The City of Saskatoon (City), in partnership with Innovative Residential Inc., is pleased to announce the pilot of a new, exciting project to demonstrate attainable, accessible housing options in Saskatoon.
“It is a priority of the City’s Housing Business Plan to include accessible units in attainable housing projects,” says the City’s Director of Planning and Development, Alan Wallace.  “Any opportunity to assist in developing housing options to meet the needs of citizens of all abilities, while working with a local developer that strives to provide a wide array of affordable housing, is a good fit for the City to improve the quality of life in Saskatoon.”
Innovative Residential Inc., a Saskatchewan provider of affordable and entry-level housing, submitted a proposal under the City’s Mortgage Flexibilities Program.  The company wants to designate 26 units in the Poplar Grove Development in Hampton Village to meet the funding requirements of the program.
Recognizing a unique opportunity, the City began discussions with Innovative Residential Inc. on the possibility of including two accessible or barrier-free demonstration units within the new development.  To make the project possible, the builder will receive 10% in capital support per unit (up to a maximum of $20,000/unit) from the City to offset the higher cost of design and construction, allowing these units to be offered at affordable price points.  The units will demonstrate varying levels of accessibility, including one fully wheelchair accessible unit and one moderately accessible barrier-free unit.  It will mean potential buyers can now view an accessible unit before purchasing.  This hasn’t been possible in the past because specialized units had to be ordered in advance. 
“We are pleased for the opportunity to work with the City in this unique project,” says Stacie Beever, Community Development Officer for Innovative Residential Inc.  “By being able to demonstrate the units, we will be able to gather public feedback firsthand on the design and features of the units to make further improvements and to help assess the demand for affordable, entry-level accessible housing in Saskatoon.”
Innovative Residential Inc. is hosting open houses to show the two-bedroom, barrier-free unit at Poplar Grove, located at 1303 Richardson Road, on Saturdays and Sundays from 2 - 4 p.m., until the end of August.  During this time, Innovative Residential Inc. and the City will be surveying visitors regarding the design and demand for these accessible units.
Following the demonstration period, Innovative Residential Inc. will sell the units to qualified buyers with financial support, which includes a 5% Mortgage Flexibilities Support Program Down Payment Grant to eligible purchasers with an income below the Maximum Income Limits being contributed both from the City and Innovative Residential Inc. 
The City hopes that the demonstration units will encourage the builders of future projects under the Mortgage Flexibilities Support Program to include accessible units in their projects.

Starting Sunday, June 29, 2014, routes will be adjusted to better serve our customers.

This year, we have made several significant updates to our routes to improve the service we offer. Feedback from our customers is important to us and is reflected in the routes updates.

All Transit customers are encouraged to learn about the route adjustments before the changes take effect on June 29.  Information is available in information guides on each bus and distributed by Transit Ambassadors on routes and at major terminals. Information is also available online at www.saskatoon.ca or by phoning the Transit Customer Service Centre at 306-975-3100.

Over the next few weeks, Transit staff will be updating affected bus stop signs with new route numbers that take effect on June 29. Saskatoon Transit appreciates customers’ patience during this time and apologizes for any inconvenience that may be caused.

As part of the route adjustments, starting September 2, Saskatoon Transit is also introducing four new university transit routes! New LIMITED-STOP EXPRESS ROUTES will offer service to residents in Fairhaven, Parkridge, Arbor Creek, Erindale and Willowgrove. Also new on September 2, is a full stop route with additional service to Market Mall for customers along Clarence Avenue and in Stonebridge.

The street lights on Idylwyld Drive north of 71st Street have experienced a power outage due to technical issues. SL&P crews are working to repair the lighting. Power is expected to be restored by the evening of Wednesday, June 18.

Lane restrictions may be in place in the southbound curb lane. Please watch for signage.

Starting at 6:45 p.m. on Monday, June 16, Circle Drive northbound curb (outside) lane will be closed from 108th Street to the Preston Avenue/Attridge Drive on-ramp while crews pave the road. The following off-ramps will also be closed:

Starting at 8:00 p.m. on Monday, June 16, the following restrictions will be in place as crews clean and seal bridges. OVERNIGHT RESTRICTIONS ON PRESTON AVENUE FROM COLLEGE DRIVE TO PRESTON CROSSING, JUNE 16
Starting at 7:00 p.m. on Monday, June 16, Preston Avenue northbound median (inside) lane will be closed from College Drive to Preston Crossing while crews install durable lane markings. To minimize disruption to traffic the restrictions will take place overnight with the road expected to reopen by 6:00 a.m. on Tuesday, June 17.

IDYLWYLD DRIVE NORTHBOUND, JUNE 17

Starting at 9:00 a.m. on Tuesday, June 17, Idylwyld Drive northbound lanes between 36th Street & 37th Street will be closed for water and sewer work. Two-way traffic will be accommodated in the Idylwyld Drive southbound lanes. The restrictions are expected to be lifted by 3:00 p.m. that day.

CIRCLE DRIVE EASTBOUND AT LORNE AVENUE, JUNE 17

Starting at 9:00 a.m. on Tuesday, June 17, Circle Drive eastbound shoulder and curb lane from Lorne Avenue exit to the Lorne Avenue overpass. The restrictions are expected to be lifted by 4:00 p.m. that day.

REMINDER: 8TH STREET WESTBOUND FROM BROADWAY AVENUE TO CLARENCE AVENUE
The 8th Street westbound lanes from Broadway Avenue to Clarence Avenue continue to be closed for paving. Two-way traffic will be accommodated in the eastbound lanes. The road is expected to reopen by 6:00 p.m. on Saturday, June 21.

REMINDER: IDYLWYLD DRIVE SOUTHBOUND

The Idylwyld Drive southbound curb (outside) lane from 25th Street to 24th Street continues to be closed while crews carry out streetscaping work. One lane will remain open to traffic. The road is expected to reopen by 6:00 p.m. on Friday, June 27.

Saskatoon’s seven bridges, 47 overpasses and 21 pedestrian crossings are pressure washed each spring, following the completion of the spring street sweeping blitz.  Annual washing removes the road dirt and salt that collects along the sides throughout the year to prevent corrosion and deterioration, extending the life of the structure.  Once clean, a sealant is applied to the concrete for added protection against sand and salt.  The process involves routine maintenance, and pressure washing the inside and outside walls and the bearings and expansion joints, located underneath where large amounts of dirt collects.  

