City plans to advance green infrastructure in Saskatoon

The City wants to protect its green network with a distinct set of actions and initiatives over 10 years.  

“The green network encompasses Saskatoon’s collection of green infrastructure including parks, natural areas, the urban forest and other spaces,” says Jeanna South, Director of Sustainability. “The network is under increasing pressure to provide high quality green space to all residents as Saskatoon grows, while reducing the emerging threats of climate change and biodiversity loss.” 

Pathways for an Integrated Green Network (Green Pathways) is a 10-year implementation plan for the Green Infrastructure Strategy: Towards an Interconnected Green Network (Strategy), which was received by City Council at its meeting on February 24, 2020. The implementation plan was also identified as a priority in the City’s 2022-2025 Strategic Plan.   

In Green Pathways, the City plans to advance the network through a series of interconnected initiatives.  The planned actions will work to restore the urban environment and ecosystems, support climate action and nature-based solutions, and improve quality of life for residents and visitors.   

“Green Pathways provides an actionable structure to progress the green network vision through five “pathways” grouped thematically, which define actions and phased initiatives over the next 10 years,” South says. 

Within each of the five pathways, actions and initiatives define partners, timelines and success measures through a phased approach that aligns with the City’s multi-year budgeting:   

  1. Healthy and Thriving Natural Areas 
  2. Connecting and Regenerating Green Spaces 
  3. Leading by Example for an Integrated Green Network 
  4. Growing Community for a Livable City 
  5. Food Security from Seed to Table to Soil 

Development of Green Pathways occurred in 2020-2022 through researching best practices and hosting a series of workshops with City stakeholders and engagement with the public and development community. 

“From June 2021 to February 2022 we engaged the community specifically on the implementation plan,” says South. “Over 80 per cent strongly support all the proposed initiatives and the City taking on this work, and for the initiatives to be implemented as soon as possible to protect Saskatoon’s green network.”     

Green Pathways will be presented to the City’s Environment, Utilities, and Corporate Services Committee on Monday. The Pathways for an Integrated Green Network: an Implementation Plan for the Green Infrastructure Strategy report includes initiatives that have been funded to proceed in 2022-2023, and outlines medium to long term initiatives that seek resourcing and approvals in the future.

City celebrates Parks & Recreation Month in June

June is Parks and Recreation Month in Saskatchewan. The initiative is a reminder of the of the many opportunities parks and recreation bring to our community.

“The City of Saskatoon is proud to provide top-quality recreational facilities, attractions and leisure program opportunities that make the city a great place to live, work and play,” says Andrew Roberts, Director of Recreation and Community Development. 

“Saskatoon parks connect citizens to nature and improve their quality of life with amenities such as sport fields, ski trails, walking trails and picnic tables”, says Darren Crilly, Director of Parks. “We are committed to maintaining the vitality of Saskatoon’s park space”, Crilly adds. This involves planning and designing parks for new neighbourhoods, as well as providing necessary maintenance services and refurbishment of park amenities throughout the City.  

“This month is a time to show appreciation for recreation and park maintenance workers, administrators and volunteers who contribute to the diverse quality of life available to residents and visitors,” says Roberts.    

The City’s golf courses, Saskatoon Forestry Farm Park & Zoo, Nutrien Playland at Kinsmen Park, skateboard sites, tennis and pickleball courts, spray pads and Gordon Howe Campground have recently opened for the season. Outdoor Pools begin opening next week and Play Programs and Youth Centres will follow at the beginning of July. 

The indoor Leisure Centres operate year-round and provide a place to get out and get active not matter the weather.  

The Canadian Parks and Recreation Association (CPRA), along with the Saskatchewan Parks and Recreation Association (SPRA) and other Provincial/Territorial Parks and Recreation Associations across Canada, celebrates the month of June as Parks and Recreation Month.

The month provides an opportunity to raise awareness about the importance of parks and recreation and the role it plays in the quality of life for all Canadians. To find out more, visit spra.sk.ca.

Parkedin app to replace WayToPark for City pay parking areas starting July 1

Beginning July 1, Parkedin will officially replace WayToPark as the City’s app-based parking payment service. 

The Parkedin app will be available for public download and use starting June 1. Both WayToPark and Parkedin will be available in tandem during a transition period from June 1 to June 30, 2022.

