CITY ADVISES MOTORISTS TO SLOW DOWN ON PUDDLED STREETS

With the arrival of warmer temperatures, motorists are advised to slow down when driving over puddles on the roads. Pools of water can cover deep potholes and drivers travelling at higher speeds could be caught by surprise, resulting in loss of vehicle control or vehicle damage. When driving through collected water at higher speeds, you could also splash pedestrians, cyclists or other vehicles.
The melting snow will drain into the storm water sewer at catch basins located strategically on every street – even those covered by snow. City crews are monitoring any known trouble spots to ensure proper drainage is taking place, and clearing and defrosting any catch basins that may require it. The City is also currently undertaking snow removal and grading on priority streets to reduce the amount of standing water that contributes to potholes, and so there is less sand to clean up in the springtime.
If motorists encounter severe rutting, hazardous potholes, blocked catch basins or other emergency road conditions, they’re asked to report it by calling the Public Works Customer Service line at 306-975-2476. For more information on the City’s snow management programs visit saskatoon.ca/snow.

CITY PREPARED FOR ANTICIPATED MELTING CONDITIONS

- Grading of streets that are experiencing heavy ruts and where there is little option for motorists to avoid. These are typically in core neighbourhoods where roads are narrow.
- Grading residential streets approaching 6 inches (15 cm) snowpack to prevent severe rutting.
- Regular monitoring and sanding of bridge decks, overpasses and high-risk intersections as required during the thaw/freeze cycle.
- Removing snow windrows on remaining priority streets
- Monitoring catch basins at risk for flooding and keeping them clear for melting snow.
- Monitoring critical intersections, ditches, ponds and culverts that may flood during fast melt. Crews and equipment will be ready for emergency situations.
Warmer weather is finally on its way! With above freezing temperatures forecast for at least the next week, melting on many residential streets will significantly reduce the packed snow, and asphalt may see the light again.
“Melting snow will drain into the storm water sewer at catch basins located strategically on every street, even the ones covered by snow,” says Pat Hyde, Director of Public Works. “In fact, although some catch basins may freeze, the snow cover helps to insulate the drain and keep it from freezing when overnight temperatures are still below freezing.”
Known trouble locations are monitored and if ponding happens around those catch basins, City staff will clear and defrost them as required.
Priority Streets
The proactive grading and snow removal on priority streets has additional benefits for road conditions in warmer weather, such as reducing standing water which causes potholes, and less sand to clean up in springtime. Removal along priority streets continues; so far this winter 10,200 tandem truckloads of snow have already been removed.
Residential Streets
City-wide neighbourhood grading on residential streets is not scheduled at this time. While it improves driving conditions, grading creates windrows of heavy ice and snow that are stored in the parking lane in front of residential homes, and results in loss of on-street parking and narrower streets. Grading is necessary to prevent deep ruts of iced snow that can occur once the packed snow depth is city-wide 6 inches (15 cm). Currently the average snowpack depth on residential streets is 4 inches (10 cm), based on 30 locations measured throughout the city this week.
“Packed snow on roads tends to melt slowly and evenly at above zero temperatures, so many residential streets will be left to melt on their own,” Hyde says. “However, some streets have deeper ruts measuring close to 6” (15 cm) affecting driving conditions. We will be leveraging on this warm weather to allow our crews to address those streets.”

CITY WANTS YOUR TAKE ON OUR TARGETS

- the benefits and risk associated with the targets
We are taking our proposed performance measures and targets to the street, asking citizens to review and affirm the targets before they are used to guide decisions and measure the City’s performance going forward.
“It is important that citizens have an opportunity to provide their input on the level and focus of these performance targets,” says Catherine Gryba, General Manager of Corporate Performance. “City Council will consider citizen input when finalizing the targets. Once approved, these targets will influence decisions around policy and programs and serve as the yardstick against which we measure our City’s progress.”
We have provided two survey options on saskatoon.ca. Citizens can get involved and influence decisions by simply selecting the survey option most convenient for them based on their available time, preference and interest. The short survey can be completed in as little as five to 15 minutes. The detailed survey offers an opportunity to provide your input on more specific recommended targets which may take you 15 to 30 minutes.
“The short online survey offers an opportunity to identify how important each one of our 26 performance measures are to you,” Gryba says. “All 26 performance measures are aimed at advancing the goals outlined in the City of Saskatoon’s 10-year Strategic Plan.”
The goals were identified through a community consultation process launched in 2010 called Saskatoon Speaks. Citizens shared their ideas and ambitions for the city through surveys, summits and community-level conversations.