Structure washing occurs overnight Monday through Thursday, from 8:00 p.m. to 6:00 a.m.; one to three locations will be cleaned each night.  For the safety of workers and drivers, and to provide access for equipment, lane restrictions will be in place during washing.  In most instances, traffic will merge to the centre lanes to accommodate the washing activities, but drivers are reminded please obey signs and pylons, and watch for City vehicles and workers. 

Tonight, drivers should watch for restrictions on the University Bridge, beginning at 8:00 p.m. Daily road restriction PSAs and Traffic Detour service alerts will advise drivers of the locations and restrictions.  

Bridge and overpass washing is expected to be completed by the middle of August, barring any unforeseen circumstances and weather permitting.

Spring cleaning, yard work and renovation season is upon us and Saskatoon residents can bring their waste to the Saskatoon Landfill.  For the safety of drivers, and to prevent litter along the road, the Waste Bylaw requires that all truck boxes and trailer loads are covered, or properly secured to prevent loose debris from blowing out.  Tarps, nets, rope and bungee cords are all acceptable ways of securing material, provided they are attached correctly. 

Beginning Saturday, June 14, officials will be inspecting all loads at the entrance to the Landfill, looking for properly secured covers and educating customers about acceptable materials.  Warnings will be issued until mid-July, when fines may be applicable for uncovered loads.

Since the federal and provincial governments announced very generous contributions for two much-needed bridges in our city, you, the citizens of Saskatoon, may have been hearing a lot of confusing information about how taxpayer funds will be used.

It has become apparent I need to set the record straight.

Of course I understand and respect there will always be a variety of opinions about City operations and programs, however, there is only one set of facts.

P3 Funding

There are many benefits to a Public Private Partnership or P3 funding model. It allows municipalities to deliver much needed civic facilities or other infrastructure much faster; there is less financial risk to a city; and with the private sector taking the lead, P3 projects often result in innovations that save taxpayers money.

Further, a P3 model also ensures taxpayers receive a fully maintained asset over the life-span of the asset; that means there is no temptation for cities to put-off maintenance costs. Without this arrangement in place, taxpayers could be on the hook for even greater – and most surely – higher costs to fix-up critical infrastructure the public relies on.

North Commuter Parkway/Traffic Bridge Replacement Project

As a P3, the benefits of creating a new bridge and restoring an historic river crossing in our city for all vehicles, bicycles and pedestrians are many as well.

The bridges will help reduce congestion – and we’ve already seen evidence the Circle Drive South Bridge has done this with heavy truck traffic downtown. Less congestion means greater mobility for private vehicles and for Transit making a Bus Rapid Transit plan even more viable.

Finally, the North Commuter Parkway Bridge will not be a toll bridge.

City Finances

The City is one of a small number of municipalities that has and maintains a AAA credit rating; this is because we spend your tax dollars very carefully. As a result, we are able to borrow money for major infrastructure projects our growing community needs at lower rates. This also saves you money.

Long term debt financing is a valid and prudent means to acquire and fund major infrastructure.

To be able to pay with cash on hand is not always practical, nor realistic. Borrowing for major infrastructure is much the same as a home purchase; as consumers many of us rarely have the cash to buy a home outright: instead, we take out a mortgage -- borrow the money, buy the property and pay it back to the lender. For certain, there is interest paid to the lender, but it is also the cost of providing ourselves and families with a place to live.

This is the same case for Saskatoon. Our growing community needs both new and replacement infrastructure and sometimes we borrow to build it. If we don’t provide the infrastructure, the community remains at a standstill, the economy suffers, and the city becomes a less attractive place to live, work and play.

We are in good stead as a City with a solid vision and strategic plan set by City Council and a new Growing Forward! initiative to plan and build a sustainable Saskatoon. Our finances are strong and we will continue to move ahead and progress as a community.

The City of Saskatoon’s (City) Growing Forward! Shaping Saskatoon project is pleased to present two reports for information to City Council’s Planning and Operations Committee on June 17, 2014, which outline work-to-date on the City’s Growth Plan to Half a Million (Growth Plan). 

The first report is the Growth Plan Summary Report #1:  Taking Stock & Visioning.  This report outlines work that Saskatoon has done to date to promote growth and development,  identifies and explains key areas that will need to be addressed in the Growth Plan, and sets the stage for public discussion about detailed Growth Plan options in October 2014. 
A summer information series called “Spotlight On” will be launched in the coming weeks and will highlight information contained in the summary report in the areas of core bridges, transit, rapid transit, and growth near major corridors. 
The second report is the Winter 2014 Engagement Summary.  This report shares what was heard during the Growing Forward! Shaping Saskatoon public engagement from February 25 to March 21, 2014. 
Both reports are available on the project website at www.growingfwd.ca and represent the completion of Phase 2 of the five-phase Growth Plan development process. 
Growing Forward! Shaping Saskatoon is a public planning initiative that is designed to plan for our future and navigate challenges associated with rapid population growth.  A major outcome of Growing Forward! Shaping Saskatoon will be the Growth Plan, which will help guide civic infrastructure investments as Saskatoon grows to half a million people over the next 30 to 40 years.

In a report to the June 17 meeting of Planning and Operations Committee (P&O), City Administration is recommending the development and implementation of an Advanced Metering Infrastructure (AMI) system for Saskatoon Light & Power (SL&P) and Saskatoon Water. The recommendation comes after a study, which began last fall, was conducted to determine the feasibility and cost of an AMI system in Saskatoon.

An AMI system uses “smart” electricity and water meters that measure and record actual power and water usage by time intervals throughout the day. The information is then transmitted wirelessly over a secure network to a central database, which allows for remote meter reading.

"Our investigation has confirmed an AMI system offers many benefits for our customers and the City,” says Trevor Bell, Director of Saskatoon Light & Power. “Customers would receive monthly bills based on the actual amount of electricity and water they use.  This would eliminate reliance on estimated usage between meter readings, and help residents manage their electricity and water use and detect unusual consumption patterns which could impact their bill.”

An AMI system means the City will benefit from more precise metering and reduced revenue losses caused by meter failure. Greenhouse gas emissions and labour costs tied to manual meter reading would also be reduced. It is estimated that 35 tonnes of CO₂e tied to vehicle use would be reduced each year, and reductions from decreased water use are estimated at 3,300 tonnes CO₂e - the equivalent of removing over 685 vehicles from Saskatoon roads each year.