The new Parkedin app will operate and function similar to the WayToPark app, with some additional features such as the ability to pay for parking by scanning a QR code on the nearest pay station as well as support for debit Visa or Mastercard payments.

Residents are encouraged to download Parkedin today to avoid any hassles the next time you pay for parking.

National Indigenous History Month presents opportunities to learn, get involved

June is recognized annually as National Indigenous History Month. This is a time to honour the history, heritage, and diversity of Indigenous people as well as to recognize the strength of present-day Indigenous people and their communities.

Saskatoon Mayor, Charlie Clark says: “More and more people in our community are moving from words to action when it comes to the work of Truth and Reconciliation. There are new partnerships forming and in many sectors of our community. I see First Nations and Métis people and organizations walking the path together with non-Indigenous counterparts, valuing each other’s ways of knowing and building on each other’s strengths. This is the work of building right relationships. I am grateful for all of these efforts, because there is still much work to do.”

To honour the occasion and to increase awareness, the Reconciliation Flag has been raised in Civic Square (behind City Hall off 23rd Street, between 3rd and 4th Avenues). Residents are invited to visit the flag and take a moment to reflect on the significance of Reconciliation – the process of building bridges between Indigenous and non-Indigenous peoples. The flag will remain raised until June 3.

Saskatoon Tribal Council’s Tribal Chief, Mark Arcand says: “As a First Nations organization serving many members in Saskatoon, we have been very pleased with the outcomes and results of past and current initiatives with the City of Saskatoon. Most notable in recent years, the City of Saskatoon has acknowledged the work of Elders and planning committees with the Reconciliation Flag Raising as an event that will continue to leave a lasting impression as a result of the Truth and Reconciliation Calls to Action. In the spirit of Reconciliation, we must continue to work together as we are all Treaty People; so we all can have a quality of life.”

President of the Central Urban Métis Federation Inc. (CUMFI), Shirley Isbister says: “Indigenous History Month provides the opportunity for everyone to learn about, share, and celebrate Indigenous cultures. We are peoples with varying cultures, customs, and languages. We are all a part of a shared history with common goals and aspirations. Now is time for Truth.” 

Métis Nation—Saskatchewan Western Region 2A Regional Director, Kathie Pruden-Nansel says: “As we acknowledge June as Indigenous History Month, Métis citizens across our Homeland will also be gathering to recognize our Métis citizens and survivors impacted by residential schools. Our Métis people continue to work towards Reconciliation, as we share our many cultures, journeys and visions of inclusion, and Reconciliation; our Métis Truths as well.”

There are a number of activities happening around Saskatoon during the month of June that present opportunities to learn and get involved. A listing of just some of these is available at saskatoon.ca/Indigenous.

The City of Saskatoon Co-Chairs Reconciliation Saskatoon. Reconciliation Saskatoon is a community of over 115 non-profits, businesses, and other organizations who have come together towards one mission: to initiate a citywide conversation about Reconciliation and provide opportunities for everyone to engage in the Truth and Reconciliation Commission’s Calls to Action.

Spray pads open Wednesday, June 1, 2022

Cool off at any of the 21 City of Saskatoon spray pads located around the city.  Spray pads will open for the season on Wednesday, June 1, 2022, at 10 a.m., and will be operational daily from 10 a.m. to 8 p.m.

Please note, in June (Monday to Friday), spray pads located near school grounds are set to turn off 5 minutes before recess and lunch breaks and will resume 5 minutes after the breaks are over.  Shut-off times will vary according to individual school schedules. All spray pads are activated by push buttons located near the spray features.

Fire Chief releases full details of 108th Street condo fire

The condominium fire in the 300 block of 108th Street West has been fully extinguished with no serious injuries resulting.

The fire was reported to Saskatoon Fire just before 11:30 p.m. on Friday, May 27, 2022. Crews were on scene in 2.5 minutes from the time this call was received via Dispatch. It took crews 7 hours to get the blaze under control, and another 7.5 hours to fully extinguish the site.

“This was a large-scale fire and a difficult one to get under control,” says Fire Chief Morgan Hackl. “The fire spread very quickly, and it required close to 80 staff rotating through the scene before it all over.”

The cause of the fire was the improper disposal of smoking material in an exterior receptable at the northeast corner of the property. The condo unit contained 24 units and damages are estimated at $5 million.

