Proposed Rezoning – Cowessess Road and Brighton Boulevard – From FUD and FUD(H) Districts to R1A, R1B, R2 and FUD(H) Districts
City Council will consider Bylaw No. 10193, The Zoning Amendment Bylaw, 2026 (No. 17), proposed by Dream Asset Management Corporation to rezone land in the southern portion of the Brighton neighbourhood. The subject lands are proposed to be rezoned from FUD – Future Urban Development District and FUD(H) – Future Urban Development District subject to the Holding Symbol to R1A – Low Density Residential District 1A, R1B – Low Density Residential District 1B, R2 – Low Density Residential District 2, and FUD(H) – Future Urban Development District subject to the Holding Symbol.
The proposed rezoning to R1A, R1B, and R2 will facilitate residential development in the form of one- to four-unit dwellings, along with related community uses. In addition, a Holding Symbol will be applied to the land adjacent to 8th Street East, Brighton Boulevard, and Cowessess Road, as the future use of land and timing of development is uncertain.

REASON FOR THE AMENDMENT – The proposed rezoning will provide for residential development and related community uses in alignment with the approved Brighton Neighbourhood Concept Plan.

PUBLIC HEARING – City Council will consider this matter at the Public Hearing meeting of City Council on Wednesday, June 24, 2026 at 6:00 p.m. at Council Chamber, City Hall, Saskatoon, Saskatchewan. You may make a written submission and/or speak to City Council at the Public Hearing.
