UNIVERSITY BRIDGE REOPENING TOMORROW

August 3, 2015 - 10:07am

TU15-300

The City of Saskatoon will be reopening the University Bridge to traffic tomorrow (August 4). The bridge was closed to regular traffic, maintaining one lane for emergency vehicles, on May 3 in order to undertake a complete deck replacement.

The bridge is expected to open tomorrow following the morning commute. Transit Service will continue as scheduled, however, routes that typically use the University Bridge may be rerouted via the Broadway Bridge during the morning commute. Riders planning to take one of these routes should allow for an extra 10 to 15 minutes.

The City thanks drivers for their patience while this necessary work was carried out. For more information, visit saskatoon.ca/UniversityBridge.

Slow down, pay attention and respect work zones. Watch for pedestrians and work crews, and for everyone’s safety, please obey all detours, signs and barriers.

Know before you go! Plan your route around road work by checking our Road Restrictions and Construction Projects interactive map. Find traffic detour information and subscribe to Traffic Detour Service Alerts at saskatoon.ca/service-alerts. You can also follow us on Twitter @YXEServiceAlert and with #betterroadsYXE.

CITY TO USE NON-TOXIC SMOKE IN A RIVERSDALE-AREA MANHOLE FRIDAY

July 30, 2015 - 9:56am

TU15-297

The City of Saskatoon will be conducting sanitary sewer “smoke” testing in the Riversdale neighbourhood on Friday, July 31 to identify possible cracks in the underground pipes. This will be the second test of this process in two weeks, after successful results in preparation for a manhole rehabilitation project mid-month.

A non-toxic liquid smoke product will be vented into the sewer system through a manhole on the 500 block of 20th Street. The smoke, which replicates the properties of invisible sewer gases, will be tracked through the system to identify weak points or small openings where sewage or gas could escape. The area will remain open to pedestrians and drivers during the test.

While the test is being carried out thick, white smoke may be visible exiting from the vent stacks and rooftop drains on buildings, catch basins, manholes, and yard drains tied to the sanitary sewer system, and from any holes or cracks in the contained area.

The smoke itself is an odourless, oil-based product that appears thick and white when activated. It is completely a non-toxic material that has been safely used for testing and simulations for over 20 years.

Testing will begin mid-morning Friday, July 31 and is expected to be complete by mid-afternoon.

UNIVERSITY BRIDGE REHABILITATION: UPDATE

July 30, 2015 - 8:02am

TU15-295

Rehabilitation of the iconic University Bridge is progressing well with crews nearing the completion of repairs to the bridge deck.

“We are very happy with the progress during this second phase of rehabilitation,” says Rob Frank, Manager of Asset Preservation. “As with the first phase, we have encountered no major issues. The dry weather also continued which has allowed the work to progress at a steady pace.”

While more work on the bridge will be undertaken this summer, it is expected that the bridge will reopen to vehicle traffic at least two to three weeks earlier than expected.

“Currently the concrete on the north side of the bridge is curing,” says Frank. “The contractor still needs to complete some grinding and smoothing work, approach paving, crack filling, expansion joint gland installation, pedestrian hand rail installations and site cleanup – as soon as this work is completed we can open the bridge.”

After the concrete has cured for 28 days, the deck will need to be sealed and permanent lane markings installed. This work will require some lane restrictions during off-peak hours. Rehabilitation work will also continue under the bridge. The City’s priority is to open the bridge to traffic as soon as possible.

The City thanks everyone for their patience during this project. This necessary work will ensure the 100 year old bridge will continue to serve commuters for many years to come. For more information visit saskatoon.ca/universitybridge.

MORGAN HACKL TO BECOME SASKATOON’S NEW FIRE CHIEF

July 27, 2015 - 5:23am

CM15-104

The City of Saskatoon has announced that the new Fire Chief for the Saskatoon Fire Department (SFD) will be Morgan Hackl. Hackl is currently the Assistant Fire Chief and will succeed the retiring Chief Dan Paulsen. Hackl is a long-time member of the SFD who started as a firefighter in 1987.

“He progressed through the ranks of Captain and Lieutenant, becoming a Battalion Chief in 2013 and Assistant Chief in 2014,” says City Manager, Murray Totland. “Over his 28 year career with the Department, Morgan has been involved in every aspect of operations and comes very qualified to now lead and continue making strides with the many performance improvement initiatives underway.”

