Important information for Commercial property owners: 2022 Amended Assessment Notices, Appeal dates

Over the next week, the City of Saskatoon will be mailing out Amended Assessment Notices to commercial property owners where an update to the assessed value of their property is required for a full year.

“We’ve had several longstanding commercial assessment appeal decisions ruled on by the Court of Appeal and these also affected the Board of Revision in 2021,” says Bryce Trew, City Assessor. “This has led to implications for retail, warehouse and office buildings greater than 5800 square feet.”

Property owners who receive an Amended Assessment Notice will have a 30-Day Assessment Review and Appeal period from the date an Amended or Supplementary Notice is mailed to them in which to file a formal appeal on their property's assessment. 

“It's important to note that not all commercial property assessments changed as a result of the recently finalized appeal decisions,” adds Trew. “If an assessment changed in 2022, it could be because of physical alterations to the property such as new builds, additions, renovations, or demolitions, changes in tax status or ownership, and/or a Board of Revision decision.”

Currently, there are Board of Revision appeals from 2021 that are with the Saskatchewan Municipal Board. Appeals filed in 2022 are with the Board of Revision. If decisions from these appeals require further changes to assessment models, property owners will be issued amended notices.

Following the provincially legislated reassessment year in 2021, property owners who since January 1, 2021, had a change in the assessment, tax status, or ownership of their property would have received a 2022 Assessment Notice earlier this year. The 2022 Assessment Roll was open until February 4, 2022, also the deadline to file a commercial or residential 2022 appeal with the Board of Revision. The Province is on a four-year assessment cycle with current property assessments in place from 2021 to 2024.

Sinkhole on Broadway Avenue, road closures and detour in place

A sinkhole has formed in the South bound lanes of Broadway Avenue near 8th Street East where City crews have been working on a water main repair this week.

Road closures are currently in place impacting the South bound lanes of Broadway Avenue and all East bound lanes of 8th Street.

The City of Saskatoon’s Detours and Sign Shop have put in place signs and messaging for drivers to follow. Traffic is being detoured down Lorne Avenue and Victoria Avenue. These closures will be modified on Thursday, April 21, in the morning to allow for the contractor to address the sinkhole.

Drivers are asked to avoid the area of Broadway Avenue and 8th Street, if possible, and to allow extra time if their commute takes them in this direction.

The City of Saskatoon will provide an update when road closures or detours are changed or lifted.

The City thanks citizens for their patience as the sinkhole is addressed and repaired.

Challenging driving conditions with snow, wind gusts and drop in temperatures

Drivers and pedestrians are encouraged to use caution on streets and sidewalks after mixed precipitation, dropping temperatures and blowing snow. There was a lot of moisture on the streets that froze as temperatures dropped overnight. 

City crews, including ten sanders, worked overnight applying de-icing materials focusing on Circle Drive, bridge decks and other intersections. Eight sanders will continue today applying de-icing materials on priority streets and plows will be addressing snow build-up on Circle Drive. 

Driving conditions are expected to be challenging today as wind gusts and snow continue. Drivers are encouraged to slow down and allow for extra time to get where they are going. 

Summer road maintenance activities, such as pothole patching and street sweeping, are on pause as crews address this spring snowstorm.

Needle Safety

The Saskatoon Fire Department (SFD) collects and disposes of more than 11,000 needles each year. Discarded hypodermic needles are a concern at any time of the year, but spring poses a particular threat. As the snow melts, needles that were once hidden in the snow are uncovered.

In partnership with the Saskatchewan Health Authority, members of the SFD will be out in the community in the coming weeks for an annual community needle clean-up. Residents are reminded to follow safe pick-up and disposal practices when discarding needles:

  • Do not recap the needle.
  • Wear garden, work or medical gloves.
  • Use tweezers, pliers or tongs to pick up by the end that is not the sharp end. Keep the needle away from your body.
  • Place the needle, sharp end first, into a hard container that needles cannot poke through (e.g. liquid laundry detergent or bleach container).
  • Fill a container no more than 3/4 full. If a container is too full, the needles may poke through the side.
  • Put the container lid on tightly and tape it.
  • Wash your hands with soap and water.

Needles should never be placed in city garbage or recycling. Alternatively, needles should be placed in a designated drop box. Call 306-655-4444 to find the nearest drop box location.