A Business Case has been prepared to measure the project costs and savings over a 20-year period. Total capital costs are estimated at $24.31 million and system operation costs are estimated at $22.1 million. Over a 20-year period, the total projected savings are estimated to be $76.1 million. The project is expected to pay for itself within 11.43 years with an internal rate of return of 11 per cent.

If the recommendations are approved, customers who have already received their new smart meters will have their meters read electronically and will begin receiving monthly bills based on actual, not estimate, usage by the end of 2015. As the deployment of smart meters continues, the balance of customers will be converted to the AMI system.

Road construction and repairs are underway on various streets across the city, with new projects starting up every day. This summer, 178 lane kilometres of road will undergo a form of construction, rehabilation or maintenance. In comparison, that’s the distance from Saskatoon to Kindersley.

This year, projects on high-traffic streets will be done in the evening only or on 24-hour cycles, where economical and feasible. “Evening work will reduce the impact to drivers and surrounding business and 24-hour cycles will allow the work to be completed quickly and efficiently, reducing the overall impact from associated road closures and detours,” says Chris Hallam, Director of Construction and Design.

This week, repaving work has been happening 24 hours a day on College Drive from McKercher Drive to Circle Drive. This work is now complete. Scheduled to begin this evening, Circle Drive northbound from College Drive to the Circle Drive North Bridge will be paved at night only.  Scheduled for Sunday is the rehabilitation of 51st Street between Faithfull Avenue and Wanuskewin Drive over three weeks in the evening only.

“By combining large projects into our road reconstruction contracts this year, our industry partners are able to provide workers for overnight shifts for projects on high-traffic streets, like Circle Drive and 51st Street,” says Hallam. “At times the work zones may not appear active or the work may look complete, but barriers will stay in place where there are roadside hazards or where fresh pavement or concrete needs to set to ensure the safety of drivers.”

- 108th Street on ramp to Circle Drive northbound will be closed

Saturday & Sunday night, June 14-15

- Circle Drive westbound curb (outside) and centre lane will be closed from Attridge Drive on ramp to Circle Drive Bridge
- Attridge Drive on ramp to Circle Drive westbound will be closed

Monday night, June 16

- Circle Drive northbound median (inside) lane will be closed from the train bridge to Circle Drive Bridge

To minimize disruption to traffic the work is scheduled to take place overnight from 6:45 p.m. to 6:00 a.m. The restrictions will be lifted as indicated weather permitting and barring any unforeseen circumstances.

The Zipper Merge will be in effect at this location. As drivers approach the “lane closed ahead” sign and traffic starts to back up, stay in your current lane up to the point of merge. Then take turns in "zipper" fashion with other drivers to safely and smoothly ease into the remaining lane. Drivers in the through lane must take turns merging.

Slow down, pay attention and respect work zones. Watch for pedestrians and work crews, and for everyone’s safety, please obey all detours, signs and barriers.

Make a splash this summer!  Lathey Pool, Riversdale Pool, and the Play Village at Kinsmen Park, which includes a supervised paddling pool and accessible playground, will open for the season on Saturday, June 14.  George Ward Pool and Mayfair Pool will open on Monday, June 16.

Over the next three weeks, the following road restrictions will be in place on 51st Street while crews repair underground water and sewer infrastructure and perform roadway improvements.

June 12-16 - 9:00 a.m.–6:00 p.m. (road will remain closed for duration of work)
Starting on June 12, 51st Street eastbound lanes will be closed from Wentz Avenue to Millar Avenue while crews work on water and sewer connections in these lanes.  Eastbound traffic will be detoured by way of 50th Street. Access to businesses facing 51st Street will be restricted, but will be maintained on side and back entrances.

When the repair is complete, the area will be paved.  It will later be removed during the reconstruction process, but the layer of asphalt is required for properly removing the top layer of roadway.

June 15-28 – 7:00 p.m.–6:00 a.m. (overnight restrictions)
Starting on June 15, 2014, there will be lane restrictions on 51st Street and Faithfull Avenue while crews resurface the road.  

To minimize the impact to traffic and inconvenience to businesses in the area the work has been scheduled to take place between 7:00 p.m. and 6:00 a.m. each night. All lanes will be open during the day.

The work will be done in the following phases:

Phase 1 - Faithfull Avenue from 50th Street to 51st Street and the intersection of Faithfull Avenue and 51st Street (Approximate duration: 2 nights)
Beginning June 15

- Faithfull Avenue will be closed from 50th Street to 51st Street, access for local traffic maintained.
- Left turns at the intersection from 51st Street onto Faithfull Avenue will not be permitted.

Phase 2 - 51st Street from Faithfull Avenue to Wanuskewin Road (eastbound)
(Approximate duration 4 nights)
Expected start: June 17

- Curb (outside) and centre lanes will be closed. Traffic merges to median (inside) lanes in both directions.
- Traffic in the direction of construction will be diverted to alternate routes. Left turns will be restricted as required.

Phase 3 - 51st Street from Wanuskewin Road to Faithfull Avenue (westbound)
(Approximate duration 4 nights)
Expected start: June 21

- Curb (outside) and centre lanes will be closed. Traffic merges to median (inside) lanes in both directions.
- Traffic in the direction of construction will be diverted to alternate routes. Left turns will be restricted as required.

Phase 4 - 51st Street left turn lane from Faithfull Avenue to Wanuskewin Road (Approximate duration: 3-4 nights)
Expected start: June 25

- Left turn lane will be closed in both directions.

Residents are advised that, depending on circumstances and road condition, this work may progress faster or slower than anticipated which could affect the start date of the next phase. 

It is expected the work will be completed on Saturday, June 28, weather permitting and barring any unforeseen circumstances.

The City of Saskatoon (City) reminds residents to keep basic water conservation tips in mind when watering lawns and gardens this summer.

 “Being water wise helps the environment,” says Brenda Wallace, Director of Environmental & Corporate Initiatives.  “Rainwater and treated water from excess watering of lawns and gardens both end up in the storm sewer system, and eventually the South Saskatchewan River.  Ensuring lawns and gardens are not overwatered can lessen the amount of water entering our storm sewers.”