Totland says the SFD not only serves the citizens of Saskatoon from a public safety perspective as an emergency services provider, but also as a key provider of non-emergency and support services. He says under Hackl’s leadership, the SFD is in good hands.

“His efforts will help us continually improve the quality of life for our citizens.”

Hackl will officially become Saskatoon’s Fire Chief on August 1, 2015.

SASKATOON FIRE CHIEF TO RETIRE FRIDAY

July 27, 2015 - 5:12am

CM15-103

The City of Saskatoon wishes to sincerely thank Chief Dan Paulsen who will retire from the Saskatoon Fire Department (SFD) later this month. Chief Paulsen started his career with the SFD on May 1, 1984 as a firefighter.

“Chief Paulsen is a tremendous leader who has guided and trained hundreds of fire personnel over the past several years,” says City Manager, Murray Totland. “He has become a mentor and a friend to many throughout the organization and we are sad to see him leave, but we wish him well in his retirement.”

Chief Paulsen served as a firefighter with the SFD until 1998. After completing his Fire Company Officer training, he moved in to the Training Division in the field of technical rescue. In 2003, he assumed a leadership role as the Assistant Chief in Training and in 2008, transferred to the Assistant Chief of Communications and Administration.

Paulsen, who became Saskatoon’s Fire Chief in 2012, brought a wealth of education and experience to the SFD. He holds several professional certificates relating to the Fire Service, including Certificates in Fire Service Administration from Dalhousie University and Western Oregon State College and the Chief Fire Officer designation through the Canadian Association of Fire Chiefs. He is recognized in the Court of Queen’s Bench as an expert witness in Fire Dynamics and has Certificates of Leadership Development through the University of Saskatchewan.

Chief Paulsen’s final day with the Saskatoon Fire Department will be on Friday, July 31, 2015.

TRAINING PROGRAM HELPS ABORIGINAL GRADS ENTER WORKFORCE

July 24, 2015 - 5:19am

CP15-130

Today, ten students are celebrating their graduation from the Aboriginal Heavy Equipment Operator and Class 1A License Pre‑employment Training Program at a ceremony at Wanuskewin Heritage Park.

“The City of Saskatoon is extremely proud to be a part of this program and help guide people along the path to a career in the skilled trades,” says Chelsey Mack, Acting Director of Human Resources. “This training offers life-changing opportunities for these Aboriginal students, who graduate with skills they can immediately put to use in a number of industries in a Heavy Equipment Operator position.”

The program is the result of a unique partnership initiated by the City of Saskatoon with Gabriel Dumont Institute (GDI), Saskatoon Tribal Council Inc. (STC), and Saskatchewan Indian Institute of Technology (SIIT).

This introductory program provides training in:

- The operation of heavy equipment, routine maintenance of machinery and practical field operations of excavating, land clearing, grading and road building as well as safe operating techniques specific      to each machine
- Class 1A
- First Aid/CPR
- Workplace Hazardous Materials Information System (WHMIS)
- Ground Disturbance
- Transportation of Dangerous Goods
- Confined Space Entry
- Defensive Driving

Since 2010, 48 students have graduated from the program with 100 percent of last year’s graduates employed immediately following the program with various companies. The ten students graduating today are now trained and ready to seek employment as heavy equipment operators.  To date, the City of Saskatoon has hired 52 percent of past students.

Ensuring the City’s workforce represents the diversity of Saskatoon's population supports the City’s Strategic Goal of Continuous Improvement and being the best-managed city in Canada.

ESTIMATED 100,000 POTHOLES FILLED SO FAR THIS SUMMER

July 24, 2015 - 4:04am

TU15-289

Midway into summer construction season, the equivalent of an estimated 100,000 potholes, based on a 12”x4” size, have been repaired on city streets. Since early April, 1,745 tonnes of hot asphalt has been used on pothole repairs alone – enough to fill 14 backyard swimming pools.

“Residents continue to tell us in our annual survey that road maintenance is their top priority for civic services,” says Pat Hyde, Director of Public Works. “They also participate in the repair process by calling in or going online to report issues, including the reporting of 2,300 potholes so far this season. We value this timely information because it allows us to map out repairs and to respond to and secure emergency locations quickly.”