8th Street will be closed between McOrmond Drive and Zimmerman Road starting Wednesday, April 20, at 9:00 a.m. for roadway work. The intersection at 8th Street and McOrmond Drive will be closed during this project. Detours will be in place guiding motorists around the work zone. This project is expected to take three weeks to complete, barring any unforeseen circumstances or weather delays.    
 
Saskatoon Transit may be affected by these detours. Transit service alerts and real-time bus information are available on third-party apps like Transit and Google Maps Transit on desktop.

Holiday Pay Parking Reminder: Easter Long Weekend

Residents are reminded that payment will be required in City-managed pay parking areas on Easter Monday, April 18, 2022.   
 
Payment will not be required on Good Friday, April 15, 2022.   
 
Public parking in the Downtown, Broadway, Riversdale, River Landing and Sutherland areas, as well as streets adjacent to St. Paul’s and Saskatoon City Hospitals, are metered from 9 a.m. to 6 p.m., Monday to Saturday. Payment is not required outside these hours, on Sundays or on statutory holidays (New Year’s Day, Family Day, Good Friday, Victoria Day, Canada Day, Saskatchewan Day, Labour Day, Thanksgiving Day, Remembrance Day and Christmas Day).
 
Public Pay Parking reminders:
• Customers are responsible for entering the correct licence plate information when paying for parking at a FlexParking station or when using the WayToPark app.
• Parking time limits vary by location. Watch for signs wherever you are parking.  
• If you have reached the posted time limit but need more time in the area, move your vehicle around the corner or across the street.  
• Balances on a parking purchase can be carried forward to another parking space in a new location.
• Additional parking time can be purchased, but only up to the maximum allowable time posted.

CITY HALL

All Administrative Offices are closed on Friday, April 15 and Monday, April 18. City Hall will reopen Tuesday, April 19, 2022, at 8:00 a.m.

REMAI MODERN

Remai Modern is open from 10:00 a.m. to 9:00 p.m. on Good Friday and 10 a.m. to 5 p.m. on Easter Sunday. The museum is closed on Monday, April 18.

WASTE COLLECTIONS

  • Garbage (Black Cart) – Collections as scheduled

Spring clean-up of park and open space areas start mid-April

Spring is here, which means City workers are starting to ramp up maintenance activities for the more than 2,000 hectares of park and open spaces in Saskatoon. Seasonal workers start returning mid-April and the park clean-up process will continue until mid-May. 
 
Spring park maintenance activities include: 
  • Park clean-up, consisting mainly of litter control and removal of branches and leaves from turf areas and shrub beds. 
  • Pumping out the spring run-off in low-lying areas in parks and green spaces. 
  • Sweeping park-front sidewalks and boulevards where grass, trees and/or flowerpots are located. Full-size street sweepers will follow the same path after to collect the debris left behind on the road.  
  • Grooming of crusher dust trails in naturalized park areas to remove the ruts from run-off and other winter activities will begin once the trails have fully dried.
  • Collecting litter and beginning of mowing cycles to over 400 hectares of open space areas along Circle Drive and other major freeways.
  • Emptying of garbage receptacles will increase to at least once a week, beginning May 4.
 
Residents are reminded that a Park Access Permit is required to access private property from a City park to complete all work including landscaping, construction, tree removal, renovations and building a deck, fence or pool. Homeowners and contractors can request a permit by completing the online application form at least one week prior to the date required. City Council and Committees to resume in-person meetings in April

After more than two years, Saskatoon City Council and its Committees will resume in-person meetings in April and will reopen Council Chamber to the public. Meetings have been conducted virtually online since shortly after the onset of the COVID-19 pandemic.

“With COVID-19 restrictions lifting, it’s exciting to welcome back Council members and members of the public to attend City Council proceedings in Council Chamber or to other public committee meetings,” says Adam Tittemore, City Clerk. “While there are no COVID-related restrictions or a capacity limit in Chambers at present, public visitors may still choose to physically distance themselves and or wear an optional face-covering.”

Meeting participants and the public will have the option to attend upcoming meetings in person or virtually from another location. City Council proceedings will continue to be made available for public viewing via a live stream video link.

