City reminds drivers to slow down during expressway maintenance
March 29, 2022 - 3:00pm
From April 1 to October 31, crews will be completing ongoing cycles of mowing and litter cleanup along City expressways. The City reminds residents to slow down when driving by work zones for the safety of crews working adjacent to the expressway.
Drivers are also reminded to cover and secure their cargo when driving on the expressway. Unsecured cargo is the main source of expressway litter and drivers can be subject to ticketing, as per Waste Bylaw 8310.
Securing cargo is not only important for protecting your vehicle and the items that you are carrying, but it is also a critical step in helping to prevent dangerous accidents. You are encouraged to use ratchet straps, bungee cords and/or tarps depending on what you are carrying. This will help to secure your cargo, minimize litter, and help keep everyone safe on the road.

Year-round School Zones and Playground Zones and extended times proposed to take effect on September 1, 2022

- New playground zones with reduced speed limit of 30 km/h;
- Year-round lower speed limits in both school and playground zones 7 days a week from 7 a.m. to 7 p.m.
- Adjustments to posted signs and length of current school zones; and
- Removal of lower speed school zones from high schools, designating them as a “school area” where u-turns are still restricted.
City Council approved the proposed amendments to the Reduced Speed Zones for Schools policy and a new draft policy for Playground Zones to include year-round speed reduction to 30 km/h daily from 7 a.m. to 7 p.m. The goal is to have the zones in effect prior to the new school year on September 1, 2022.
The recommendation would align the City’s school zone policy with national transportation guidelines and implement other best practices for pedestrian safety. The amendments include:
An amendment to the Traffic Bylaw will need to be presented to City Council before the effective date is approved. New signs to identify the school and playground zones and an awareness campaign will advise drivers of the changes this fall. More information is available at saskatoon.ca/engage/speed-limit-review.
Icy street and sidewalk conditions after freezing rain and snow

Sections of Saskatoon streets are icy this morning after freezing rain, snow and freezing temperatures. Drivers and pedestrians are urged to use caution on streets and sidewalks. Morning commuters may want to leave early and adjust driving for the conditions.
City crews and sanders were out all night applying de-icing materials on Circle Drive, freeways and high traffic intersections.
Twelve sanders will be spreading de-icing materials today, focusing on Saskatoon’s highest traffic streets, bridge decks and intersections. Four sidewalk plows will be applying de-icing materials on bridge walkways.
Please watch for their blue and amber flashing lights and leave room for road equipment to do their work.

Council lifts mask requirement for City facilities, maintains masks for Transit

City Council continues to guide the City of Saskatoon’s response to COVID-19 in the community to protect the health and safety of residents and customers, following the provincial government's previous decision to lift provincial Public Health Orders.
At its meeting today, City Council considered a monthly COVID-19 update on masking in City facilities and Saskatoon Transit. Council approved a transition from a mandatory to discretionary approach for masking in City facilities. As noted in the February 8, 2022 City Council resolution, the City extended the masking requirement in City facilities beyond the expiration of the Public Health Order as a temporary measure to help transition the community to a new COVID-19 environment.
As of Monday, April 4, people accessing City facilities, including City Hall, Leisure Centres, indoor arenas, golf course buildings, indoor spaces at the Saskatoon Forestry Farm Park & Zoo and the downtown Saskatoon Transit Customer Service Centre are no longer required to wear a face mask. Masks are welcome and will be available upon request.
Masks will continue to be required when travelling on Saskatoon Transit vehicles. Mask education will continue with riders through signage and interior and exterior audible announcements on each bus. Masks will continue to be made available to Transit customers.
The Saskatoon Emergency Management Organization continues to monitor the COVID-19 impacts on City staff and services in accordance with the COVID-19 Response Levels. A monthly update will be presented at the next meeting of City Council in April.