Being water wise also saves energy and reduces greenhouse gas emissions.  Energy is required to treat water and wastewater and emissions from water use by residents in 2013 are estimated at 24,690 tonnes CO₂e or the equivalent of the emissions generated by 5,140 passenger vehicles each year.

Conserving water also preserves the City’s water systems.  During periods of high water demand, the treatment plants and distribution systems are in high use so conserving water will extend the life of our water and wastewater treatment plants.

In 2013, Saskatoon residents consumed 234 litres of water per capita per day (LCD).  The median water use for Canadian municipalities is 231 LCD.  In the summertime, water use for irrigation makes up the majority of the total demand for water in Saskatoon.

The City of Saskatoon is committed to being a leader in water conservation and uses low-maintenance and low-watering gardening practices throughout the summer.  The City also collects and uses rainwater to supplement watering resulting in cost, energy, and GHG emissions savings by not using treated water from the water treatment plant.  For instance, Saskatoon Transit is capturing rainwater to wash busses at the Access Transit Storage Garage.  As well, raw water from the river is used for irrigation at several City golf courses.

A regularly scheduled quarterly status update regarding the 2014 Corporate Business Plan and Budget projects a deficit of $1.947 million to year-end. 

“With the harsh winter we had last year we made some adjustments to our snow and ice budget for this year,” says Director of Finance, Kerry Tarasoff.  “As the season progressed we had to further enhance snow removal and a good portion of the deficit can be traced to those necessary costs.”

Civic departments have identified continuous improvement initiatives and have embarked on process improvements that are expected to be completed in 2014.  These initiatives are expected to improve the efficiency and increase the effectiveness of civic operations resulting in improved customer service and savings of $1.4 million in 2014.

Following a recent policy change, quarterly reports are prepared to make sure City Council and the Administration are aware of challenges or emerging business plan and budget issues so they can react accordingly.

“Whenever we see deficits in our projections the Administration begins looking for ways to save or for lessening the impact of a shortfall,” Tarasoff says.  “That is why the City moved to quarterly reports; it gives us time to work on eliminating a deficit so it doesn’t have to be passed on to taxpayers at budget time.”

The following is a summary of the main items contributing to the projected variance:

Snow Removal: An estimated $1.1 million deficit is being projected as a result intensified snow removal operations.  Significantly more resources were spent on removal than in typical years, due in part to a reassignment of crews following the formation of ice pack on residential streets and removing snow against freeway barriers.  A $489,000 reserve balance would exist at year-end to help cover a portion of the deficit leaving a net impact of $580,000.  The Administration will strive to reduce this impact through deferral of purchases, deferral of discretionary spending and reduced contract costs in late 2014.

Fleet Services: Pricing on unleaded fuel is about $1.20 per litre compared to budget of $1.08, causing an over-expenditure of $215,000.  However, the Fuel Stabilization Reserve has a $1 million balance and will cover this deficit at year-end for a net zero impact.

Waste Handling Service: Increased equipment rentals for the landfill, as well as lower revenues, are contributing to a projected $382,000 deficit. 

Property Levy: Assessment growth was $486,000 higher than the anticipated amount of $5 million due to increased construction activity.

Continuous Improvement

Three Civic Service Reviews (CSR) will be completed in 2014; Roadways, Parks and Waste Management.  CSRs for Roadways and Parks started in March and the Waste Management is scheduled to start in the second quarter.

Continuous Improvement (CI) initiatives are underway throughout the corporation.  Process reviews were undertaken in Purchasing, Business Licensing and at the Water Treatment Plant.

The pilot project for Service Saskatoon, Report a Pothole, was launched in March 2014, allowing citizens to make service requests online and also allowing civic staff to report back when the work is complete.

Asset and Financial Sustainability

Twelve civic facilities now have energy and water monitoring systems.  The information gathered by these systems will lead to utility reductions and productivity improvements within building operations.  Results will be reported in December.  Combined Heat and Power units will be installed by early 2015.

A snow storage facility is part of the COC.  This P3 project is in the Request for Proposals phase.  Development of a facility for the South East quadrant of the City continues in conjunction with other future growth initiatives.

Quality of Life

The Age Friendly Saskatoon Phase 2 report was presented to City Council in January.  The report contains a series of recommendations for how to make Saskatoon more age friendly.

The Atoske Alumni group was formed and is working on enhanced training opportunities for Aboriginal youth.

As a benchmarking exercise, Saskatoon was one of seven mid-sized Canadian cities to participate in the measurement of its cultural investments between 2009 and 2012.  Over the four-year study period, Saskatoon ranked first in operating, second in overall investment, fourth in capital investments and sixth in grants.

Environmental Leadership

Through membership in Municipal Collaboration for Sustainable Purchasing, a ten-step action plan has been drafted and includes the identification of pilot purchases that will use environmental criteria for decision making.  The next steps will be to develop tools such as training for staff and templates for purchasing documents.

The Landfill Gas Collection project was commissioned in March 2014 and operation of the Power Generation Facility also began in March.

Sustainable Growth

The Saskatoon North Partnership for Growth (P4G) held its kickoff meeting which was attended by elected officials in February 2014.  Staff from the five partnering municipalities have been working on a Draft Terms of Reference, Work Plan, Communications and Engagement Strategy, and Budget for a Regional Plan.

The Intermediate Strategy for infill development will be prepared as part of the Growing Forward! project through the corridor identification and densification opportunities.

Moving Around

A comprehensive approach to transit market research has been incorporated into the Growing Forward! Initiative.  A complete market study and functional design for an updated transit system has been included in this work.  In the interim, route enhancements will be made to make sure the existing service adapts to changing transit patterns and city growth.

Economic Diversity and Prosperity    

Building permit numbers are slightly ahead of permits than in the first quarter of 2013 by 4.9%.  The value of construction associated with those permits in the first quarter of 2014 is slightly behind the numbers achieved at the end of the first quarter in 2013 by 23.9%.

Building permits issued to the end of March 2014 represent the creation of 665 new residential units, compared to 401 for the same time period in 2013.

Starting at 7:00 a.m. on Tuesday, June 10, the following restrictions on the College Drive westbound on ramp to Circle Drive will be in place while crews pave the road.

- College Drive eastbound and westbound turn lanes and on ramps to Circle Drive will be closed.
- Circle Drive northbound curb (outside) lane between College Drive and 108th Street will be closed.