Hackl says: “I’m extremely proud of our Department’s response. Firefighters performed amazing rescue efforts during the course of this incident which presented extreme challenges. The assistance of emergency services – including Police and Ambulance – ensure a coordinated approach to mitigate incidents such as these. And, when rehousing is required, the Salvation Army and Ministry of Social Services also play an important role.”

While Hackl acknowledges the early 911 call as a key factor, he did express serious concern that the fire alarm in the condo building had not been activated.

“I want to remind the public today that, while calling 911 is a critical step, it’s equally important to pull those internal fire alarms at the first detection of smoke or fire. Without these alarms sounding, there will be people inside the building that still aren’t aware they need to get out immediately.”

The Fire Department wishes to share these important safety reminders on the heels of this incident:

  • Always ensure you’re properly disposing of smoking materials
  • At first fire/smoke detection, activate the fire alarm and yell “fire”
  • Call 911
  • Use the nearest exit
  • Test the smoke alarm monthly and replace batteries annually
  • Stay well clear of an active fire scene to allow fire crews to safely do their job

Citizens’ Decoration Day on Sunday, June 5, 2022

Citizens’ Decoration Day will be celebrated at the Soldiers’ Cairn located at the Woodlawn Cemetery on Sunday, June 5, 2022. The annual event provides citizens with an opportunity to pay tribute to those brave individuals who lost their lives in the service of our country.

The day will begin with a parade at 1:30 p.m. that includes Legion members, ANAVET members, and members of the Armed Forces, starting from the Woodlawn Cemetery Office gate (north end of Memorial Avenue) and proceeding into the cemetery shortly thereafter.  Members of the public are welcome to join in the parade. The service is at 2:00 p.m.

To accommodate the Saskatchewan Marathon on Sunday, May 29, from 5:00 a.m. to 1:30 p.m., no parking signs and lane restrictions will be in place along marathon routes. For safety, intersections along marathon routes will have police control in place.

  • St. Henry Avenue road closed between Taylor Street and Diefenbaker Park   
  • Ruth Street road closed between Herman and St. Henry avenues  
  • Taylor Street road closed between Eastlake and St. Henry avenues   
  • Eastlake Avenue closed between Elm and Taylor streets  
  • Victoria Avenue northbound lanes closed between Taylor Street and Saskatchewan Crescent

#ActOnReconciliation by viewing the raised Reconciliation Flag

Following the first National Day for Truth and Reconciliation (NDTR) on September 30, 2021, the Saskatoon Tribal Council has initiated a campaign called #ActOnReconciliation. It’s intended to harness the momentum of NDTR and Orange Shirt Day (also September 30) and keep Reconciliation top of mind all year long. The campaign calls for action and awareness on the last Friday of each month in 2022.

The City is supporting the #ActOnReconciliation campaign by highlighting Reconciliation actions and activities. As well, to further heighten awareness, the City will apply an orange filter to their social media accounts and light the following civic facilities in orange: City Hall, the Prairie Wind art installation outside the Remai Modern, and SaskTel Centre.

#ActOnReconciliation – May Action

On Friday, May 27, demonstrate your commitment to Reconciliation by:

  1. Wearing your EveryChildMatters shirt or any other orange shirt.
     
  2. Consider visiting Civic Square (beside City Hall off 23rd St E) between May 27 and June 3 to see the Reconciliation Flag raised and to take a moment to reflect on its significance. If able, consider attending Reconciliation Saskatoon's flag raising ceremony on Friday, May 27 between 10:00 a.m. and 12:00 p.m. in Civic Square. This event sets the stage for the season of commemoration and reflection that is June.
     
  3. Help build awareness for Reconciliation by joining the online conversation using hashtag #ActOnReconciliation.


In order to establish and maintain a mutually respectful relationship between Indigenous and non-Indigenous people, the Truth and Reconciliation Commission (TRC) found that “there has to be awareness of the past, an acknowledgement of the harm that has been inflicted, atonement for the causes, and action to change behaviour.”

The City has been actively engaged – as a municipality, co-chair of Reconciliation Saskatoon, and through other community partnerships – in efforts to help raise awareness about Reconciliation and in providing opportunities to participate. Learn more at saskatoon.ca/Indigenous.