As the City moves toward the development of a Downtown Event and Entertainment District, anchored by a new arena and a new or renovated convention centre, the Downtown Event and Entertainment District Advisory Group has been established to foster connections between business, community partners, the provincial government and the City to support the successful implementation of the project.
Planning for the development of a Downtown Event and Entertainment District is in the preliminary stages, with the current phase focused on the selection of a future site location for a new arena. While the City will retain overall ownership of these new facilities and infrastructure once constructed, numerous community partners, key project partners, and sponsors will be integral in driving the successful development and delivery of the project.
“Having key community agencies represented on the Advisory Group will be tremendously important for the successful development and funding of this project,” says Dan Willems, Director of Technical Services. "In addition, having representation from the Province of Saskatchewan provides a reasonable balance of designated agency representation.”
The open call for public applications to the Advisory Group resulted in an overwhelming response, and the Governance and Priorities Committee sincerely thanks all valued applicants for their interest. In considering the applications, the Governance and Priorities Committee recommended expanding the number of public representatives from five to six to capture a slightly broader cross-section of the community, while agreeing that the Advisory Group’s overall size and composition need limits to allow for the work of the group to be conducted efficiently and effectively.
At its meeting Thursday, March 24, the Governance and Priorities Committee of City Council recommended appointment of the following individuals to serve as public representatives on the Advisory Group:
The Committee also accepted the Province of Saskatchewan's recommendation for Ken Cheveldayoff, MLA for Saskatoon Willowgrove, to serve as the Province of Saskatchewan's representative, joining the Advisory Group’s previously appointed agency representation:
Council representatives on the Advisory Group are Mayor Charlie Clark, Councillor Troy Davies and Councillor Cynthia Block. Councillor Block and Councillor Davies will be the co-chairs of the Advisory Group.
The recommended appointments will be formally approved by City Council at its meeting on Monday, March 28.

This is a 1-hour informal conversation about Truth and Reconciliation and how to move forward. You can bring your questions, experiences, and challenges—or just sit and listen. The conversation is facilitated by Indigenous educator Annie Battiste and joined by local Knowledge Keepers. The conversation is open to all, free of charge, and conducted via Zoom. Alternately, choose another Reconciliation action.

Following the first National Day for Truth and Reconciliation (NDTR) on September 30, 2021, the Saskatoon Tribal Council has initiated a campaign called #ActOnReconciliation. It’s intended to harness the momentum of NDTR and Orange Shirt Day (also September 30) and keep Reconciliation top of mind all year long. The campaign calls for action and awareness on the last Friday of each month in 2022.
The City is supporting the #ActOnReconciliation campaign by suggesting a specific Reconciliation action for each month. As well, to further heighten awareness, the City will apply an orange filter to their social media accounts and light the following civic facilities in orange: City Hall and the Prairie Wind art installation outside the Remai Modern.

Ice melting on recreational ponds and South Saskatchewan River

As the weather continues to warm up, the Saskatoon Fire Department would like to advise the public to be mindful of ice conditions during the freeze-thaw cycle.
Recent ice testing by the Saskatoon Fire Department has determined the ice thickness is no longer suitable for winter recreational use. The ice must reach a minimum thickness of at least eight inches to be considered safe. Fire crews have updated the posted signage to read “No Skating” at each recreational storm pond.
Community members who use the ponds for recreational purposes assume all risk and maintenance responsibilities for the ice including removing personal belongings, as well as user safety.
Additionally, ice on the South Saskatchewan River has also started to melt. The ice that covers this body of water is unpredictable and is therefore never safe for winter recreational use. Community members are asked to never venture out onto the ice that covers sections of the South Saskatchewan River.
Community members are advised to always exercise an elevated level of caution when around any large body of water. Keep a close watch on children and pets when visiting trails, parks, or off-leash areas that may run adjacent to the South Saskatchewan River or a storm water retention pond.

City announces 2022 Living in Harmony award recipients

On the International Day for the Elimination of Racial Discrimination, the City is announcing the 2022 recipients of a Living in Harmony award. These awards recognize outstanding achievements in contributing to the elimination of racial discrimination in our community. They are presented annually in March, which the City of Saskatoon has proclaimed Race Relations Month since 1990.
The 2022 recipients are as follows:
In order to keep everyone safe, a 2022 Living in Harmony Award Video was created in lieu of an in-person awards presentation. The video names this year’s award winners and includes remarks from Mayor Charlie Clark and Chair of the City's Diversity, Equity and Inclusion Advisory Committee, Namarta Kochar.
Any Saskatoon resident or organization that is contributing to the elimination of racism in Saskatoon is eligible for nomination. Saskatoon schools were invited to have their students send in submissions in any expressive form (photos, art, written, video).
The Living in Harmony Awards are part of the City’s commitment to foster an inclusive community where ethnocultural diversity is welcomed and valued, and where everyone can live with dignity and pursue their full potential without facing racism or discrimination. Winter-themed decorations being taken down on city bridges starting Tuesday