- 1st Avenue southbound on ramp to Idylwyld Drive will be closed from 20th Street.
- Access to Midtown Plaza parking lot will be maintained.
- The left turn bays from 19th Street and 20th Street westbound onto 1st Avenue southbound will be closed. 

The work is expected to take 2 days.

33RD STREET, JUNE 10-12

Beginning at 9:00 a.m. on Tuesday, June 10, 33rd Street will be closed between Avenue P and Edmonton Avenue while crews work on water and sewer connections. A detour will be in place.

The work is expected to take 3 days.

51ST STREET WESTBOUND AT WENTZ AVENUE, JUNE 10-11

Beginning at 9:00 a.m. on Tuesday, June 10, 51st Street curb (outside) and centre lanes will be closed at Wentz Avenue while crews replace a storm sewer manhole and a hydrant. Wentz Avenue will also be closed between 51st Street and 50th Street.

The work is expected to last 2 days.

All restrictions will be lifted as indicated, weather permitting and barring any unforeseen circumstances.

On behalf of Finance Minister Joe Oliver, Minister of Agriculture and Agri-Food and Member of Parliament for Battlefords–Lloydminster Gerry Ritz today announced the Government of Canada will help fund the North Commuter Parkway and Traffic Bridge Replacement project in Saskatoon.

Through the P3 Canada Fund the federal government will provide an investment of up to $66 million to the project while the Province of Saskatchewan will contribute $50 million.  The Minister was joined at the event by Brad Wall, Premier of Saskatchewan, and Donald J. Atchison, Mayor of Saskatoon.

The project involves the replacement of the 107-year-old Traffic Bridge in the City’s downtown core, the development of a new bridge crossing in the City’s north end, as well as connecting roadways. Once the Parkway and the two bridges are opened traffic congestion will be reduced and travel times will be shorter for vehicles and public transit, resulting in reduced greenhouse gas emissions and improved air quality.

- This will be the fourth P3 Canada Fund project in the Province of Saskatchewan.

- A Request for Qualifications will be issued in the coming weeks by the City of Saskatoon to identify private sector proponent teams interested in bidding on the project.  The contractor, once selected, will design, build, finance, operate and maintain the project over a 30-year period.

- Construction of the Parkway and traffic bridge is anticipated to take three construction seasons, and the P3 model is expected to deliver the project on time and on budget.

- The $1.2 billion P3 Canada Fund is managed by PPP Canada, a Crown corporation responsible for advancing Canadian P3s through the provision of expert advice and support to all levels of government.

The curb and centre lanes on College Drive westbound are closed from Preston Avenue to Campus Drive (southeast entrance to University of Saskatchewan), including the right turning lane from Preston Avenue southbound to College Drive westbound.  Traffic is merging to the median lane at Preston Avenue.

Drivers are encouraged to use an alternate route if possible, as this is a high-traffic route for morning commuters heading into downtown.  Please allow extra time to get to your destination if travelling in this area.

Crews repaired a primary water main on College Drive westbound over the weekend, just west of Preston Avenue.  The repair was successful, but the work zone remains in place for paving to occur on Monday.  The road is expected to reopen by 5:00 p.m. on Monday, June 9, weather permitting and barring any unforeseen circumstances.

8TH STREET FROM BROADWAY AVENUE TO CLARENCE AVENUE, JUNE 9-21

Starting at 7:00 a.m. on Monday, June 9, the following restrictions will be in place on 8th Street between Broadway Avenue and Clarence Avenue while crews pave the road. To minimize disruption to traffic the work will be carried out in two phases:

Phase 1: June 9-14

• 8th Street eastbound lanes will be closed from Broadway Avenue to Clarence Avenue.
• Two-way traffic will be accommodated in the westbound lanes.

Starting at 7:00 a.m. on Monday, June 9, the right turn lane from 25th Street westbound onto Idylwyld Drive northbound will be closed as crews begin Phase 2 of streetscaping for the 25th Street Extension. Westbound traffic will be detoured to 24th Street. The work is expected to take three weeks.

Please note Idylwyld Drive northbound right turn lane onto 25th Street eastbound is also currently closed while crews work on streetscaping. This work is expected to continue for another two weeks.

CIRCLE drive northbound LANE FROM CLANCY DRIVE - TEMPORARILY CLOSED ON JUNE 9

Starting at 9:00 a.m. on Monday, June 9, Clancy Drive eastbound traffic will not be able to turn onto Circle Drive northbound. Access to Circle Drive southbound will be maintained. 

Crews will be repairing the jersey barriers at the acceleration lane from Clancy Drive eastbound to Circle Drive northbound as part Circle Drive South Project.  The work is expected to be completed by 3:00 p.m. the same day.

PRESTON AVENUE AT WILLIS CRESCENT, JUNE 9

Starting at 1:30 p.m. on Monday, June 9, Preston Avenue southbound curb lane will be closed at Willis Crescent while crews work on the road. The work is expected to take four weeks.

Aiming to reduce speeding and improve pedestrian safety, the City of Saskatoon is piloting a project to install flashing lights in school zones. Starting on June 9, flashing lights will be installed on the school zone signs on Clarence Avenue between 3rd Street and 5th Street.

“Evidence has shown that flashing lights along with reduced speed limits are effective in improving safety in school zones,” says Angela Gardiner, Director of Transportation. “This pilot project is another step to alert drivers to reduce their speed and slow down.”
The maximum speed limit in school zones is 30 kilometres per hour. Reduced speed limits will continue to be in effect in elementary and secondary school zones from 8:00 a.m. to 5:00 p.m. Monday to Friday, September 1 to June 30. No exceptions are made for statutory holidays or school breaks. The penalty for exceeding the school zone speed limit is a fine and SGI demerit points

The work is expected to be completed by June 20, weather permitting and barring any unforeseen circumstances.
Drivers are reminded to watch for pedestrians as they travel through school zones.

- Circle Drive northbound and southbound median (inside) lanes will be closed between 33rd Street and Airport Drive.

- Warman Road southbound curb (outside) lane closed between 7th Avenue and Cavers Street.