Every reported road issue is inspected and rated as soon as possible to determine the urgency and type of repair. Ratings are based on: size, location (driving lane is a higher priority than curb lane), priority class of the street, and how hazardous the pothole is for drivers. Designated priority one and two streets take precedence as these are high-traffic routes that are used by emergency vehicles. Potholes that have the potential for causing damage are considered an emergency and are scheduled for repair as soon as possible.

While sometimes reported as potholes, City crews also pave an average of 20 utility cuts on Saskatoon roads each day following a similar priority for repair. A utility cut is a straight-edged break in the pavement from an excavation to access underground water and sewer pipes. During the cold months, when temperatures reach below zero, hot asphalt for paving isn’t an option and utility cuts from water main breaks or other emergency repairs are maintained with graders until they can be paved.

“Our utility cut patching crews have already repaired 642 locations this season,” says Hyde. “However, with ongoing construction in Saskatoon through summer, it can feel like there’s a new utility cut added to our commute for every one that is repaired. We want to thank everyone for their patience and cooperation during the various phases of repair for both potholes and utility cuts.”

Residents are encouraged to use the City’s Report-A-Pothole Map to report potholes and to consult the Utility Cuts and Repair Schedule both found at saskatoon.ca/BetterRoads. Emergency road repairs can be reported by calling Public Works Customer Service at 306-975-2476.

CITY COUNCIL APPROVES RECREATION AND PARKS MASTER PLAN

July 23, 2015 - 9:50am

CY15-165

City Council has approved the City of Saskatoon’s (City) Recreation and Parks Master Plan (Master Plan) to provide an overall framework for guiding the development, delivery, and continuous improvement of recreation and parks programs, services, and facilities now and into the future.

The Master Plan, developed through broad public engagement, will replace the 1995 Public Recreation Policy.  It was developed by a diverse team, including consultants and Civic Administration, under the guidance of an internal Project Steering Committee and a Community Feedback Committee with sixteen public representatives from key agencies and sectors in Saskatoon that are involved in and/or impacted by recreation and parks services.

The Master Plan is meant to provide a framework for action regarding recreation and parks, and although focused on the City’s role in service provision, it provides insight and information for the benefit of all related stakeholders.

Included in the Master Plan are 3 overarching goals and 19 intended service outcomes that outline a desired end state that can be achieved through provision of, and participation in, recreation and parks activities.

“Recreation is a cornerstone, not only for healthy individuals, but also for vibrant and complete communities, which contribute to the city’s quality of life, social progress, and economic development,” says Lynne Lacroix, Director of Community Development.

The Master Plan identifies recommendations for programming, service delivery and infrastructure, for both the City and the community for the next 5 to 15 years. Major projects identified that are likely to be assessed for consideration in the near future, include, but are not limited to:

  1. reinvestment in the City’s existing recreation facilities and parks (i.e. Leisure Centres, play structures, park upgrades, paddling pools, etc.);
  2. potential partnerships around the development of indoor ice facilities including leisure ice; and
  3. the potential development of a recreation facility.

“The City will begin work on an implementation plan, including short-, medium-, and long-term strategies,” explains Lacroix.  “The Master Plan will be dynamic throughout time; priorities will shift as new information becomes available.  The frameworks and systems outlined in the Master Plan will allow recreation and parks’ stakeholders to adapt as Saskatoon grows and evolves.”

Visit www.saskatoon.ca/recmasterplan for the highlights of the Recreation and Parks Master Plan, to view the plan in its entirety, and for more information on implementation.

HIGHWAY 11 & 16 CLOVERLEAF OVERPASS REPAIRS PROGRESS TO SECOND PHASE

July 23, 2015 - 9:15am

TU15-288

The City of Saskatoon began necessary repairs on the Highway 16 & 11 overpasses at the Cloverleaf intersection in May. Crews have now completed repairs to the eastbound structure and will begin work on the westbound structure on Friday, July 24.

During the second phase the traffic detour will switch sides while maintaining the current flow of traffic. Therefore, two-way traffic will be accommodated on the eastbound overpass while work is carried out on the westbound structure. Two lanes eastbound and one lane westbound will be maintained.

The work is expected to be complete by late-September. The City thanks drivers for their patience while this necessary work is carried out. For more information visit saskatoon.ca and search “cloverleaf”.