REMINDER: APPLICATION DEADLINE FOR SEASONAL COMMERCIAL ENTERPRISES IN PARKS IS TUESDAY, MARCH 31, 2015

The deadline for applications to operate a Seasonal Commercial Enterprise (SCE) in a Saskatoon park is Tuesday, March 31, 2015, for the 2015 operating season that runs from July 1 to October 12.
City Council approved the new Seasonal Commercial Enterprise in Parks Policy (Policy) earlier this year. The Policy provides the opportunity for anyone wishing to operate a SCE that will support a variety of recreational, sporting, or cultural activities or events in Saskatoon’s parks.
An Adjudication Committee with representatives from the City of Saskatoon (City), Meewasin Valley Authority, Tourism Saskatoon, Saskatoon Chamber of Commerce, Broadway Business Improvement District, Riversdale Business Improvement District, and the Partnership, will review and recommend approval of SCE applications. Approval will be based on the applicant’s ability to meet the specific criteria outlined in the Policy.
Once the application has been approved and all required documentation is received by the City, a permit and business license will be issued by the City’s Planning and Development Division. Permit costs range from $600 (not-for-profit) to $1,800 (for profit) annually; the fee for a new business license is $125.
Enforcement of the Policy will be administered through the City’s Community Services Department. It does not include food and beverage opportunities, which are currently available in downtown riverbank parks. The Policy itself is available on www.saskatoon.ca.

WATCH FOR CONSTRUCTION VEHICLES AT SPADINA LIFT STATION

Beginning in March 2015, Saskatoon Water will be constructing a new building next to the Spadina Lift Station, south of the Circle Drive north bridge on the west bank of the river.
The building will house two large pumps and a backup generator to act as a bypass station which will help deal with peak wastewater flows which occur during rainstorms. Once built, the existing portable pumps will be removed.
Spadina Crescent, between Windsor Street and Prince of Wales Avenue, will remain open to traffic throughout construction, but drivers and pedestrians are urged to use caution as large trucks and equipment will be entering and exiting the site. During construction it may be necessary to temporarily close the Meewasin Valley Trail adjacent to the site. In this case, a detour trail will be put in place and signs posted.
Construction is expected to last approximately one year, barring any unforeseen circumstances. Once the project is complete, the area will be re-planted with trees and grass.
The Spadina Lift Station is a critical part of Saskatoon’s wastewater system, handling about 60 per cent of the flow going to the Wastewater Treatment Plant.
SMART METER TECHNOLOGY TO ENABLE MORE PRECISE MEASUREMENT

On March 9, Administration will recommend the City’s Standing Policy Committee on Environment, Utilities and Corporate Services approve a contract with Elster Solutions Canada Inc. to supply the necessary equipment for the implementation of an Advanced Metering Infrastructure (AMI) system for the City’s electricity and water utilities.
“In addition to the success we’ve had so far, Elster communication modules are also compatible with the 54,000 meters already replaced by Saskatoon Water,” says Kevin Hudson, Metering & Sustainable Electricity Manager. “It makes sense financially to standardize the type of meters and modules for the balance of the electricity and water meter deployment.”
An AMI system is used to transmit electricity and water consumption data from the individual meters to the utilities. If the contract is approved, the purchase will include the following items:
Saskatoon Light & Power has been working with Elster since 2008 and has successfully replaced about 55 percent of aging meters since that time.
“The AMI system will allow for more precise and reliable metering,” says Hudson. “'Further benefits include reduced greenhouse gas emissions and labour costs tied to manual meter reading.”
The AMI system is expected to be operational in 2016. Once AMI is fully implemented, customers will receive monthly bills based on actual, not estimated, usage.
The balance of electricity customers will be converted to the AMI system by the end of 2017. All water communication modules are planned to be installed by the end of 2019.
Elster Solutions Canada has been engineering and manufacturing meters for 125 years and has deployed over 8 million smart meters and 110 AMI/smart grid systems worldwide. Elster meters are designed, manufactured, and guaranteed to operate in accordance with Measurement Canada regulations and American National Standards Institute (ANSI) standards.

MORE FLEXPARKING PAY STATIONS TO BE ACTIVATED DOWNTOWN

- Have your licence plate number handy; you’ll need it at every transaction.
- Don’t forget to note the maximum allowable time where you’re parking; you can only park as long as the sign indicates, regardless of how much time you buy.
- You don’t need to display a dashboard ticket; your plate provides proof of payment.
- Balances on your parking purchase can be carried forward to any space that’s been switched over to the new system; balances cannot be applied to coin metered spaces.
- Additional parking time may be purchased after your last purchase expires, provided you have not exceeded the maximum allowable time posted at your parking space.
As the City continues to roll out the FlexParking program in stages, an additional 25 pay stations will be activated on Wednesday, March 4, on the following streets:
When the new, flexible pay stations are turned on, the old coin meters will be covered with a white and yellow hood that directs drivers to use the pay stations. Until drivers encounter this hooding at the space they wish to park, they should continue to plug the old coin meters.
The first FlexParking pay stations were activated along 2nd Avenue and 21st Street on February 19. More stations will continue to be activated in stages, in the weeks to come.

