CY15-127

The waterslide in the leisure swimming pool at Lakewood Civic Centre is now up and running, and ready for the public to enjoy!

The City of Saskatoon sincerely thanks the public for their patience and understanding, and would like to invite everyone to enjoy free access to celebrate the reopening of the waterslide on Saturday, April 11, from 1 to 5 p.m.  During this time, no admission fee will be required to public swim, access the fitness or weight rooms, or take part in drop-in basketball.

SPRING CLEANING: STREET SWEEPING & POTHOLE BLITZ BEGINS

April 9, 2015 - 8:04am

TU15-174

The Spring Street Sweeping Blitz programs and the Pothole Blitz program will begin on Monday April 13.  These programs are designed to address the high-traffic (priority) streets over a three week period. The Priority 1 streets will be swept at night to enhance public and crew safety and reduce the impact for drivers.  The Priority 2 streets will be swept during the daytime hours.

“With warmer weather finally here, we want to get out there and clean things up as quickly as possible,” says Pat Hyde, Director of Public Works. “Less sand and debris on the priority streets as a result of the improved winter de-icing and snow removal programs will contribute to the success of the spring clean-up programs.”

The Spring Sweeping Blitz is designed to collect the bulk of the debris left behind over winter and benefits the Accelerated City Wide Neighbourhood Sweeping program by making it more efficient and cost effective. The Blitz will also remove sand and debris from medians where snow was stored. There will be no parking enforcement applied during the Blitz programs.  Sweepers will go around parked vehicles.

2015 Improvements:

  • When weather permitted, crews were out as early as March 30, pre-sweeping many high-traffic streets in advance of the Blitz.
  • A new coordinated approach to first sweeping medians and boulevards on high-priority streets will be more efficient and reduce traffic impact.

Once the Blitz sweep programs are complete, the Accelerated City-Wide Neighbourhood Sweeping begins and will continue for approximately six weeks, weather dependant.  Should the Blitz sweep programs progress as scheduled the City Wide program is expected to start on May 4.  During the City-Wide program parking enforcement will be applied in order to allow for a full curb-to-curb sweep.  Further information will be provided closer to the program start date.

The Spring Pothole Blitz will be focused along many of the same high-traffic streets as the Spring Street Sweeping Blitz programs. Pothole repairs for all remaining streets will also continue throughout the Accelerated City Wide Neighbourhood Sweeping program. Hot-mix asphalt is now available and is being used to repair potholes. Residents are encouraged to report locations with the online Report-a-Pothole map or call Public Works Customer Service at 306-975-2476.

The Spring Sweeping Blitz Schedule is available at saskatoon.ca/betterroads. Stay tuned for the Accelerated City-Wide Neighbourhood Sweeping Schedules to be posted soon.

CITY HOUSING BUSINESS PLAN EXCEEDS 2014 TARGETS

April 9, 2015 - 4:14am

CY15-125

For the second year in a row, the City’s Housing Business Plan has exceeded the targets set by City Council.  The plan supported the creation of 542 new attainable units in 2014.

“Adequate housing is an important part of the City’s Strategic Plan adding to the quality of life for all residents,” says Director of Planning and Development, Alan Wallace.  “It enables young people and newcomers to put down roots and contribute to the growth of our city.”

The recently released Annual Report on the 2013 – 2022 Housing Business Plan shows the City has slightly exceeded the target for each of the five housing types identified in the plan, with the exception of affordable ownership housing; that target is expected to be met and surpassed this year:

Targets and Results Achieved in 2014

Housing Type

Affordable Ownership

Entry-Level Ownership

480 units

542 units

While the plan has helped make improvements throughout 2014, the cost and supply of attainable housing in Saskatoon continued to be a challenge for some low- and moderate-income earners.  The average price of a Saskatoon home was $356,476, and the monthly rent for a two-bedroom apartment averaged $1,093.