To add greater accessibility to City Council’s live-streamed video of public meetings, the City has added a closed captioning service whereby people with impaired hearing can toggle the “cc” icon on or off to make text appear on the screen below the video. Closed captioning may at times convey inaccurate spellings or words interpreted incorrectly due to the technology or speaker. “The City is committed to providing an open municipal government and this includes adding accessibility supports to best serve all members of the community,” adds Tittemore.

Visitor Screening Procedures introduced pre-pandemic will also be in place, including the visual bag inspection, for the public attending Council Chambers for City Council or Committee meetings. This safety measure is the City’s commitment to making Council Chamber as open, accessible and secure as possible for all visitors and City employees.

Funding Increase Proposed for Saskatoon SPCA

A recommendation to increase funding to the Saskatoon SPCA (SPCA) for pound services in 2022 will be presented to the Standing Policy Committee on Planning, Development & Community Services at its meeting on Tuesday, April 12. 

The City of Saskatoon and the SPCA have had a longstanding relationship to ensure pound services – the capture and hold of stray companion animals for up to 96 hours – are available to the residents of Saskatoon. The SPCA is an organization able to provide pound services and is also suited to provide extra animal services such as pet adoption, animal shelter and education programs.  

Through a lease agreement* and Pound Services Agreement, the SPCA provides pound services for the City. In turn, the City permits the SPCA to provide its own extra animal services out of the City-owned facility on Clarence Avenue South. Beyond the 96 hours required under the Pound Services Agreement, the animals then transition to the subsequent shelter services, which have always been fully funded by the SPCA. 

A recent review of the current funding structure for pound services delivered by the SPCA was undertaken collaboratively by the City and SPCA Administration and determined that the total amount allocated in the 2022/2023 Operating Budget for pound services is not meeting the current costs to deliver the program. Administration is recommending a 50 per cent increase in total funding to the SPCA for pound services in 2022 to $698,000 to more accurately reflect the cost of the pound services operations. 

“We know that the SPCA has the experience and expertise to provide adequate animal care to animals dropped off at the pound, and an increase in funding will allow the City and the SPCA to continue this longstanding relationship to ensure pound services are available to the residents of Saskatoon,” says Lynne Lacroix, General Manager, Community Services. 

If approved, Administration will continue working with the SPCA to determine the actual funding required to deliver pound services for 2023 and will also review funding options and service level changes that may be implemented which could reduce the costs associated with pound services. A report on a detailed plan and future level of funding would be presented in advance of the 2023 Budget approval.

Lakewood Civic Centre Facility Upgrade

A facility upgrade has begun at Lakewood Civic Centre that includes replacement of windows and heaters in the pool area.  This project will make the building more energy efficient and is expected to be completed by the end of June.

Lakewood Civic Centre will remain open throughout the upgrade; however, there will be short term closures to the waterslide and portions of the pool. 

At this time the following closures have been scheduled:
April 11 to 14: The waterslide will be closed while construction hoarding is being built near the waterslide.

For the 14th consecutive year, the City of Saskatoon has won the Canadian Award for Financial Reporting (CAnFR) from the Government Finance Officers Association (GFOA) of the United States and Canada.

The CAnFR award, presented for the City’s 2020 Annual Report, represents a significant accomplishment for municipal government and its financial management. The award recognizes the City’s commitment to high standards and excellence in financial transparency and accountability.

“We are committed to financial transparency and openly communicating to the citizens of Saskatoon with full disclosure in our annual reporting,” says Kari Smith, Director of Finance. “We are proud to receive this award and proud of our employees who are dedicated to making the City of Saskatoon a leader in producing high-quality financial reports year after year.”

City Compost Depots set to open on Monday, April 11

The City’s two compost depots are set to open in time for spring clean-up. Residents are invited to drop off leaves, grass, sod, topsoil, garden refuse, pumpkins, and non-elm branches, stumps and tree trimmings at no cost. This helps keep yard waste out of the Landfill and produces high-quality, nutrient-rich compost and mulch used in Saskatoon’s parks and community gardens.

The West Compost Depot is open 7 days a week, including statutory holidays from 9:00 a.m. to 5:50 p.m. Residents should take note that there will be restricted access to the West Compost Depot beginning Monday, April 11 to help reduce traffic congestion and ensure safe access for visitors. The depot will only be accessible from the Highway 7 southbound, with no access permitted from the Highway 7 and 11th Street intersection. Detour signs will be in place to assist with traffic flow.