Starting at 6:30 a.m. on Sunday, June 8, various road restrictions will be in place to accommodate the Bridge City Boogie. The main road restrictions will include:

- Broadway Bridge SB curb (outside) lane will be closed from 19th Street to Saskatchewan Crescent

- Spadina Crescent will be closed from 2nd Avenue to 20th Street and northbound from Dundonald Avenue to the Water Treatment Plant

The restrictions will be lifted by 11:00 a.m. the same day. Drivers are encouraged to avoid the area during the event and watch for participants and officials.  

COLLEGE DRIVE WEST OF PRESTON, JUNE 8

Starting on Sunday, June 8, the College Drive westbound curb (outside) and middle lanes will be closed west of Preston Avenue while crews work on a water main. The restrictions will be lifted by evening the same day.

Today the City of Saskatoon highlighted steps it is taking to build better roads and ensure this season’s patching, resurfacing and paving efforts last over a longer term. 

“With the road construction season now underway, it’s important for people to know that we’re not just building better roads.  The new funding for road rehabilitation will extend the life of our roadways and residential streets,” says Mike Gutek, Director of Major Projects at the City of Saskatoon. “We are resurfacing 178 lane kilometres of road this summer and drivers will start to see a big improvement over the next few years as funding levels increase.”

Measuring the time a road will be used from the beginning to the end of its life (known as a “lifecycle”) helps to determine the type and frequency of preservation treatments the roadway will require to maximize its life, rather than just building it and using it until it wears out. This lifecycle assessment balances the life of materials with the most effective preservation treatments.

“Treating roadways during their lifecycle is key to protecting our investment,” Gutek explains. “We want to catch a road before it fails, creating a network of better roads, in better condition, for a longer period of time.  The concept is essentially the same as maintaining your house; you replace your shingles before the roof leaks and you plan to paint your siding before it deteriorates and starts peeling.”

As road construction proceeds this year, new design features such as drainage layers to protect roads from moisture damage are being introduced.

The City will also introduce a new Roadway Preservation Funding plan to address road conditions earlier in their lifecycle, using the latest preservation techniques and treatments that are the most time and cost-effective.

 “With a properly funded rehabilitation program, we can move past temporary fixes and get to the root of the problem,” says Gutek. “Our proactive approach this year will result in better roads today and tomorrow.”

Saskatoon’s most aggressive program of road construction, maintenance and rehabilitation ever is now underway with over $50 million targeted to projects ranging from major roadwork to residential streets and sidewalks. Almost half ($23.4M) of this budget is dedicated to improving our road network.  This is an increase in funding of 79 per cent dedicated to road preservation compared to $13.06 million in 2013, allowing us to apply treatments to 178 lane kilometres, versus 78 lane kilometres in 2013, which is about the same distance as from Saskatoon to Kindersley.

To improve understanding of backyard composting, the City of Saskatoon (City) has partnered with the Saskatchewan Waste Reduction Council (SWRC) to launch a backyard composting research project, entitled “Dishing the Dirt.”  Not only does backyard composting divert waste from the landfill and reduce greenhouse gases, it also generates a valuable soil amendment that can be used on residents’ lawns and gardens to promote soil health and reduce watering needs.  One household alone can reduce 250-350 kilograms of waste every year by backyard composting.

Over the next year, 23 different composting systems will be tested by volunteers in Saskatoon and Regina to evaluate their level of ease, effectiveness and accessibility.  By studying these systems, the aim is to determine which systems work best for different types of households and to make it easier for residents who are interested in backyard composting.

“It is our hope that the results of the Dishing the Dirt program will help encourage backyard composting in Saskatoon,” says Brenda Wallace, Director of Environmental & Corporate Initiatives.  “The program also complements the City’s other composting efforts, which all play an important role in waste reduction and diversion.”

On Wednesday, June 4th, media was invited to attend the Dishing the Dirt launch to learn about the backyard composting systems, meet some of the research participants and meet with representatives from SWRC and the City.

“Compostable materials make up between 30 and 50 percent of the waste stream,” says Joanne Fedyk, SWRC Executive Director.  “We’re so pleased to have partners like the Cities of Saskatoon and Regina who are in support of increasing the number of backyard composters and diverting this valuable material from the waste stream.”

In addition to providing support for the Dishing the Dirt program, the City provides a number of composting services for residents:

Compost Bin Rebates:
The City has a limited number of $20 rebates available to Saskatoon residents who purchase a compost bin or rain barrel from a Saskatoon retailer in 2014.

Master Composters:
The City supported the SWRC’s Master Composter training again in 2014.  These trained Master Composters offer free home visits for residents who have questions or would like to start a backyard compost of their own.

Compost Depots:
Residents may take their leaves, grass, sod, topsoil, and non-elm branches, stumps and tree trimmings to the City’s compost depots free of charge.  Since 2006, the compost depots have generated more than 16,000 cubic metres of Class A compost.  This has increased landfill diversion by nearly 15 percent over the last seven years and saved the Saskatoon Landfill approximately 400,000 cubic metres of airspace.  In 2013 alone, 21,820 tonnes of materials were accepted at the City compost depots (from residential and commercial haulers).  Composting this material instead of taking it to the landfill reduced greenhouse gas emissions by 5,000 tonnes CO2e.

Compost Sale Saturdays:
Residents may purchase compost and mulch (woodchips) for their lawns and gardens during Compost Sale Saturdays.  The sales have been very popular; the three spring sales brought in hundreds of residents.  The next events are planned for the fall.

Be Water Wise:
The City’s Be Water Wise campaign encourages residents to reduce water use in their homes and yards.  Using compost and mulch conserves water and keeps our lawns and gardens healthy.  For details and water conservation tips, visit www.saskatoon.ca and click on “B” for “Be Water Wise”.

Greet Cart Collection Program:
The Green Cart Collection Program was expanded in 2014.  Currently, it services over 3,550 residents.  Service includes bi-weekly pickup of unbagged leaves, grass clippings and non-woody yard vegetation from early May until early November.

Food Waste Collection Program:
The City is examining options and next steps for developing a food-waste collection program for residents.

- College Drive westbound curb (outside) lane from the railroad track to McKercher Drive on ramp
- College Drive westbound curb (outside) lane from McKercher Drive on ramp to Central Avenue
- College Drive westbound median (inside) lane from the railroad track to Circle Drive overpass
- College Drive westbound curb (outside) lane from Central Avenue to Circle Drive underpass and College Drive westbound on ramp onto Circle Drive.

