BUDGET REPORTS FOR DELIBERATION

As outlined during the presentation of Sustaining the Saskatoon Advantage, the Preliminary 2015 Business Plan and Budget, a number of reports and initiatives, are forthcoming for the Budget deliberations set for December 2 and 3, 2014.
Here are some of the items up for debate:
Service Saskatoon – 311/Customer Relationship Management System
Annual Report on the 2013 – 2022 Housing Business Plan
Watermain breaks – Summer 2013 (Administration report re: adequacy of the number of water trailers)
Capital Construction at the Saskatoon Minor Football Field at Gordon Howe Park
Major Projects report – 2014 Update
Remai Modern Art Gallery of Saskatchewan – 2015 Capital Budget Request
Solar City
University Bridge Rehab
Rates and fees for a number of services including:
- Rates for indoor arenas
- PotashCorp Playground Rides
- Sportsfields
- Woodlawn Cemetery
- Business Licences
- Leisure centre admissions, programs, and rentals
Investments such as these are aligned with the City’s 2013 - 2023 Strategic Plan so the City can meet the goals and priorities identified in the Plan.
The Preliminary 2015 Budget proposes a 7.32% municipal property tax increase that will generate an additional $7 million for the City of Saskatoon. If approved as is, this means an additional $9.50 per month for a property owner with an average house Assessment Value of $325,000.
Breakdown of the Proposed 2015 Property Tax Increase:
The proposed Operating Budget includes a 4.10% property tax increase, plus a 0.3% property tax phase-in base for debt repayment planned for sound attenuation wall construction projects, as well as the second of a three-year phase-in of a dedicated property tax for roadways of 2.92%. The breakdown of the net property tax changes by major category is as follows:

Capital Contributions - 1.81%
Fire Services - 1.32%
Police Services - 2.46%
Total Municipal Increase - 4.10%
Dedicated Road Tax - 2.92%

As noted, the Preliminary 2015 Corporate Business Plan and Budget will be reviewed at a Meeting of City Council at 1:00 p.m. on December 2 and 3, 2014 in City Council Chambers.
Once approved by City Council, the Corporate Business Plan and Budget will guide the investment activities, projects, and service levels the City of Saskatoon will implement and achieve in 2015.

CITY READY FOR SNOW & ICY CONDITIONS THIS WEEKEND

Environment Canada is forecasting 5 to 10 centimetres of snow starting tonight and throughout the weekend. That - combined with today’s rainfall - City crews are out ahead of the coming ice/snow storm proactively applying sand and salt on the priority streets before the rain starts to freeze and the snow begins. Crews will continue sanding and salting priority streets 24/7 throughout the snow event, with all equipment at the ready. Drivers are reminded to please use extra caution as roadway conditions change.
If the snow reaches 5 centimetres or more, private contractor crews will be called in to assist with snow grading on priority streets. Also, regular Snow & Ice updates will be issued in the morning and late afternoon and the Snow & Ice Interactive Map will be updated as priority streets are graded. These updates will be shared on our social media channels and Saskatoon.ca.