“A priority of the City’s Housing Business Plan is to create attainable housing in all areas of the city,” Wallace says.  “In 2014, 82% of the newly created attainable units were located on the east side, including the first purpose-built rental units in the new Evergreen neighbourhood.  These new units are providing attainable housing options in some of Saskatoon’s more expensive neighbourhoods.”

Approved by City Council in June 2013, the Housing Business Plan contains a variety of incentives and initiatives, which support the creation of attainable housing units across the housing continuum:  from emergency shelters to home ownership units for first-time buyers.

For more information on the Housing Business Plan and the work the City is doing in this area, visit www.saskatoon.ca/housing or call 306-975-3340.

REMINDER: WOODLAWN CEMETERY GUIDELINES FOR GRAVESITE MEMORIALS

April 2, 2015 - 2:22am

CY15-124

As warmer temperatures near, the City of Saskatoon (City) reminds visitors to the Woodlawn Cemetery of the guidelines for gravesite memorials, which are intended to maintain a pleasant environment and respect the final resting place of loved ones.

Only approved monuments or memorials are considered permanent items and are permitted to remain in the cemetery year-round.  All other items placed on a gravesite, flowerbed, monument, or concrete foundation are considered temporary and need to be removed weekly.  Flowers and other items are permitted on the gravesite the day of the burial and will be left for a period of seven calendar days.  After this time period, items will be removed by the City.  Please note, the City does not take responsibility for any removed, damaged, or missing items placed in the cemetery by the public.

From May 1 to October 15:

  • Families may establish a flowerbed at the gravesite (with the exception of Military burials in the “Field of Honour” and flat marker areas) upon approval from the Cemetery Office.  Annual flowers are allowed, provided they do not hang over the edge of the flowerbed or impede maintenance of adjacent gravesites.
  • Items not allowed within flowerbeds include shrubs, perennials, decorative fencing, rocks, stones, concrete, and breakable or fragile items.
  • The City assumes no responsibility for the appearance, maintenance, and fall cleanup of approved flowerbeds planted by the public.  If flowerbeds are neglected, they will be removed.

The Cemetery Office is open from 8:00 a.m. to 4:30 p.m., Monday through Friday, excluding statutory holidays.  All inquiries should be directed to the Cemetery Office at 306-975-3308.

BUILDING BETTER ROADS – SASKATOON’S ROAD PLAN 2015

April 1, 2015 - 8:57am

TU15-170

The City has launched the Building Better Roads plan for 2015. This is the second year of a three year strategy to dramatically improve the condition, safety and longevity of Saskatoon’s road network.

“Despite the significant gains we made in 2014, we recognize that more work is required to ensure that our public infrastructure meets the needs of residents,” says Angela Gardiner, Acting General Manager of Transportation and Utilities. “We are heading into another busy season of road work that will rival 2014 in terms of the number of work zones and traffic detours. We expect residents will again see a noticeable difference in the condition of our roads.”

In 2015, more than $53 million will be spent on Saskatoon roads, including street sweeping, pothole patching, sidewalk rehabilitation, back lane upgrades, road construction and repair, as well as snow and ice management. In 2014, $50 million was invested, 47 per cent more than in 2013. This investment into roads demonstrates the commitment to improving roads as residents have again identified road conditions as the single most important issue facing Saskatoon, according to the annual Civic Services Satisfaction Survey.

“Last year we used more efficient ways to complete the road repair work to minimize the amount of time high-traffic roads were closed for construction, such as evening work and 24 hour work,” says Gardiner. “The 2015 construction season will continue to see these efficiencies to allow the work to be completed timely and effectively, while reducing the impact to drivers, residents and businesses.”

We are also pleased to launch our upgraded Report a Pothole map allowing residents to report potholes online. The enhanced version allows residents to include more descriptions that will help crews locate and repair potholes more quickly and efficiently. It is available for use on desktop browser, mobile phone or tablet device. Residents can find the tool on saskatoon.ca under Popular Services for Residents. Residents should continue to report emergency potholes to Public Works Customer Service at 306-975-2476Image removed..