The City’s Disability and Veteran parking permit programs remain unchanged and drivers are still required to display their placards.

NEW SASKATOON TRANSIT WEBSITE TO ENHANCE RIDERSHIP EXPERIENCE

Saskatoon Transit now has its own website! saskatoontransit.ca is designed to enhance the ridership experience and offers a number of new features requested by riders including the launch of real-time bus tracking, improved trip planning tools and mobile-friendly access.
“Having access to real-time information has the potential to transform the ridership experience,” says Colleen McKee, Communications and Marketing Manager for Transportation and Utilities. “We know these new services will empower our current customers and we believe it will make it easier for new customers to try Transit as well.”
Real-time bus location tracking, accomplished by equipping buses with an internet-enabled GPS unit, enhances the rider experience by allowing them to monitor the location of their bus in real-time. Other new features include enhanced trip planning tools and improved access to service alert information. All of the new online services are optimized for viewing on mobile devices and tutorial videos will help guide users through the new features.
“Our customers have told us that mobile devices are the preferred technology when connecting to information about our services, especially when accessing real-time information,” says McKee. “These new services are designed to meet the needs of the connected rider and provide fast and easy access to the information they need”.
In addition to the new website, Saskatoon Transit has also launched a dedicated Transit Twitter account, @stoontransit, which will be monitored by the same customer service team that responds to telephone inquiries.
To promote the launch of saskatoontransit.ca residents can enter to win a one-month transit pass and custom designed t-shirt by visiting the new site and trying out the new trip planner. Contest details are in the announcements section on the home page.

DRIVERS REMINDED TO USE EXTREME CAUTION
Mild weather on Monday followed by today’s drop in temperatures and snow is causing slippery road conditions for drivers. The City would like to caution residents to slow down as the ice is not visible under the fresh layer of snow.
Roadway crews are out sanding and salting priority streets on a continual basis. Anti-icing products have been very successful this winter to keep roads clear; however, current blowing snow conditions polishes the ice between applications.
Bridges and overpasses are particularly susceptible to icy conditions so the City takes extra precautionary measures. When icy conditions exist, all bridge decks are checked and sanded as required every two hours. CITY AWARDS TENDER FOR UNIVERSITY BRIDGE REHABILITATION

The City has awarded the tender for the necessary rehabilitation of Saskatoon’s iconic University Bridge to Horseshoe Hill Construction Inc. City Council approved the recommendation at its meeting of on Monday, February 23.
“We’re looking forward to working with Horseshoe Hill Construction Inc. on this important project that will ensure this 100 year old bridge continues to serve commuters for many years to come,” says Mike Gutek, Director of Major Projects. “This is an important step that allows us to now work out some of the finer details of this project.”
The project will see the bridge closed to the general public from May 1, 2015 to August 30, 2015. A single lane of traffic will remain open for emergency vehicles, Saskatoon Transit buses, Saskatoon Health Region authorized vehicles and school buses contracted by the Saskatoon School Boards only. A system will be implemented that accommodates travel in both directions. A single walkway will also remain open at all times during construction.
“Based on discussions with stakeholders, the critical needs of emergency vehicles, and the costs associated with a full closure, we believe this is the best solution for everyone involved,” says Gutek. “We’re deeply aware this work will have a significant impact on traffic flow in our City, but we are working to ensure the least disruption possible to carry out the repairs that are necessary for the safety and longevity of this important piece of infrastructure.”
A Project Transportation Plan is currently being prepared which involves identification of current and expected traffic delays at 26 key intersections. This information will be used to make improvements, assist with planning detours, and ultimately allow for better movement of traffic in our city.
An independent engineering assessment of the bridge in 2013 identified the deck is structurally insufficient and the concrete is susceptible to rapid failure and loss of strength due to freeze-thaw action. While there is no risk of danger, the assessment concluded that immediate repairs are required.

*Crown Investments Corporation conducted a series of independent third-party reviews of SaskPower’s Smart Meter Program, following eight meter-related fires in 2014.
*Saskatoon Light & Power has been installing new Elster Solutions Canada smart meters since 2008, and has received no reports of meter-related fires.
*Elster meters complied 100% with all safety verification testing conducted by Underwriters Laboratories.
*Saskatoon Light & Power employ their own Certified Meter Installers for all installations, and safety checks are conducted to ensure meters are installed properly and operating normally.
9.10.1 Stonebridge & Highway 11 Interchange
Council will be asked to:
*Provide an additional $1.9 million of funding from the Interchange Reserve in order to ensure the project goes ahead in 2015.