Slow down, pay attention and respect work zones. Watch for pedestrians and work crews, and for everyone’s safety, please obey all detours, signs and barriers.

CITY MAKES MONTHLY PASS AT LEISURE CENTRES MORE AFFORDABLE

July 23, 2015 - 8:47am

CY15-164

In response to feedback collected from citizens and customers over the past several months, the City of Saskatoon (City) will be lowering the prices for the monthly LeisureCard pass that provides unlimited drop-in access to the six indoor Leisure Centres, the Fitness Circuit & Terry Fox Track, four outdoor pools, and Cosmo skating rink.

“We heard you, Saskatoon,” says Cary Humphrey, Director of Recreation and Sport.  “The declining popularity of the former full-year LeisureCard pass, confirmed by our recent research study, was a clear indication that we needed to make a change to this product.”

Beginning September 1, 2015, the monthly LeisureCard prices will be as follows:

  • Adult:  $45 per month; formerly started at $75 for one month
  • Youth:  $27 per month; formerly started at $45 for one month
  • Family:  $90 per month; formerly started at $150 for one month

“By lowering the prices and simplifying the fee to be one low rate, regardless of how many months you purchase, we anticipate that the new improved LeisureCard will be more attractive to our current, past, and potential customers,” explains Humphrey.  “We are reducing the financial barriers to participate in fitness and fun at our Leisure Centres.”

Another benefit to the lower rate will be a “Pick Your Perk” program, which will reward long-term LeisureCard customers with enticing bonuses at Leisure Centres and other civic programs and services.  The anticipated launch date for the new reward program is January 2016.

In addition to reduced LeisureCard prices, prices on Bulk Tickets will be reduced to $75.00 for an adult 10 pack of single admission tickets; rates are also available for youth and families.  The general drop-in admission prices of $9.80 for adults, $5.90 for youth, and $19.60 for families will be frozen at current rates until 2018.

Eligible low-income residents in Saskatoon may continue to participate in select leisure programs at no cost with the City’s Leisure Access Program.

“The City has a role to ensure recreation is accessible to the public by providing programs and services that are affordable to the broadest range of residents,” says Humphrey.

Current LeisureCard customers can call, email, or visit any of the six Leisure Centres (www.saskatoon.ca/leisurecentres) to see how the lower prices affect their current pass and to learn about their options.

July 23, 2015 - 2:36am

Construction on this section of Central Avenue is expected to be complete by the end of August, weather permitting.

The City thanks everyone for their patience while this necessary work is carried out.

Slow down, pay attention and respect work zones. Watch for pedestrians and work crews, and for everyone’s safety, please obey all detours, signs and barriers.

DUTCH ELM DISEASE IDENTIFIED IN ONE SASKATOON TREE

July 21, 2015 - 1:16pm

CY15-161

One case of Dutch Elm Disease (DED) has been confirmed in Saskatoon after an Elm sample sent in to the provincial lab by the City of Saskatoon’s Pest Management staff, came back positive.

In accordance with the City’s DED Response Plan, which requires immediate removal of all positive trees, crews today began removing the infected tree located in the Queen Elizabeth neighbourhood. Also in accordance with the City’s DED Response Plan, inspectors will follow up and search Queen Elizabeth neighbourhood yards in efforts to pinpoint a source.

Saskatoon’s DED Response Plan requires:

-Immediate removal of all positive trees
-Disposal of infected trees at City of Saskatoon landfill
-Sampling of adjacent trees
-Surveillance and testing of private and public trees in the surrounding area with an intensive search for elm material and other sources of infection
-Place five additional elm bark beetle adult pheromone traps in the area to monitor bark beetle populations

“Dutch Elm Disease is a serious disease of the American elm,” says Darren Crilly, Director of Parks. “The disease was introduced into North America in the 1930s, and has wiped out millions of elms across Canada and the United States. Dutch Elm Disease has been present in Saskatchewan since the 1980s and Saskatoon remained free of it, until now.”

American elm trees with DED may start showing symptoms as early as the month of June. Typically, the leaves will start to wilt and turn yellow, then curl and turn brown. Residents who start to notice any of these symptoms, are encouraged to call City of Saskatoon Pest Management at 306-975-3300.