THE ROADS AHEAD: UPDATE & YEAR-END PROJECTIONS

The latest update on the City of Saskatoon’s 2014 Corporate Business Plan and Budget: The Roads Ahead shows many key Continuous Improvement projects are on track, with some completed and others progressing well.
“For example, in one of several Continuous Improvement initiatives, the City saved $450,000 by optimizing the chemical dosage at the Water Treatment Plant through a reduction in chemicals used in the process,” says Catherine Gryba, Director of Corporate Performance. “These types of initiatives demonstrate that the City goes beyond conventional approaches to create greater efficiencies and savings.”
Additionally, over $25 million in increased operational efficiencies, capital savings and service level enhancements was identified in 2014.
The report also forecasts the City’s year-end deficit at $1.169 million.
“We continue to effectively meet service demands, but there are several additional factors affecting our bottom line,” says Kerry Tarasoff, Chief Financial Officer. “In an attempt to reduce our debt as much as possible by the end of the year, City Administration has implemented a discretionary spending and hiring freeze.”
The following is a summary of the main issues contributing to the projected variance:
Transportation
Snow Removal: An estimated $688,000 deficit is projected as a result of intensified snow removal operations due to a harsh winter. Significantly more resources were spent on removal than in typical years, due in part to a reassignment of crews following the formation of ice pack on residential streets and removing snow against freeway barriers. A $489,000 reserve balance would exist at year-end to help offset this deficit.
Street Cleaning and Sweeping: An estimated $1.08 million deficit is projected as a result of intensified street cleaning and sweeping operations. Higher trucking costs to remove more debris and higher supply costs contributed to this deficit.
Transit Operations: Projected to be $1.755 million over budget due to two significant items: revenues are under budget by $900,000 due to a decrease in ridership, and $2.2 million from lost revenue during the labour disruption. This is offset by savings in expenses such as salaries and fuel of $1.4 million.
Taxation and General Revenues
General Revenue: Provincial utility franchise fees are higher than anticipated by $1.68 million due to increased consumption and customer growth in natural gas, while electrical usage increased related to growth. In addition, interest earnings are $1.36 million higher due to gains on residual bonds and higher balances held at the bank.
Property Levy: Assessment growth was $486,000 higher than the anticipated amount of $5 million due to increased construction activity.
Municipal Revenue Sharing: This will be $295,000 under the budgeted amount due to an adjustment in the estimated PST base which is used to calculate this grant.
Grant-in-Lieu of Taxation: Saskatoon Light & Power is projecting a lower grant-in-lieu of taxation in the amount of $110,000 resulting from decreased consumption revenue.
Environmental Health
Waste Handling Service: Increased equipment rentals for the landfill, as well as lower revenues, are contributing to a projected $542,000 deficit.
Fire
The contract settlement for the Fire Department is expected to result in a deficit for salaries of $1.8 million. Through continuous improvement efforts identified to date, and one-time expenditure reductions, the overall deficit is forecast at $1.27 million.
Recreation and Culture
Rec-Competitive Facilities: LeisureCard revenues are projected to be $378,000 lower than budgeted but offset slightly by higher paid admissions. Community Services is reviewing the services it provides to determine the necessary program changes.
Utilities
Saskatoon Light & Power is projecting a $703,000 deficit due to overall reduced usage. Expenditure savings and decreased transfers to reserves will bring the utility into a break-even situation by year-end.
The Water and Wastewater utilities are projecting a combined deficit of $200,000 due mostly to the high volume of repairs required for water main breaks during a colder than usual winter. This deficit will be covered by the Water and Wastewater Stabilization Reserve.
City Council will receive the 2014 Corporate Business Plan and Budget: Roads Ahead update and year-end projections during its regularly scheduled meeting on Monday, November 24, 2014.

THREE CITY SNOW STORAGE SITES OPEN, NEW NO TAILGATE SLAMMING POLICY

- Wanuskewin Road (1.8 kilometres north of 71st Street)
- Left turns into and exiting the site are extremely dangerous due to heavy traffic flow and are not permitted. Please follow all traffic and on-site signs for access and exiting.
- Central Avenue (4 kilometres north of Attridge Drive)
- Valley Road (west of the Saskatoon Landfill access)
- Tailgate slamming is strictly prohibited at this location
- Please use caution when working around the snow moving equipment on site.
- These sites are intended for snow only. No dumping of any solid waste, or any household, building or demolition materials.
- Snow hauling contractors may subscribe to receive Snow Storage Site Updates.

The City will operate four temporary snow storage sites this winter for contractor and public use. Three sites are ready to open just in time for this weekend’s snow forecast:
New No Tailgate Slamming Policy in Effect: In order to minimize the noise disruption for the two temporary site adjacent to residential neighbourhoods, the common practice of tailgate slamming at the Valley Road and 8th Street snow storage sites is not permitted. Excessive noise from tailgate slamming may force the City to permanently close or limit access to a site.
These three sites are available 24/7 throughout the winter months. The fourth site will be open over the next few weeks, located on 8th Street, east of Boychuk Drive, with reduced hours, from 7:00 a.m. to 10:00 p.m. daily. Tailgate slamming is also banned from this location due to the close proximity to residents.