9.10.2 Sidewalk Snow Clearing Enforcement Process
City Council will be asked to:
*Direct Administration to draft an appropriate policy based on Option 3 that is outlined in the report submitted. Option 3 states: For first offences, the current Bylaw Notice would be used. For subsequent offences by the same property owner, the City would issue a Notice of Violation and also proceed with the Bylaw Notice process to ensure the violation is remediated. This would not only act as a penalty and deterrent, but also ensure that the sidewalk is cleared to improve mobility. Further violations would result in increasing fines as per the bylaw.

CITY MONITORS STREETS TO DETERMINE TIMING OF CITY-WIDE RESIDENTIAL GRADING

- Snow windrow removal around the school zones. With the February school break in effect the timing of this will help to provide for improved conditions in the drop off zones at the schools.
- The snow train has been activated to remove snow stored along the barrier walls of Circle Drive and the bridges.
City crews have been out measuring the snowpack and rut depth on residential streets to determine when a city-wide snow grading will be initiated. Initial measurements have found an average snowpack of 7.5 centimetres (3 inches). This is currently below the 15 centimetres (6 inches) threshold to trigger a city-wide residential snow grading.
“These are our initial measurements but crews will continue to monitor and assess residential streets over the next few days and we will be in a better position next week to determine the timing of the potential activation of City-wide residential grading,” says Pat Hyde, Director of Public Works. “In the interim, we are continuing to address trouble spots on residential streets as they are reported.”
This year, the intent is to perform the city-wide residential snow grading program later in the season to reduce the time that windrows adversely affect parking.
“Timing is everything when it comes to initiating City-wide snow grading; the snow pack needs to be thick enough and the weather warm enough to soften the pack so that it can be graded effectively,” says Hyde. “Windrows impact residential on-street parking so we don’t want to initiate it too early. We also don’t want to leave it too late because Spring temperatures can cause deep ruts on snow packed streets.”
So far this winter, 6,800 tandem truckloads of snow have been removed from priority streets which are in good winter driving condition. City Crews continue to work 7 days a week, 24 hours a day to sand and salt roads as required.

CITY TO BEGIN ACTIVATING NEW FLEX PARKING PAY STATIONS IN STAGES
The City of Saskatoon will begin to turn on the new centralized FlexParking pay stations, in stages, starting from 9:00 a.m. on Thursday, February 19. As the new stations are turned on, the old coin meters will be hooded to direct drivers to the new stations. Until then, drivers should continue to plug the old coin meters.
“This is an exciting time for Saskatoon; this easy to use system will replace the old coin meters in the Downtown and core business districts enabling much more flexibility in payment and parking options,” says Andrew Hildebrandt, Director of Community Standards. “Drivers will be able to use coins, credit cards, the new City Parking Card and, in the near future, cell phones to purchase parking. The new system also allows you to park at various locations throughout the city on a single payment, in accordance with the maximum posted time limit for each space.”
The first FlexParking pay stations to be turned on will be Downtown on the following streets:
• 2nd Avenue between 19th Street and 23rd Street
• 21st Street between 1st Avenue and Spadina Crescent
The remaining stations will be turned on, in stages, in the weeks to come. If the coin meters are covered with a white and yellow hood, you’ll know to pay at the nearest FlexParking pay station. The City will also issue Public Service Announcements and communicate via social media as new areas are activated. In total, 325 pay stations will replace 2,800 coin meters.
The new machines are solar powered and ticketless; you simply enter your licence plate number at the nearest pay station, make your payment and walk away. Since your payment is tied to your licence plate, there is no need to display a ticket on the dash. Receipts are issued as requested.
Once all of the FlexParking pay stations are activated, drivers may move around the city, using their single parking purchase at multiple spots. However, drivers must still obey the posted time limits associated with each parking space. Parking commissionaires will be able to tell how much time your vehicle has sat in each location through the aid of licence plate identification and recognition software.
“There are some areas in the City where parking is free but time restricted. In order to avoid confusion, the city has installed Paid Parking Zone signs to distinguish where payment is required,” says Hildebrandt. “As we transition from the old coin meters to the new pay stations we will have a street team on hand, wearing bright yellow toques, to help drivers and answer questions. They’ll also be handing out keychain attachments that drivers can use to note their licence plate number so they always have it handy.”

“This new website is the first step to providing ample opportunities for people to have their say about the future of the Saskatoon Region and contribute to the development of the Regional Plan” says Alex Fallon, Independent Chair of the P4G Regional Oversight Committee and President and CEO of the Saskatoon Regional Economic Development Authority (SREDA).
The website contains timely information about the project and upcoming events, in addition to being a forum for residents to participate in online discussions. It also includes a link to the P4G 2014 Annual Report.

