Rain event June 20, 2022: City Council resolves to seek provincial approval to designate Saskatoon an Eligible Assistance Area
July 25, 2022 - 8:13am
At today’s July 25 City Council meeting, Council resolved to submit a Request for Designation to the Province to designate Saskatoon as an Eligible Assistance Area under the Provincial Disaster Assistance Program (PDAP). This program provides financial assistance for restoring essential services and property as a result of substantial damages caused by excessive rain resulting in flooding as was the case on June 20, 2022, in Saskatoon.
The PDAP covers uninsurable damage to individual properties caused by severe weather events. It is the Administration’s understanding that damage caused by excessive amounts of rain on June 20, 2022 would qualify. Once Saskatoon is designated as approved for financial assistance by the Province - the Province of Saskatchewan will then arrange for the claims to be adjusted and make payments where appropriate.
To recap: The City will issue further information on how Saskatoon residents can apply for PDAP assistance once Saskatoon is approved as an Eligible Assistance Area. The required application forms will then be made available online through the Province and will also be available at City Hall.

Saskatoon Fire Department welcomes 15 new recruits
July 22, 2022 - 2:00pm
Fire Chief Morgan Hackl and other fire officials will welcome the newest group of firefighter-paramedics to the Saskatoon Fire Department (SFD) at a private graduation ceremony this afternoon. The ceremony will recognize the successful completion of comprehensive training programs where 15 recruits will be presented with their badges and battalion assignments.
All 15 firefighter-paramedics have completed basic training in firefighting, technical rescue, hazardous material mitigation and fire inspections. They are also certified to the level of Primary Care Paramedic (PCP) and are licensed through the Saskatchewan College of Paramedics. Their training and experience have prepared them for operating effectively on high-hazard emergency scenes.
"We hold a high standard of training at SFD. Our team of Fire Service Instructors has worked with these recruits over the past four weeks to review their firefighter and paramedic skills, and educate them on how they will apply these in their new role at the SFD,” says Anthony Tataryn, Assistant Chief of Staff Development and Safety. “Our fire department strives to be a leader in training as we recognize the vital importance that it plays in the safety of both our staff and residents.”
EMS incidents make up over 40 percent of SFD's response, making the recruits’ PCP certification a valuable asset to the fire service.
"When we seek new recruits, we look for individuals who will contribute to the overall success of our team," says Chief Hackl. "With the growing number of EMS calls in our city, it's important for our crews to be equipped with paramedic training. Having the added PCP certification means our firefighters can effectively respond to EMS incidents that occur in high-hazard situations.”
These firefighter-paramedics demonstrate the Saskatoon Fire Department’s commitment towards enhanced front-line emergency care and the investment that City Council continues to make in emergency services.
Chief Hackl adds, “We commend the hard work each recruit has put forward to reach this milestone and we’re thrilled to welcome these 15 individuals to the Saskatoon Fire Department.”
The new firefighter-paramedics will start their first shifts beginning Monday, July 25.

Saskatoon Fire Department cautions summer water safety
July 19, 2022 - 1:30pm
-
Stay calm.
-
Keep your head above the water.
-
Remove any heavy or bulky clothing items.
-
Don’t fight the current; move with the current as you work your way to the riverbank.
-
Call 911 immediately to report the incident, noting details about the individual, time, and situation.
-
Keep track of recognizable landmarks around the area where the individual was first seen in distress in the water.
-
Coach the individual from the riverbank or shore edge with the above noted tips for water self-rescue.
The Saskatoon Fire Department (SFD) urges the public to be extra cautious and always be aware of surroundings if the South Saskatchewan River is part of a summer fun activity.
“Hot weather like we have right now makes people look for fun ways to cool off and get out on the river,” says Deputy Chief Rob Hogan. “There are many things that we can do safely, but there are some that folks shouldn’t do because it puts them and others at great risk.”
On the weekend, SFD crews assisted three individuals to safety in two separate incidents after they found themselves stranded in the river near Poplar Bluff south of city limits.
Bylaw No. 4433 prohibits swimming in the South Saskatchewan River within city limits. Areas along the river outside of city limits are popular cool-down spots in the summer. Deputy Chief Hogan says response times to water rescue calls outside of the city can be affected by many factors.
“The Saskatoon Fire Department’s priority is to attend to calls for emergency services within city limits, and so the Mutual Aid service that we provide to areas outside of the city in the RM of Corman Park can be impacted if our crews are already busy with fire or emergency calls inside the city,” Hogan says. “We want all residents to be mindful of this when making the decision to venture near, in, or on the water, and have a back-up plan if our crews can’t get to you immediately.
“Evaluate the weather and water conditions from the shore before you venture out and inform others of your plans and route. You should keep your cell phone as charged as possible, refrain from alcohol which affects judgement, have a personal floatation device, and take a whistle and flashlight to call out and notify of your location.”
If you are in distress in the river:

Saskatoon Extreme Heat Response Plan Activation
July 12, 2022 - 10:45am
- Have access to cool drinking water and drink regularly, even when not feeling thirsty
- Move to a cooler indoor space, if possible
- Draw curtains, shades or shutters to help block direct sunlight
- Close windows during the heat of the day to trap cooler air indoors
- Open windows overnight or whenever there is a cool breeze, keeping safety in mind
- Activate air conditioning or open windows in different areas to create a cross-breeze
- Limit physical activity and exposure to the outdoors during the hottest hours
- Wear light coloured and lightweight clothing
- Apply sunscreen and reapply regularly throughout the day
- Wear a hat or other head covering
- Ensuring your pet has plenty of fresh water to drink
- Monitoring your pet for signs of heat stress such as rapid panting
- Never leaving pets in parked cars for any amount of time
- Offering your pet a means to cool down such as a wading pool or damp towel
- Drink extra water
- Increase breaks out of the sun
- Modify work duties to prevent heat illness
In response to the high temperatures this week, the Emergency Management Organization (EMO) has activated the Response Plan to support residents in Saskatoon, especially those vulnerable to the heat.
In 2019 the Cold Weather Strategy partners convened and identified a need for an Extreme Heat Response plan to ensure designated cooling spaces are in place for Saskatoon’s homeless population, greatly reducing their risk of heat exposure related illnesses during the summer months. This Strategy has continued to evolve to include water bottle distribution in 2021.
In the summer of 2021, British Columbia experienced a significant Heat Dome. A review of the incident found that during the Heat Dome individuals 50 years and older, living in private residences, with health issues and social isolated were at significantly greater risk during extreme heat events. The City of Saskatoon has studied the impact of this Heat Dome and has determined that there is a need to expand the Extreme Heat Response Plan to include other Saskatoon residents who may be at increased risk during extended extreme heat events.
The Saskatoon Extreme Heat Response Plan will continue to have a coordinated response to ensure cooling locations, wellness checks and water bottle distribution for residents experiencing homelessness. Additional partners have joined, and are still being sought, for the Extreme Heat Response Plan this year. These additional partners will work together to coordinate activities to support Saskatoon residents who are older adults, living in private residences and may be at increased risk during the extreme heat events.
Extreme Heat Response is not the sole responsibility of any one organization. It takes a whole community to ensure the safety of those vulnerable to extreme heat. Saskatoon EMO works with many partners in the Extreme Heat Response Plan. These include the Saskatchewan Heath Authority, the Saskatoon Housing Initiative Partnership, Environment and Climate Change Canada and many others.
If your organization is interested in becoming a partner of the Saskatoon Extreme Heat Response Plan, please contact emo.eoc@saskatoon.ca.
Things to consider during days of extreme heat:

Be a good neighbour
River safety
Pet wellness