Saskatoon Transit service adjustments – effective May 29, 2022

Starting Sunday, May 29, 2022, three Saskatoon Transit routes will experience changes to provide improved reliability and connectivity to the system.   

Route 1 - Exhibition    

Route 1 will incorporate a part of Route 20, which includes Brand Road, Melville Street and South Industrial. With this extension of service, regular frequency and service throughout the day will become available to the Auto Mall Village and South Industrial.   

 Route 20 – South Industrial    

The South Industrial portion of the Route 20 will be replaced with the Route 1 extension.   

 Route 13 - Avalon / Lawson Heights    

From July through to August, Route 13 is expected to be impacted at 12th Street and University Drive due to summer construction. A planned detour will move Route 13 to 8th Street and Clarence Avenue. Route 13 will continue to service Broadway Avenue south of 8th Street, with additional frequency along Clarence Avenue.   

Transit customers are encouraged to learn about the route changes by going to the website, calling the Transit Customer Service Centre at 306-975-3100 or using the transit app to plan their trip.  

Riders are encouraged to plan their trip in advance and review the updated schedules before travelling. Riders can pin the routes they use most often in the transit app to get push notifications of service alerts.

Evening expressway sweeping starts tonight

City and contractor crews have been busy sweeping up road debris to clean streets and reduce dust in the air since the snow melted. Starting tonight, Tuesday, May 24, motorists should expect delays on expressways, including Circle Drive, Monday to Thursday evenings from 8:00 p.m. to 6:00 a.m. This project is expected to be completed by June 2nd , weather permitting and barring any unforeseen circumstances.      

Motorists should stay back a minimum of 15 metres (about 2.5 car lengths), and when passing, should use extreme caution and slow to 60 km/h. The street sweeping vehicles will travel with a Saskatoon Police Service escort to enforce speeding and other work zone infractions. On and off ramps will be temporarily closed while sweeping is being completed.  

Saskatoon Police Service and pilot vehicles will use flashing lights to warn drivers to slow down as they approach the moving work zone. Motorists must slow down and respect all work zones, including mobile work zones, detours, flashing lights, barriers and workers outside of equipment.  

The km/h charge for travelling in excess of the posted speed limit in a construction zone is double. Driving 20 km/h over the speed limit will cost you $440; 40 km over will cost $1,008.  

The City thanks motorists for their patience while this necessary work is carried out.

Celebrating Victoria Day with fireworks

The Saskatoon Fire Department would like to remind residents and visitors of safe practices for purchasing, enjoying and disposing of fireworks. This Victoria Day, low-hazard fireworks can only be discharged on private property between the hours of dusk and 11:00 p.m. on Monday, May 23.

Low-hazard fireworks are designed for public recreational use. These fireworks travel less than 50m (160ft) high and include items such as roman candles, sparklers, fountains, wheels, volcanoes, mines and snakes.

High-hazard fireworks are designed for professionals and can only be purchased by persons holding a valid Fireworks Supervisor – Level I or Level II card issued by Natural Resources Canada.

Residents and spectators are reminded of the risks and obligations associated with fireworks:

  • Carefully read and follow the manufacturer instructions.
  • Exercise increased caution when handling and discharging any type of firework.
  • Choose your location wisely. Fireworks can only be discharged on private property. Familiarize yourself with the space requirements for the type of firework being discharged. Requirements vary depending on the firework type.
  • Ensure your location is free of overhead obstructions, is clear side-to-side and is a safe distance from combustible materials.
  • Ensure that it is not windy and that all spectators are safely located to observe the display.
  • Be sure to properly stabilize the firework according to manufacturer direction.
  • Other than sparklers, never light or hold a lit firework in your hand.
  • Always light the fuse at its tip.
  • Never try to relight or fix the fuse on fireworks that did not go off.
  • Have a supply of water available and use it to extinguish debris or smouldering embers before they cause injuries, property damage and/or fires.
  • Keep in mind that you are solely responsible for any debris that may land on spectators or another’s property.

Digital Zoning Bylaw Now Available

Starting May 17, 2022, finding information on zoning anywhere in Saskatoon can now be done online through the City of Saskatoon’s new Digital Zoning Bylaw system. The online version of Bylaw 8770 – Zoning Bylaw, 2009, will make it easier to find information on specific areas of the city, through an easy-to-navigate interface as well as interactive maps.  