The group hired consultant O2 Planning + Design Inc. to develop a Regional Plan for the Saskatoon Region.
The goal of the P4G Regional Plan is to ensure each of the five partnering municipalities can benefit from growth opportunities, increase efficiencies, and reduce costs by working together. The Regional Plan, which is expected to be completed by mid-2016, will consist of plans for land use, transportation, and servicing. It will also outline the funding strategies needed to implement the Regional Plan, and propose new governance and administrative structures for the Region.

SEASONAL COMMERCIAL ENTERPRISES NOW ALLOWED IN PARKS

Saskatoon City Council has recently approved the new Seasonal Commercial Enterprise (SCE) in Parks Policy (Policy). The Policy provides the opportunity for anyone wishing to operate a SCE that will support a variety of recreational, sporting, or cultural activities or events in Saskatoon’s parks. The Policy also covers small motor vehicles, including Segways.
“Of course we always look for ways to improve the quality of life here,” says Cary Humphrey, Director of Recreation and Sport. “The purpose of the Policy is to establish fair criteria and a process to apply for park spaces suitable for the operation of a Seasonal Commercial Enterprise. After a review of similar practices in other Canadian municipalities, and from asking key stakeholders for their views, we feel the Policy will meet the needs of all parties and enhance the experience of park users.”
The City Solicitor will be amending the appropriate bylaws and policies to allow permitted SCEs to operate in parks including Recreation Facilities and Parks Usage Bylaw No. 7767 and Soliciting in Public Parks Policy No. 10-001.
The deadline for applications is March 31, 2015, for the 2015 operating season that runs from July 1 to October 12. Application packages are available by emailing the City of Saskatoon (City) at kara.lackie@saskatoon.ca or calling 306-975-3485. The Policy itself is available on www.saskatoon.ca
An Adjudication Committee with representatives from the City, Meewasin Valley Authority, Tourism Saskatoon, Saskatoon Chamber of Commerce, Broadway Business Improvement District, Riversdale Business Improvement District, and the Partnership, will review and recommend approval of SCE applications. Approval will be based on the applicant’s ability to meet the specific criteria outlined in the Policy.
Once the application has been approved and all required documentation is received by the City, a permit and business license will be issued by the City’s Planning and Development Division. Family Day Skate
Free Family Day Skate will take place Monday, February 16, from 2 p.m. to 4 p.m. outdoors at the Clarence Downey Speed Skating Oval (Dudley Street and Avenue R South in the Gordon Howe Complex), and indoors at Cosmo Civic Centre (3130 Laurier Drive).
There will be free games and activities at both locations, along with a DJ at the Clarence Downey Speed Skating Oval. If you prefer to stay warm inside, there will also be free games, arts, and crafts in the Cosmo Civic Centre gym available from 2 p.m. to 4 p.m.
Vending machines, change rooms, and public washrooms will be available for your convenience at both locations. You do not need speed skates to enjoy skating at the Oval; however, bring your own skates and safety gear as rentals are not available.
Winter Play Program and Learn to Skate
From February 21 to March 29, drop in from 10 a.m. to 4 p.m. at the following parks across the city for winter games and activities, including Learn to Skate sessions on select dates.
Each location has a heated warm-up unit. Please note, if the temperature reaches ‑25˚C or below with the wind-chill, the program will be cancelled.
No experience is necessary to participate in the Learn to Skate program. Participants must bring their own skates and CSA-approved winter helmets. Please note that children under the age of six must be accompanied by an adult or responsible caregiver. The Learn to Skate program will take place at the following locations:

CITY’S ECONOMY “VERY STRONG” & DEBT BURDEN “VERY LOW”: REPORT

The Standing Policy Committee on Finance today received a report reaffirming the City’s AAA/Stable Outlook credit rating. The report also includes some key factors international bond rating agency Standard & Poor’s (S & P) applies to award such a rating.
The Administration addressed questions from the committee about whether S & P had cautioned the City in its rating report.
“Our citizens need to know this is a very positive piece of news,” says Chief Financial Officer Kerry Tarasoff. “Despite a perception S & P may have cautioned the City over its debt load, the agency has not issued any warning.”
“We have a triple-A rating with a stable outlook which is a fantastic achievement and consistent with our past ratings,” Tarasoff says.
The report outlines S & P’s Ratings Score Snapshot in which the bond raters say Saskatoon has a very strong economy, very strong budgetary flexibility, strong budgetary performance, strong financial management, “exceptional” liquidity with a debt burden rating of “very low.”
Standard & Poor’s rating notes: “The City will maintain exceptional levels of liquidity to meet debt service requirements.”
“This means we will continue to manage our finances very well with healthy reserves and it will help build the infrastructure our growing city needs.” Tarasoff says.
The City of Saskatoon has maintained its AAA/Stable credit rating for more than a decade.