Crews have already been repairing larger potholes on priority streets since the snow melted and will continue full force into the spring and summer. Pre-sweeping programs on priority streets have also begun with Downtown already complete. For more information and schedules throughout the season visit saskatoon.ca/betterroads.

CITY AGAIN NAMED TOP DIVERSITY EMPLOYER

April 1, 2015 - 7:39am

CP15-106

The City has again been selected as one of Canada’s Best Diversity Employers for 2015.  The award was announced in a special editorial supplement in Tuesday’s edition of the Globe and Mail and online at http://www.canadastop100.com/diversity/.

"Once again the City of Saskatoon remains one of Saskatchewan’s Top Diversity Employers because of our dedication to developing a workforce that better reflects our community,” City Manager, Murray Totland.  “In particular, the City was recognized for developing partnerships and programs with Aboriginal organizations to assist in enhancing economic, employment and training opportunities which is a strategic priority for us”.

The selection was based on information from the City’s application to this year's Canada's Top 100 Employers project along with independent workplace research.  A detailed outline appears in the City’s Employer Review on Eluta.ca – a source used by more than five million job-seekers in Canada every year.

The recognition also notes the City maintains a social diversity group which is comprised of race relations, Aboriginal relations and diversity programming staff to provide training and educational workshops on topics, such as, religious accommodation, intercultural awareness, cultural competence, Aboriginal awareness and cultural bridging, to help employees better understand issues faced by newcomers.

IMPROVEMENTS TO SNOW & ICE PROGRAM – MADE BETTER WINTER ROADS

March 27, 2015 - 5:54am

TU15-166

Spring is officially here and with that, the City of Saskatoon’s winter road maintenance season is coming to a close. Crews worked 24/7 sanding, salting, grading, plowing and removing snow from streets to keep drivers moving. Crews will continue to respond if it snows in the coming weeks.

“We are always at the mercy of Mother Nature, but with the introduction of new pilot programs, improved services and greater efficiencies, our high-traffic roads have been in the best winter condition we’ve seen,” says Pat Hyde, Director of Public Works. “Crews have dealt with six snow events this winter, where more than 5 cm of snow fell, and on each occasion priority streets were graded, at least once well within the targeted timeframe for each event.”

The City’s goal is to grade Priority 1 streets within 12 hours after a snowstorm ends, Priority 2 streets within 36 hours, and Priority 3 streets within 72 hours. This past winter, as a result of new maintenance area configuration, the average was 65 hours for grading all priority streets after a snow event.

Winter road maintenance results:

  • More than 13,000 tandem truckloads of snow removed
  • More than 25,000 tonnes of sand applied
  • More than 120 tonnes of cold mix asphalt used to temporarily repair potholes
  • 52 water main breaks were repaired restoring services for residents

New Programs:

The City initiated two pilot programs this winter to improve driving conditions on high-traffic roads.

The new de-icing product called Caliber M1000 was tested to soften and break the ice bond on priority streets; it was used at temperatures below -14 where salt is no longer effective. This reduced the amount of sand needed to be applied by 28% resulting in approximately $250,000 in savings. This will also result in less overall material to clean up as part of the spring street sweeping program.

Initial results of the pre-wetting pilot program, where sand is sprayed with a liquid chemical de-icer before being applied to the road, were also positive. The wet heavy sand adheres better to the road and provides enhanced traction for vehicles.