Previously, the Zoning Bylaw was only available in a print/pdf format that was 525 pages long and could be difficult to use to find specific information. Now, by going to saskatoon.ca/digitalzoningbylaw, builders, homeowners and anyone else can easily find the information they need. Future versions of the Digital Zoning Bylaw will include a search function and other improved functionalities.

Implementation of the Digital Zoning Bylaw supports the City of Saskatoon’s strategic plan by improving service to enhance economic development and provide greater transparency to the public around planning and development. If there is any discrepancy between the digital version of the bylaw and the written version, the written version will remain the legal document.

Reminder: Permits Required for Park Access

Spring is a busy time of year for projects in the yard, garden, and around the home.  Contractors and homeowners with a property adjacent to a park may wish to use the park as an access point for deliveries, equipment and/or vehicles related to their projects.
 
The City would like to remind contractors and homeowners about the importance of gaining approval before accessing a park to ensure the safety and enjoyment of these spaces for everyone.
 
To obtain a permit, contractors and homeowners can either: 
1) Complete the Request Access to a Park online form at saskatoon.ca/parkaccess; or,
2) Call Parks Customer Service at 306-975-3300. 
 
Permit applications should be submitted at least one week prior to the date required.  
Once the permit has been issued, the permit holder is responsible for:
  • Repairing any damage to City property at the homeowner's/contractor’s expense.
  • Removing all litter/debris after the project is complete.
  • Expenses incurred by the City to repair damage.
  • Adhering to any restrictions set forth in the approval process, including limitations for vehicle access when the turf is wet.
  • Accepting liability for any injury to the public, and for damages to public property.
  • Contacting the Parks Division after the work is complete for an inspection and to close the permit.

BYXE Week May 16-20: Where will the ride take you?

Monday, May 16 kicks off the annual Spring BYXE Week! Many activities and events are planned throughout the week, including the return of in-person commuter stations on Bike to Work Day Thursday, May 19. Local advocacy group, Saskatoon Cycles, is coordinating the events in partnership with the City.

Cycling is a convenient and low-cost form of everyday transportation that benefits Saskatoon by decreasing traffic congestion, noise and air pollution. Riding a bike is also great for physical and mental health; regular exercise leaves you feeling refreshed, energized and alert. Riding your bike can save you money when gas prices are climbing, plus the infrastructure costs less than building and maintaining more roads.

Where will the ride take you? BYXE Week is a great time to tune-up your bikes and explore Saskatoon and all its beauty as spring blooms. The 2022 Cycling Guide is now available with bike routes and safety tips; and people can take the challenge to find brightly-coloured decorated bikes parked around the city or tackle a BYXE Week scavenger hunt.

Thursday, May 19 Bike to Work Day Commuter Stations, sponsored by local organizations and businesses, will be serving refreshments and snacks for people on bikes during their morning (7-9 a.m.) and afternoon (4-6 p.m.) commutes.

If you live too far away to ride your bike, consider taking Saskatoon Transit part of the way. All buses are equipped with front bike racks that are free and easy to use. Plan your trip using the Transit app and Google Transit.

Bunkhouse Art Exhibition Saturday, May 28 and Sunday, May 29 at the Pumphouse in River Landing

Eight artists who recently participated in the Artists in Place: The Bunkhouse Project are hosting a come-and-go exhibition of their work on Saturday, May 28 from 10:00 a.m. to 4:00 p.m. and Sunday, May 29 from 12:00 p.m. to 4:00 p.m. at the Pumphouse in River Landing.

Artists Amy Gerein, Andie Feist, Jacob Farrell, and Ania Ślusarczyk will be showing works inspired by the animals at the Saskatoon Forestry Farm Park & Zoo; artists Cristine Andrew-Stuckel, Diana Roelens, Jane Reväe McWhirter, and JingLu Zhao will be exhibiting work inspired by the park and gardens.

Residents are encouraged to come to the event to view the art and talk with the artists about their residency experiences in the historic Bunkhouse at the Saskatoon Forestry Farm Park & Zoo.

Artists in Place: The Bunkhouse Project is an artist-in-residence program sponsored by the City of Saskatoon. For more information, visit saskatoon.ca/bunkhouse.
