, from 8:00 a.m. to 3:00 p.m.

This will be a moving work zone and will impact traffic in both directions. Drivers are reminded to slow down in work zones and be respectful of workers.

The Decorative Lighting Program provides lit and unlit seasonal decorations on street light poles in many of Saskatoon’s major commercial areas over the winter season. The decorations provide a welcoming ambience, supporting the Winter City Strategy by providing more lighting to make the darker winter season more inviting and beautiful. While some are removed in January, the remainder of the decorations are turned off and removed after the spring equinox.

2025 Property Reassessment: Early Preview and Important Dates

Stay informed about your property's new assessed value! As 2025 is a provincial reassessment year, the City of Saskatoon will begin mailing Notices of 2025 Reassessment for residential and commercial properties starting January 27, 2025.

Get an early preview -- starting Wednesday, January 8, 2025, you can preview your property’s new 2025 assessed value by using the Property Assessment & Tax Tool found at saskatoon.ca/taxtool. You will also be able to review how your new assessment was created via the sales data used in the assessment model for your property class type and check information about the residential markets.

Why reassessment matters: In Saskatchewan, provincial legislation mandates a reassessment of all property types every four years. This ensures that property values reflect a more current, accurate, and fair market value. For the 2025 assessment, your property's value will be updated from the 2019 base date to a new base date of January 1, 2023. This updated value will be one factor in calculating your property tax for the next four years.

Important dates:

  • January 27 to March 28, 2025: The City's 2025 Assessment Roll is open for public inspection. The assessment roll is a listing of all property assessments by class in Saskatoon.
  • January 27 to March 28, 2025: The 60-Day Assessment Review & Formal Appeal period. If, after speaking with an assessor, you wish to appeal your property’s assessment in 2025, you must do so within this timeframe.
  • January 27, 2025: The City will launch an easy-to-use Revenue Neutral Property Tax Calculator. This tool will allow you to get an early estimate of your 2025 property tax amount before phase-in and budget adjustments are finalized in March 2025.
  • March 2025 to April 2025: Amended Assessment Notices will be mailed to properties that require an update to their assessed value for the full year.
  • March 2025: Tax Policy reports go to City Council for review and approval.
  • Early May 2025: 2025 Property Tax notices will be mailed.
  • June 30, 2025: 2025 Property Tax payments due.
  • July to December 2025: Supplementary Assessment Notices will be mailed to properties that require an update to their assessed value for less than a full year.

The repeal of Bylaw No. 8770, Zoning Bylaw, 2009 and replacement with Bylaw No. 9990, Zoning Bylaw, 2024, was given Ministerial approval by the Government of Saskatchewan and is in effect as of January 3, 2025. This is the result of a multi-year process that worked closely with stakeholders to modernize and simplify Saskatoon’s zoning.

The Zoning Bylaw is a regulatory document that facilitates implementation of the City of Saskatoon's Official Community Plan. All land in the City of Saskatoon is assigned a zoning district and subject to development standards associated with the zoning district. Parking, permitted uses, and setbacks are included in these regulations.

Bylaw No. 9990, Zoning Bylaw, 2024 will be available on the City of Saskatoon website at saskatoon.ca/city-hall/city-bylaws-policies/city-bylaws.

Winter outage safety tips:

  • Stay safe: Avoid using candles for lighting to prevent fire hazards; use flashlights instead. Do not use propane heat inside unless the heater is specifically rated for indoor use.
  • Unplug electronics: Disconnect sensitive electronics to protect them from power surges when electricity is restored.
  • Keep fridge closed: Minimize opening your refrigerator and freezer to keep food cold longer.
  • Stay warm: Add layers of clothing or blankets if needed.
  • Check on neighbors: Ensure that elderly or vulnerable neighbors are safe and have what they need.
  • Have a backup power supply: Have a generator or backup supply. Use an uninterruptible power supply (UPS) for essential equipment.

Scheduled tree maintenance begins in Dundonald, Holiday Park, North Park, and River Heights

Starting Thursday, January 2, 2025, crews will begin pruning trees on civic property in Dundonald, Holiday Park, North Park, and River Heights as part of the City's Boulevard Tree Maintenance Program. Tree maintenance operations in these four neighbourhoods will continue until March 31, 2025.  

The Boulevard Tree Maintenance Program follows a regular pruning cycle to help preserve the health of the City's tree inventory, eliminate hazards and provide clearance from buildings, signs, streetlights and utility wires.  

Tree maintenance often requires road restrictions. The City reminds pedestrians, cyclists and drivers to ensure safety is a priority by respecting the work zone and obeying all road restrictions and signage.