Other improvements:

  • The 18-vehicle snow train was activated to remove collected snow along the edges of Circle Drive, bridges and overpasses. This was performed after every snow event and kept the barriers and guardrails clear of snow build up.
  • Snow piles were removed from school zones more frequently and removal areas were expanded to reduce traffic congestion and enhance student safety at student pick-up and drop-off locations.  As a further measure of student safety awareness these operations were performed during off school hours at night and weekends.
  • The use of private contractors for snow grading was expanded to be more efficient and cost-effective.  Along with an improved deployment of City crews these were directly applicable to the time savings for meeting 72 hour goal.
  • An additional snow storage site was added in the southeast quadrant of the city to increase the number of sites to four.  All sites were open to the public and snow hauling contractors.
  • Snow grading was enhanced in the Business Improvement Districts and industrial areas improving access to businesses.

“This is just the start of better winter roads in Saskatoon. We will continue to build on this year’s progress into the future,” says Hyde. “While our focus shifts towards our spring street sweeping and pothole patching programs, we are mindful that the last snowfall typically occurs in April and has been known to happen as late as May. Crews will be ready for whatever comes our way.”

For more information about the City’s Snow & Ice programs visit saskatoon.ca/snow. Stay tuned for street sweeping and pothole patching updates and schedules at saskatoon.ca/betterroads.

PRUNING BAN FOR ELM TREES TAKES EFFECT WEDNESDAY, APRIL 1

March 26, 2015 - 4:53am

CY15-120

The City of Saskatoon (City) reminds residents that the provincial ban on pruning elm trees will be in effect between April 1 and August 31, 2015.

The ban ensures that elm bark beetles, which transmit dutch elm disease (DED), are not attracted to the freshly pruned trees when these beetles are most active.  Anyone wishing to prune elm trees during the ban must obtain a permit.  Please call City of Saskatoon Parks Division at 306-975-3300 for information.

DED was first discovered in Saskatchewan in 1981 and continues to be found in more areas of the province every year.  DED is caused by a fungus that clogs the tree’s water conducting system, which eventually causes the tree to die, usually within one or two seasons.  Early symptoms of the disease usually appear by July when the leaves on one or more branches wilt, curl, turn yellow, and then die.

The only effective management strategy for the elm bark beetle is to deprive it of its breeding habitat.  This involves keeping elm trees healthy by removing potential breeding material in trees and eliminating detached elm wood.  For this reason, it is necessary to dispose, or render un-inhabitable, elm stumps and remove any fallen branches or any wood from a fallen elm tree.  Under no circumstances should elm wood be left lying around, stored for firewood, or other purposes.

Elm removal can occur at any time of the year; however, the entire tree must be removed and all waste elm be transported to the nearest approved landfill site in the municipality where the elm was removed.  In Saskatoon, the Saskatoon Landfill is the only site approved for elm tree disposal.

It is estimated that Saskatoon’s 25,000 boulevard and park elm trees are worth approximately $45 million, and many more are located on private property.  While Saskatoon does not have the disease, effective DED management requires everyones support.  Anyone suspecting an elm is unhealthy is asked to please contact the City at 306-975-2890.

For more information, visit www.saskatoon.ca/trees.

Council Decisions In Brief

March 24, 2015 - 10:31am

MR15-116

8.3.2 New Pilot Programs Improve Ice Management Results

City Council received the report as information.

 Additional Information:

*A new de-icing product was tested this winter to soften ice build-up on priority streets when salting is no longer effective.

*Sand volumes were reduced by 45% on roads treated with the mixture compared to the previous de-icing product.

*It is estimated $131,464 was saved over a two-month test period.

8.3.4 College Drive Classification

City Council changed the classification of College Drive, between the Canadian Pacific Railway tracks and the city limits, to an Urban Expressway.

 Additional Information:

*The Brighton neighbourhood Traffic Impact Analyses identified increased traffic demands resulting from higher density development in the Holmwood Sector.

*The reclassification will facilitate a tight-urban diamond interchange at McOrmond Drive.  It will provide the ability to improve connectivity into the Brighton neighbourhood by adding additional access points along College Drive.

*The Administration is proceeding with the final design of the tight urban diamond interchange. Tender of the project will occur within the next few months.  When construction begins, the speed limit will need to be reduced for construction purposes; this is not expected until early 2016.