Saskatoon has a lot to celebrate during Canada Water Week

Canada Water Week (March 21-27, 2022) is a national celebration of water that is held annually to coincide with World Water Day on March 22.
“Saskatoon has a lot to celebrate and be proud of when it comes to our water,” says Pam Hamoline, Interim Director of Saskatoon Water. “Not only does our city have one of the highest quality water supplies in North America, but right now we have several projects in motion to ensure we continue to deliver a high quality and safe drinking water product.”
During Canada Water Week, the City is featuring some of those initiatives in a social media campaign, like the new McOrmond Drive Reservoir and Pump Station, Transfer Pumping and Electrical Upgrades project and Spadina Lift Station project, while also educating about our water source and how it gets into and out of our homes.
“Every day, we turn on our taps and flush our toilets without always thinking about where the water is coming from, how it reaches our homes and what happens to it when we’re done with it.”
The theme for World Water Day on Tuesday, March 22 is Groundwater. While Saskatoon’s drinking water is sourced from the South Saskatchewan River, Hamoline says protecting this important underground water resource is vital.
“What we as residents do above ground, matters underground. For example, we should be mindful of what we put on our lawns and gardens and what may be draining down the city’s storm sewers.”

- Have a list of second and third program choices in case you do not get into your first choice.
- Join the wait list! Every full program has an online wait list and new classes may be created if there is enough demand.
- Consider other nearby Leisure Centres and outdoor pools if your preferred location isn't available.
- Ensure your major web browser (Google Chrome, Safari, Firefox,) is up-to-date.
- Once you reach the payment page, do not return to the previous page or click on the “submit payment” button more than once. These actions could result in duplicate payments. If you need to change your selection, close your browser and start a new transaction.
- Modifications to Red Cross swim lessons will remain in place for the spring season (lessons beginning in April). This means water safety instructors will deliver swim lessons from the pool deck and Red Cross Swim Preschool and Swim Kids 1-4 programs will require a parent/guardian in the water for the full duration of the class to assist with swimmers. A maximum of 2 children in the same class can be with one parent/guardian. Deep water activities for these levels will be changed to chest deep water (where applicable) to accommodate parents/guardians who may not have swimming abilities.
- For the summer season (lessons beginning July), parents/guardians will no longer be required to participate in Red Cross preschool programs for children ages 3 and up and Red Cross Swim Kids levels 1-4.
- Current City Council direction requires face masks be worn in civic facilities with the following exceptions.
- Patrons that are 18 and older utilizing weight rooms, fitness classes, courts and the walking tracks are permitted to remove their masks.
- Youth athletes under the age of 18 are exempt from wearing a mask while they are participating in sports for the duration of the sport only.
- All patrons must remove their mask while in the water.
Registration for Spring/Summer programs begins Sunday, March 20, 2022, at 6:00 p.m. by logging into to your account on leisureonline.saskatoon.ca, or by calling 306-975-2800.
Registered programs are very popular and fill up fast. Many people will be registering Sunday evening, and the City sincerely thanks residents for their patience. City snow melt drainage preparation underway with warmer weather in the forecast

- Our storm sewer system can easily carry the flow of snowmelt. Most ponding around catch basins is caused by ice blocking the drain.
- Crews are defrosting catch basins and clearing gutters to improve drainage, keeping a close eye on intersections prone to flooding.
- City workers will be patching potholes and maintaining the gravel cover on utility cuts that start to sink during the melting.
- Clear snow and ice from sidewalks and paths to reduce ponding and dangerous ice during the thaw/freeze cycle.
- Keep snow in your yard. If you throw it on the street, it can create rutting issues or affect drainage.
- Safely clear snow, ice and debris from the catch basins in your area once temperatures are above freezing.
- Create an opening for drainage from your back yard to the back lane if there is a snow pile along your back yard.
- Report a location where water is collecting and impacting traffic, crosswalks on busy streets, or private property to our Customer Care Centre at 306-975-2476.
With some warmer days ahead, it’s time to plan for snow melt to drain on private and public property. The City is prepared to respond to ponding at frozen or blocked catch basins with its boiler trucks and other clearing equipment. Residents can help by uncovering catch basins on their street when safe to do so.
This winter had an above-average number of snow falls, leaving Saskatoon with extra snow on the streets to melt over the next few weeks. Fortunately, the forecast is showing daytime temperatures just above zero and overnight temperatures well-below zero. This combination should result in a slow melt, allowing snow piles to melt along the curbs into catch basins without collecting into large ponds.