Residents can help prevent DED by:

-Not pruning elms during provincial pruning ban (April 1 to August 31)
-Not storing or transporting any Elm firewood (Provincial regulations prohibit the storing or transporting of Elm firewood)
-Dispose of all Elm wood at the City Landfill

More information on DED, including pruning deadline information, is available at saskatoon.ca

TECHNICAL SUBMISSIONS RECEIVED FOR NCPP & TRAFFIC BRIDGE PROJECT

July 21, 2015 - 10:14am

TU15-283

Technical submissions for the North Commuter Parkway Project (NCPP) and Traffic Bridge have now been received. The deadline for financial submissions is mid-August.

“This is an important milestone and brings us one step closer to replacing and building two much needed river crossings for vehicles, pedestrians and cyclists,” says Mike Gutek, Director of Major Projects. “We received a submission from each of the three shortlisted proponents which are now being evaluated.”

The NCPP will see a six-lane bridge link the Marquis Industrial area with the University Heights area, by extending Marquis Drive across the South Saskatchewan River connecting to McOrmond Drive at Fedoruk Drive.

City Council’s decision to replace the Traffic Bridge was made following extensive public consultation and study in 2010 and 2011. The majority of more than 1,800 residents surveyed favoured replacing the Traffic Bridge with a crossing that accommodates all modes of transportation while retaining the architecture of the previous structure and the riverscape of the past century.

As a result City Council approved the recommendation from Administration that the width of the driving lanes should be 3.7 metres and that two 3 metre-wide multi-use pathways to accommodate pedestrians and cyclists be built - one on each side of the bridge.

“Now that the technical submissions have closed, the project design parameters are locked in and the successful proponent will build to meet those requirements,” says Gutek. “We expect a report will go to Council at the end of August to award the contract to the preferred proponent.”

Once the contract is awarded, there will be an approximate 60 day period to achieve financial close with the preferred proponent. At the end of October, a report will be brought back to City Council outlining the financial details of the proposal at which point the final designs will be released to the public.

For more information about the project visit saskatoon.ca.

POPULATION NEARS 261K AS CITY RELEASES TWO GROWTH PLAN REPORTS

July 17, 2015 - 5:05am

CY15-160

Two reports, which outline the work-to-date on the Growth Plan to Half a Million (Growth Plan), will be presented to City Council’s Standing Policy Committee on Planning, Development and Community Services on July 20, 2015.

“The importance of growth planning is underscored even more, as the annual mid-year population estimate now calculates Saskatoon’s population at 260,900 people,” Director of Planning and Development, Alan Wallace, says.

“Even if the city doesn’t grow at the high rates we’ve experienced lately, we’re projecting average population increases between 2% and 2.5% over the long term.  That is like adding a city the size of Humboldt or Melfort to our city each year,” Wallace explains.  “The work we’re doing now will ensure we are ready for that and future growth.”

The first report is the Growth Plan Summary Report #2:  Long-Term Possibilities, which provides a detailed assessment of the preliminary long-term recommendations for:

  • A new transit system with Bus Rapid Transit (BRT);
  • Redevelopment along major corridors like 22nd Street, Idylwyld Drive, 8th Street, College Drive, and Preston Avenue; and
  • A new core area river crossing at 33rd Street, combined with bus lanes on the University Bridge.

The second report is the Growth Plan Engagement Summary Report #4, which shares what was heard during the third round of public engagement from February to June 2015.

“This input is being used to finalize the long-term recommendations and set the direction for our priorities on implementing the Growth Plan’s core initiatives of Corridor Growth, Transit, and Core Bridges,” Wallace says.

The resulting draft Growth Plan will be presented for confirmation during the final round of public engagement in the fall of 2015.

Once complete, the Growth Plan will help to guide future infrastructure investments so residents will have more choices for how they live and move around the city as Saskatoon grows to half a million people over the next 30 years.

CITY ABSENTEEISM & DAYS LOST REMAIN BELOW NATIONAL AVERAGE: OVERTIME COSTS DECLINING

July 16, 2015 - 8:21am

CP15-129

On average, the number of days missed in 2014 by City workers due to periodic, ongoing medical conditions, and occupational illness is well below the national average. The results highlighting successes in health, safety, absenteeism, and lower overtime are outlined in a report to be presented to the Standing Policy Committee on Environment, Utilities and Corporate Services.

