Proposed Neighbourhood Concept Plan Amendment and Rezoning
Arbutus Properties is proposing an amendment to the Rosewood Neighbourhood Concept Plan and rezoning of a site on Greyeyes-Steele Way adjacent to 235 Rosewood Boulevard East and south of Struthers Park. The proposals are as follows:
- Amend the Rosewood Neighbourhood Concept Plan. Currently the site is identified for single family residential lots and a roadway with a cul-de-sac adjacent to 235 Rosewood Boulevard West. The proposed amendment to “multi-family residential” would create one large site for a dwelling group containing one- and two-unit dwellings with private roadways.
- Rezone the site to RMTN - Townhouse Residential District subject to a Zoning Agreement. A Zoning Agreement is required to ensure that the development is built in accordance with the site plan.

Project Update
Public information meetings were held on June 5, 2018 and September 27, 2018 with residents regarding the proposed development. Residents expressed concern with the design of the development, particularly, the removal of the roadway. In order to address concerns with the development, the developer has proposed to extend Struthers Park and construct a greenspace between the new development and the existing residences abutting the site.
Struthers Park will be extended to create a green corridor as a buffer between the existing residences and the new development. The area shown on the map outlined in pink will be dedicated as “Municipal Reserve”. As Municipal Reserve, this land will be owned and maintained by the City of Saskatoon and will receive the same level of maintenance as Struthers Park. The area would be developed to a standard consistent with Struthers Park and contain a pathway, grass and greenspace.
The proposed development consists of a dwelling group containing one- and two-unit dwellings, an interior roadway with access off of Greyeyes-Steele Way, and greenspaces within the site.