Blowing snow may impact visibility and create drifting on Thursday

Environment Canada issued a blowing snow advisory today to prepare people for strong winds with light snow that may create visibility issues tomorrow. Drifting may occur, especially on streets adjacent to open areas. Drivers should adjust their driving with changing conditions.
Crews will plow Circle Drive as drifting occurs and grade snow along streets with drifting. Sand will be applied to improve traction, with a focus on Circle Drive and other major streets, bridge decks and intersections. The wind will make this challenging, as it will blow away sand as it is applied.
Environment Canada suggests that if visibility is reduced while driving, slow down, watch for taillights ahead and be prepared to stop.

- Individuals and on-ice officials for the duration of their sport or activity (does not include Public Skating and Parent & Tot Skating);
- Youth athletes under the age of 18 while they are participating in sports for the duration of the sport only;
- All patrons must remove their mask while in the water;
- Children under the age of 2 / aged 3 to 12 if they are not reasonably able to;
- Individuals who, in the determination of a health professional, are unable to wear a face covering due to a particular medical condition and have received written confirmation;
- Individuals who, due to cognitive impairment, an intellectual disability, or a severe mental health condition, are unable to understand the requirement; and
- Anyone who is unconscious, incapacitated or otherwise unable to remove the mask without assistance.
The City reminds patrons masks continue to be required to access indoor City-operated facilities and services and while traveling on Saskatoon Transit. City Council approved the action at its special meeting on February 8, 2022 to ensure the safety of staff and the public who are accessing City services.
Among these facilities are City Hall, Leisure Centres (Cosmo, Lakewood and Lawson Civic Centres, Harry Bailey Aquatic Centre, Saskatoon Field House and Shaw Centre), Indoor Rinks (ACT, Archibald, Cosmo, Lions, and Gordie Howe Kinsmen), indoor spaces at Saskatoon Forestry Farm Park & Zoo and the downtown Saskatoon Transit Customer Service Centre.
Patrons will also be required to wear masks in Holiday Park, Silverwood and Wildwood golf course pro shops once they open on March 15.

Construction on dry storm pond in Churchill Park underway

Construction of a dry storm pond to help reduce neighbourhood flooding during significant rain events is underway in Churchill Park. Work began in the park in February and the project will be completed in 2023.
“Investing in climate-resilient infrastructure will protect communities from extreme weather events such as floods,” says the Honourable Dominic LeBlanc, Minister of Intergovernmental Affairs, Infrastructure and Communities. “The Churchill Park dry storm pond will help increase Saskatoon’s resilience in the face of increased occurrences of floods while providing a recreation area and preserving green space. Our Government will continue to work with our provincial and municipal partners to improve residents’ safety and build stronger communities."
“This is the second of nine planned projects under the Flood Control Strategy that was approved by City Council in 2018,” says Acting Director of Saskatoon Water, Pam Hamoline. “Once complete, it will reduce the flood risk for properties near the intersections of Ruth Street at Cairns Avenue and York Avenue, and Bute Street at Munroe Avenue and Albert Avenue.”
Dry storm ponds hold water that would otherwise cause flooding in intersections and nearby properties during intense rainfalls. The water flows into the pond instead, then slowly drains into the storm sewer system. Whenever dry, it is used as recreational or park space.
Flood Control Strategy (FCS) projects have been planned to reduce flooding in neighbourhoods that were established prior to 1989, when improved storm water infrastructure standards were established. The first FCS project in W.W. Ashley District Park was successfully completed in late 2021 and will fully open later this year.
The Government of Canada is contributing 40% of the eligible construction costs up to a maximum of $21.6 million toward the nine FCS projects. The City is funding the remaining construction costs through the Storm Water Utility Capital Program and revenue generated from Storm Water Utility charges.

Strong winds and blowing snow create Icy conditions and drifting; Claypool Drive closed

Strong winds and drifting snow last evening and overnight have created an icy glaze over Saskatoon roads and sidewalks. The wind has also created extreme drifting on Claypool Drive, which is temporarily closed due to stuck vehicles.
City crews are working throughout the city this morning, applying sand to improve traction with a focus on Circle Drive and other major streets, bridges and intersections. Strong winds persist which makes sanding a challenge because it doesn’t stick as it is applied. The City is working on clearing Claypool Drive and will advise when it reopens.
Pedestrians are advised to be cautious on icy sidewalks as they venture out. Drivers should be prepared for icy roads and reduced visibility while keeping an eye out for snow clearing and sanding equipment, staying at least 2-3 vehicle lengths behind.