*The Administration is also proceeding with more detailed evaluation for the design of an additional access point into Brighton. Following the direction of City Council, the Administration will report back on whether it needs to be an at-grade signalized intersection or a grade separation (overpass).  A report is planned for the end of the year.

8.5.9 Nutana Slope Failure Options

*City Council adopted Option A as outlined in the report from Executive Committee on March 16.

*Council also resolved to ensure that the existing mediation process is available to facilitate the scope of the issue should the affected property owners require the process and that this be through an independent mediator.

 Additional Information:

*The City will continue to address public safety as it has in the past, which is through regular monitoring and reporting to residents (Option A).

*Option A does not include financial participation by the City.  Option A is consistent with the City’s past practice of not intervening on private property.

9.4.1 University Bridge Rehabilitation Transportation Planning

City Council received the report which provides information regarding the transportation planning completed in support of the rehabilitation of the University Bridge Project planned for the summer of 2015.

Additional Information:

*The report outlines anticipated changes in traffic patterns at various intersections throughout the city. Travel time comparisons between normal bridge operations and full closure are included in the report.

*Authorized vehicles will be allowed to use one lane of the bridge and access protocol has been developed to coordinate these operations.

9.10.1 Bicycle Program Update

*City Council approved installation of protected bike lanes on 23rd Street (from Spadina Crescent to Idylwyld Drive) as a demonstration in 2015.

*City Council also approved the installation of curb parking on the north side of 24th Street between Ontario Avenue and Idylwyld Drive.

*City council directed protected bike lanes be installed on 4th Avenue (from 19th Street to 24th Street) as a demonstration project in 2016.

 Additional Information:

*Extensive engagement with stakeholders and the public was undertaken, which resulted in general support for the project and the identification of key issues.

*The demonstration period will be a minimum of 18 months in duration with the 23rd Street project implemented in 2015, and the 4th Avenue project added in 2016.

9.11.2 Remai Modern Business Plan

*City Council received the Remai Modern Business Plan: 2015 to 2019 as information; and

*City Council decided the approval and phased implementation of The Remai Modern Business Plan:  2015 to 2019 occur on an annual basis through the Corporate Business Plan and Budget review process.

 Additional Information:

*In March of 2014, MNP was engaged by Remai Modern to work with staff to complete a revision and update of its business plan to ensure valid and updated financial and operating assumptions, which incorporate the  Gallery’s brand and vision.

KEEP YARD WASTE OUT OF YOUR GARBAGE CART – REGISTER FOR A GREEN CART TODAY!

March 24, 2015 - 9:12am

CP15-104

The City of Saskatoon Green Cart program has expanded so more residents can conveniently dispose of yard waste without putting it in their black garbage cart. Food waste is not accepted in the 2015 Green Cart program.

For $55 we’ll collect your unbagged leaves, grass clippings and non-elm tree trimmings every two weeks from May to November. Register online at Saskatoon.ca/greencart. New registrations and renewals accepted until June 1. For more information call 306-975-2486.

The City’s compost depots open in mid-April for residents to drop off their leaves, grass and non-elm branches and tree trimmings free of charge. For locations and hours, visit Saskatoon.ca/compostdepots. The compost from our Compost Depots is used to improve our parks, community gardens and other public green spaces. The City will not be selling compost or mulch from the Compost Depots in 2015.

Yard waste makes up over 1/3 of the garbage from an average household, taking up valuable landfill space and contributing to greenhouse gas emissions. When yard waste is buried in the landfill, it doesn’t turn into soil or compost because of the airless environment. Instead, it creates nasty stuff like methane gas and liquid leachate, which has to be managed under strict environmental regulations.

A healthy environment is essential to a healthy community, now and in the future. The City of Saskatoon demonstrates environmental leadership through outreach, partnerships, and community programs that help Saskatoon thrive in harmony with its natural environment, and conserve resources.