Residents also have access to the East Compost Depot located on Highway 5 for drop-off only. The East Compost Depot is open 5 days a week, Thursday through Monday (closed Tuesday and Wednesday) from 11:00 a.m. to 4:50 p.m.

All loads must be covered when transported within City limits to prevent debris from blowing off vehicles (Waste Bylaw #8310).

The City Compost Depots do NOT accept elm wood, sawdust, treated and untreated lumber, building materials, garbage, or any animal waste/litter. Food waste is also NOT accepted for drop-off at the compost depots; some food items can be placed in Green Carts or composted at home.

New pay parking app planned to launch in June

The vendor of the City’s current pay parking application (app), WayToPark, will be releasing a new app in June called Parkedin. Beginning July 1, Parkedin will officially replace WayToPark as the City’s app-based parking payment service.  

The Parkedin app will be available for public download and use starting June 1. Both WayToPark and Parkedin will be available in tandem during a transition period from June 1 to June 30, 2022.

The new Parkedin app will operate and function similar to the WayToPark app, with some additional features such as the ability to pay for parking by scanning a QR code on the nearest pay station as well as support for debit payments. 

“Our Parking Services team is looking forward to the implementation of the new app to provide an improved offering for customers and to ensure that there is no service disruption.” says Matt Grazier, Director of Community Standards. 

A report on proposed amendments to the Traffic Bylaw to facilitate usage of the new app will be presented to the Standing Policy Committee on Transportation on Monday, April 11.

Targeted financial plan & use of reserves recommended to offset 2021 preliminary deficit

The City of Saskatoon has released its 2021 preliminary year-end financials showing a $6.54 million deficit in the civic operating programs and a $12.25 million surplus in the utility programs, before year-end audit confirmation.

Although last year brought ongoing change and uncertainty, the City remained dedicated to the delivery of core services residents rely on while continuing to find corporate-wide savings and reduce overall spending. Through the saving strategy, the City reduced training budgets and carefully examined discretionary spending to help make up for reduced revenue and other budget pressures arising from the pandemic. Fuel savings also helped reduce the deficit.

Under provincial law, municipalities are not allowed to operate with a deficit. On April 12, 2022, the City Administration will present a report to the Standing Policy Committee on Finance (7.2.4) that sets out the City’s financial strategy to offset this deficit.

“The preliminary $6.54 million deficit represents a variance of just over one per cent from the City’s overall Civic Operating Budget of $546.6 million,” says Director of Finance, Kari Smith. “Our shortfall is largely the result of snow & ice removal costs resulting from the November 2020 blizzard, higher than anticipated Information Technology costs, and lower than budgeted operating revenues. I’m confident in the well-laid financial plan and strategy Administration is recommending to address the preliminary deficit, and importantly, it won’t impact our future service delivery to residents.”

The Administration is recommending the deficit of $6.54 million be funded by:

  • $3.71 million from the reallocation of Canada Community Building Funds originally put into contingency for this specific purpose;
  • $1.72 million through a one-time increase from the Water Utility Return on Investment (ROI); and
  • $1.11 million to be transferred from the Fiscal Stabilization Reserve. 

“While the City has continued to face significant non-tax revenue challenges in user fees and our other forms of revenue have remained flat or decreased year over year, it is important to recognize that several of our businesses also achieved surpluses in 2022 including Saskatoon Light & Power and Saskatoon Water,” Smith says.

2021 Preliminary Year-end Yields Surplus Utility-Related Results

  • Saskatoon Light & Power (SL&P) reported a surplus of $4.49 million. 
  • Saskatoon Water reported a year-end surplus of $3.63 million. 
  • Wastewater Utility reported a year-end surplus of $2.74 million.
  • Storm Water Management Utility reported a year-end surplus of $345,485.
  • Waste Services Utility reported a year-end surplus of $1.04 million.

In addition to the utility posted surpluses:

  • the Police Board was under budget by $860,000, this is included in the preliminary year-end deficit.
  • SaskTel Centre and TCU Place posted preliminary deficits of $3.96 million and $3.37 million respectively, to be balanced through contributions from their facility and capital reserves. 
  • Remai Modern posted a preliminary surplus of $310,526.