SIDEWALK CLEARING REMINDER AS FORECAST CALLS FOR SIGNIFICANT SNOWFALL

Current weather forecasts are calling for up to 15 centimeters of snow this weekend and as we get back into the swing of winter, the City would like to remind residents and businesses to clear their sidewalks of snow and ice following a snowfall.
“Clearing sidewalks quickly after a snowfall makes it easier and safer for people to move around, and improves accessibility for wheelchair users and citizens with limited mobility,” says Angela Gardiner, Director of Transportation. “The City is responsible for clearing sidewalks adjacent to civic facilities, the Meewasin Trail and lit pathways in City parks within 48 hours after a snowfall but we also need help from citizens to maintain clear sidewalks.”
The Sidewalk Clearing Bylaw requires residential sidewalks to be cleared within 48 hours after a snowfall, and sidewalks in certain commercial and suburban areas to be cleared within 24 hours of a snowfall. It is the responsibility of the property owner to ensure the sidewalks are cleared and the snow is placed on private property.
The City will be enhancing enforcement again this year by having parking enforcement Commissionaires report addresses requiring sidewalk clearing. When the City receives a report that your sidewalk has not been cleared, the Bylaw Inspector will investigate and if necessary, a Bylaw Notice will be issued requiring you to clear it within 48 hours. If your sidewalk is not cleared, and the City has to clear the sidewalk, the cost will be charged to your property tax notice. To report an uncleared sidewalk, call Public Works Customer Service at 306-975-2476.
“Snow clearing statistics over the last seven snow seasons indicate the percentage of citizens who cleared their sidewalks after receiving a bylaw notice was high,” says Gardiner. “In 2013/14, 550 reports of uncleared sidewalks were received of which approximately 90 per cent complied within the 48 hours requested in the Bylaw Notice.”
In an effort to improve accessibility in high use pedestrian areas, the City is working with the defined Business Improvement Districts (BID) to coordinate snow removal. This year, certain businesses within the BID may shovel snow into the curb lane of the roadway. This is only for locations where there is no other storage space available on the property. The snow will then be removed as part of the priority street system following a snow event.
Be a Snow Angel! If your neighbour is elderly, has a health concern or mobility restrictions, help them out by clearing their sidewalk. If you receive help from a neighbour/relative, nominate them as a Snow Angel online or by mailing their name and phone number to Public Works. The City will send your Snow Angel a thank you and enter them in a prize draw.

The City continues to hear loudly that citizens want more resources dedicated to improving the condition of roadways in Saskatoon. The Preliminary 2015 Business Plan and Budget includes an unprecedented roadway investment.
“The plan and budget provide strategic investments in infrastructure and core services that will make Saskatoon an even more attractive and desirable place to live, work and invest,” says City Manager Murray Totland. “Every one million dollars invested in infrastructure, increases the economic output of our community, creates long lasting jobs, and builds better communities – that’s the Saskatoon advantage.”
These investments are aligned with the City’s 2013 - 2023 Strategic Plan so that the City can accomplish the goals and priorities identified in that plan.
To help the City of Saskatoon pay for the services and infrastructure our citizens say they would like, the Preliminary 2015 Budget proposes a 7.32% municipal property tax increase that will generate an additional $7 million for the City of Saskatoon. If approved as is, this means an additional $9.50 per month for a property owner with an average house Assessment Value of $325,000.
Budget 2015 Summary:
The 2015 Preliminary Corporate Business Plan and Budget has been prepared by the Administration for City Council’s final review on December 2-3, 2014 from 1:00 – 6:00 p.m. each day in Council Chambers.
The total Consolidated Preliminary Operating and Capital Budget including Land Development and Utilities is $1.1 billion.