REMINDER: COMPREHENSIVE DOWNTOWN PARKING STRATEGY OPEN HOUSE - WEDNESDAY, MARCH 25, 2015

March 24, 2015 - 3:10am

CY15-118

The City of Saskatoon (City) invites residents and businesses to an open house to discuss current and future parking needs in the Downtown and adjacent commercial areas of Broadway and Riversdale.

OPEN HOUSE:  Comprehensive Downtown Parking Strategy
Wednesday, March 25, 2015
4 p.m. to 9 p.m.
A brief presentation will be provided by the City and Parking Consultant at 5 p.m. and 7 p.m.
TCU Place - Salon A
35 - 22nd Street East

Feedback gathered at the open house will be used in the development of the upcoming Comprehensive Downtown Parking Strategy.  The Strategy will identify potential adjustments to the parking system in the short-term, as well as a long-term plan to provide an appropriate supply of parking in the City Centre as Saskatoon grows to a population of 500,000

The City’s Project Team has been collecting information about existing parking challenges and anticipated future parking needs.  Before development can begin on the Parking Strategy, input is needed from residents and businesses to determine whether there are any gaps in the information collected and if preliminary ideas to improve parking systems are on the right track.

The City encourages everyone to participate in this important discussion about the parking issues that affect you today to help improve it in the future.

If you are unable to attend the open house, please visit www.shapingsaskatoon.ca to review meeting information.  If you have questions or wish to provide comments, please call the City’s Planning and Development Division at 306-975-7697 or email parking.study@saskatoon.ca.

COMPREHENSIVE DOWNTOWN PARKING STRATEGY OPEN HOUSE - WEDNESDAY, MARCH 25, 2015

March 18, 2015 - 6:13am

CY15-117

The Strategy will identify potential adjustments to the parking system in the short-term, as well as a long-term plan to provide an appropriate supply of parking in the City Centre as Saskatoon grows to a population of 500,000.

REMINDER: GROWTH PLAN SURVEY CLOSES AT MIDNIGHT

March 18, 2015 - 2:30am

CY15-116

The City of Saskatoon reminds residents that the third round of open public engagement for the Growth Plan to Half a Million (Growth Plan) closes at midnight, Wednesday, March 18, 2015.

Have your say!  Visit www.growingfwd.ca to review project information and complete the online survey.

Input is being sought on the recommended long-term plans for a new transit system with Bus Rapid Transit (BRT); a new river crossing at 33rd Street combined with BRT lanes on the University Bridge; and redevelopment along major corridors like 8th Street, 22nd Street, and Preston Avenue.

The public also has an opportunity to provide feedback on the recommended implementation priorities for putting specific features of the Growth Plan in motion over the short-, medium-, and long-term.

The input gathered during this round of engagement will help to develop the long-term plans for corridor redevelopment, transit, and core area bridges, as well as set the direction for an implementation plan.  We will be back in the fall to share what we heard and confirm the final Growth Plan with the public.

Once complete, the Growth Plan will help to guide future infrastructure investments so residents will have more choices for how they live and move around the city as Saskatoon grows to half a million people over the next 30 to 40 years.

For more information on the Growth Plan or to sign up for project update notifications, please visit www.growingfwd.ca.

WATER WEEK IS HERE – KNOW YOUR H2O!

March 16, 2015 - 7:39am

TU15-159

Water Week in Saskatoon is March 16-22, 2015; a time to celebrate the critical role water plays in our daily lives and how it contributes to the overall quality of life we enjoy in this city. This year’s theme is - Know your H2O.

“Water Week provides an opportunity for citizens to learn more about the processes we use to supply high quality, safe drinking water to residents, as well as manage wastewater and storm water,” says Reid Corbett, Director of Saskatoon Water. “It’s also a great time to remind residents how they can be water wise to reduce their impact on the environment.”