The City’s Financial Position Remains Future Healthy

The City’s overall and future financial standing continues to be strong and sound, having its ‘AAA’/Stable credit rating reaffirmed by S&P Global in January 2022. In planning for a bright and sustainable future, the City is committed to finding year-over-year increased operational efficiencies, creating greater savings across the organization and recovering from the financial impact of COVID-19.

The external audit of the 2021 financial statements is expected to be completed in June 2022. Following the external audit, the audited financial statements will be presented to City Council for approval.  At that time, the year-end financial results will be confirmed or adjusted based on the recommendations of the external audit and presented in the 2021 Annual Report later this year.

In recent weeks there has been a noticeable increase in fires resulting from the improper or inadequate storage and disposal of smoking materials; this is of immediate concern to the Saskatoon Fire Department.

Residents are reminded to: 

  • Safely store smoking materials up high, away from children’s reach. 
  • When smoking, use a deep, heavy ashtray that does not tip over to hold ashes and butts. 
  • Dispose of smoking materials in a metal, ceramic or glass container with a lid that has water or sand at the bottom.  
  • Keep disposed smoking materials a safe distance from anything combustible. 
  • Never discard smoking materials in vegetation, mulch, peat moss, potted plants, leaves, grasses, or other easily combustible materials. 
  • Douse smoking materials in water or sand to ensure they are safely out. 

Smoking materials include, but are not limited to: 

  • Cigarettes 
  • Cigars 
  • Electronic cigarettes (e-cigarettes), otherwise known as vape pens 
  • Drug paraphernalia 
  • Lighters and matches

Smoking material fires are preventable fires. A dropped or improperly disposed cigarette can smoulder for hours before bursting into flames or can ignite sooner in windy conditions. Be a responsible smoker and properly put out smoking materials completely and safely, every time.

Early spring street sweeping and pothole repairs underway as streets dry up

While we won’t say a final goodbye to winter and put the plows and sanders away, there’s optimism that spring is here. Early spring street sweeping on high traffic streets and in City business areas is underway.  

Daytime temperatures are consistently above freezing and priority streets, such as 22nd Street and 8th Street, are finally drying up, allowing sweepers to start collecting debris left behind after winter.  

Sweepers will go around parked vehicles for this early spring clean-up work, which is quicker and collects an estimated ninety percent of the debris and dust. Watch our video about early spring sweeping or visit saskatoon.ca/sweep to learn more.  

If daytime temperatures remain above zero, line painting can begin on some major arterials, and then move to the swept priority streets.  

Residential street sweeping gets going in early May where the yellow No Parking signs will allow for the curb-to-curb sweep. More information and schedules will be available in the coming weeks. 

Major potholes that can cause vehicle damage or injury are being temporarily repaired before hot mix asphalt for permanent repair is in production mid-April. At that time, City and contractor crews will be out in full force along high-traffic priority streets. In May, potholes will be repaired in residential streets once they are swept.  

Let us know about potholes on the Report-a-Pothole interactive map at saskatoon.ca/potholes. The potholes reported and repaired have been removed to make the map easier to look at. To report emergency pothole locations, please phone our Customer Care Centre immediately at 306-975-2476. 

Please watch for slow-moving road maintenance equipment and workers, obey detour signs, leave plenty of space and only pass when safe for everyone.

Roof Repaired on 137-year-old Marr Residence

The roof of the 137-year-old Marr Residence was replaced after a leak was identified in 2020. City Council approved a plan to use the capital expenditures reserve, grant funding from the Saskatchewan Heritage Foundation, as well as donations from the public to fund the repairs and build capital for any future maintenance of the building.  

“The generous donations and support from the public and the grant from the Saskatchewan Heritage Foundation were essential to the successful completion of this project,” says Troy LaFreniere, Director of Facilities Management. “The oldest building in Saskatoon on it’s original site, an important heritage site for our community can continue to be maintained for many years to come for residents of Saskatoon and visitors to enjoy.” 

The entire roof of the Marr Residence was removed and replaced as well as replacement and repair of rotten wood, soffit and facia. The roof was rebuilt to match the prior structure to maintain the character and heritage of the building.  The total cost of the project was $88,689. With the new roof, the building remains in a good state of repair.  