The total tax supported Operating Budget is $434.1 million while the Capital Budget of Civic Services and Utilities totals $225.6 million.
Breakdown of the Proposed 2015 Property Tax Increase:
The proposed Operating Budget includes a 4.10% property tax increase, plus a 0.3% property tax phase-in base for debt repayment planned for sound attenuation wall construction projects, as well as the second of a three-year phase-in of a dedicated property tax for roadways of 2.92%. The breakdown of the net property tax changes by major category is as follows:

Expenditures and Continuous Improvement:
The 2015 expenditure guideline used for the preparation of the budget was based on the Municipal Price Index (MPI) of 3.23% plus growth of 3.04% for a total of 6.27%. This year, the Administration targeted an expenditure increase of 4.25% (excluding additional expenditures for roadways and the traffic noise attenuation) to meet continuous improvement goals.
“Through a number of continuous improvement initiatives in 2014, the Administration identified $1.37 million in sustainable savings,” says Chief Financial Officer Kerry Tarasoff.
“Additionally, over $25 million in increased operational efficiencies, capital savings and service level enhancements were identified in 2014. The 2015 Budget reflects that commitment as the 2014 savings are incorporated into the 2015 base budget. In other words, without the savings, the proposed tax increase could have been more.”
Budget Highlights:
Roads remain the focal point of this budget. Started last year, a dedicated property tax for roadway maintenance of 2.92% was approved as part of three year phase-in of additional funds solely aimed at the improvement of the roadway network in Saskatoon. This has been added in this budget at the same percentage (2.92%). In 2014 just over $50 million in total was provided to roadway funding while the 2015 proposed figure is $53.2 million.
Noticeable improvements to roadways in 2014 were made through the “Building Better Roads Campaign,” launched in March. Some of these include, but not limited to the resurfacing of over 200 kilometres of roadways; the repair of 6 kilometres of sidewalks, the repair of 188,000 potholes, the grading of 400 kilometres of gravel back lanes and the street sweeping of 61 residential neighbourhoods and 10 industrial and suburban centres.
A number of significant transportation projects are included in the budget including two new overpasses, one at Highway 16 and Boychuk Drive and the other at Highway 5 and McOrmond Drive. These two projects total $70 million.
Other initiatives included in the Business Plan and Budget that the City intends to make significant progress on in 2015:
· Work will begin on the new North Commuter Parkway and replacement of the Traffic Bridge to help ease congestion and improve productivity;
· Construction of a new Civic Operations Centre will begin to help improve the efficiency of City operations;
· Recommendations from the four key subject areas included in the Growing Forward! Shaping Saskatoon study will be unveiled to improve the way the City plans for growth;
· The City and its regional partners will continue to work on a regional growth plan to ensure that the Saskatoon region can grow in a sustainable way;
· The City will launch a new, modern, user-friendly website to improve public communication and engagement; and
· The City will implement Service Saskatoon to provide more coordinated and better customer service.
Other proposed projects include:
· $1 million contribution to phase-two of the Saskatoon Minor Football Field upgrade at Gordie Howe Park
· a number of utility projects totalling almost $60 million for improvements to City infrastructure; and
· Land Development capital projects totalling $147.8 million