Ringing in the New Year with fireworks

The Saskatoon Fire Department would like to remind residents and visitors of safe practices for purchasing, enjoying and disposing of fireworks. This New Year’s Eve, Tuesday, December 31, low-hazard fireworks can be discharged on private property between dusk on New Year’s Eve and 12:15 a.m. on New Year’s Day.

Low-hazard fireworks are designed for public recreational use. These fireworks travel less than 50m (160ft) high and include items such as roman candles, sparklers, fountains, wheels, volcanoes, mines and snakes. 

High-hazard fireworks are designed for professionals and can only be purchased by persons holding a valid Fireworks Supervisor – Level I or Level II card issued by Natural Resources Canada. 

Residents and spectators are reminded of the risks and obligations associated with fireworks: 

  • Carefully read and follow the manufacturer instructions.
  • Exercise increased caution when handling and discharging any type of firework.
  • Choose your location wisely. Fireworks can only be discharged on private property.
  • Familiarize yourself with the space requirements for the type of firework being discharged. Requirements vary depending on the firework type.
  • Ensure your location is free of overhead obstructions, is clear side-to-side and is a safe distance from combustible materials.
  • Ensure that it is not windy and that all spectators are safely located to observe the display.
  • Be sure to properly stabilize the firework according to manufacturer direction.
  • Other than sparklers, never light or hold a lit firework in your hand.
  • Always light the fuse at its tip.
  • Never try to relight or fix the fuse on fireworks that did not go off.
  • Have a supply of water available and use it to extinguish debris or smouldering embers before they cause injuries, property damage and/or fires.
  • Keep in mind that you are solely responsible for any debris that may land on spectators or another’s property.

Ride the bus for free on New Year’s Eve

Saskatoon Transit and SGI have again partnered to offer free evening bus service on New Year’s Eve.

Free fare service will be available on Tuesday, December 31, from 7 p.m. to 3 a.m. on January 1; times vary slightly by route. Registered Access Transit customers can also reserve free service until 2:30 a.m. SGI partners with local transportation agencies in Regina, Moose Jaw, Prince Albert, and Saskatoon to help minimize the occurrence of driving while under the influence.

Everyone is encouraged to think about using a variety of transportation modes on busy nights like New Year’s Eve. Plan your trip before heading out using the real-time mobile app Transit App or Google Maps Transit. Multi-modal options are available to seamlessly integrate trips with Riide or Uber with Transit+. By combining transportation modes wait times and costs can be minimized.

Take Transit on New Year's Eve for a safer, easier ride. Enjoy free service and leave the driving to a bus—no car, no cost, no worries!

Holiday Pay Parking Reminder

Residents are reminded the City’s pay parking stations will require payment on Boxing Day, Thursday, December 26, 2024, as well as New Years Eve, Tuesday, December 31, 2024.  

Payment will not be required on Christmas Day, Wednesday, December 25, 2024, and New Year’s Day, Wednesday, January 1, 2025.   

Public parking in the Downtown, Broadway, Riversdale, River Landing and Sutherland areas, as well as streets adjacent to St. Paul’s and Saskatoon City Hospitals are metered from 9 a.m. to 6 p.m., Monday to Saturday. Payment is not required outside these hours, on Sundays or on statutory holidays (New Year’s Day, Family Day, Good Friday, Victoria Day, Canada Day, Saskatchewan Day, Labour Day, Thanksgiving Day, Remembrance Day and Christmas Day). 

Public Pay Parking Reminders: 

  • Customers are responsible for entering the correct licence plate information when paying for parking at a Flex Parking station or when using the ParkedIn app. 
  • Parking time limits vary by location. Watch for signs wherever you are parking.   
  • If you have reached the posted time limit but need more time in the area, move your vehicle around the corner or across the street.   
  • Balances on a parking purchase can be carried forward to another parking space in a new location. 
  • Additional parking time can be purchased, but only up to the maximum allowable time posted.

Recreational pond use – ice thickness testing complete

The Saskatoon Fire Department has completed ice thickness testing at storm water retention ponds around the City. The ice must reach a minimum thickness of at least eight inches to be considered safe for public recreational use. All recreational ponds have surpassed the minimum required thickness. Signage has been updated accordingly at each pond.

Residents are reminded to check the posted signage each time they consider using the pond. If the sign displays a green “Skating Permitted” icon, the ice has been confirmed safe to use. Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including shoveling, flooding, as well as user safety.

Only select storm water ponds are designated for recreational use. Please visit saskatoon.ca/ponds for a list of ponds permitting winter recreational use.