One lane on College Drive westbound will remain open at all times. Crews will be working around the clock to accelerate the length of construction and minimize impact to traffic.

Five municipalities in the Saskatoon region are responding to growth by forming a new working group called the Saskatoon North Partnership for Growth (P4G), and creating a Regional Plan.

“We have a long history of working together in this region, and P4G is another example of our strong regional partnerships,” says Alan Wallace, Director of Planning and Development.

P4G is made up of political leaders and key administrators from the Cities of Saskatoon, Martensville, Warman, the Rural Municipality of Corman Park and the Town of Osler.

A report will be on the public City Council agenda later this afternoon.  It highlights that P4G will hire a consultant this fall to help create a Regional Plan by mid-2016.  The goal of the Regional Plan is to ensure each of the five municipalities can benefit from growth opportunities, increase efficiencies and reduce costs by working together.

“By working together and creating a Regional Plan, we will help our region to be ready for growth so that everyone can enjoy economic prosperity and a good quality of life,” says Bonnie Gorelitza, Planning Manager for the City of Martensville.

The Regional Plan will consist of plans for land use, transportation, and servicing.  It will also outline the funding strategies needed to implement the Regional Plan and proposed new governance and administrative structures for the region.

The budget for the Regional Plan project is $926,000, including the cost of a consultant and a dedicated Project Manager from P4G.

The Saskatoon area is one of the fastest-growing regions in Canada.  Recent estimates indicate it grew by approximately 4 percent over the past year and could reach a population of 500,000 within 20 years.

- 2nd Avenue southbound through traffic will be restricted; turning onto 25th Street will be maintained.
- 2nd Avenue northbound left turn bay to 25th Street westbound will be closed.  

To minimize disruption to traffic the work will take place overnight with the restrictions expected to be lifted by 6:00 a.m. Wednesday, June 4.

Everyone is invited to the 40^th Annual Civic Pancake Breakfast on Thursday, June 19 between 7:00 a.m. and 10:30 a.m. in Civic Square (23^rd Street between 3^rd and 4^th Avenues). The cost is $5.00 per plate (includes pancakes, sausage, coffee or juice) with proceeds going to the United Way.

The Civic Pancake Breakfast is a zero waste event with compostable, recyclable or reusable supplies.  This is the sixth year in a row that the breakfast will be a zero waste event.

Local celebrities will be serving breakfast.  This year we are excited to once again have the Obstacle Water Relay race!  Free live entertainment will be provided throughout the morning.

SPADINA CRESCENT BETWEEN 20TH STREET & 3RD AVENUE, MAY 31-JUNE 5

Beginning at 9:00 a.m. on Saturday, May 31, Spadina Crescent will be closed between 20th Street and 3rd Avenue to accommodate the Children’s Festival. 

The restrictions will be in place until Thursday, June 5, when the road is expected to reopen by 9:00 a.m.

51ST STREET EASTBOUND INTERSECTIONS AT FAITHFULL AVENUE & MILLAR AVENUE, JUNE 1

Beginning at 5:00 a.m. on Sunday, June 1, the intersections of 51st Street and Faithfull Avenue and 51st Street and Millar Avenue will have the following restrictions while crews work on catch basins and man holes:

- 51st Street eastbound curb (outside) lane will be closed approaching Faithfull Avenue
- 51st Street eastbound right turn lane to Faithfull Avenue southbound will be closed
- 51st Street eastbound  curb and median lane will be closed approaching Millar Avenue
- 51st Street eastbound right turn lane to Millar Avenue southbound will be closed
- Millar Avenue southbound curb lane and northbound right turn lane to 51st Street eastbound will be closed

The restrictions are expected to be lifted by 10:00 a.m. the same day.

25TH STREET EASTBOUND CLOSED AT 3RD AVENUE INTERSECTION, JUNE 1

Beginning at 8:00 a.m. on Sunday, June 1, the following lane restrictions will be in place at the intersection of 25th Street and 3rd Avenue while Sasktel works at a manhole.

- 25th Street eastbound lanes closed at the intersection of 3rd Avenue
- 3rd Avenue southbound reduced to one lane approaching 25th Street. Turning from 3rd Avenue to 25th Street eastbound and westbound will be maintained.
- 3rd Avenue northbound and 25th Street westbound traffic will not be effected

The road is expected to reopen by 3:00 p.m. the same day.

VARIOUS RESTRICTIONS NEAR SHAW CENTRE FOR TRIATHLON, JUNE 1

Beginning at 7:00 a.m. on Sunday, June 1, the following road restrictions will be in place to accommodate a triathlon event.

- 22nd Street West eastbound curb (outside) lane will be closed between Betts Avenue and Hart Road
- 22nd Street West westbound left turn lanes onto Hart Road southbound will be closed
- 22nd Street West eastbound right turn bay onto Hart Road southbound will be closed
- Hart Road eastbound will be closed at Bowlt Crescent
- Shillington Crescent westbound curb (outside) lane will be closed between Shillington Crescent and Betts Avenue
- Betts Avenue northbound curb (outside) lane will be closed between Shillington Crescent and 22nd Street West

Access to local traffic will be maintained. The restrictions will be lifted by 12:00 Noon, the same day.

All restrictions will be lifted as indicated, weather permitting and barring any unforeseen circumstances.

The current power outage, today, May 30, that is affecting approximately 100 households in the Avalon neighbourhood is expected to continue for six to eight hours (until 10 pm to midnight) as crews work to repair damage to four power poles in the area caused by a vehicle accident.

Hourly updates on the repair will be provided through Power Outage Service Alerts on the City of Saskatoon website (Saskatoon.ca).

Residents are invited to cool off this summer at any of the 17 spray pads located around the city!  Summer spray pads will open for the season on Sunday, June 1, 2014, at 10 a.m. and will be operational daily from 10 a.m. to 8 p.m. through to Monday, September 1, 2014.

The opening of Silverwood Heights Spray Pad, located in WJL Harvey Park (290 Russell Road), will be delayed due to maintenance repairs.  For updates on the scheduled opening, please refer to the interactive map at www.saskatoon.ca/go/playgrounds.

Please note, spray pad sites located on or near school grounds have timers and are set to turn spray features off during recess and lunch breaks.  Shut-off times will vary according to individual school schedules.