PLOWING AHEAD – IMPROVEMENTS TO 2014-15 SNOW & ICE PLAN

The City of Saskatoon is ready 24/7 to sand, salt and plow streets during and after a snow event this winter. Several improvements have been made to the 2014-15 Snow & Ice Plan resulting in better winter roads for everyone in Saskatoon.
“We will be engaged in multiple pilot projects in conjunction with the private sector involving our anti-icing, de-icing and sanding programs,” says Pat Hyde, Director of Public Works. “For anti-icing, a chemical is applied to the road before it snows which acts as an ice bond-breaker to prevent the ice from forming on the roadway surface. This will enable snow grading equipment to be more effective and prevent ice building up. Our intent is to utilize this on select sections of the high-speed roadways/bridges to monitor its performance.”
The City will also use a technique called pre-wetting where a salt brine (or other chemical) is sprayed on the sand before it is applied to Circle Drive and other high-traffic streets to improve traction. Wet sand sticks to the road better and is more effective in extreme cold conditions when dry sand would otherwise bounce off or be blown off by vehicles.
Other improvements include:
Activating the 18-vehicle snow train to remove collected snow along the edges of Circle Drive, bridges and overpasses.
More frequent removal of snow piles from school zones and more clearly defined and expanded removal zones around schools.
A more efficient and cost-effective approach to snow grading during and following a snow event by expanding the private contractor maintenance areas to four area zones rather than two.
New this season, the snow route is divided into two groups and can now be identified with a Green Circle or Blue Square. If an extreme snow fall occurs, a temporary parking ban along the snow route will be declared so that graders can make a driving path as quickly as possible. Residents are urged to familiarize themselves with these routes. Find out which streets are along a Green Circle or Blue Square snow route on the City’s webpage.
“As usual, priority street grading will continue to occur during and following a snow event; and city-wide neighbourhood grading will be initiated after the snowpack is a minimum of 15 centimetres (6 inches) to prevent ruts,” says Hyde. “This program will be carried out later in the season to reduce the impact of snow piles (windrows) on residential parking. Snow grading and removal will occur as required along narrow congested streets where windrow storage is not a practical option.”

THE NEXT HOUSEHOLD HAZAROUS WASTE DAY IS SATURDAY, NOVEMBER 15
Household hazardous waste requires proper disposal to reduce risks to humans and animals, and prevent pollution of our land, water and air. These materials should not be placed in the garbage or recycling, poured down the drain or toilet, or released into the environment.
To ensure household hazardous materials are safely disposed of or recycled, the City coordinates regular Household Hazardous Waste Days for residents to drop-off these materials. The next event will be held this Saturday, November 15, at SaskTel Centre parking lot (101 - 3515 Thatcher Avenue) from 9:00 a.m. to 3:30 p.m.
Accepted Materials include: pesticides, automotive oil, prescription medicine, batteries, aerosols, poisons, propane cylinders, household cleaners, and mercury-containing items.

Activating the 18-vehicle snow train to remove collected snow along the edges of Circle Drive, bridges and overpasses.
More frequent removal of snow piles from school zones and more clearly defined and expanded removal zones around schools.
A more efficient and cost-effective approach to snow grading during and following a snow event by expanding the private contractor maintenance areas to four area zones rather than two.
New this season, the snow route is divided into two groups and can now be identified with a Green Circle or Blue Square. If an extreme snow fall occurs, a temporary parking ban along the snow route will be declared so that graders can make a driving path as quickly as possible. Residents are urged to familiarize themselves with these routes. Find out which streets are along a Green Circle or Blue Square snow route on the City’s webpage.
“As usual, priority street grading will continue to occur during and following a snow event; and city-wide neighbourhood grading will be initiated after the snowpack is a minimum of 15 centimetres (6 inches) to prevent ruts,” says Hyde. “This program will be carried out later in the season to reduce the impact of snow piles (windrows) on residential parking. Snow grading and removal will occur as required along narrow congested streets where windrow storage is not a practical option.”

MULTI-UNIT RECYCLING PROGRAM UNDERWAY
More residents have access to Saskatoon’s recycling programs as the City’s contract with Cosmopolitan Industries, a non-profit organization that enhances the quality of life of adults with intellectual disabilities, gets under way. Cosmopolitan Industries is the service provider for the new multi-unit recycling program that provides an important social benefit to our community, diverts more waste from our Landfill, and conserves resources.
“We have worked collaboratively with Cosmopolitan Industries to develop a recycling program to meet the needs of residents living in multi-unit dwellings,” said Brenda Wallace, Director of Environmental & Corporate Initiatives. “The program will make it easy and convenient for residents to participate, saving millions over the long term by extending the life of our Landfill and growing a greener Saskatoon for us all.”
The recycling program comes after extensive consultations with residents, tenant associations and building managers. All 1500 residential multi-unit residential buildings or complexes that are not serviced by a black roll-out garbage cart, and do not already have recycling through the curbside blue cart recycling program, are included in the program (approximately 35,600 units). A standard monthly charge of $2.51 per unit has been set to establish the program.
“Cosmopolitan Industries and the City of Saskatoon have created a unique partnership to deliver Saskatoon’s first multi-unit residential recycling program,” said Susan Hetu, Executive Director of Cosmopolitan Industries. “The new program will mean skills, learning and development opportunities for over 400 adults with intellectual disabilities.”
Implementation of the multi-unit recycling program is underway with information and blue bins and carts delivered to buildings based on a schedule established by Cosmo. Bin delivery will continue over the next several months. Buildings that currently recycle with another service provider have until May 1, 2015 to join the new program.
The same materials currently accepted through the curbside recycling program are accepted in this program: all paper, cardboard, plastics number 1 through 7, tin cans, milk jugs and cartons, legislated beverage containers and glass. The clean recyclable material does not require sorting – residents simply toss it loosely into the outdoor cart or bin for the building or complex.