The average person in Saskatoon uses 233 litres of water per day for drinking, showering, washing dishes, clothes, watering the lawn and using the washroom. Simple water conservation changes can save energy, reduce greenhouse gases, and protect our water supplies.

Water Conservation Tips:

  • Only water the lawn once a week, avoid watering during the heat of the day or during windy times, and skip watering when it rains.
  • Repair leaky faucets and toilets immediately.
  • Run your dishwasher or washing machine only when you have a full load. This can save between 1,800 and 3,000 litres each month.
  • Use low flush fixtures such as water-saving shower heads and ultra-low flow toilets.

The Raw Water Intake & Pumping Facility, south of the Circle Drive south bridge, collects an average of 125 million litres of water each day from the river and pumps it to the Water Treatment Plant where it goes through an extensive multi-barrier treatment process before being pumped to individual homes and businesses.

After the water is used, a good portion of it goes down the drain into our wastewater collection system and sent back to our state-of-the-art Waste Water Treatment Plant where it is treated prior to release into the river. Our storm sewer system, which is a series of pipes, manholes, catch basins, ponds, wetlands and outfall structures, is also used to collect and discharge water into the river.

“A clean and safe water supply and environmental protection are top priorities for the City of Saskatoon, as we know they are too for our citizens,” says Corbett. “We take pride in these services and are committed to ensuring all precautions are taken to keep our citizens safe when work or construction is occurring on the water, wastewater and storm sewer systems.”

PRIORITY STREETS FOCUS OF POTHOLE REPAIRS

March 13, 2015 - 2:34am

TU15-157

Saskatoon is no stranger to big temperature changes at any time of year.  In winter, large temperature fluctuations can cause ground shifts resulting in small cracks in the asphalt. As a result potholes develop when the ground expands and contracts with the freeze/thaw of the water in the cracks. Vehicle traffic also breaks away the edges of the pothole, making the pothole bigger.

City crews are focusing efforts on priority streets and repairing potholes in the driving lanes with cold mix asphalt. This is largely a temporary measure until hot asphalt mix is available in late April or early May. So far this winter, 45 tonnes of cold mix asphalt has been used to repair potholes.

Reports received for residential streets that have hazardous or significant potholes in the driving lane will be investigated.  Warning barricades may be installed until either temporary or permanent repairs can be made. Residents are encouraged to report these locations by calling our Customer Service Centre at 306-975-2476Image removed..  An enhanced online Report a Pothole map will be available at Saskatoon.ca in time for the Spring Pothole Blitz repair program.

In addition to potholes, approximately 546 utility cuts, which are excavations required to connect, repair or maintain underground utilities, are being maintained as required with a grader until they can be permanently paved. Permanent repairs can only be made with hot mix asphalt once the ground frost has thawed.

With even warmer temperatures forecast for this weekend crews are actively engaged in clearing catch basins to prevent water ponding issues. Additionally, crews are busy clearing culvert systems throughout the city to prevent flooding.

Residents can find out more about how to prevent spring melt flooding around their home by searching ‘spring melt’ at saskatoon.ca.

If drivers encounter severe rutting, hazardous potholes, blocked catch basins or other emergency road conditions, they’re asked to report it by calling Public Works Customer Service at 306-975-2476Image removed..

CITY PONDS AND LAKES NO LONGER SAFE FOR RECREATIONAL USE

March 10, 2015 - 3:37am

FR15-103

The Saskatoon Fire Department is warning citizens to stay off all ponds and lakes throughout the City. At this time of year the ice on these bodies of water becomes unpredictable and can change rapidly.

The City’s storm retention ponds are collecting the spring runoff from the recent warm weather. This has resulted in standing water on the ponds and is making them unsafe.

The Saskatoon Fire Department is working with City crews to have the signage changed to indicate that the ponds and lakes are unsafe for recreational use.