IDYLWYLD DRIVE TO 25TH STREET EASTBOUND, JUNE 2-23

Beginning at 7:00 a.m. on Monday, June 2, the right turn lane from Idylwyld Drive northbound to 25th Street eastbound will be closed to traffic as crews begin Phase 1 of streetscaping for the 25th Street Extension. Eastbound traffic will be detoured to 24th Street.

The work is expected to take three weeks.

33RD STREET EASTBOUND FROM STEEVES AVENUE TO HUGHES DRIVE, JUNE 2-4

Beginning at 9:00 a.m. on Monday, June 2, the new 33rd Street eastbound lanes from Steeves Avenue to the merging point approaching Hughes Drive will be closed while crews work on street lighting on the new road.

The old 33rd Street eastbound median (inside) lane will also be closed from the merging point to Hughes Drive.

A detour will be in place. The work is expected to last 3 days. 

SPADINA CRESCENT FROM BALMORAL STREET TO WINDSOR STREET, JUNE 2

Starting at 9:00 a.m. on Monday, June 2, Spadina crescent will be closed in both directions between Balmoral Street and Windsor Street to accommodate a house move. The road is expected to reopen by 11:00 a.m. the same day. A detour will be in place.

Great things are happening through the improved Street Sweeping program this spring! Enhancements were added this year to the spring blitz, with funding through the dedicated road levy, based on learning from similar programs in the fall and winter.

“With the city growing so quickly, the way we operate our street maintenance programs is changing to provide the best service possible,” says Pat Hyde, Director of Public Works. “We want to thank residents for their patience and feedback, resulting in some great programs and a clean city.”

New this year are the yellow No Parking signs used to notify drivers of scheduled sweeping dates. Compliance from residents moving their vehicles to accommodate street sweeping allows the City to focus on cleaning the entire roadway quickly and efficiently. To date, parking compliance has been increasing as people become familiar with the signage. 

A new process for cleaning Circle Drive involving up to 18 vehicles at a time was introduced this spring. Additional pilot vehicles and signage allow the City to focus on safety of the workers and drivers. “The work is only done at night to minimize interference with traffic and we’re pleased to report that the program is 26 per cent complete,” says Hyde.

Also new this year is evening sweeping in the school zones.  This program begins June 2 and residents will be notified in advance with yellow No Parking signs.  The area between the School Zone signs is not swept during the daytime accelerated residential street sweeping for the safety of the students and visitors to the schools. 

The street sweeping schedule, Frequently Asked Questions and map of neighbourhoods is available at saskatoon.ca under the Building Better Roads icon. 

If wet or windy weather delays sweeping, the scheduled neighbourhood will be rescheduled and new No Parking signs will be posted in advance to notify residents and the schedule will be updated on the website.

Drivers are reminded to be patient and to drive carefully when they encounter slow moving street-sweeping vehicles.  You may also contact the 24-hour Street Sweeping Hotline at 306-975-2476 or streetsweep@saskatoon.ca.

The Saskatoon Field House experienced some flooding in the track area following the overnight rain storm.  The main field and track will be closed for the rest of the day and as a result, all programs scheduled on the track must be cancelled.

The weight room, childcare, fitness dance studio, multi-purpose room and meeting room #2 will remain open to the public.  All programs on the second floor will proceed as scheduled.

The City of Saskatoon and the Saskatoon Field House thank patrons for their cooperation.

The Lakewood Civic Centre, Shaw Centre, Harry Bailey Aquatic Centre, Lawson Civic Centre, Cosmo Civic Centre and the Fitness Circuit & Terry Fox Track will maintain regular hours during this time.

The City of Saskatoon will launch new.saskatoon.ca to kick off public engagement activities for the new Saskatoon website redesign.  This site will be used as the hub to communicate about the progress of the project and to gather input from residents.

“Public involvement is key to a successful redesign of the City of Saskatoon website,” says the City’s Website Project Manager, Rob Gilhuly.  “We wanted to create an online space that provides users with the information they need to quickly get involved and participate in the website development process,” Gilhuly says.

To help build a better website, the City will be asking for feedback at multiple stages throughout the website development process. Residents will be able to participate in decisions relating to navigation, design, usability and online services.  In addition to gathering input, new.saskatoon.ca will also be revealing the new website as it’s being built.

Saskatoon.ca will be designed to provide better online service to residents.  Ensuring that residents’ needs and expectations are reflected in the final result is critical to the project’s success.

The City encourages all residents to visit the project engagement site, new.saskatoon.ca for project updates and to get involved.

The following restrictions will be in place overnight Thursday, May 29, and Friday, May 30 while crews inspect underground utilities. The restrictions will be lifted immediately following the completion of the utility inspections and may not be required for the entire timeframe listed.

- 8th Street eastbound closed from Broadway Avenue to Landsdowne Avenue. Two-way traffic will be accommodated in the westbound lanes

- Broadway Avenue northbound curb (outside) lane will be closed approaching 8th Street

To minimize disruption to traffic the work is scheduled to take place from 11:00 p.m. to 6:30 a.m., weather permitting and barring any unforeseen circumstances.

In light of recently published comments, the City must stress that affordability and efficiency in the City recycling program continues to be our focus.

“The City must stress it is not considering increased fees as a result of some people stealing recyclables from Loraas blue bins,” says Brenda Wallace, Director of Environmental & Corporate Initiatives.  “The City and Loraas along with the Saskatoon Police Service are working together on solutions.”

The issue which concerns the City is the possibility of coordinated criminal activity: an organized effort of a few individuals to systematically raid blue bins of high-value material such as deposit beverage containers. Loraas depends on this high-value material as a source of revenue for the program, so they can continue to sustain a successful and affordable program for citizens of Saskatoon.

The heavy, super charged rain storm early Monday evening left many city streets and intersections flooded and looking like flowing rivers. 

Water on our city streets does not always indicate something is wrong, but actually is all part of a functional and cost effective storm water management system.  The City’s storm water system is designed to carry water along the streets and gutters during significant rain storms as what was experienced on Monday.

When flowing water occurs along the road surface we ask that residents avoid these areas.  Flooded streets can hide popped manhole covers and create a dangerous situation.  Try to avoid entering a flooded street. Water in the streets will often drain very quickly following a heavy rain so we ask residents to be patient. 

If your property is next to a street that is used for storm water in a significant rain event, consider protecting low lying areas such as windows and doors that may be at risk of flooding.