POOL AT LAKEWOOD CIVIC CENTRE CLOSED SATURDAY, FEBRUARY 14 TO FRIDAY, FEBRUARY 20, 2015, FOR REPAIRS TO WATERSLIDE; ALL OTHER PROGRAMMING CONTINUES

The Lakewood Civic Centre (Lakewood) leisure pool will be closed from Saturday, February 14 to Friday, February 20, 2015, as part of the repairs to the pool’s waterslide. The work required includes repairs to the piping in the crawl space and the replacement of the main valve that supplies water to the waterslide.
Occupational Health & Safety regulations require the pool’s water level to be drained in order to prevent flooding of the crawl space while the valve is being replaced. Once this repair has been completed it will take approximately a week to refill, reheat, and rebalance the chemistry of the water within the pool.
The week of February 14 to 20, 2015, has been selected for closure because there are no swimming lessons scheduled during the February School Break and this time will have the least impact to the public.
During this repair, Lakewood’s fitness and weight rooms, gymnasium, multi-purpose room, dry land programming, and childcare will remain open to the public. Many of the City of Saskatoon’s (City) other Leisure Centres will be offering enhanced programming during the February School Break. The waterslide at Lakewood has been closed for repairs since July 2014, as a result of ground movement issues in the mechanical crawlspace affecting the pump that supplies water to the slide. Final repairs to the waterslide will continue after the pool reopens on February 20. The final repairs include reinstallation of the main water pump. It is anticipated that the waterslide will reopen to the public in early March 2015.

CITY PREPARED FOR FORECASTED STRONG WINDS & HEAVY SNOW

Environment Canada is predicting strong winds and up to 20 centimeters of snow starting tonight, as well as the possibility of freezing rain over the weekend. The City has extra staff, contractors and equipment ready to keep priority streets clear, sanded and salted during and following the snow event.
Streets may become icy, due to strong winds and snow blowing across the roadway. Visibility may also be reduced. Please use caution and drive to the conditions. City crews will be working 24/7 to maintain priority roadways so please watch for equipment on the road. The large machines used are equipped with flashing amber lights, move slowly in teams of two or more and can be found on the road at any time of day or night. By keeping a safe distance from the equipment and approaching slowly, everyone can be safe on the road.
Snow and Ice Updates will now be issued in the form of a Service Alert. Similar to Power Outage Service Alerts, these Snow & Ice Service Alerts are available at saskatoon.ca/service-alerts, by following @YXEServiceAlert on Twitter or by liking Saskatoon City News on Facebook. These alerts are issued at 6:00 a.m. and 4:30 p.m. daily, once a snow event starts and continue for 72 hours after the event. The Snow Grading Map will be updated at the same time showing the status of snow grading. Salting/sanding and grading occurs on the following priority system:
Priority 1 (Highest traffic streets) will be plowed within 12 hours after a snowstorm ends.
Priority 2 (Rapid transit bus routes and busy streets) will be graded within 36 hours.
Priority 3 (Main streets and school zones) will be graded within 72 hours.
*Another snowfall or blowing snow within the 72-hour timeframe may require crews to return to Priority 1 streets, causing grading to take longer.
Residents are encouraged to report impassable or hazardous streets by calling Public Works Customer Service at 306-975-2476.

NUTANA SLOPE STABILITY OUTLINED: ENGINEERING DETAILS NOW PUBLIC

An independent engineering report commissioned by the City concludes slope failures on some private properties along the 200 and 300 blocks of Saskatchewan Crescent and 11th Street East, resulted from three main natural factors: geology, geometry and ground water.
“The report confirms that weak soil, a steep slope and a high water table from historically high rainfalls are why the slope has moved,” says Chief Engineer and Director of Major Projects, Mike Gutek. “The conclusions of Golder Associates were then verified by a second, arms-length review done by another engineering firm.”
The Executive Committee of City Council will receive next week an information report about the 2012 and 2013 slope failures in this area.
“This comprehensive geotechnical study – prepared at the City’s cost – not only paints a picture of what has happened, but what remedy private property owners will need to hold the slope up,” Gutek says.
City Council may choose from a wide number of possible roles for the City at this site. They range from the current approach, which is to monitor the slope movement and provide information to residents, to participating in remediation and contributing financially. The City typically does not contribute financially to remediation or restitution on private property.
There is a wide range of legal and associated risk consequences to the City related to this location. These will be reported to Executive Committee In-Camera, and are of the following nature:
Current approach, which is to monitor the site and provide detailed information to adjacent property owners and residents.
Offer mediation services, with or without participation by the City.
Become actively involved with property owners in the remediation approach.
Provide some level of grant or financial aid to property owners.
Slope movements are now at a standstill because of frozen ground and they slowed considerably over the late summer and fall. As a result of minimal movement, the City was able to lift an evacuation alert in September.
“Since the monitoring began, we have encouraged property owners to retain their own engineers to assess what they need to do to stabilize their properties,” Gutek says.