Always be cautious near larger bodies of water. It is never safe to be out on the river ice and now, no longer safe to be on the ice found on the ponds and lakes throughout our City.

SNOW MELT: CITY ROAD OPERATIONS UPDATE

March 9, 2015 - 7:57am

TU15-152

As the warm weather continues to melt snow and ice, crews are repairing potholes on priority one streets with temporary cold mix asphalt. Permanent patching will occur once the temperature is consistently above zero and hot-mix asphalt is available.

Utility cuts, which are excavations required to connect, repair or maintain underground utilities, are being maintained as required with a grader until they can be permanently paved. Permanent utility cut paving can only occur from approximately May to October, when the ground has defrosted, and when hot-mix asphalt is available. This is to allow the ground to settle and to prevent the permanent asphalt layer from sinking.

Today, crews are grading severe ruts on residential streets in City Park and Exhibition.

The melting snow will drain into the storm water sewer at catch basins located strategically on every street – even those covered by snow. City crews are monitoring any known trouble spots to ensure proper drainage is taking place, and clearing and defrosting any catch basins that may require it.

Drivers are advised to slow down when driving on puddled streets. Pools of water can cover deep potholes and drivers travelling at higher speeds could be caught by surprise, resulting in loss of vehicle control or vehicle damage. When driving through collected water at higher speeds, you could also splash pedestrians, cyclists or other vehicles.

If drivers encounter severe rutting, hazardous potholes, blocked catch basins or other emergency road conditions, they’re asked to report it by calling Public Works Customer Service at 306-975-2476Image removed.. For more information on the City’s snow management programs visit saskatoon.ca/snow.

Starting Monday, March 16, at 6:30 a.m., Leisure Centres will be accepting mail or walk-in registrations; phone registration begins at 8 a.m. (please note that walk-in registrations will not be accepted at any Leisure Centre on the first night of registration).

Registered programs are very popular and fill up fast!  Many people will be registering Sunday evening, and the City sincerely thanks our citizens for their patience.  While additional online and telephone resources are in place to make the process go as smoothly as possible, there are still thousands of people registering at once, so here are some tips to help you be prepared:

  • You will require a client ID number and family PIN to register online.  To set one up or if you forgot yours, phone any Leisure Centre before Sunday, March 15.
  • Have a list of second and third program choices, just in case you do not get into your first choice.
  • Join the waiting list.  Every full program has an online waiting list, and new classes may be created if there is enough demand.
  • Consider other Leisure Centres if your nearest location isn't available – just a short distance away!
  • Ensure your major web browser (Internet Explorer, Safari, Firefox, Google Chrome) is up-to-date.

Get the Guide!  Keep the Guide!

REMINDER: HAVE YOUR SAY IN SASKATOON’S FUTURE! GROWTH PLAN PUBLIC EVENT PLANNED FOR TUESDAY, MARCH 10, 2015

March 9, 2015 - 4:17am

CY15-112

The City of Saskatoon invites residents to attend the Growth Plan Campus Consultation on Tuesday, March 10, 2015, to learn more and provide input on the proposed Growth Plan to Half a Million (Growth Plan), which includes long-term plans for a new transit system with Bus Rapid Transit (BRT); a new river crossing at 33rd Street combined with BRT lanes on the University Bridge; and redevelopment along major corridors like 8th Street, 22nd Street, and Preston Avenue.

The public will also have an opportunity to provide feedback on the recommended implementation priorities for putting specific features of the Growth Plan in motion over the short-, medium-, and long-term.

Mark your calendars!  This is your opportunity to have your say in Saskatoon’s future.

Growth Plan Campus Consultation
Tuesday, March 10, 2015
Louis’ Loft, 93 Campus Drive
3 p.m. to 5 p.m.

Detailed project information and an online survey will be available at www.growingfwd.ca until Wednesday, March 18, 2015.

This is the third round of public engagement since the Growth Plan launched in February 2014.