“The City continues to make health and safety the first consideration in everything we do through our Occupational Health and Safety program and other initiatives,” says Catherine Gryba, General Manager of Corporate Performance. “We are making strides towards our goal of zero accidents at work and at home because of our programs that support managers and employees in reducing absenteeism.”

The report to the Committee shows:

  • The average number of incidents per City employee is substantially below the national average for public sector workers (3.15 incidents for City employees versus 7.7 in the national public sector).
  • The average number of days lost is well below the national average for public sector workers (7.9 days for City employees, almost three full days less than the national average of 10.6 days for the public sector).

City initiatives, such as the Attendance Support Program and the Health Management System work in cooperation to reduce absenteeism in the workplace while managing workloads. Proper management of absenteeism reduces workload variations, especially for City Services with demand and seasonal fluctuations, and better enables management to measure and utilize strategic overtime effectively.

“We continue to support our employees and managers in identifying factors that contribute to absences, especially where it impacts City services that require overtime to continue to provide a heightened level of service to residents,” says Gryba. “The City has placed increased focus on managing absenteeism and workload fluctuations in order to reduce excessive overtime, which can result in lower productivity, increased absenteeism, missed work due to injury or illness, and higher employee turnover.”

Proper management of absenteeism supports the City’s Strategic Goal of Continuous Improvement and being the best-managed city in Canada.

PERCEIVED QUALITY OF LIFE AND SERVICE LEVEL SATISFACTION RATE HIGH IN 2015 CIVIC SERVICES SURVEY

July 16, 2015 - 3:04am

CP15-128

Perceptions about Saskatoon’s quality of life and satisfaction with the overall level of services provided by the City of Saskatoon rated high in the 2015 Civic Services Survey. Roads and sidewalk repair remain the number one issue among citizens who participated in the annual survey.

“We obtain valuable feedback on a variety of civic issues through the Annual Civic Services Survey,” says Catherine Gryba, General Manager of Corporate Performance. “All of the results are considered when we develop our annual business plan and budget. The feedback helps the City provide high quality services to meet citizen needs.”

When asked which methods the City could use to balance its budget, most citizens said they prefer a combination of increased user fees and property taxes over a reduction in services. On the topic of spending, citizens strongly felt more money should be allocated toward road maintenance, snow and ice maintenance, street crime, affordable housing, accessible infrastructure, growth planning, and traffic management. They would like to see less spending on arts and culture funding, renewing city centre and north downtown, and customer service initiatives.

When it comes to overall services provided by the City, satisfaction remains strong and relatively consistent with previous years, with telephone respondents significantly more satisfied than online respondents.

Other highlights of the 2015 Civic Services Survey include:

  • Recycling is now considered a top area of citizen satisfaction. Drinking water quality, repair of water main breaks, garbage collection, electrical services reliability, fire protection and police services also rated high.
  • The use of the City’s website continues to be the preferred information source for citizens.

A total of 500 surveys were completed via telephone and 821 surveys were completed online between May 11 and June 2, 2015. The margin of error for the telephone research is +4.4 percentage points at a 95% confidence interval (19 times out of 20). Margin of error for the online study is not applicable as online research is considered a non-probability proportional sampling technique. View the City of Saskatoon Annual Civic Services Survey in its entirety at www.saskatoon.ca.

The 2015 Civic Services Survey supports the Strategic Goal of Continuous Improvement and being the best-managed city in Canada.

SMOKE TESTING IN BUENA VISTA

July 15, 2015 - 7:36am

TU15-277

The City of Saskatoon will be conducting sanitary sewer “smoke” testing in the Buena Vista neighbourhood on Thursday, July 16, as part of an investigation into reports of sewer odours in the area.

During the testing the 1100 block of Coy Avenue will be blocked off to traffic as a non-toxic liquid smoke product is vented into the sewer system through a manhole at Coy Avenue and 8th Street. The smoke, which replicates the properties of invisible sewer gases, will be tracked through the system to identify weak points or small openings where sewage or gas could escape and cause an odour.

While the test is being carried out thick, white smoke will be visible exiting from the vent stacks and rooftop drains on houses, catch basins, yard drains tied to the sanitary sewer system, and from any holes or cracks in the contained area. It is possible for the smoke to enter a home through rarely used drain traps. To prevent this, residents in the testing area have been advised to run water into all drains for one minute the morning of the testing.