IT'S HERE! A WEBSITE DESIGNED WITH RESIDENTS FOR RESIDENTS

The new and much anticipated City website has officially launched into cyberspace today. Saskatoon.ca is now on-line.
Over a year-long redevelopment, residents and the City revisited almost every aspect of the City’s approach to providing online services to citizens.
“A fundamental goal for us was to gear it towards how people looked for City information,” says Catherine Gryba, General Manager of Corporate Performance. “We wanted to create a website designed with residents, for residents and we are pleased with the results.”
The new website design is easier to provide residents access to timely information and makes it easier to do business with the City. Residents will experience improvements to 22 online services such as the Property Tax & Assessment Tool and Utility Bill lookup. The reconstruction also included a review process which eliminated outdated content and reorganized information to make it easier to search and navigate.
“Early on, we recognized we had an opportunity and responsibility to completely reimagine our approach to serving residents online,” says Rob Gilhuly, Website Project Manager.
“Throughout the redevelopment, we invited residents to participate in decisions about the new Saskatoon.ca, including setting priorities for online services, designing navigation, and selecting the visual design of the site,” Gilhuly says. Last April, the City launched the dedicated engagement site, new.saskatoon.ca, which had more than 10,000 visits over the course of the project. Residents completed over 1,000 surveys and voted 1,700 times on polls about various aspects of the site. A preview version of the site in development was launched in November for residents to provide even more feedback.
“Our work on the web will never be finished, but what we are launching today is the first step of a new approach that considers the needs of users first”, Gilhuly says. “With any project of this scope, we acknowledge there may be a few minor bugs to address and some of these bugs aren’t always discovered until the website is in full use,” he says. “We continue to be committed to designing this with residents for residents, so if you discover a bug we not only want to know, but we will also put your name into a contest.”

CHILDREN AT RISK FROM BURNS AND SCALDS

- Set your water heater to 49°C (120°F). Water heated to 60°C (140°F) can cause a third-degree burn on a child’s skin in just one second.
- Use a travel mug with a tight-fitting lid when drinking hot liquid like coffee or tea.
- Cook on the back burners of your stove and turn the handles of pots and pans inwards.
- Ensure cords from appliances like slow-cookers or kettles are not within a child’s reach.
- Place a safety gate around your fireplace. The gas fireplace’s glass barrier can heat up to over 200°C (400°F) in about six minutes and when switched off, take about 45 minutes to cool to a safe temperature. For young children just learning to walk this is a significant risk.
- Install a smoke detector and test it every month to protect your family and home from fire and smoke.
During Burn Awareness Week (February 1 – 7, 2015), the Saskatoon Fire Department reminds parents and those responsible for young children that a child’s skin is especially susceptible to burns and scalds and we need to take extra precautions to protect them.
Statistics Canada reports that in 2010/2011, 346 children aged 0-4 and 59 children aged 5-9 were admitted to hospital as a result of a burn and that burns were the leading cause of hospital admissions from injury for children aged 0-4.
Children are particularly at risk of scalds because their skin is thinner and more sensitive. A child’s skin can burn four times quicker and more deeply than an adult’s.
Some safety tips to decrease the number of burns and scalds to children are:
Burns and/or scalds often happen in a split second but the consequences are long term. A child’s natural curiosity and sensitive skin makes them vulnerable. We need to do what we can to make sure they stay safe.

LABOUR BOARD RULING LEAVES PENSION BYLAW INTACT

The Saskatchewan Labour Relations Board (LRB) today ruled it will not be asking the City to undo the changes contained in the General Superannuation Bylaw No. 9224 adopted by City Council on September 22, 2014. The bylaw approved by City Council will be left intact and the City will proceed with implementing the amendments with the exception of Transit union members for the four-month statutory freeze period.
“The LRB did not set aside the pension bylaw,” says City Solicitor Patricia Warwick. “The board said it would not undo the pension amendments passed by City Council on September 22, 2014 and said it would read down those amendments for Transit union members for the statutory freeze period.”
“In other words, during the period of June 3 to October 3, 2014, Transit union members will be treated as if the pension amendments were not made,” Warwick says. “The City will have to abide by previous pension guidelines for any Transit union members between June 3 and October 3, 2014.”
This also means there is no pension deficit, and the General Pension Plan is protected. Prior to the September 2014 bylaw changes, the total general pension plan deficit was $68M and the Transit union’s portion of the deficit was $7M.