Household hazardous waste requires proper disposal to reduce risks to humans and animals, and prevent pollution of our land, water and air. These materials should not be placed in the garbage or recycling, poured down the drain or toilet, or released into the environment.
To ensure household hazardous materials are safely disposed of or recycled, the City coordinates regular Household Hazardous Waste Days for residents to drop-off these materials. The next event will be held this Saturday, November 15, at SaskTel Centre parking lot (101 - 3515 Thatcher Avenue) from 9:00 a.m. to 3:30 p.m.
Accepted Materials include: pesticides, automotive oil, prescription medicine, batteries, aerosols, poisons, propane cylinders, household cleaners, and mercury-containing items.

The City’s first snowfall was approximately three centimetres of snow early Saturday morning. Because the roadway is still holding some heat, the snow melted and cooler temperatures caused it to turn to ice. City crews worked through the night applying a salt application to weaken the ice, and sand for traction on all priority streets and many residential streets. Roads are in good winter driving condition today and the forecast is for sun and cooler temperatures.
City crews are out 24/7 ready to address winter weather affecting driving conditions, with additional staff and contractors available as required. Today two tandem sanders will continue on Priority 3 streets (main streets and schools, remainder of arterials and collectors) addressing trouble spots and sidewalk crews are sanding icy sidewalks.
Drivers are reminded to please slow down and allow extra time to get to your destination. To report an icy intersection or street, please call our 24-hour Public Works customer service call centre at 306-975-2476.

FIRST SNOWFALL OF SEASON: CITY CREWS ARE OUT IN FORCE CLEARING ROADWAYS

Winter has arrived in Saskatoon! The city experienced its first snowfall of the season today. Icy and slick driving conditions are the result of the combination of snow melting on unfrozen roads, followed by low temperatures. It is the City’s goal to make it safe for people to move around Saskatoon. Drivers are advised to use care and caution and to lower speed.
Today, the City has dispatched 9 tandem sanders and 4 one tonne sanders using a salt-sand combination to clear icy roads throughout the city.
City road maintenance staff are committed to doing their best and working as quickly as possible to provide safe winter conditions for drivers and pedestrians. For everyone’s safety, please watch for crews on the road. The large machines used are equipped with flashing amber lights, move slowly in teams of two or more, and can be found on the road at any time of day or night on any roadway. Drivers are reminded to please slow down and keep 15 metres behind maintenance equipment; be prepared to stop.

AIRPORT ROADWAYS PARTIALLY REOPEN TODAY: EXTENSIVE ROADWAY IMPROVEMENTS COMPLETE

Today, Saturday, November 8 the City is reopening Airport Drive between Claypool Drive and 45th Street, as well as 45th Street West between Airport Drive and Aerogreen Road.
Some of the extensive improvements to the roadways surrounding the Saskatoon Airport in 2014 include:
· Widening Airport Drive north of 45th Street to create a double lane;
· Widening Airport Drive from south of 45th Street West to Cynthia Street to allow for better traffic flow;
· Widening 45th Street West where it approaches Airport Drive to allow for better traffic flow.
Please note: Airport Drive’s southbound curb lane north of 45th Street will remain closed for a few more days to allow for lighting installation work.