The smoke itself is an odourless, oil-based product that appears thick and white when activated. It is completely a non-toxic material that has been safely used for testing and simulations for over 20 years.

Testing will begin late morning Thursday, July 16 and run throughout the afternoon.

PROTECTED BIKE LANE DEMONSTRATION PROJECT UNDERWAY – 23RD STREET LANE NOW OPEN

July 15, 2015 - 5:04am

CY15-159

City of Saskatoon (City) officials gathered in Civic Square today with representatives from Saskatoon cycling groups to launch the City’s Protected Bike Lane Demonstration Project and to officially open the 23rd Street Protected Bike Lane.

A Protected Bike Lane is a dedicated, marked lane for use by people riding bikes.  The lane is physically separated from people driving cars by a painted buffer and flexible posts.

The new 23rd Street Protected Bike Lane runs between Idylwyld Drive and Spadina Crescent East in both directions.  As the lane runs through the downtown transit terminal, people using the lane will continue to walk their bikes through the terminal, as per existing rules.  A second lane will open in the summer of 2016, on 4th Avenue from 19th Street East to 24th Street East and will connect to the Broadway Bridge.

“Protected Bike Lanes provide another safe option for people to move around our downtown and are part of our continuing efforts to make Saskatoon an attractive, vibrant city, and to improve quality of life,” said Alan Wallace, Director of Planning and Development, for the City.  “We also hope the lanes will bring more people into the downtown area so that local businesses can benefit as well.”

In March 2015, City Council approved a recommendation to proceed with a Protected Bike Lane Demonstration Project downtown.  The goal of the project is to create a vibrant and healthy downtown by improving cycling as a strategy to increase the attractiveness of the downtown for businesses, residents, visitors, employers and their employees.

Saskatoon Cycles was represented at the event by Hilary Gough.  "Cycling infrastructure, such as bike lanes, is a critical component of a bikeable city.  We’re excited to see this important step being taken in our downtown and look forward to further improvements that will help make Saskatoon more accessible, and safe, for everyone."

The project will be evaluated over the next 18 months to determine the impact of the lanes on the downtown area.  A report, and a recommendation on the future of the project, will be prepared for City Council in early 2017.

According to research conducted prior to the start of the demonstration project, 95% of people surveyed on this topic said they believe the lanes will increase the comfort level of people riding bikes; 85% believe they will improve the accessibility of downtown; 84% believe they will make the downtown more attractive; and 60% also said they would ride their bikes more if they felt safer downtown.

Visit www.saskatoon.ca/cycling to watch an instructional video as well as a short video about the project.

EIGHT NEAR MISSES REPORTED AS DRIVERS DISREGARD WORK ZONE BARRIERS

July 10, 2015 - 5:28am

TU15-271

While the majority of drivers are slowing down, paying attention and respecting work zones some drivers are still disregarding work zone safety measures. So far this year, eight near misses have been reported and all as a result of drivers disobeying barriers and signage.

“During recent work on Warman Road, our crews witnessed 22 vehicles within half an hour ignore barriers and drive through a work zone to get to the Lawson Mall,” says Angela Gardiner, Director of Transportation. “We know it can be frustrating when construction prevents drivers from continuing on their usual route but the signs and barriers are there to keep our workers as well as road users safe.”

Work zone signs and barriers are set up for a number of reasons and at times will remain in place even when workers are not present:

To protect workers and allow them to focus on the job so they can safely and efficiently complete this year’s construction projects

-Protect drivers from hazards on the road
-Allow pavement or concrete to set
-Prevent property or vehicle damage

Construction workers are reporting violations to Police which may result in charges being laid. They are also beginning to set up cameras in work zones to catch offenders. The Saskatoon Police Service enforces the Traffic Bylaw and the Provincial Traffic Safety Act with fines starting at $210.

The City is continuing the most aggressive program of road construction, repair and maintenance ever seen in Saskatoon and to complete this work, we need everyone to make safety a priority.

“We care about the safety of our employees and everyone who uses Saskatoon roads,” says Gardiner. “If everyone does their part, plans ahead and respects construction zones, we will be able to work through the 2015 construction season safely and successfully.”