CITY BEGINS PRE-WETTING PILOT FOR ENHANCED VEHICLE TRACTION

- Approximately 4,000 tandem truckloads of snow have been hauled away from priority streets so far this winter, including centre median and parking lane windrows on many Priority 2 and 3 streets.
- So far this winter, 30 tons of cold mix asphalt has been used to temporarily repair potholes.
- Crews are also maintaining more than 500 utility cuts until they can be permanently repaired with hot asphalt this spring.
City of Saskatoon road crews are now using a pre-wetting delivery technique to apply sand on high traffic streets to improve vehicle traction in icy conditions.
"This is the second anti-icing pilot program we are implementing this year as we identify the best mix of products for our broad range of winter driving conditions. It involves modifying our equipment to spray a liquid chemical de-icer onto the sand before it is placed onto the street," says Pat Hyde, Director of Public Works. "The wet heavy sand adheres better to the road and provides enhanced traction for vehicles."
This program is expected to be more effective in extreme temperatures as low as -65C, where salt is ineffective and dry sand would otherwise bounce off or be blown off the roadway by passing vehicles.
“We started using the new equipment this week on Circle Drive and bridge decks ahead of the forecasted cold snap,” says Hyde. “We will be monitoring the effectiveness and expect drivers will notice the results.”
Through December and January, the first pilot program we have been testing is the sand/salt and magnesium chloride blended mixture. Salt on its own is only effective to a temperature of approximately -16C. When temperatures have dipped below that, the sand/salt blended with the magnesium chloride mixture has been effective.
Today, priority streets are in good winter driving condition with City crews continuing to work around the clock monitoring roadway conditions and utilizing the new processes for salting and sanding roads as required.
Winter Progress
For the safety of operators and other drivers, priority street snow removal occurs throughout the evening when there are fewer vehicles on the road. The large machines used are equipped with flashing amber lights, move slowly in teams of two or more and can be found on the road at any time. Drivers are advised to keep a safe distance from the equipment (15 metres), slow down when approaching, and pass only when safe, using extreme caution.
Crews continue to monitor residential streets and investigate reports of hazardous locations. Residents are encouraged to report potholes and impassable or hazardous streets by calling Public Works Customer Service at 306-975-2476.

NEW PROGRAM TO ADDRESS NEIGHBOURHOOD SPEEDING CONCERNS

The City of Saskatoon and Saskatoon Police Service (SPS) are responding to growing concerns about speeding in residential neighbourhoods with the introduction of a Residential Speed Management Program.
“We have been hearing from citizens that residential speeding is increasingly becoming an issue,” says Angela Gardiner, Director of Transportation. “It is of particular concern, given these roadways are often shared with pedestrians and cyclists, and are in close proximity to community gathering points such as schools and parks.”
The Residential Speed Management Program involves the City working with the SPS to identify and then address neighbourhood speeding using a variety of tools including speed boards, road signage, targeted police enforcement and public education.
After a review of concerns brought to the attention of City Administration and Police, as well as consultation with members of City Council, an initial list of 24 neighbourhoods across the city where residential speeding is a significant issue has been developed. A speeding blitz will begin in those neighbourhoods in February. Other problem areas will be added to the list as they are identified.
“We will be paying close attention to residential speeding in the coming weeks and cracking down on offenders,” says Inspector, Mitch Yuzdepski. “The blitz will begin in the neighbourhoods of Willowgrove, Hampton Village, Sutherland, Willows and Silverwood Heights, before moving on to the other priority locations over six weeks.”
The speed limit on all city streets is 50 km/h unless posted otherwise. Speeding tickets start at $120 and go up $10 for every 10 km/h over the speed limit.
“In some cases residential speeding can be attributed to lack of awareness about the speed limit,” says Gardiner. “Part of what we hope to accomplish through this program is to raise the awareness of the speed limit and tools such as speed boards and public education materials will help us do that.”
Citizens can report a concern and request an investigation by phone or by completing a brief report on the City’s website at Saskatoon.ca. Search for ‘Report a Neighbourhood Traffic Concern’ or call Transportation Customer Service at 306-975-2454.
Initial neighbourhoods to be prioritized include;
Sutherland, City Park, Caswell Hill, Montgomery Place, Riversdale, Pacific Heights, Confederation Park, Hampton Village, Dundonald/Westview, Mount Royal, Silverwood Heights, Lawson Heights, Grosvenor Park, Varsity View, Nutana, Willows, Avalon, Stonebridge, College Park East, Greystone Heights, Brevoort Park, Lakeview, Lakeridge and Willowgrove.