“We’re so grateful for the generosity of all those who have donated to the project as the Marr Residence is a piece of history in our City and such an important part of Saskatoon’s story,” says Della Marshall, volunteer board chair for the Marr Residence. “We welcome everyone back to the house.”

Pruning Ban for Elm Trees Takes Effect Friday, April 1

The City reminds residents that the provincial ban on pruning elm trees is from Friday, April 1 to Wednesday, August 31, 2022.
 
Provincial regulations prohibit the pruning of elm trees during this time to ensure that elm bark beetles, which transmit Dutch elm disease (DED), are not attracted to freshly pruned elms when the beetles are most active. Anyone wishing to prune elm trees during the ban must obtain a permit and are asked to call the City’s Parks Department at 306-975-3300 for more information.
 
Provincial regulations also prohibit the storing, transport and use of elm wood for any purpose. This includes wood chips, firewood, wood slabs and branches. The only permitted movement of elm wood is to the City’s designated disposal site at the City Landfill. 
 
Elm trees make up about 25% of Saskatoon's urban forest. Last year, the City confirmed its third case of DED since 2015 in an elm tree located in Leif Erickson Park in the Westmount neighbourhood. As part of the City's DED Response Plan, the infected tree was immediately removed and disposed of at the City Landfill. The City will continue surveillance and testing of public and private elm trees in the surrounding area with an intensive search for elm material and other sources of infection. 
 
What is DED?
DED is a serious disease caused by a fungus that clogs the elm tree’s water and nutrient conducting system, which eventually causes the tree to die. DED was introduced in North America in the 1930s and has since wiped out millions of elms across Canada and the United States.  
 
How is DED spread?
In Saskatchewan, the disease is spread by several species of elm bark beetles. These beetles can fly farther than two kilometres in search of elm trees. The DED fungus has tiny spores that stick to the body of the beetle. Elm bark beetles can carry these spores and infect other elm trees. The fungus can also be spread by infected pruning tools. 
 
What can you do to prevent DED?
The most effective management strategy for DED is to not transport or store elm wood. Firewood containing elm bark beetles is the most likely way that DED would be brought into Saskatoon. 
Residents can help prevent DED by:
  • Not pruning elms during the provincial pruning ban (April 1 to August 31)
  • Not storing or transporting elm wood – provincial regulations prohibit it!
  • Always disposing of elm wood at the City Landfill
  • Sanitizing tools after working on elm trees
  • Not building treehouses in elm trees, as the nail and screw holes can attract elm bark beetles carrying the DED fungus
  • Reporting dead or dying elm trees or branches to the City or to a professional arborist 
How to identify and report unhealthy elm trees
American elm trees with DED may start showing symptoms as early as June. Typically, the leaves will start to wilt and turn yellow, then curl and turn brown. Anyone suspecting that an elm tree is unhealthy is encouraged to complete the online form at saskatoon.ca/dutchelmdisease or call Urban Forestry at 306-975-2890.
 
By following the provincial regulations and maintaining elm trees on your private property, all residents can help prevent the spread of DED in Saskatoon.

Household Hazardous Waste Drop-off Day – Sunday, April 3

The City of Saskatoon and GFL Environmental Inc. will host the first Household Hazardous Waste (HHW) Drop-off Day of the year this Sunday.

  • Location: Civic Operations Centre (57 Valley Road) 
  • Date & Time: Sunday, April 3 (9:00 am - 3:30 pm)

Saskatoon residents are invited to drop off their HHW materials for recycling and safe disposal, including aerosols, automotive fluids, batteries, cleaners, cylinders, light bulbs, medications, yard chemicals, vaping products, and more. Complete lists of acceptable and unacceptable items are available at saskatoon.ca/hazardouswaste.

Reminders:

  • Masking is encouraged, but not mandatory.
  • Containers used for transporting HHW will not be returned to the participants.
  • Please ensure all containers are safely sealed and contents are clearly marked.
  • To avoid potentially long line-ups and wait times, ask the Waste Wizard at  saskatoon.ca/wastewizard to find other means of recycling and safe disposal.
  • Help reduce emissions from idling and protect the health of other residents by turning off vehicles during long wait times.
  • Approximate wait times will be posted periodically on the day of the event on the Facebook event page.
